APPROVAL OF MINUTES OF August 25,2014
There being no additions or corrections, the Mayor declared the minutes of August 25,
2014 approved as published.
CITIZENS' RIGHT TO SPEAK
Larry Welshon (Edgewater), founder of Alpine Valley School, spoke about his school.
It is an independent K-12 school at 45th & Parfet. Besides a typical curriculum of
subjects, it follows the Sudbury model of education where staff and students are actively
involved in making and enforcing all the school rules. Managing the budget and the
facility is also handled in a democratic fashion.
Griff Wirth, principal of Wheat Ridge High School, spoke about the school. Three
major focuses are 1) a long, continuing tradition of academic success and advanced
placement classes (with a student body now having 50% "at risk" students who receive
free/reduced lunches), 2) activities and athletics (10 state championships in the last 8
years), and 3) the arts (visual and performing).
Mary Fedje (WR) is unhappy with the direction of our City-with pot shops near parks
and schools. She listed Arvada, Littleton and Golden that have turned down marijuana
sales. She recommended not allowing any more grow operations, limiting the size of

operations, prohibiting food products and move to permanently eliminate it from the
City. This mistake needs to be fixed .
Connie McCoy (WR) is grateful for and gave examples of how well the City takes care
of its families and how the Council has made good decisions for families. She is
concerned about bringing in the marijuana industry and fears it will keep families from
locating here. She favors a ban on further pot shops and grow operations .
Kelly Baillie (WR) came to inquire about a development by Golden Orchard
Developments at 4701 and 4711 Wadsworth . The neighborhood meeting was in April
2013 but the project has been dormant until the last few weeks. She's been unable to
find out from the Community Development Department what the plan is and the scale of
the project. Does it involve pot or WaiMart? -The Mayor directed her to Mr. Johnstone.
John Clark (WR) urged Council, during the moratorium, to learn how the marijuana
industry has exploited the legalization well beyond what voters intended . -He urged
everyone to vote no on 2B. He finds it hard to imagine spending $10million to tear up
perfectly good concrete , asphalt and water, sewer and power lines to narrow a street,
and then hear about how far behind we are on infrastructure spending -how we need
to borrow $40million on the other ballot measure, with another $30 million for debt
service . This is the first time the City would be in debt; he urges a no vote on both ballot
issues.
Jennifer Shepherd (WR) said she is excited about the Committee for Excellence in
Education. -She thanked Joyce Manwaring for moving the picnic tables at Discovery
Park further away from the skate park-so now the pot and cigarette smokers are
tucked further away and it's a more beautiful place.
Jennifer Yates (WR) suggested some topics for discussion during the marijuana
moratorium: 1) no more new or expansion of existing facilities, 2) location only in
industrial zones, 3) marijuana licensing process should be the same as for a liquor
license -including public notice and a needs and desires survey, and 4) consumption
not allowed in commercial property. -She noted Amendment 64 passed by less than a
10% margin-not overwhelmingly as was stated, and no one remembers liquor ever
being sold at 38th & Miller.
APPROVAL OF THE AGENDA
1. CONSENT AGENDA
A. Resolution No 50-2014-A resolution amending the Fiscal Year 2014 Open
Space Fund Budget to reflect the approval of a Supplemental Budget
Appropriation in the amount of $350,000 for the purpose of constructing the
Wheat Ridge Vehicle Storage Building [See Item 28. Costs have risen since the
design was done in April2013. Decreases amount available in 2015 for
renovation of Prospect Park.]

B. Motion to award bid ITB-14-10 to Growling Bear Company, Inc. in the amount of
$644,209 for the construction of a new Wheat Ridge Vehicle Storage Building,
and a ten percent contingency of $64,420 [Parl of 2004 Master Plan. First step in
moving Parks Maintenance orerations out of Anderson Park. Building to be next
to Public Works shops on 45t Ave.]
C. Resolution No 51-2014-a resolution amending the Fiscal Year 2014 General
Fund Budget reflecting the approval of a Supplemental Budget appropriation in
the amount of $117,857 for the purposes of repairing damage to city assets
caused by the July 7, 2014 hail storm [For roof and paint damage to several
buildings, shelters, sheds and other structures at Anderson Park]
D. Motion to approve payment to Insight Public Sector in the amount of $51,618.51
for the annual renewal of the Microsoft Enterprise Agreement [Scheduled and
budgeted replacement of Microsoft software licenses at all City sites; includes
supporl and maintenance for upgrades or new software.]
Councilmember Davis introduced the consent agenda.
Motion by Councilmember Davis to approve the consent agenda; seconded by
Councilmember DiTullio; carried 7-0.
PUBLIC HEARINGS AND ORDINANCES ON SECOND READING
2. Second public input opportunity for the 2015 Budget
Councilmember Langworthy introduced Item 2
The 2015 Budget will be presented to Council at the October 6th Study Session.
A public hearing is scheduled for October 27, with final adoption on November 10. The
proposed budget will be available online on the City website and in hard copy form in
the City Clerk's office and at the library. Public input is invited on Oct. 27 and Nov.1 0.
Scott Cary (WR) would like to see more resources added for long range planning. In
his job he works with other cities and he feels Wheat Ridge falls short in this area.
Councilmember DiTullio reminded Council about looking at expanding our
neighborhood clean-up program -possibly funding one in each Council district.
Councilmember Davis suggested diversifying the clean-up to include things like paint
cans.
3 . Council Bill 09-2014-an ordinance approving the rezoning of property located at
7671 W. 32"a Avenue and 3299 Wadsworth Boulevard from Residential-Two (R-

2) to Planned Residential Development (PRO) and for approval of an Outline

Staff Report
Senior Planner Meredith Reckert presented. She entered into the record the
Comprehensive Plan , the zoning ordinance , all case file and packet material and the
contents of the digital presentation . She reported that all notification and posting
requirements had been met. A pre-application meeting was held with the applicant in
February. If the rezon ing and Outline Development Plan (general concept plan) are
approved tonight, the final step will be approval of a Specific Development Plan and a
plat document.
Basic elements of the proposed project for this rezon i ng include :
• Access form 32"d Avenue into a single cul-de-sac
Lots are smaller: 3 ,500 sq ft minimum and 50 feet wide lots .
Setbacks are smaller: 5 ft side yard ; 1 0 ft front yard ; 15 ft rear
Max . building coverage : 40-50% for single story , allowing 1 ,500-1, 700 sq ft pad
• Maximum height : 35ft
• 20 single family resident ial units ; minimum 45 ft wide lots
• Drainage flows north and south ; various detention areas
• North property line perpendicular to Rocky Mountain Ditch
• 60ft wide ENV appendage (strip) fronts on Wadsworth
• Southern portion of street: Curb , gutter and sidewalk w/ detached tree lawn on
west side , no parking ; curb , gutter and parking on east side, but no sidewalk
• Northern portion of street: curb, gutter , detached tree lawn , sidewalks and
parking on both sides
• Cottage style homes; 1 and 2-story; covered front porches ; mostly painted siding
• Adjacent properties will share driveways ; detached garages in the rear
• Net density (w/o street, sidewalks , etc .) is 8 .7 units per acre
• All utilities and WR Fire can provide service
• Fees in lieu of land will be required by the Parks Department at time of plat
• Public Works has approved drainage and traffic ; WR Sanitation has capacity to
serve
• The plan was initially approved by the Planning Commission . Subsequent to 1st
Reading before City Counci l the developer realized certain home models were
too big for several of the lots due to the requirement for maximum building
coverage of 40%. It was returned to Planning Commission and the development
standard was amended to increase the building lot coverage to maximum 50%
for eight of the lots -which will allow for the smaller yards .

Council Questions
What is planned for the 60 ft wide "flagpole " extending out to Wadsworth? Denver Water
requires a 30ft wide paved strip for looping . The northern (30ft wide) portion of the
strip will be for drainage detention and a community garden .
Applicant
Bill Fritz (Littleton) said Meredith has done a great job helping them work through the
challenges due to the unique shape of the property.
Public Comment
Lesa Meeks (WR) lives in the area of this project. She is interested in downsizing to a
home this size and is glad the City is providing a wide variety of housing to
accommodate different needs and desires.
Motion by Councilmember Fitzgerald to approve Council Bill 09-2014-an ordinance
approving the rezoning of property located at 7671 W . 32"d Avenue and 3299
Wadsworth Boulevard from Residential-Two (R-2) to Planned Residential Development
(PRO) and for approval of an Outline Development Plan on second reading and that it
take effect 15 days after final publication for the following reasons:
1. City Council has conducted a proper public hearing meeting all public notice
requirements as required by Section 26-109 of the Code of Laws.
2. The required rezoning has been reviewed by the Planning Commission, which
has forwarded its recommendation.
3. The required rezoning has been found to comply with the "criteria for review" in
Section 26-112-E and 260-303-D of the Code of Laws.
With the following conditions :
1. Additional architectural design be required and reviewed at the time of SOP .
2. The schematic detail of Lots 7-20 must be revised to more accurately
represent the larger, narrower lots.
3. The developer is encouraged to work with the City Forester to create a tree
friendly plan with consideration of old and new plantings.
4 . The developer work with staff to add a crosswalk on the southern portion of
the street.
5. Note #2 under Development Standards be modified to indicate that a
maximum of eight one-story home models are allowed a 50% building
coverage and the remainder one and two-story home models have a
maximum of 40% building coverage .
Motion seconded by Councilmember Starker;
Council Starker asked about Denver Water's requirements for a 30ft wide strip of
concrete over the ir water access and wondered if it could be an impervious (dirt)

surface. Mrs. Reckert elaborated and said there would be no vehicular access. She
also reviewed the details of the southern portion of the street.
Staff said they will work with Denver Water about the possibility of leaving the water line
easement unpaved .
Motion carried 7-0.
ORDINANCES ON FIRST READING
4. Council Bill12-2014-an ordinance approving the rezoning of property located at
4360 Gray Street from Neighborhood Commercial (NC) to Mixed Use-
Neighborhood (MU-N) (Case No. WZ-14-07/Germano)
Councilmember Urban introduced Item 4
The purpose of the zone change for this 0.19 acre parcel is to expand possible uses for
the property including the option of converting the existing structure back to a residential
occupancy. No new development or modifications to the site are planned at this time.
Future redevelopment would only require an administrative site plan review to confirm
that standards for the mixed use zone are being met.
Motion by Councilmember Urban to approve Council Bill 12-2014-an ordinance
approving the rezoning of property located at 4360 Gray Street from Neighborhood
Commercial (NC) to Mixed Use-Neighborhood (MU-N) on first reading, order it
published, public hearing set for Monday, October 13, 2014 at 7 p.m. in City Council
Chambers, and that it take effect 15 days after final publication; seconded by
Councilmember Wooden; carried 7-0.
5. Council Bill 13-2014 -an ordinance repealing and reenacting certain sections of
Chapter 5 of the Code of Laws of the City of Wheat Ridge concerning the
Building Code, the Mechanical Code, the Plumbing Code, the Property
Maintenance Code, the Energy Conservation Code, the Residential Code, the
Fire Code, the Fuel Gas Code, National Fire Protection Association 70 National
Electrical Code, NFPA 99 Standards for Health Care Facilities and penalties for
violation of the same
Councilmember Starker introduced Item 5
Motion by Councilmember Starker to approve Council Bill No. 13-2014, an ordinance
repealing and reenacting certain sections of Chapter 5 of the Code of Laws of the City
of Wheat Ridge concerning the Building Code, the Mechanical Code, the Plumbing
Code, the Property Maintenance Code, the Energy Conservation Code, the Residential

DISCUSSION
6. Analysis of Solar Garden Proposals
Mr. Goff explained that the City had received two proposals to participate in a solar
garden agreement through Xcel's Solar*Rewards Community program. The proposals
are from Clean Energy Collective and Sunshare. The City contracted with Lotus
Engineering to review the proposed solar garden models and identify potential risks and
opportunities .
Emily Artale from Lotus gave a 27-minute presentation . Council questions, comments
and discussion followed for 27 minutes.
There was consensus to have a more detailed discussion at a future study session.
7. Discussion of Mayor and Council Budget
Mr. Goff went through the Council Budget and asked if members had suggestions for
changes.
Discussion followed. There was agreement on:
• Increase the Arvada Food Bank to $15 ,000
• Propose $2 ,500 for the Farmers 5000
• Continue with table sponsorships
• Jefferson Center for Mental Health -$2,500
There was consensus to budget for these items and give further scrutiny at the October
6 budget study session .
CITY CLERK'S MATTERS
Clerk Shaver announced that if peop le would like to submit Pro or Con statements for
the TABOR ballot Issue 2A they should be submitted to the City Clerk's Office by
Friday, September 19 . A summary of submitted statements will appear in the tan book
that goes out to all voters.

ELECTED OFFICIALS' MATTERS
Genevieve Wooden noted that a guide for Wheat Ridge schools is at the publishers
and the School Summit is scheduled for Sept. 1 ih at the Rec Center. -She propose to
have a presentation from SAM, Smart Approaches to Marijuana, at a study session .
There was discussion. It will be discussed Sept. 22 . Mr. Doyle from SAM and Chief
Brennan will present.
CITY ATTORNEY'S MATTERS
Mr. Dahl noted our municipal judge's contract comes up for renewal next April. To
better appreciate what the Judge and our municipal court do he suggested that
councilmembers visit the court in action. Good times to observe include Monday and
Wednesday from 1 :00-2:00pm for adult arraignments and Monday at 3:30-4:00 when
prisoners are brought in for various actions.
He told of an upcoming Housing Authority purchase contract meeting with the
Mountain Phoenix School on the architectural guidelines for the Fruitdale School. There
is an issue of successor rights-should the Housing Authority ever cease to exist. He
asked if Council is comfortable having the City as the beneficiary on a reverter clause .
There were no objections .

ISSUE:
The applicant is requesting approval of a 13-lot subdivision plat for property zoned R-1 at 3301
and 3345 Quail Street.
The proposed platting area includes two parcels totaling approximately 9.15 acres. The intent of
the subdivision is to prepare the site for development of a new 12-lot single family residential
neighborhood.
PRIOR ACTION:
Planning Commission reviewed this request at public hearings held on July 17 and August 21 ,
2014.
Planning Commission initially heard this request at a public hearing on July 17 and recommended
continuance until August 21 ,2014 due to changes required to meet stream modification standards
of the Army Corps of Engineers.
On August 21 , 2014 , Planning Commission reviewed the revised plat document and recommended
approval for the following reasons:

1. The revised subdivision plat is consistent with the approval by the Anny Corps of
Engineers.
2. The proposed lots meet or exceed the R-1 zone district regulations.
3. All requirements of the subdivision regulations have been met.
4. Utility districts can serve the property with improvements installed at the developer 's
expense.
With the following conditions:
1. A Subdivision Improvement Agreement is executed whereby all public improvements
are to be in place prior to issuance of building petmits for individual lots .
2. The developer pays park fees at time of the plat recording in the amount of $32 ,464 .77.
3 . The Homeowners' Association covenants are reviewed and approved by staff.
The staff report and meeting minutes from both the July 17 and August 21 , 2014 Planning
Commission public hearings have been attached.
FINANCIAL IMPACT:
Fees in the amount of $2 ,650 were collected for the review and processing of Case No WS-14-02 .
BACKGROUND:
Subject Property
The subject property is comprised of two parcels of land . The larger parcel is located on the north
side ofW. 32"d A venue, north of the Applewood Baptist Church (ABC) parking lot , between
Quail and Routt Streets. The site is zoned Residential-One (R-1) and was originally platted as Lot
2 of the ABC subdivision plat which was approved in 2006.
This site is cutTently undeveloped and is 7 .88 acres in size. Lena Gulch crosses the northwest
comer of the property, and its tributary traverses the property entering the site at the southeast
comer. The northwest portion of the property is encumbered by a I 00-year flood plain
designation. Currently, the 7.88 acre parcel has no direct street frontage ; however, another piece
of property has been incorporated into the subdivision to provide right-of-way from Quail Street to
the east aligning with West 33rd Avenue.
This parcel is 54 ,970 square feet in size or 1.26 acres . In order to meet City and state subdivision
law , this property, which is under separate ownership, has been included in the plat document.
This ownership parcel has direct access onto Quail Street and has a single-family residence on it
addressed as 3345 Quail Street. The southem portion of the site is vacant and will become a new
development parcel with the remainder conveyed to the developer for right-of-way to be dedicated
to the City with tracts for entry improvements.
Surrounding zoning and land use
The development parcel is entirely surrounded by properties that are also zoned R-1 . Single-
family homes are immediately adjacent to the east ; vacant properties are located to the west and
north with single-family residential beyond. The ABC parking lot and education building abuts

the property to the south. Across Quail Street to the east is Prospect Valley Elementary School
and smaller single-family lots zoned Residential-One A (R-1 A).
The proposed plat document is comprised of three sheets. Sheet 1 is the declaration page and
contains the legal description, required signature blocks for property owners, recording and notes-.
The notes, among other things , contain the City's standards language regarding easements and
detention pond maintenance. It also includes a note regarding maintenance of the common
elements in the development.
Sheets 2 and 3 contain the layout of the subdivision. The plat will subdivide the property into 13
lots , 12 of which will be developed with single-family structures. All lots meet or exceed the R-1
minimum lot size of 12,500 square feet and lot width of 100 feet. The subdivision includes an
existing parcel on Quail Street-a portion of which will be purchased and used as public street
access to Quail. The lot from which the land will be removed (3345 Quail) has an existing single-
family residence on it. The property acquisition for right-of-way will not reduce the lot below the
R-1 development standards for lot size and width and will create another conforming development
lot on Quail (Lot 12).
A new street called W. 33rd Avenue will be extended west from Quail Street for access into and
through the subdivision. West 33 rd A venue extends west to the tenninus of the property which
could facilitate street extension if the vacant land to the west were subdivided. Lots 11 and 12 will
gain access from 3 3 rd A venue. Quail Court extends as a cul-de-sac bulb north and provides access
for Lots 1 -10.
Both Quail Court and 33rd Avenue will be full-width , dedicated local streets with 53 and 51 feet of
width, respectively. Curb , gutter and attached sidewalk will be installed on both sides of the
street.
There are several tracts shown on the plat. Tract A encompasses the Lena Gulch drainage way
and the portion of land encumbered by the 1 00-year floodplain. Tract B located in the
northwestern portion of the property will serve as a stonnwater quality detention area . Tracts C
and D serve as cul-de-sac "eyebrows" which could be vacated back to the owners of Lots 11 and
12 ifW. 33rd Avenue is extended to the west. Tracts D and E are dedicated as tracts to serve as
entrance features which could be used for landscaping and signage. Tracts A , B, D and E will be
maintained by the Homeowners' Association (HOA). The HOA will be responsible for
maintenance of all detention areas and the Lena Gulch 1 00-year floodplain. Staff will require
review and approval of the HOA covenants to ensure that adequate provisions for maintenance
have been made.
An existing detention easement which was platted with the original ABC subdivision is not
required for detention anymore and is being vacated by separate document.
This case has been through a standard referral process and all agencies can provide service
subject to improvements installed at the developer 's expense. Public Works has reviewed
and approved a drainage plan and report for the property.

RECOMMENDED MOTION:
"I move to approve Resolution No. 52-2014, a resolution approving a 13-lot subdivision plat
with a right-of-way dedication for property zoned Residential-One (R-1) at 3301 and 3345
Quail Street (Case No. WS-14-02/Quail Hollow), for the following reasons:
I. City Council has conducted a proper public hearing, which met all public notice

WHEREAS, an application for a subdivision plat was received to subdivide
property located at 3301 and 3345 Quail Street in a Residential-One (R-1) zone
district; and,
WHEREAS, all referral agencies have reviewed the request and do not

case.
I. REQUEST
The applicant is requesting approval of a 14-lot major subdivision on property zoned Residential-One
to accommodate 13 new single family residential dwelling sites. The property is located at
approximately 3301 Quail Street and 3345 Quail Street.
Because this is a major subdivision, Planning Commission will be providing a recommendation to City .
Council who will be the final authority for approval. A neighborhood meeting is not required prior to
the submission of an application for subdivision approval.
II. EXISTING CONDITIONS/PROPERTY HISTORY
Subject Property
The subject property is comprised of two parcels of land. The larger property is an unaddressed parcel
located on the north side ofW. 32"d Avenue, north of the Applewood Baptist Church parking lot ,
between Quail and Routt Streets. The site is zoned Residential-One (R-1) and was originally platted
as Lot 2 of the Applewood Baptist Church (ABC) subdivision plat which was approved by Planning
Commission on October 19 ,2006. The subdivision divided the 14 acres ofthe church's property into
two lots . Lot 1 was developed into a large parking lot for the church and Lot 2 was purchased by a
private party.
The larger site is currently undeveloped and is 7.882 acres in size. Lena Gulch crosses the northwest
comer of the property, and its tributary traverses the property entering the site at the southeast comer.
The northwest portion of the property is encumbered by 1 00-year flood plain. Currently, the 7.88 acre
parcel has no direct street frontage; however, another piece of property has been incorporated into the
subdivision to rovide right-of-way from Quail Street to the east aligning with West 33rd Avenue.

This parcel is 54 ,970 square feet in size or 1.26 acres. In order to meet City and State subdivision law ,
this property, which is under separate ownership , has been included in the plat document. This
ownership parcel has direct access onto Quail Street and has a single family residence on it addressed
as 3345 Quail Street. The southern portion of the site is vacant and will become a new development
parcel with the remainder conveyed to the developer for right-of-way to be dedicated to the City with
tracts for entry improvements.
The combined area of the two lots is 398 ,355 square feet (9.15 acres).
Surrounding zoning and land use
The development parcel is entirely surrounded by properties that are also zoned R-1. Single family
homes are immediately adjacent to the east; vacant properties are located to the west and north with
single family residential beyond . The Applewood Baptist Church parking lot and education building
abuts the property to the south. Across Quail Street to the east is Pros ect Valley Elementary School
and smaller single family lots zoned Residential-One A (R-lA). (Exhibit 2, zonin ~map)
Prior Subdivision approval
In 2007 , Lot 2 of the original ABC plat was subject to an application for subdivision into 11 lots.
Included with the subdivision approval were a variance for cul-de-sac length and a flood plain permit

for construction in the 100 year floodplain. While approved by both Planning Commission and City
Council, this plat was never recorded and is therefore void. (Exhibit 3, 2007 plat)
Subsequent to the 2007 plat approval, the rear portion of the ABC property was developed into a
parking lot and the new FEMA FHAD maJ?S were ado ted which removed a portion of the property
from the 1 00-year floodplain. (Exhibit 4, Aerial photo with 2003 and 2014 floodplain layers) In
addition, the subdivision regulations were revised which extended the maximum cul-de-sac length
from 500' to 700', negating the need for variance with the new application. (Exhibit 5, Site photos)
III. SUBDIVISION PLAT
Plat design
The proposed plat document is comprised of three sheets. (Exhibit 6, Subdivision Plat) Sheet 1 is the
declaration page and contains the legal description, required signature blocks for property owners,
recording and notes. The notes, among other things, contain the city's standards language regarding
easements and detention pond maintenance. It also includes a note regarding maintenance of the
common elements in the development.
Sheets 2 and 3 contain the layout of the subdivision. The plat will subdivide the property into 13 new
lots to be developed with single family structures. All lots meet or exceed the R-1 minimum lot size
of 12,500 s.f. and lot width of 1 00'. The subdivision includes an existing parcel on Quail Street; a
portion of which will be purchased and used as public street access to Quail. The lot from which the
land will be removed (3345 Quail) has an existing single family residence on it. The property
acquisition for right-of-way will not reduce the lot below the R-1 development standards for lot size
and width and will create another conforming development lot on Quail (Lot 13).
A new street called W. 33rd Drive will be extended west from Quail Street for access into and through
the subdivision. West 33rd Avenue extends west to the terminus of the property which could facilitate
street extension if the vacant land to the west were subdivided. Lots 11 and 12 will gain access from
the cud-e-sac bulb on the north side of33rd. Quail Court extends as a cul-de-sac bulb north and
provides access for Lots 1 -1 0.
Both Quail Court and 33rd Avenue will be full-width dedicated local streets with 53' and 51' ofwidth,
respectively. Curb, gutter and attached sidewalk will be installed on both sides of the street.
There are several tracts shown on the plat. Tract A encompasses the Lena Gulch drainage way and the
portion of land encumbered by 1 00-year floodplain. Tract B located in the northwestern portion of the
property will serve as a stormwater quality detention area. Tracts C and D serve as cul-de-sac
"eyebrows" which could be vacated back to the owners of Lots 11 and 12 ifW. 33rd Avenue is
extended to the west. Tracts D and E are dedicated as tracts to serve as entrance features which could
be used for landscaping and signage. Tracts A, B, D and E will be maintained by the Homeowners'
Association (HOA). The HOA will be responsible for maintenance of all detention areas and the Lena
Gulch 100-year floodplain. Staff will require review and approval of the HOA covenants to ensure that
adequate provisions for maintenance have been made.
An existing detention easement which was platted with the original ABC subdivision is not required
for detention anymore and is being vacated by separate document.

On-site drainage
When raw land is developed , historic drainage coming into and being released from the site must be
maintained. Because the minor tributary to Lena Gulch has historically crossed the property, the
developer must continue to accommodate its flows. The design proposed in 2007 showed the Lena
Gulch tributary following its natural course diagonally across the property from southeast to
northwest , with flows being conveyed by a very large open channel. This led to development
challenges including street portions located in the 1 00-year flood plain and irregular lot configurations.
The minor tributary to Lena Gulch carries a substantial amount of off-site drainage flows generated by
properties to the south and southwest, which must continue to be accommodated on the property. The
proposed drainage system enters the property at the southeast comer but is contained with two large
pipes that carry flows north along the eastern perimeter of the property to Lena Gulch. Although Lots
1 -5 will be encumbered with a drainage easement over the pipes, the proposed drainage design
allows a more logical street system and property layout.
Tract B at the far northwest comer of the site serves as a water quality pond.
Parkland dedication:
Parkland dedication is required for all residential subdivisions . When land is not dedicated for a
public park , a fee is required in lieu . The Parks and Recreation Department has indicated that fees in
lieu of land dedication will be required in the amount of $32 ,464.77. This fee is required to be paid
prior to plat recording.
IV. AGENCY REFERRALS
All affected service agencies were contacted regarding their ability to serve the property. The
developer will be responsible for any needed upgrades to accommodate the proposed development.
Specific referral responses follow .
Consolidated Mutual Water District: Can serve the property with improvements installed at the
developer's expense.
Northwest Lakewood Sanitation District: Can serve the property subject to rules and regulations of
the district.
Wheat Ridge Fire Protection District: Has reviewed the plat. The internal streets must be
maintained as fire lanes. Additional hydrants will be required.
Wheat Ridge Parks and Recreation Department: Will require fees in lieu of land dedication.
Wheat Ridge Police: No concerns.
Wheat Ridge Public Works: Has reviewed the plat and a drainage plan and report. Both the plat and
drainage report have been approved.
Xcel Energy: Can serve.
V. STAFF CONCLUSION
Staff concludes that the proposed subdivision plat provides a logical street system and lot layouts.
Staff further concludes that the plat is consistent with the City's R-1 zone district minimums and that

all requirements of the subdivision regulations have been met. Because agencies can provide service
to the property with improvements installed at the developer's expense, a recommendation of
Approval is given for Case No. WS-14-02 with conditions itemized in Option A ofthe recommended
motions.
VI. RECOMMENDED MOTIONS
OPTION A:
"I move to recommend APPROVAL of Case No. WS-14-02, a request for approval of a fourteen-lot
major subdivision plat for property located at 3301 and 3345 Quail Street, for the following reasons:
1. The proposed lots meet or exceed the R-1 zone district regulations.

7. PUBLIC HEARING
A. Case No. WS-14-02:. A request filed by William Lyons, Jr. for approval of a 14-lot
major subdivision with right-of-way dedication for property zoned Residential-One (R-1)
located at 3301 Quail Street and 3345 Quail Street.
Ms. Reckert presented the case. She entered into the record the contents of the case file
and packet materials, the zoning ordinance, the comprehensive plan and the digital
presentation. She stated the public noticing and posting requirements have been met.
Planning Commission will make a recommendation to City Council which is the final
authority. She reviewed the staff report and digital presentation. Ms. Reckert added a
condition to the recommended motion regarding plat modifications and review by the
Army Corps of Engineers.
Commissioner OHM asked for confirmation of the 2014 floodplain map and if any lots
exist in it. Ms. Reckert stated none of the lots are in the 1 00-year floodplain.
Commissioner TIMMS had questions about proposed Lot 12 in regards to flag lots. Ms.
Reckert stated that the subdivision regulations were modified to exclude the flag pole
portion ofthe Lot in the area calculation but has not done the calculation for remaining
lot size for Lot 12
Commissioner TIMMS wonders if any other design options were discussed because it
looks like a leftover and is not part of the rest of the subdivision. Ms. Reckert stated
different plat design options were considered and felt this was the best option.
Commissioner BUCKNAM inquired about Tract A which contains Lena Gulch and
asked if the development would require modifications to the water course. Ms. Reckert
replied no.
Commissioner BUCKNAM asked whether it will remain in its current state in terms of
contours, vegetation, etc. Ms. Reckert replied yes.
Commissioner BUCKNAM asked if any modifications have been made in 1,000 meters
in either direction. Ms. Reckert stated in the late 1980's there was a channelization
project completed by the City and Urban Drainage and Flood Control from Parfet to
Kipling which impacted this area.
Chair BRINKMAN asked if street parking would be available since the roads will be
considered fire lanes per Wheat Ridge Fire Department. Ms. Reckert stated Wheat Ridge
Fire Department did approve on-street parking. The cul-de-sac bulb will be most
affected.
Chair BRINKMAN stated it will not actually be a fire lane as read into record. Ms.
Reckert stated that will function as a fire lane but will be allowed to have parking.

Chair BRINKMAN asked if any future plat reviews would be administrative.
Ms . Reckert replied any major changes would be reviewed by Planning Commission.
Chair BRINKMAN inquired about the tributary to Lena Gulch that dissects the property.
Ms. Reckert deferred to the developer.
Chair BRINKMAN inquired about the drainage for the Applewood Baptist Church
(ABC) parking lot to the south of the project. Ms. Reckert stated when the ABC property
was originally subdivided , a drainage pond was built to the north with a conveyance pipe
running along the west side to Lean Gulch.
Chair BRINKMAN inquired if the property to the west is developed can they use 33rd
A venue to connect to Routt Street? Ms. Reckert said yes.
Chair BRINKMAN wondered what the impact would be if FEMA modifies the 1 00-year
floodplain prior to the property being developed. Ms. Reckert stated FEMA does not
often update the limits of the floodplain and it is usually a long process.

Mr. Lyons stated the goal of the project is to focus on homes built for the empty nester.
The homes will be single story with three and four car garages with steeper tiled roofs
that have 12 foot ceilings with a focus on energy efficiency.

Jehn Engineering
Mr. Bishop explained how the drainage for the church along the property lines will
function and drain into Lena Gulch. He presented a modified lot layout and stated
potential design changes are a result of a national permit issued in 2009 by the Anny
Corps of Engineers. Discussion continued regarding the Army Corps' permitting process
and impact on the subdivision design. Lot 2 will be replaced by a drainage conveyance
tract that will be tumed into an amenity for the development. The lot lines in tract A
were widened to accommodate the wetlands on the property.
Commissioner BUCKNAM asked if this new configuration will appease the Army Corp
of Engineers . Mr. Bishop stated yes .
Commissioner BUCKNAM asked what further approval is required to move f01ward.

as the flood plain. He has seen Lena Gulch overflow over the years and is concerned that
there will be impacts as a result of the development. He would prefer the area remain
undeveloped.

Ms. Sares stated she has also seen the property flood over the past eight years from Lena
Gulch and is concerned.
Discussion continued regarding past storm events and impact on the property and the
neighborhood .
Commissioner BUCKNAM stated he was at Prospect Valley Elementary last fall just
previous to the September floods and saw how heavy the water can get on Quail Street.
He wonders do we need to take into consideration the amount of drainage down Quail
along with the proposed wetland mitigation to help this.
Mr. Brink stated the proposed drainage pipes are very large and will provide relief to the
area that they previously have not had in the past.
Mr. Bishop readdressed the Commission and citizens stating that in this project they have
designed it to also improve the Quail Street drainage issues to get the water to Lena
Gulch. Also with the added curb, gutter and sidewalks in this subdivision, water that has
been flowing down Quail Street should now be directed to 33rd Avenue.
Commissioner OHM asked what would have happened if we didn't know about this
change from the Army and approved the plan as is , would it come back to Planning
Commission and City Council. Ms. Reckert stated it depends if it needs to have a new
plat or not. When it becomes more of an impact to the overall area , then they would be
reviewed by Planning Commission and City Council.
Mr. Brink also stated that the new proposal is consistent with the past plan and is really
not a large change as far as Public Works is concerned .

Commissioner BUCKNAM stated he appreciates the work the applicant has put into
accommodating the wetlands retention in the revised plat. Since that revision was
included in the presentation, it is part of the case. He would like to consider a
continuance.
Commissioner TIMMS stated he concurs with Commissioner Bucknam and feels it
warrants further discussion .
Commissioner OHM stated he is okay with a continuance or to move forward tonight. He
also would like to see Lot 12 reconfigured if at all possible.

I. REQUEST
The applicant is requesting approval of a 13-lot major subdivision on property zoned Residential-One
to accommodate 12 new single family residential dwelling sites. The property is located at
approximately 3301 Quail Street and 3345 Quail Street.
Because this is a major subdivision , Planning Commission will be providing a recommendation to City
Council who will be the final authority for approval.
This case was heard by Planning Commission on July 17, 2014 but was continued due to
modifications to comply with Army Corps of Engineers re uirements. Attached as reference are the
Planning Commission minutes from July 17, 2014. (Exhibit I, minutes)
In this report, only the new plat design will be discussed, in addition to other items brought up at the
July 17 hearing.
II. SUBDIVISION PLAT MODIFICATIONS
Case No. WS-14-02 was continued from the Planning Commission meeting on July 17 , 2014 to
August 21 , 2014 so that a revised plat could be prepared to meet the requirements of the Army Corps
of Engineers regarding stream modification . The applicant received the Nationwide Permit No. 29 on
July 25 , 2014. The pennit allows them to construct the improvements as ro osed. Attached as
Exhibits B and C are copies of the July 17 plat and the August 21 plat. (Exhibits 2 and 3, original and
evised lat
The plat and drainage system have been modified so that storm water enters the site at the southeast
corner and is conveyed in an open channel across what was formerly Lot 2 in an area identified as
Tract G . Once the creek meets Quail Street, it is piped under the street and then daylights from the
cul-de-sac bulb back into an open channel that runs northwest to the open space area.
The minor tributary to Lena Gulch carries a substantial amount of off-site drainage flows generated by
properties to the south and southwest, which must continue to be accommodated on the property. As
such, there is still a conveyance pipe that runs along the eastern perimeter of the subdivision to convey
these flows.
The drainage design revisions impact all of the lots on the eastern side of Quail Court. With new Tract
G , which accommodates a portion of the open drainage channel, the number of lots on the east side of
the street is reduced from 6 to 5. The excess land from original Lot 2 (minus Tract G) has been
primarily allocated to Lots I and new Lot 2 but all of the lots along the eastern perimeter are
somewhat modified in size and configuration.
The lots on the western side of Quail are not impacted in regard to size but they have been renumbered
because one lot is being displaced by the new drainage tract. Likewise, the two lots on Quail Street
have not been impacted but they have also been renumbered. Tract A has also modified to
accommodate the open channel and expands its size from 80 ,536 sf to 82 ,156 sf.

III. OTHER ITEMS
The following additional items were discussed on July 17 for which staff provides the following
information.
Fl ag lots
Discussion at the July 17 public hearing included the configuration of Lot 11 within the proposed
subdivision plat. It was referred to as a "flag lot" and it was asked whether alternate designs were
considered which eliminated the long drive portion of the property.
Lot 11 has an irregular lot shape with a large buildable portion on the north and a long driveway which
extends south to 33rd Avenue. On Lot 11, a breakdown is provided as to square footage of the
buildable area and the driveway.
The subdivision regulations were recently amended and specifically address flag lots. While they are
discouraged, there are criteria that need to be met in order to plat in this configuration. See language
below:
"1. Flag lots are not encouraged but are permitted when they are the most appropriate
development option as determined by the community development director. Use of a flag lot
design shall meet the following criteria:
a. The minimum width of the pole portion abutting a public street is 25 feet.
b. Use of a flag lot design is necessary for effective development of land.
c. The proposed design does not negatively affect public safety and includes clearly defined
access for private use and for emergency service. "
The applicant has provided exhibits which demonstrate how this roperty will likely develop and
treatment of the driveway. Exhibits 4 and 5, flag lot renderings) Staff concludes that Lot 11 meets
the criteria specified in the Subdivision Regulations and recommends its configuration be left "as is".
Fill dirt
On July 17 concern was expressed regarding the amount of fill dirt being put on the property and how
this will relate to adjacent homes on Quail Street. The applicant has provided exhibits which show
two section rofiles and the relationship to the existing houses to the east. Exhibits 6 and 7 plan view
and cross-section)
III. STAFF CONCLUSION
Staff concludes that the revised subdivision plat is consistent with the approval by the Army Corps of
Engineers. Staff further concludes that the plat is consistent with the City's R-1 zone district
minimums and that all requirements of the subdivision regulations have been met. For these reasons , a
recommendation of Approval is given with conditions itemized in Option A of the recommended
motions.
IV. RECOMMENDED MOTIONS
OPTION A:
"I move to recommend APPROVAL of Case No. WS-14-02, a request for approval of a thirteen-lot
major subdivision plat for property located at 3301 and 3345 Quail Street, for the following reasons:

A. Case No. WS-14-02:. A request filed by William Lyons, Jr. for approval of a 14-lot major
subdivision with right-of-way dedication for property zoned Residential-One (R-1) located at
3301 Quail Street and 3345 Quail Street.
Ms. Reckert presented the case. She entered into the record the contents of the case file and
packet materials, the zoning ordinance, the comprehensive plan and the digital presentation.
She stated the public noticing and posting requirements have been met. Planning Commission
will make a recommendation to City Council which is the final authority. She reviewed the
staff report and digital presentation. Ms. Reckert added a condition to the recommended
motion regarding plat modifications and review by the Army Corps of Engineers.
Commissioner OHM asked for confirmation of the 2014 floodplain map and if any lots exist in
it. Ms. Reckert stated none of the lots are in the I 00-year floodplain.
Commissioner TIMMS had questions about proposed Lot 12 in regards to flag lots. Ms.
Reckert stated that the subdivision regulations were modified to exclude the flag pole portion
of the Lot in the area calculation but has not done the calculation for remaining lot size for Lot
12
Commissioner TIMMS wonders if any other design options were discussed because it looks
like a leftover and is not part of the rest of the subdivision. Ms. Reckert stated different plat
design options were considered and felt this was the best option.
Commissioner BUCKNAM inquired about Tract A which contains Lena Gulch and asked if
the development would require modifications to the water course. Ms. Reckert replied no .
Commissioner BUCKNAM asked whether it will remain in its current state in tenns of
contours, vegetation, etc. Ms . Reckert replied yes.
Commissioner BUCKNAM asked if any modifications have been made in 1,000 meters in
either direction. Ms . Reckert stated in the late 1980's there was a channelization project
completed by the City and Urban Drainage and Flood Control from Parfet to Kipling which
impacted this area.
Chair BRINKMAN asked if street parking would be available since the roads will be
considered fire lanes per Wheat Ridge Fire Department. Ms. Reckert stated Wheat Ridge Fire
Department did approve on-street parking. The cul-de-sac bulb will be most affected.
Chair BRINKMAN stated it will not actually be a fire lane as read into record. Ms . Reckert
stated that will function as a fire lane but will be allowed to have parking.
Chair BRINKMAN asked if any future plat reviews would be administrative.
Ms. Reckert replied any major changes would be reviewed by Planning Commission.
Chair BRINKMAN inquired about the tributary to Lena Gulch that dissects the property. Ms.
Reckert deferred to the developer.

Chair BRINKMAN inquired about the drainage for the Applewood Baptist Church (ABC)
parking lot to the south of the project. Ms. Reckert stated when the ABC property was
originally subdivided, a drainage pond was built to the north with a conveyance pipe running
along the west side to Lean Gulch.
Chair BRINKMAN inquired if the property to the west is developed can they use 33rd Avenue
to connect to Routt Street? Ms. Reckert said yes.
Chair BRINKMAN wondered what the impact would be ifFEMA modifies the I 00-year
floodplain prior to the property being developed. Ms. Reckert stated FEMA does not often
update the limits of the floodplain and it is usually a long process.

Mr. Lyons stated the goal of the project is to focus on homes built for the empty nester. The
homes will be single story with three and four car garages with steeper tiled roofs that have 12

subdivision design. Lot 2 will be replaced by a drainage conveyance tract that will be turned
into an amenity for the development. The lot lines in tract A were widened to accommodate
the wetlands on the property.

Engineers. Mr. Bishop stated yes.

7. PUBLIC HEARING
A. Case No. WS-14-02: A request filed by William Lyons , Jr. for approval of a 13-lot
major subdivision with right-of-way dedication for property zoned Residential-One (R-
1) located at 3301 Quail Street and 3345 Quail Street. (This case was continued from
the public hearing on July 17 , 2014.)
Chair BRINKMAN asked Ms. Reckert for the protocol since this case was continued.
Ms . Reckert stated a public hearing was conducted along with public testimony and the
case was continued. She stated only the revisions are to be reviewed and discussed with
public testimony. The revisions are the modifications to comply with the requirements
from the Army Corps of Engineers regarding stream modification .
Ms. Reckett presented the case. She introduced Scott Brink, Director of Public Works at
the staff table. She entered into the record the contents of the case file and packet
materials , the zoning ordinance, the comprehensive plan and the digital presentation . She
established jurisdiction. She stated Planning Commission will make a recommendation
to City Council which is the final authority. She reviewed the staff report and digital
presentation . She stated the applicant received approval of the nationwide pennit on July
25 , 2014 with authorization to build with the modifications proposed.
The plat and drainage system have been modified so the storm water enters the site and
runs in an open channel in Tract G. When it hits the street it is then piped , daylights
again at the north portion of the cul-de-sac and runs into Lena Gulch. The minor
tributary called Quail Creek still has to be accommodated on the property. Those flows
will be piped along the eastern edge of the property in a drainage easement. The drainage
design with open channel in the south eastern portion affects the lots on the east side of
the cul-de-sac on Quail Court reducing the number of lots from 6 to 5. The amount of
open space has increased and the lot sizes on the east side of the subdivision have
increased in size as well.
She stated the flag lot design for Lot 11 is necessary for the effective development of
land. This design was most desirable based on street layout and drainage and meets the
flag lot criteria contained in the Subdivision regulations.
The applicant had previously stated there would be 3 to 6 feet of fill depending on the
location and showed cross sections detailing the proposed lots post-development with
their relationship to adjacent properties.
Commissioner WEAVER expressed concern regarding the drainage system. She asked
how the water volume will change with the development. Ms . Reckert stated that a
drainage report has been reviewed and approved . There is currently no drainage
accommodation on the site and the proposed improvements will help the current
situation.

Commissioner WEAVER asked if Lena Gulch can accommodate the extra drainage. Ms .
Reckert stated the tributary to Lena Gulch is Quail Creek and those are waters that the
developer has to continue to accommodate because historic flows must be maintained.
These flows will go into a pipe that runs along the eastern boundary of the subdivision to
Lena Gulch.
Mr. Brink stated the proposed developed is out of the 1 00-year flood . The development
should have no effect on Lena Gulch or its ability to carry water.
Commissioner DORSEY commented that the development is not creating any more
water.
Discussion continued regarding the drainage design .
Chair BRINKMAN asked if there are any concerns about Lot 5 and its relationship to
Tract A since the tract was widened . Ms. Reckert stated the lot size and the building
coverage requirements will limit any potential encroachments.
Bill Lyons (Applicant)
6143 S . Miller Dr., Greenwood Village, CO
Mr. Lyons stated the flag lot access is wider than what is required . He showed photos
of the types of home to be built. He stated the elevation s abutting adjacent property lines
will not change. On a verage the site will be raised three feet. He stated the drainage
report and calculations have been done.
Mark Bishop (Jehu Engineering)
3645 Lewis St., Wheat Ridge
Mr. Bishop stated the tributary feels like an irrigation ditch because it is always full of
water. We had to prove to the Army Corps of Engineers that we would maintain the
ability for that water to sustain the wetlands. He reviewed the drainage system using
photos of the development. The FEMA and Urban Drainage study accounted for the site
to be developed. The development is outside of the floodplain .
Commissioner OHM asked if Tract A will be vegetated . Mr. Bishop stated Tract A will
remain natural and undisturbed. Commissioner OHM asked about the purpose of Tract
B. Mr. Bishop stated it is a water quality pond that is treating water before it is released
into Lena Gulch.
Ms. Weaver wondered whether Consolidated Water was consulted about controlling
water released by the Maple Grove dam at 27 1h and Y oungfield.
Mr. Brink stated in response to floods last fall , several entities including Consolidated
Water, Urban Drainage District , City of Wheat Ridge and Lakewood meet several times
to review the emergency procedures for the damn. The emergency plan is currently being
updated based on the modeling and actual rainfalls last fall.
Chair BRrNKMAN opened the public hearing.
Debbie Perri
3831 Miller St.
Ms. Perri owns vacant property to the west. She read a letter into the record regarding
her concerns about drainage and the proposed elevation changes for the development.
She asked about the drainage ditches on the west side and the proposed retaining wall.
Brian Carter
2290 Crest Dr., Lakewood , CO
Mr. Carter expressed concern about the increase in the amount of impervious area due to
development of the site and the impact on Lena Gulch.
Arthur Gibbard
3415 Quail St.
Mr. Gibbard lives on Quail and expressed concern about flood waters coming into his
yard. He inquired about the adjacent property, the wetlands and the fill. He also asked if
the new homeowners will have to buy flood insurance.
In response to Mr. Gibbard 's questions about the ownership of the property, Ms. Reckert
stated Crown Land Development owns the property with Steve McKindry as the
principal.
Chair BRINKMAN stated the wetland is not being touched and asked the applicant show
the cross sections again. Flood plain insurance will not be necessary at this time as the
development is currently outside of the flood plain.
Linda Gibbard
3415 Quail St.
Ms. Gibbard expressed concern about flows in Lena Gulch and wondered how the water
coming from Lakewood would be dealt with.
Mr. Lyons stated on average the fill will be three feet not six feet. The grade will not
change for the homes abutting the existing homes.
Discussion continued regarding about the drainage system , the proposed fill dirt and
impact on adjacent properties .
Commissioner OHM asked about the size of the swale and whether trees and shrubs can
be planted in it. Mr. Lyons stated the intention is to put plant materials at the top of the
swale along the driveway. Mr. Bishop clarified that the swale is eight feet wide with one
foot of freeboard so four which should accommodate trees and sluubbery.
Chair BRINKMAN closed the public hearing.
It was moved by Commissioner BUCKNAM and seconded by Commissioner OHM
to recommend approval of Case No. WS-14-02, a request for approval of a thirteen-
lot major subdivision plat for property located at 3301 and 3345 Quail Street, for
the following reasons:
1. The revised subdivision plat is consistent with the approval by the Army Corps
of Engineers.
2. The proposed lots meet or exceed the R-1 zone district regulations.
3. All requirements of the subdivision regulations have been met.
4. Utility districts can serve the property with improvements installed at the
developer's expense.
With the following conditions:
1. A Subdivision Improvement Agreement be executed whereby all public
improvements are to be in place prior to issuance of building permits for
individual lots.
2. The developer pay park fees at time of plat recording in the amount of
$32,464.77.
3. The Homeowners ' Association covenants be reviewed and approved by Staff.
Commissioner WEAVER stated she feels like there is not infonnation from the City
about the impact of drainage on Lena Gulch and that there needs to be a more
comprehensive examination of the impact of the water on other properties . She stated
she will not supp01t the motion.
Motion approved 4-3 with Commissioners WEAVER, TIMMS and POPP voting
No.
Ms. Reckert stated the case will be heard by City Council on September 22.

The 2014 August sales tax increment share back for Wheat Ridge Town Center due to Renewal
Wheat Ridge (RWR) totals $37 ,106.52. Expenditures over $35 ,000 require City Council
approval.
FINANCIAL IMPACT:
The 2014 budget includes a total of$425 ,000 for sales tax increment share back with RWR.
BACKGROUND:
The City adopted the Wheat Ridge Town Center Urban Renewal Plan on December 14 , 1981 ,
which provided for the utilization of propert~ and sales tax increment in the commercial area east
ofWadsworth Boulevard, between West 38 1 Avenue and West 44 1h Avenue. The property tax
increment expired in 2006 , after 25 years. Through an IGA between the City and the Wheat
Ridge Urban Renewal Authority (WRURA) signed on June 26 , 2006 , the sales tax increment
was amended so that the maximum increment for the Wheat Ridge Town Center Project paid to
RWR shall not exceed $100 ,000 in any fiscal year and the increment was extended to and
included December 31 , 2008. An amendment to the IGA in October 2007 removed the $100,000
annual cap and extended the agreement to December 31 , 2014 . In September, 2011 the City

Council approved , via Resolution No. 49-2011 , an increase in the payment from 50% to 100% of
the sales tax increment share back through December 31, 2014.
RECOMMENDATIONS:
Staff recommends distribution of the sales tax increment share back for August of fiscal year
2014 in the amount of$37,106.52.
RECOMMENDED MOTION:
"I move to approve payment of the sales tax increment share back for August of fiscal year 2014
from the Town Center Project in the amount of$37, I 06.52 to Renewal Wheat Ridge."
