Elected Officials' Report(s) ADJOURNMENT ~~A~ ... r City of .A~WheatRi_dge ~PUBLIC WORKS TO: FROM: Scott Brink, Director of Public Works DATE: September 26, 2014 (for October 6, 2014 Study Session) SUBJECT: Wadsworth Boulevard PEL Update ISSUE: The Wadsworth Boulevard Planning and Environmental Linkage (PEL) study kicked off in February 2014 to study the area from 35 1h Avenue to 48 1h Avenue. The project is being led by Mark Westberg and a project team comprised of City staff from Public Works, Community Development and Economic Development with consultant support. The study is working to identify traffic congestion and safety issues, develop long-term roadway and multi-modal improvement plans, and identify how future land use and redevelopment opportunities may respond to future roadway improvements. The last update to City Council was provided April 21 51 prior to the first public meeting. PRIOR ACTION: The first ·public meeting was held April 23rd and was attended by approximately 60 people. Residents were given a brief project overview, and asked to provide input on the proposed purpose and need and to share their concerns about the corridor. Since then, the project team has finalized the project purpose and need , developed additional goals and drafted an Existing Conditions Report documenting the environmental resources and socio-economic conditions along the corridor. Alternatives Analysis: The project team developed an initial list of approximately 50 multi- modal options which were screened based on their ability to achieve the purpose and need. The remaining options were packaged into 1 0 preliminary alternatives . These 10 alternatives were run through a more quantitative preliminary screening process based on their ability to achieve the detailed needs and goals of the project. The results of the screening were presented to CDOT and FHW A for concurrence. The project has three remaining test alternatives (in addition to the "no action"). • Minimal Build with Edge Enhancement Alternative (125' ROW) • Full Build with Expanded Access Control Alternative (150' ROW) • Full Build with Frontage Road Alternative (200' ROW) The screening process and three remaining alternatives will be presented to the public at a second public open house on October 81h. Wadsworth Boulevard PEL Update October 6 , 2014 Study Session Page 2 Stakeholder Outreach: In addition to the April public open house, the project team has engaged stakeholders in other ways. City staff met with COOT and FHWA representatives six times to seek input and confinn consistency with the PEL process. Task Force meetings were held in late July to review the 10 preliminary alternatives with representatives from area schools , Exempla Lutheran hospital , Arvada , Lakewood, COOT traffic and the bike/ped community. Project updates have also been included in the Connections newsletter and Mayor's monthly updates . The three test alternatives were also presented to property owners along the corridor at block-by-block meetings on September 26 1h. Next Steps: After the October 81h public meeting, the project team will utilize the public comments and a Level 3 detailed screening criteria to determine which alternatives should be refined and recommended in the final Planning and Environmental Linkages document. In September, Public Works submitted a series ofDRCOG TIP applications that , if funded , will provide a funding source to accelerate the implementation of the project as a whole, or a component of the project. A PEL is used to identify transportation issues and environmental concerns. It will help Wheat Ridge to develop and refine a range of alternatives to be carried forward into the National Environmental Policy Act (NEPA) process, with support from CDOT & FHWA.
