Notice is hereby given of a Public Meeting to be held before the City of Wheat Ridge Urban
Renewal Authority on Wednesday, February 18, 2004, at 6:00 p.m., in the city council chambers
of the Municipal Building at 7500 West 29th Avenue, Wheat Ridge, Colorado.

CALL THE MEETING TO ORDER
The Wheat Ridge Urban Renewal Authority meeting was called to order by Mazy
Hashem, Chair, at 5:40 p.m. The meeting was held in the city councii chambers of
the Municipal Building, 7500 West 29th Avenue, Wheat Ridge, Colorado.

APPROVAL OF MINUTES
There being no additions or corrections to the minutes of January 13, 2004, they
stood approved as presented.
PUBLIC FORUM
Charles Durbin

Mr. Durbin cited an article from the Januazy 28, 2004 edition of the Denver Post
that reported on several Denver wban renewal projects that are falling short of
projected revenues. He asked the Authority to take that information into
consideration in light of Eckerd Drugs going in at Sheridan and Co1faY that could
draw revenue from the Waigreens project.

Ms. Woodward stated her opposition to the Waigreens project. She expressed
concern about what corporate American is doing to cities and local business
people. She watched a news report on television regazding this project and, as a
long-time resident of Wheat Ridge, stated she was embarrassed for the city.

5. NEW BUSINESS
A. Consideration of Contract to Acquire Propertv
Jim Windholz reported that an offer in an amount above fair mazket value
has been made to the owner of the Kitchen Masters property. When an
agreement is fnalized, it will come before the Authority for approval. He
stated he would begin working with Art Fast of Kitchen Masters tomorrow
regarding relocation.
An offer exceeding fair mazket value has also been drafted for the owners
of the Ames Street property. The Authority will also pay $3,000 for
relocation expenses. The owner will also be ailowed to stay in the house
for thirty days rent-free and be allowed to take any fixtures (cabinets,
doors, etc.) they wish. The Authority will also pay for the appraisal which
was obtained by the owner.
Chair Hashem commented that these offers are consistent with the intent
of the Authority to deal fairly with all affected property owners. She
asked if Kitchen Masters had found another location. Mr. Windholz
replied that they are considering a location outside of Wheat Ridge but aze
still looking for a suitable location within the city limits.
Details of the agreements will be made public when they are complete.
B. Perrins Row Owner Particiaation Aereement
Jim Windholz advised the Authority he has re-drafted an agreement with
Mr. Oneslager for Perrins Row, a mixed commercial-residential
development proposed for 38`h and Depew. It will be necessary to amend
the urban renewal plan in order to utilize tax increment financing for this
development. It is necessary for the amendment to be approved by city
council. This is a case where the Authority can help someone clean up a
site with the results being beneficial to both the developer and to the city.

Because Terrell Wiliiams was not present at the meeting when Mr.
Onesiager first outlined his plans for Perrins Row, Mr. Oneslager
presented a brief overview of the project which will include 7,800 square
feet of retail space on the ground floor with eight loft condominiums
above along with six row homes as phase one of the project. Six
additional row homes will be built as phase two of the project. The first
phase is estimated to be available for rent in the fall of 2004. He stated
that the final development plan has been approved by the city.

C. Other
Jim Windholz responded to comments made earlier in the meeting by
Mr. Durbin. He stated it was his understanding that the Eckerds Drug
at Sheridan and Colfax is not in the same mazket area as the Walgreens
Drug at 38`h and Sheridan.
. He further stated that any legislation which may be enacted concerning
urban renewal and eminent domain would not affect the Walgreens
project.

It was moved by Terrell Williams and seconded by Elwyn Kiplinger to
adjourn to executive session under C.R.S. Section 24-6-402(4)(e) for the
purpose of determining matters that may be subject to negotiations,
developing strateg,y for negotiations and/or instructing negotiators regarding
acquisition of properties for the 38th Avenue and Sheridan Boulevard
redevelopment project. The motion passed unanimously.
The regulaz meeting was adjourned to executive session at 5:58 p.m. Chair
Hashem informed members of the audience that the regular meeting stood
adjourned for the evening and would not be reconvened following executive
session.
The executive session was convened at 620 p.m. in the second floor conference
room and adjourned at 7:00 p.m. Those present for the executive session were
Norm Burkpile, Elwyn Kip(inger, Janet Leo, Mary Hashem, Terrell Williams,
Alan White, Jim Windholz and Ann Lazzeri.
ADJOURNMENT
The regular meeting was adjourned at 5:58 p.m The executive session was
adjourned at 7:00 pm.

RE: STATUS OF ACQUISITION OF PROPERTIES/RELOCATION
L Attached are four letters of final offers for Pool Hall, Casmans, Vacant Lot and Kitchen
Masters. Unless negotiated settlemen[s are progressing, lawsuits in eminent domain will be filed
by the week of February 16. WURA will also seek immediate possession of the properties.
2. A negotiaced settlement agreement has been with [he Kitchen Masters owners for three
weeks.
3. The draft agreement to purchase the residence is with the owners and the draft relocation
agreement will be submitted to thein on February 3.
4• Relocation negotiations are proceeding with Kitchen Masters and the Pool Hall tenants.

Subject: Casman's Automotive
Dear Mr. WhiLe,
I do not know if you are the right person to contact about this, but I
think what the•City is trying to do to Casman's Automotive is appalling. .
We should be encouraging businesses to stay in Wheatridge. There is a
Walgreens right down the street on 99th and Wadsworth, not to mention a
King Supers right across the street from Casman's. I am a resident of
Wheatridge and I am embarrassed by what the City is doing to this family
owned business.
