New Business A) Resolution approving the proposed modification to Urban Renewal Plan, deleting the Northern Portion of the Urban Renewal Plan area, transmitting the same to the City Councii and requesting the Council to determine that it is a substantial modification of the Urban Renewal Plan. (Action Requested) B) Hiring of a consultant to prepare a blight study for additional areas near Wadsworth Boulevard for potenfia( inclusion in a new Urban Renewal Plan. CALL THE MEETING TO ORDER The Wheat Ridge Urban Renewal Authority meeting was called to oider by Chauman ROACH at 7:10 p.m. 2. APPROVAL OF MINUTES The minutes of the regulaz meeting of June 20, 2000 were presented for consideration. It was moved by VANCE EDWARDS and seconded by SANDRA COLLINS to approve the minutes as presented. The motion passed unanimously. 4. PUBLIC FORUM WRURA Minutes 07/18/00 • . Page 1 \ A. Council President Report - Jerry DiTullio, City Council President, gave a report on recent City Council acUons. • An ordinance was approved giving City Council the option of referring land use cases back to the Planning Commission for further review and consideration. • An ordinance was approved which removes the Planning Commission's authority to place conditions on straight rezones. • Similaz use definitions were tightened up and allowance made for public input when a developer requests a similaz use which is out of the ordinary. • Funds were approved for the city attorney to rewrite the land use code. • Mr. DiTullio indicated that he would support a decision by WRURA to include the truck stop azea on 44th Avenue in the urban renewal azea. 5. UNFINISHED BUSINESS A. Status of Propertv in Urban Renewal Area - Alan White reported that, at the direction of City Council, staff contacted the owners of rivo properties in the URA: • TCBY Propertv - Staff has contacted the broker for this properry to find out if there is a new owner. At the time of the meeting, the broker had not responded. • Service Station at 44th & Upham - Staff has also contacted the owner of this property to detemune its status. At the time of the meeting, the owner had not responded.- B. Propertv Tax Increment - Alan White reported that staff is in the process of analyzing properties in the URA in terms of property taY increment generated. 6. NEW BUSINESS A. . Approval to Consult With Bond Counse4 Blight Study Consultant and Plan Preparation Consultant - The city attorney as well as the attorney for the Urban Renewal Authority have suggested that bond counsel be consulted for issues relating to the reorganization of the urban renewal azea. It was also suggested that consultants should be hired for blight study and plan prepazations. Alan White requested WRURA's approval to consult with bond counsel and to begin a search far blight study and plan preparation consultants. WRURA Minutes Page 2 07/18/00 • Alan White reviewed the budget in regazd to expenditures necessary to hire the consultants and bond counsel. • In response to questions about the status of hiring the Silversteins to do the market feasibility study, Mr. White replied that City Council has approved funds and the contract is in the process of being fmalized to hire the Silversteins. The study will take approximately four months and will hopefully begin in August. • In response to questions about the status of hiring an economic development coordinator, Mr. White reported that interviews aze scheduled for next week. It was moved by VANCE EDWARDS and seconded by SANDRA COLLINS that the Authority approve city staff to consult with bond counsel, blight study consultants and plan preparation consultants for the Urban Renewal Authority. • Selection of bond counsel will come before WRURA for a recommendation before going to City Council for approval. • Interview panel for bond counsel will consist of Valerie Adams, Alan White, Vance Edwazds, Bill Powell, Jim Windholz and Jerry Dahl. • Interview panel for blight study consultant and plan prepazation consultant will consist of Valerie Adams, Alan White and Vance Edwazds. A vote was taken on the motion which passed unanimousiy. B. Review of Budget for 2000-2001- Alan White reviewed the budget as part of the previous presentation (Agenda Item 6(A)). It was moved by VANCE EDWARDS and seconded by NORM BURKPILE that the Authority approve the budget for 2000 and 2001 with the understanding that some changes may be necessary. The motion passed unanimously. OTHER MATTERS A. City Council Support for Urban Renewal - Vance Edwazds reported that, in his conversations with individual City Council members, the Council takes the urban renewal endeavor very seriously. He noted that Ralph Mancinelli, City Council member from District II, was present at this evening's meeting in support of the effort. WRURA Minutes Page 3 07/18/00 B. Economic Redevelopment in District IV - Vance Edwazds further reported that, in his conversations with individuai City Council members, the Council feels it would be in the best economic interest of the City of Wheat Ridge to evaluate the possibility of ptacing the truck stop azea under urban renewal as well. This would be timely in light of planned redevelopment of the Ridge property in Arvada and other planned development which will make the azea along I-70 a prime development area. He invited discussion from WRURA regarding this matter. • The azea would include the triangular azea neaz 44th and I-70 including the truck stop. • A market feasibility study would indicate whether it would be practical to pursue urban renewal for the azea. • There should not be a great impact to sales tax revenue in this area. • There is approacimately 30 acres involved in the subject azea. • A mazket feasibility study would take into account development in the azea planned by the cities of Arvada and Lakewood. It was moved by NORM BURKPILE and seconded by SANDRA COLLINS that the Authority authorize a market feasibility study for the area near 44th and I-70. The motion passed unanimously. There was a consensus that another RFQ should be sent out for this study. C. Update on Sales Tax Increment Information - Alan White provided copies of property tax increment calculations which show the remaining obligation to the Safeway Mazketplace developer and an update to the sales tax increment. Alan White commented that it is a credit to the Authority and the City that this ten-yeaz obligation will probably be paid off in a little over five years. 8. ADJOURNMENT - It was moved by VANCE EDWARDS and seconded by NORM BURKPILE to adjourn the meeting at 7:47 p.m. The motion passed unanimously. OI Series of 2000 TITLE: A RESOLUTION APPROVING A PROPOSED MODIFICA- TION TO URBAN RENEWAL PLAN, AND TRANSMITTING THE SAME TO THE WHEAT RIDGE CITY COUNCIL. WHEREAS, the Wheat Ridge Economic and. Revitalization Commission, predecessor in name to the present Wheat Ridge Urban Renewal Authority, approved, on ,QQ;, l4- , 1981, an Urban Renewal plan for redevelopment of portions of the City; and WHEREAS, said Urban Renewal Plan included the area shown on the diagram attached hereto as Exhibit 1; and WHEREAS, a portion of the Urban Renewal Plan area, hereinafter referred to as the "Northern Portion" has not redeveloped since its inclusion in the plan area in 1981, nor have property tax increments been generated by or collected from properties within the Northern Portion; and WHEREAS, in light of this nonproduction of property tax increments, the Urban Renewal Authority believes it in the best interests of the Urban Renewal Plan generally that the Northern Portion be deleted from said plan. NOW, THEREFORE, BE IT RESOLVED by the Wheat Ridge Urban Renewal Authority as follows: Section 1. The proposed modification to the Wheat Ridge Urban Renewal Plan attached hereto as Exhibit 1 be, and hereby is, approved by the Authority. Section 2. The Authority hereby transmits the proposed Modification to Urban Renewal Plan to the City Council with the request that the City Council find that the proposed modification to Urban Renewal Plan is a"substantial modification" of the approved 1981 Urban Renewal Plan for the City and, upon such finding, direct that the proposed modification be reviewed by the Jefferson County Board of County Commissioners pursuant to C.R.S. Section 31-25- 107(3.5) and the Wheat Ridge Planning Commission pursuant to C.R.S. Section 31-25-107(2), for review and comment, and upon receipt of such comments that the City Council schedule a public hearing to formally consider adoption ot the proposed modification. Since the adoption of the Urban Renewal Plan in 1981, numerous redevelopment activities have taken place within the Urban Renewal Area. However, the Northern Portion of the Urban Renewal Area, consisting of seven (7) individual and contiguous property tracts has experienced no such redevelopment. The Northern Portion is shown on the Attachment B. It is significant that the Northern Portion of the Urban Renewal Area has generated no property tax increments since being created in 1981. Property taxes for the Northern Portion have not increased beyond the allowable base figures for property tax increment financing, resulting in the collection of no property tax increments above that base amount within the Northern Portion whatsoever. A chart detailing the property tax assessment and payment history of the seven parcels comprising the Northern Portion is attached as Attachment C. Because the Northern Portion has not produced any property tax increments since creation of the Urban Renewal Plan in 1981, the Wheat Ridge Urban Renewal Authority, acting under the power granted it by Wheat Ridge Code of Laws Section 25-23 and C.R.S. § 31-25-105 to make Urban Renewal plans and § 31-25- 107 to submit Urban Renewal plans or substantial modifications thereof to the Wheat Ridge City Council, the Wheat Ridge Urban Renewal Authority hereby recommends that the Urban Renewal Area adopted by the Economic Development and Revitalization Commission (the City's Urban Renewal Authority and predecessor to the Wheat Ridge Urban Renewal Authority) on A---C. 1¢ , 1981, be amended by the deletion from the plan area of the "Northern Portion," as shown on Attachment B hereto. The Urban Renewal Authority further submits this proposed modification to the Wheat Ridge City Council for a determination that the modification is a"substantial modification" of an approved urban renewal plan pursuant to § 31-25-107, C.R.S.
