Notice is hereby given of a Public Meeting to be held before the City of Wheat Ridge Urban
Renewal Authority on December 19, 2000, at 7:00 p.m., City Council Chambers, 7500 West
29th Avenue, Wheat Ridge, Colorado.

1. CALL THE MEETING TO ORDER
The Wheat Ridge Urban Renewa] Authority meeting was called to order by Chairman JerrN
Roach at 5:30 P.M.
2. ROLL CALL OF MEMBERS

3. APPROVAL OF MINUTES
The minutes of the regular meeting of October 19, 2000 were presented for caisideration.
It was moved by NORM BURKPILE and seconded by SANDRA COLLINS to approve
the,minutes as presented. The motion passed unanimously.
4. PUBLIC FORUM
There were none present to address the Authority.
5. OLD BUSINESS
There was no old business to come before the Authority.
6. NEW BUSINESS

Request for Executive Session - Jim Windholz requested an executive session. The
purpose of the session would be to discuss le-al issues and provide the Authorit}NNith legal
advice regarding the work in progress by Development Research Partners. He also
requested that, in addition [o Authority members. Jesse Silverstein and Alan White be
present for the executive session.
It was moved by NORM BURKPILE and seconded by VANCE EDWARDS that the
meeting be adjourned to an executive session, as suggested by Mr. Windholz. The
motion passed unanimously. The meeting was adjourned to executive session at 5:-)5 p.m.
The regular meeting was reconvened at 6:10 p.m.
A. Market Opportunities Report - Jesse Silverstein
B. Addition to DRP Contract
It was moved by VANCE EDWARDS and seconded by DICK MATTHEWS
that Agenda items (A) and (B) be postponed indefinitely. The motion passed
unanimously.
C. Blight Studv Reguest for OualiScations
In response to a question from VANCE EDWARDS, Mr. White stated that flle
changes to the RFQ would consist of minor language changes but would not
dramatically change the content of the RFQ.
It was moved by VANCE EDWARDS and seconded by SANDRA COLLINS
that the Authority direct Alan White and Jim Windholz to complete the request
for qualifications and present it to City Council as soon as possible.
The motion passed unanimously.
OTHER MATTERS
A. Set Next Meeting Date - There was a consensus of the Authority to hold the next
WRURA meeting on Tuesday. December 19, 2000 at 7:00 p.m.
8. ADJOURNMENT - It was moved by DICK MATTHEWS and seconded by SANDRA
COLLINS to adjourn the meeting at 6:17 p.m. The motion passed unanimously.

REQUEST FOR QUALIFICATIONS
Blight Study
The City of Wheat Ridge and the Wheat Ridge Urban Renewal Authority (WRiTRA) are seeking
the services of a qualified consultant for the purpose of preparing a blight study. The purposes
of conducting the blight study are to:
1. Survey certain areas of the City for the existence of blight, if any, in compliance
with the Urban Renewal Law of Colorado.
2. Determine which areas potentially could be included in an urban renewal area.
The Study Area is shown on the attached map. This area may be designated as an urban renewal
area, subject to the existence ofblight, if any.
The general scope of work for the consultant to perform is included below. Proposals should
include any other steps or work products the consultant feels may be necessary in fulfilling the
purposes of the study.
Scope of Work
1. Inventory and Preliminary Draft Blight Study
The consultant will undertake a study of blight conditions as defined in and in compliance with
C.R.S. 31-25-103 for the Study Area. In conducting this study the consultant will visually
inspect the existing condition of properties included in the study area and utilize any and all other
information available from other sources related to the condition of the properties and for
consideration of all legal factors of blight. The consultant will identify:
b. Slum, deteriorated, or deteriorating structures;
b Predominance of defective or inadequate street layout;
c. Faulty lot layout in relation to size, adequacy, accessibility, or usefulness;
d Unsanitary or unsafe conditions;
e. Deterioration of site or other improvements;
£ Unusual topography;
g. Defective or unusual conditions of tit]e rendering the title nonmarketable;
h. The existence of conditions that endanger life or property by fire and other causes;
i. Buildings that are unsafe or unhealthy for persons to live or work in because of
building code violations, dilapidation, deterioration, defective design, physical
construction, or faulty or inadequate facilities;
j. Environmental contamination of buildings or property;
k. Inadequate public improvements or utilities; and

Any area that, in its present condition and use, and, by reason of the presence of
any one of the factors specified above, substantially impairs or arrests the sound
growth of the City, retards the provision of housing accommodations, or
constitutes an economic or social liability, and is a menace to the public health,
safety, morals or welfare.
The consultant will consider/evaluate any and all other factors of blight in compliance with the
Urban Renewal Law. -
The consultant will prepare a preliminary draft of theblight study for review and comment by
City staff, cor.sultants, attomeys, and Urban Renewal Authority members. The document will
present the blight information in appropriate nanative, tabulaz, chart, graphic, and photographic
form. Thirty (30) eopies of the preliminary draft will be delivered to the City. The document
shall be considered a work in progress and not a completed public document.
2. Preparation of Blight Study Final Draft
A final draft of the blight study will be prepared which incorporates the comments and changes
to the preliminary draft as requested by the Authority, consultants, and attorneys. The study
shall be prepared in a manner which clearly communicates the findings of the study and in a
manner suitable for inclusion into an urban renewal plan if one is adopted by City Council. A
camera-ready original copy of the final document shall be delivered to the City along with a copy
on 3 1/4" floppy disk.
3. Recommend Urban Renewal Area
Dependent upon and based upon the findings of the blight study, the consultant will prepare a
map showing a proposed/recommended urban renewal area. The map will be accompanied by a
report which sets forth the findings of blight and the justification for establishing an urban.
renewal area consistent with state statute.

Your Proposal Must Include:
i. Any Additional Tasks to be Performed or Products to be Provided - If there are
additional tasks or work products you Feel are required to comply with the Urban Renewa] Law
or meet the objectives of the study, please indicate these additional tasks and products. Itemize
these additional tasks/products in your fees.
2. Past Experience with Blight Study Preparation - Identify past studies your firm has
prepared, indicating the year of preparation, the client and a reference. Copies of such studies
may also be requested by the City.
3. Project Team Qualifications - Indicate who will be preparing the study and their individual
qualifications and experience. Also clearly indicate who will be the project manager and who
will work on the project on a regular daily basis. Indicate any subcontractors and their
qualifications.
4. Ability to meet Project Time Lines - Indicate the project team members' time availability
and the firm's ability to meet the projected time lines.
5. Total Fees to Complete the Project - Provide a breakdown for each team member of the
numbers of hours involved in the project and hourly rate. Provide a total not-to-exceed amount.
Include in the total the cost for out-of-pocket expenses.
City staff will assist in providing information for the project. The following data will be
provided if available:

Recent, current or planned
infrastructure improvements
Proposal Deadline
Property Ownership Information
Traffic Counts
Crime Reports/Statisrics

Deadline for submittal is January 5, 2001 at 4:00 p.m. Faxed or e-mailed proposals will not
be accepted.
The City of Wheat Ridge and the Wheat Ridge Urban Renewal Authority reserve the right to
reject any and all proposals ar to decide not to proceed with the study.
