C. APPROVAL OF THE MINUTES - November 15, 2006
It was moved by Kent Davis and seconded by Janice Thompson to approve
the minutes of November 15, 2006. The motion passed unanimously.

There were no officer reports.
E. PUBLIC FORUM
There were no members oF the public to address the Authority at this time.
F. UNFINISHED BUSINESS
• Henry Wehrdt presented a construction update on the Parfet property. He
estimated completion around the end of January.
• Cheryl Brungardt requested that information be included with city employees
paychecks regarding housing authority units remaining to be sold.
G. NEW BUSiNESS
1. Discussion about Purchase of New Property
Larry Nelson and Henry Wehrdt reported on the property under consideration by
- the Autharity at 6912-6940 West 48`" Avenue. Once rehabilitated, Larry Nelson

estimated a selling price of $129,900 for units without garages and $138,000 for
units with garages. Some rental income would also be involved.
Lany Nelson stated that Jefferson County Housing Authority has requested that
any offer include a reciprocal agreement for Chuck Oschner (present owner of
property at 6912-6940 West 48" Avenue) to purchase land at 32"d and Wadsworth
from the Jefferson County Housing Authority.
Henry Wehrdt reported that application has been made for 2007 grant funds. It is
hoped that 2006 funds could be combined with 2007 funds to be used toward this
project.
It was moved by Kent Davis and seconded by Janice Thompson to authorize
Cornerstone Realty to make an offer of $75,000 per unit for the property
located at 6912-6940 West 01' Avenue and send a nonbinding letter of intent
to Chuck Oschner. The motion passed unanimously.
H. OTHER
It was moved by Janice Thompson and seconded by Kent Davis to cancel
the December meeting of the Housing Authority due to the holiday
schedule. The motion passed unanimously. The next meeting will be held
on January 23, 2007.
Alan White informed the Authority that a provision exists in the city code that
reyuires all entities to pay a use tax. There is no exception for nonprofit
entities. The city attorney is researching whether or not housing authorities
are exempted by state statute.

It was moved by Janice Thompson and seconded by Kent Davis to adjourn
the meeting at 6:00 p.m. The motion passed unanimously.

Memorandum
TO: Housing Authority Members

RE: Richards Hart Estate (RHE)
We recently had the potential for major repairs at one of the units at the Richards-
Hart Estate. This brought up several questions from Cheryl, who asked that I
provide the following information at our next meeting.
The duplex is the old carriage house for the estate. It was converted to two
dwelling units sometime in the past. The mansion is designated an historic
structure on the State Register. The duplex does not have any local or state
historic designation.
2. One person lives in each unit. The Authority collects $300 per month on the
studio unit and $450 per month on the other unit.
3. The entire RHE complex, including the duplex, was purchased with Open Space
funds. The duplex cannot be sold without reimbursing Open Space and the City
for the proportionate cost of the duplex and land it is situated on.
4. Further complicating a potential sale is the fact that the duplex shares a water
line with the mansion. A separate line and taps would have to be purchased and
installed to serve the duplex. In addition, the land the duplex is situated on is not
a separate lot from the rest of the estate and a subdivision would need to be
created and approved before the property could be sold as a separate lot. To
conform to zoning standards, the lot would have to be 9,000 square feet.
The City holds the deed to the entire property. The Housing Authority is only
managing the property and collecting rent as a revenue source. To dispose of
property acquired by Open Space, a 3/< majority vote of City Council would be
required. Donating the land and building to another entity would require the
same 3/ majority vote by Council and the subdivision.
6. The Housing Authority could (and probably should) undertake improvements to
the units. No inspections of either unit have been conducted to identify
conditions that are not up to code. This structure would be a good candidate for
rehab under the mission of the Authority, but costs are likely to be significant.
The place is not in good shape. Scraping might be a cost-effective option, but
that would require approval by Council since it is owned by the City.
