Other L Adjournment MINUTES WHEAT RIDGE HOUSING AUTHORITY SPECIAL MEETING July 26, 2007 A. CALL MEETING TO ORDER The special meeting was called to order by Chair Brungardt at 5:00 p.m. B. ROLL CALL Authority members present Cheryl Brungardt Kathy Nuanes Lena Rotola Janice Thompson Authority members absent: Kent Davis Others Attending: Sally Payne, Interim Directar Larry Nelson, Cornerstone Realty Ann Lazzeri, Secretary C. APPROVAL OF MINUTES: June 26, 2007 The minutes will be considered at the next regular meeting of the Housing Authority. D. OFFICERS REPORTS There were no officers reports. E. PUBLIC FORUM No one wished to address the Authority at this time. F. UNFINISHED BUSINESS Larry Nelson reported that he made an offer on the 41" Avenue property contingent upon Housing Authority approval. After counter offers, the final offer was $245,000 as authorized by the Authority. The owner agreed to sell at $246,000. It was moved by Kathy Nuanes and seconded by Lena Rotola to authorize _ Cornerstone Realty to make a counter offer in the amount of $246,000 for the property at 9690 and 9710 West 41" Avenue. The motion passed 4-0. Housing Authority Minates - 1- July 26, 2007 Larry Nelson reported that he made an offer of $420,000 for the Allison Court property contingent on Housing Authority approval. It was moved by Kathy Nuanes and seconded by Janice Thompson to authorize Cornerstone Realty to offer up to $430,000 for the property located at 3755 Allison Court. The motion passed 4-0. Larry Nelson commented that any purchase by the Housing Authority would be contingent upon satisfactory inspections. G. NEW BUSINESS There was no new business to come before the Authority. H. OTHER There was no other business to come before the Authority. 1. F CALL MEETING TO ORDER The meeting was called to order by Chair Brungardt at 5:00 p.m. ROLL CALL Authoriry members present: Cheryl Brungardt Kathy Nuanes Authority members absent: Kent Davis Lena Rotola Janice Thompson Also attending: Sally Payne, Acting Director Larry Nelson, Cornerstone Realty Betty Maybin, Cornerstone Realty Henry Wehrdt, Construction Manager Ann Lazzeri, Secretary APPROVAL OF MINUTES: June 26, 2007 The minutes could not be considered due to lack of a quorum. OFFICERS REPORTS There were no officers reports. PUBLIC FORUM No one wished to address the Authority at this time. UNFINISHED BUSINESS • Larry Nelson reported there was a closing last week on 4509 Everett in Park Side. One garage and two units remain to be sold. Information regarding these remaining properties will be shown on Channel 8. • Henry Wehrdt reported on repairs on the ParFet property. Request for bids have been sent out to be returned by August 15. Floor repair and testing of irrigation system were exempted from the bid requests and will be dealt with independently. Housing Authority Minutes - 1- July 24, 2007 G. NEW BUSINESS • Larry Nelson reported that out of forty income properties available for sale in Wheat Ridge, there are two good possibilities far Housing Authority projects. One property is located at 9690 and 9710 West 41s` Avenue. The other property is a three-unit building at 3755 Allison Court. It was moved by Kathy Nuanes to authorize Cornerstone Realty to offer up to $430,000 for 3755 Allison Court and offer up to $245,000 for 9690 and 9710 West 41" Avenue. A vote could not be taken due to lack of a quorum. Chair Brungardt will contact absent members to obtain a second to the motion as well as a vote on the motion. H. OTHER • Kathy Nuanes suggested that, after present projects are complete, consideration be given to purchasing the Jefferson County Housing Authority property on 32"d Avenue for an urban project. • Cheryl Brungardt suggested that the property at 381h and Depew be considered as a public/private partnership to provide affordable housing. • Cheryt Brungardt reminded everyone of volunteer opportunities available to work with Rebuilding Together. 1. CALL THE MEETING TO ORDER The meeting was called to arder by Chair Brungardt at 5:00 p.m. B. ROLL CALL Authority members present: Cheryl Brungardt Kent Davis Kathy Nuanes Lena Rot61a Janice Thompson Others attending: Alan White, Executive Director Ryan Stachelski, Wheat Ridge Economic Development Director Larry Nelson, Cornerstone Realty Henry Wehrdt, Construction Manager C. APPROVAL OF MINUTES: May 22, 2007 It was moved by Kathy Nuanes and seconded by Janice Thompson to approve the minutes of May 22, 2007. The motion passed 4-0 with Kent Davis abstaining. D. OFFICERS REPORT5 There were no officers reports. E. PUBLIC FORUM There was no one present to address the Authority. F. UNFINISHED BUSINESS 1. Rebuilding Together Ryan Stachelski continued a discussion regarding the program Rebuilding Together. Authority members viewed a video presentation explaining the program. Janice Thompson stated that she would like to postpone a decision regarding _ participation with Rebuilding Together until repairs at the Parfet property are Housing Authority Minutes - 1- June 26, 2007 completed. Kathy Nuanes agreed that it is necessary to know what the Parfet costs are going to be before making a commitment to Rebuilding Together. Mr. Stachelski agreed that it would be wise to wait. He suggested that in the meantime Authoriry members might want to participate in a volunteer project to see first-hand how the program works. In response to comments that the program might compete with goals of the Authority in regard to home ownership, Mr. Stachelski stated that the program would enable homeowners who are on the verge of losing their homes to retain ownership. It was moved by Janice Thompson and seconded by Kent Davis to table consideration of participation with Rebuilding Togetller for six months to assess the Authority's financial situation once repairs are complete on the Parfet property. The motion passed 3-2 with Lena Rotola and Cheryl Brungardt voting no. G. NEW BUSINESS Structural Investigation of 3884-3894 Parfet Street Lany Nelson and Henry Wehrdt reported on what would be involved in repairs for the property at 3884-3894 Parfet Street. Authority members were given a copy of an engineer's report regarding solutions to those repairs. It was moved by Kathy Nuanes and seconded by Lena Rotola to give direction to Henry Wehrdt to obtain two additional bids for repairs at 3884- 3894 Parfet Street. The motion passed 5-0. H. OTHER Larry Nelson reported that a Parkside unit has been acquired due to foreclosure. Very litUe refurbishing needs to be done before putting it on the market He reported that 4409 Everett Street is under contract. A garage is being marketed for $10,000. Lany Nelson reported on two possibilities for new projects. Henry Wehrdt will estimate rehab costs on these properties and report back to the Authority. Grant funds could be used for these properties. • Kathy Nuanes asked Larry Nelson to take a look at a four-plex located at 10890-10860 West 38"' Avenue as a possible project for the Housing Authority. Housing Authority Minutes - 2- lune 26, 2007 • Alan announced his resignation effective July 20, 2007. He has accepted a position with City of Englewood. 1. ADJOURNMENT It was moved by Lena Rotola and seconded by Janice Thompson to adjourn the meeting at 6:22 p.m. The motion passed unanimously. August 14, 2007 Reference: The Homeowners at Quail Square Condominiums Association 3787 Quail Street, Rick Roberts current owner The Homeowners would like to present their problem to your organization at the next meeting on Tuesday, August 28, 2007 at 5:00 pm. The Homeowners aze very upset regarding the sale of 3787 Quail Street to Rick Roberts because he is not occupying the unit as stated in The Declarations, Article 12 Section 12.7. Occupancv Requirement. Each Owner, by acceptance of a deed to a Unit, shall occupy the Unit for at least twelve (12) months of each calendar year. Occupancy by children or other immediate family members or dependents of an Owner shall be deemed occupancy by the Owner. In the event of a violation of this Occupancy Requirement, the Declarant may petition a court of competent jurisdiction for the remedy of specific performance to purchase the Unit. We have received the document Affidavit of Owner from the attorney, David Firmin. Rick Roberts has filled in the residenYs name and relationship regarding who is "living" in the unit on the document Affidavit of Owner. It is obvious that these residents are not immediate family members and that these residents are renting from Rick Roberts. Rick Roberts currently has the unit listed For Sale at a price of $125,000; he purchased the unit for $80,000. The Homeowners feel that Mr. Roberts is setting precedence so that if you have a unit up For Sale it is okay to rent the unit until you sell it. If this really is setting precedence then all the other complexes and properties that you have purchased and converted into owner occupied homes will be able to rent out their property until it is sold. F WHEqT O P ti o City of Wheat Ridge ~ " Wheat Ridge Housing Authority ~~CORA~O Memorandum _ TO: Wheat Ridge Housing Authority FROM: Kathy Field SUBJECT: Vacancy-Richards-Hart Estate Duplex DATE: August 24, 2007 The back unit of the Richards-Hart Estate duplex (2760 Chase) is vacant again. I will be calling contractors to do minor touchups to the interior plus do some exterior maintenance to the outside of the duplex (reattach siding). Pm also getting the notice ready to send out internally to City employees about the vacancy, but I want the board to approve re-renting the unit before I do so. Notice to all City of Wheat Ridge Employees: The Wheat Ridge Housing Authority has an apartment available for rent at 2760 Chase St. (Richards-Hart Estate, duplex unit). The apartment is located on the east side of the duplex and is approximately 387 square feet. Lease: 1 Year Rent: $300 per month (Due on the 1 st of the month) Deposit: $300 Includes: Gas oven, double sink, garbage disposal, refrigerator, tub with shower, gas forced air heat. Utilities: Gas & electricity are not included in the rent payment; however, the duplex has eternal water rights along with the Richards-Hart Estate.
