CALL THE MEETING TO ORDER The meeting of the Wheat Ridge Housing Authority was called to order by Chair Brungardt at 5:00 p.m. in the council chambers of the Municipal Building, 7500 West 29"` Avenue, Wheat Ridge, Colorado. B. ROLL CALL OF MEMBERS Authority members present: Cheryl Brungardt Kent Davis Kathy Nuanes Janice Thompson Commissioners absent: Terry Womble Also attending: Alan White, Community Development Director Larry Nelson, Cornerstone Realty Ann Lazzeri, Recording Secretary C. APPROVAL OF MINUTES - July 25, 2006 It was moved by Kent Davis and seconded by Kathy Nuanes to approve the minutes of July 25, 2006. The motion passed unanimously. D. OFFICER'S REPORTS There were no officer's reports. E. PUBLIC FORUM There was no one to address the Authority. F. UNFINISHED BUSINESS Larry Nelson reported on negotiations to purchase the property at 29th and Ingalls. He is waiting for a response from the seller on the most recent offer of $675,000. He reviewed the preliminary budget for the property which includes a$10,000 line item for possible relocations. Based on present leases, a rental income of $28,000 has been projected. He also stated that a decision from the county regazding the grant application should be received in the next few days. HOUSING AUTHORITY August 22, 2006 - 1 - There was discussion about restricting the new project to elderly and handicapped individuals. Cheryl Brungazdt stated that there would be many restrictions associated with the grant if ownership is limited to a certain segment of the population. It might be better to encourage, rather than mandate, a percentage of sales to the elderly and handicapped. Larry Nelson reported that the unit at Quail is set to close in mid-September for a sales price of $127,900. There aze still two unsold units at Pazkside for sale priced at $131,900 apiece. Larry Nelson presented an update on the Pazfet property. Henry Wehrdt is sending bids out this Friday. David Firmin e-mailed an agreement with Consolidated Mutual Water District that stipulates the District will not charge for a second water tap unless the property is converted to another type of ownership. This agreement will serve as a prototype for a future agreement with Westwood Sanitation regarding sewer taps. G. NEW BUSINESS There was no new business to come before the Authority H. CALL THE MEETING TO ORDER A special meeting of the Wheat Ridge Housing Authority was called to order by Chair Brungardt at 5:00 pm. in the lobby con£erence room of the Municipal Building, 7500 West 29th Avenue, Wheat Ridge, Colorado. B. ROLL CALL OF MEMBERS Authority members present: Cheryl Brungardt Kent Davis Kathy Nuanes Janice Thompson Commissioners absent: Terry Womble Also attending: Alan White, Community Development Director Henry Wehrdt, Project Manager Larry Nelson, Comerstone Realty Ann Lazzeri, Recording Secretary C. NEW BUSINESS Purchase of Propertv at 6095 West 29th Avenue - A special meeting was convened to consider the purchase of two tri-plexes at 6095 West 29th Avenue. The Authority was in favor of using the property for senior and/or handicapped housing. Larry Nelson reviewed details about the property. A portion of the funds could be borrowed from First Bank at a 7% interest rate. Income from the sale of remaining units at Quail and Pazfet would be available toward the purchase. There is also the possibility of using a$15Q000 grant toward the purchase. Henry Wehrdt reported that he had prepazed the grant application. He informed the Authority that some federal regulations would apply if grant money is used for this project. For example, the Uniform Relocation Act requires that present tenants be reimbursed for relocation costs or reimbursed for rent payments for a period as long as 42 months. HOUSING AUTHORITY August 8, 2006 - 1 - It was moved by Kathy Nuanes and seconded by Kent Davis that Cornerstone Realty be given authority to make an offer to purchase property at 6095 West 29`h Avenue in the amount of $650,000 with a cap of $700,000. The motion carried 4-0. D. OTHER There was no other business to come before the Authority. E.
