CALL THE MEETING TO ORDER The meeting of the Wheat Ridge Urban Renewal Authority was called to order by Chairman Williams at 6:00 p.m. in the council chambers of the Municipal Building, 7500 West 29"' Avenue, Wheat Ridge, Colorado. APPROVAL OF MINUTES - July 1, 2008 The minutes of July 1, 2008 were approved by acclamation. 4. PUBLIC FORUM Charles Durbin was present and asked about progress on the Gemini Restaurant site. Patrick Goff stated that as far as he was aware, work is still in progress. 5. NEW BUSINESS A. Kipling Corridor Blight Study RFP At the June 3, 2008 meeting, WRURA directed staff to draft a Request for Proposals (RFP) to obtain a firm to conduct a blight study of the Kipling Corridor. Subsequently, four proposals were received on July 22, 2008. Matrix was chosen - to be interviewed due to their experience with blight studies and excellent references. WRURA Minutes - 1- August 5, 2008 Tom Radigan suggested a higher level of communication to WRURA regarding development occurring during the blight study area along Kipling. B. Executive Session It was moved by Janet Leo and seconded by James Bahrenburg to enter into executive session for the purpose of receiving legal advice concerning pending litigation regarding the terminated 38th Avenue and Sheridan Boulevard redevelopment project pursuant to C.R.S. Section 24-6-402(4)(b). The motion passed unanimously. Wheat Ridge Urban Renewal Authority 7500 W. 29th Avenue Wheat Ridge, Colorado 80033 303235-2846 303-235-2857 (Fax) TO: Urban Renewal Authority Boud Members FROM: Patrick Goff, Executive Director -0-b RE; RFQ and RFP for Development of Southeast Corner of W. 44Ih Avenue and Wadsworth Boulevard DATE: August 14, 2008 One proposal was received from Brownfield Partners LLC in response to the Request for Qualifications and Request for Development Proposals for the Southeast Corner of W. 44`h Avenue and Wadsworth Boulevard. A second firm inquired about the project but was unable to submit a proposal by the August 8, 2008 deadline. Brownfield Partners, based in Denver, Colorado, is a leading real estate development company specializing in the acquisition, master planning, entitlement, and redevelopment of urban infill and environmentally impaired real estate. Brownfield Partners purchases and redevelops quality real estate assets in targeted mazkets across the country. The Company's principals capitalize on the unique position of its Partners as national experts in the structuring, acquisition and execution of not only complex master redevelopment projects, but also the additional challenges brought to beaz by environmental distress. The Evaluation Committee consisting of Ken Johnstone, Community Development Director; Patrick Goff, WRURA Executive Director; Rob Osbom, WR2020 Executive Director and Denise Balkas, WR2020 Director of Real Estate Development aze scheduled to meet on August 20t' to discuss the submitted proposal. Wheat Ridge Urban Renewal Authority 7500 W. 29th Avenue Wheat Ridge, Colorado 80033 303-235-2846 303-2352857 (Fax) TO: Urban Renewal Authority Boazd Members FROM: Patrick GofF, Executive Director-@~ RE: Kipling Conidor Blight Study RFP DATE: August 14, 2008 Staff received direction from the URA Boazd at the June 3, 2008 meeting to move forward with drafting a Request for Proposals (RFP) to obtain a firm to conduct a blight study of the Kipling Corridor. Four proposals were received on July 22, 2008. An evaluation committee consisting of Patrick Goff, Deputy City Manager; Sally Payne, Senior Planner; and Denise Balkas, WR2020 Director of Real Estate Development evaluated and ranked the proposals on August 5, 2008. The decision was made to conduct an oral interview with the number one ranking firm - Matrix Design Group, Inc. in association with Leland Consulting Group on August 18, 2008. Staff will provide an update to the WRURA Board at the August 19, 2008 meeting. Wheat Ridge Urban Renewal Authority 7500 W.29th Avenue Wheat Ridge, Colorado 80033 303235-2846 303-235-2857 (Fax) TO: Urban Renewal Authority Boazd Members FROM: Patrick Goff, Executive Director RE: 2008 WRURA Budget Update DATE: August 15, 2008 Attached are budget updates for the Town Center Fund, Walgreens Project Fund and the Wheat Ridge Cyclery Project Fund based on revenues received and appropriations expended through July 31, 2008. Town Center Fund Sales Tax Increment is down approximately 8.0% ($15,000) compared to the same period in 2007. Rental income in the amount of $17,333 for the Antique Mall has made up the difference. Property Tax Increment for the Town Center expired in 2006 with the last payments to the WRURA in 2007. Jefferson County has sent a payment of $2,223 for property tax increment in 2008. Staff will work with Jefferson County to correct this issue. Approximately $20,000 of Professional Services expenditures were for Boazd attomey fees; the remainder was professional services related to the acquisition of the properties located at 44`h and Wadsworth. Capital expenses for Lands, Buildings & Water include three principal and interest payments of $24,389.50 each for the acquisition of the properties located at 44`h and Wadsworth. The remainder was for Jefferson County property taxes far the same properties. Walereens Proiect Fund Jefferson County has sent a payment of $24,851 for property tax increment for the Walgreens project. There should be no property tax increment for this project. Staff will wark with Jefferson County to correct this issue. Wheat Ridee Cvclerv Proiect Fund Property Taac Increment in 2007 was $2,936. This increment was sent to Wheat Ridge Cyclery per the Mazch 20, 2007 Improvements Agreement. Sales Taac Increment through July 31, 2008 is a negative $8,621. Wheat Ridge Cyclery sales have not met or exceeded the base sales tax which was set from December 2005 to November 2006. Attachments: 1.
