December 11, 2001
1. CALL THE MEETING TO ORDER
The meeting was called to order by Vice Chair Mazy Jo Cavarra at 7:00 p.m., December 11,
2001, in the Lobby Conference Room of the Municipal Building, 7500 West 29th Avenue,
Wheat Ridge, Colorado.

3. APPROVAL OF MINUTES
It was moved by Kent Davis and seconded by Kathyryn Fulton to approve the minutes of
November 28, 2001. The motion passed unanimously.
4. OFFICERS REPORTS
There were no officer reports.
5. PUBLIC FORUM
There were none present to address the Authority.
6. UNFINISHED BUSINESS
A. 2002 Budget
Alan White presented an amended budget for the Wheat Ridge Housing Authority
based on comments from the last Authority meeting and discussions with Jim Bills from
Vebtra Bank.
Following review of the budget, it was moved by Kent Davis and seconded by Mary
Jo Cavarra to accept the 2002 Housing Authority Budget as presented. The
motion passed 4-0.

NEW BUSINESS
A. Update on 3747 Quail - Eric Maule, C4i Design
Eric Maule of C4i Design presented the project budget summary as well as azchitectural
drawings of the proposed renovations. After thorough review and discussion of
proposed renovation costs, the following action was talcen:
It was moved by Mary Jo Cavarra and seconded by Kathryn Fulton that the
Authority accept the project budget summary dated December 10, 2001 with the
following changes: (1) Lot 1 will be deleted and lot 3 will be included; (2) half of
the recommended roofing work will be done (two three-unit buildings); (3) cedar
fencing, listed in the options, will be included; (4) interior Snishes listed on page 7
of 7, items I, J, K and L(where necessary) will be done at an estimated cost of
$3,830.00. The motion passed 4-0.
Eric Maule estimated the completion of the plan to occur azound the first of January.
B. Naming of Quail Street Property
Nominations were taken for naming the Quail Street property. The name "Quail
Squaze" was selected.
C. Reimbursement to the City
Alan White presented a suminary of staff time spent on Housing Authority activities
since August and stated the Authority was obligated to pay the City for this tune. The
current amount is $1,715.00, but would be higher with Bazbaza Delgadillo's and other
staff's time.
It was moved by Kent Davis and seconded by Kathryn Fulton to authorize Alan
White to pay the City to cover city staff time spent in behalf of the Housing
Authority and to do a budget transfer if necessary. The motion passed 4-0.
8. ADJOURNMENT
It was moved by Mary Jo Cavarra and seconded by Kathryn Fulton to adjoum the
meeting at 8:30 p.m.

The Bid Openings for Quail Square Condominium Conversion took place on Tuesday, February
19, 2002, at 1:30 p.m. at Jefferson County Housing Authority. Jim Biils with Vectra Bank and
myself were in attendance. Over 30 contractors submitted bids for one or more of the following
projects:
1. General site improvements
2. Exterior building repairs & painting
3. Window & door replacement
4. Roofing replacement
5. Interior upgrades (maintenance & repairs)
Attached is a bid analysis (prepared by Jefferson County Housing Authority) highlighting the
lowest bidder for each project as well as a bid analysis for the projects overall.

RESOLUTION NO.
Series of 2002
TITLE: A RESOLUTION AUTHORIZING THE EXECUTIVE DIRECTOR OF
THE WHEAT RIDGE HOUSING AUTHORITY AND HIS OR HER
DESIGNEE TO SIGN CONTRACTS, DEEDS, CHECKS AND
OTHER INSTRUMENTS ON BEHALF OF THE AUTHORITY AND
RETROACTIVELY APPROVING OF ANY PREVIOUS SUCH
SIGNATURES BY THE EXECUTIVE DIRECTOR OR HIS OR HER
DESIGNEE.
WHEREAS, the Wheat Ridge Housing Authority ("WRHA" or "Authority") is a
body corporate and politic, established and organized under resolution of the City of
Wheat Ridge and Title 29 of the Colorado Revised Statutes and possessing all the
powers conferred thereby;
WHEREAS, the duly adopted By-Laws of the WRHA confer upon the Chair of
the Authority the power to sign contracts, deeds, checks and other instruments on
behalf of the Authority, except as otherwise provided by resolution;
WHEREAS, the By-Laws of the WRHA designate the Wheat Ridge City
Manager as the WRHA Executive Director,
WHEREAS, pursuant to a Cooperation Agreement entered into by the WRHA
and the City of Wheat Ridge, the City Manager may designate someone to work
with the Authority as Executive Director in his or her stead;
WHEREAS, the WRHA finds and determines that it would aid the Authority in
the performance of its duties to have more than one person authorized to sign
checks and other documents for the Authority and it would often be convenient
and expeditious to have a City of Wheat Ridge employee possess such authority;
and
WHEREAS, the WRHA desires to authorize by resolution the Executive
Director of the Authority and his or her designee to sign checks and other
documents on behalf of the Authority.
NOW, THEREFORE, BE IT RESOLVED by the Wheat Ridge Housing Authority,
as follows:
1. The Executive Director of the Wheat Ridge Housing Authority and his or
her designee are hereby authorized to sign all contracts, deeds, checks and other
instruments on behalf of the Wheat Ridge Housing Authority.

2. The Wheat Ridge Housing Authority expressly approves and validates any
previous signature provided by the Executive Director of the Authority or his or her
designee on behalf of the Authority.
3. Nothing in this Resolution shall be construed as negating, restricting or
otherwise altering the power of the Chairman of the Authority to sign documents
as provided by Section 2 of Article II of the By-Laws of the Wheat Ridge Housing
Authority, as adopted on April 9, 2001.
