Minutes of Meeting
March 27, 2002
A. CALL THE. MEETING TO ORDER
The meeting was called to order by Vice Chair Cavarra at 7:00 p.m., Mazch 27, 2002, in the
Lobby Conference Room of the Municipal Building, 7500 West 29th Avenue, Wheat Ridge,
Colorado.

C. APPROVAL OF MINUTES
It was moved by Kent Davis and seconded by Cheryl Brungardt to approve the minutes
of February 27, 2002. The motion passed unanimously.
D. OFFICERS REPORTS
There were no officer reports.
E. PUBLIC FORUM
There were none present to address the Authority.
F. UNFINISHED BUSINESS
There was no unfinished business to come be£ore the Authority.
G. NEW BUSINESS
Construction Update 3747 Qusil
Henry Wehrdt, Jefferson County Housing Authority, presented a detailed construction
update. Copies of the update were provided for members of the Authority.
• The final contract for doors and windows was signed on March 27.

. The roof will be completed by Mazch 29.
. The interior for the first five units is planned to be finished within the 60-day time
period. High Endeavors also plans to be finished within the 60-day period.
. Thirty-day notices to vacate were mailed to tenants on Mazch 27.
. First four units out of five will be completely redone.
• There would be an additional $800 per unit cost for new window coverings.
. Contracts were based on the model unit costs.
• There was discussion regazding allowing flexibility to owners in requesting certain
improvements instead of others.
. There aze four and possibly five tenants who have indicated they wish to purchase a
unit.
• Henry suggested that the Housing Authority issue two-party checks to the supplier
and the subcontractor for materials. The contractor would then reimburse the
Housing Authority. This would result in a tax saving to the contractors. Suppliers
will be required to sign lien waivers. It is planned to store materials in a secured
manner on the site.
2. Update from Cornerstone Real .ty
. Larry Nelson recommended remodeling all of the units at the same time in order to
save money. This would also result in a better looking package for sales purposes.
• Larry Nelson stated that remodeling costs aze estimated to be between $5,600 to
$6,200 per unit plus $800 for window coverings. So instead of selling for $125,000,
the selling price would be $131,000. This would not apply to those tenants who
have initially indicated a desire to purchase--the $125,000 price would apply.
• Cheryl Brungazdt suggested that there might be some way for those three to five
people buying the units at $125,000 have the same amount of rehabilitation as those
selling for $131,000. A point was made that, while the renovation may not be as
extensive, the people are purchasing the units at a lower price.
. There was discussion as to whether one model unit, four or five units, or all of the
units should be done at this time. Kent Davis indicated he was opposed to doing all
of the units at once because the exact cost of doing this is not known at this time.
It was moved by Kathryn Fulton and seconded by Cheryl Brungardt that
permission be given to rehab the interiors of four of the five vacant units at a cost
not to exceed $6,700.00.
There was discussion regarding the necessity of providing window coverings. There is
a need for privacy, especially facing the courtyazd, and uniform window coverings
would provide a nicer appeazance.
Kent Davis expressed concem about escalating costs of the rehab project.
The motion passed 4-0.

3. Financial Report
Alan White reported that there is a balance of $41,000 in the Housing Authority
checking account and with one more month of rent receipts, the total will be azound
$48,000. Expenses at this time aze about $2,000 per month. Security deposits to be
paid to current tenants at time of vacation will come out of this account.
G. OTHER
Chervl Brungardt presented information about the National Association of Housing
Redevelopment conference. Alan White stated there aze funds in the budget if any Authority
members wished to attend. Kathryn Fulton and Cheryl Brungazdt indicated they wouid like to
attend. Cheryl also advised that grant funds aze available to help with registration costs.
It was moved by Cheryl Brungardt and seconded by Kent Davis that City join NAHRO
for the $60 government agency fee and that a grant application be submitted to NAHRO.
The motion passed 4-0.
Mary Jo Cavarra announced that one of the topics for the District I, III and IV First Monday
meeting will be the Housing Authority.
H. ADJOURNMENT
It was moved by Kent Davis and seconded by Kathryn Fulton to adjourn the meeting at
8:45 p.m.
