A. CALL MEETING TO ORDER
The meeting was called to order by Chair Brungardt at 4:02 p.m. in the City
Council Chambers of the Wheat Ridge Municipal Building, 7500 Wadsworth
Boulevard, Wheat Ridge, Colorado.

It was moved by Kent Davis and seconded by Kathy Nuanes to approve the
minutes of February 26, 2008 as presented. The motion passed unanimously.

F. NEW BUSINESS
Presentation and Acceptance of Audit
Wendy Swanhorst reviewed the Housing Authority's 2007 audit and
stated that she found no problems with the audit.
It was moved by Janice Thompson and seconded by Kathy Nuanes to
accept the 2007 audit from Swanhorst & Company., The motion
passed unanimously.
2. Discussion about current townhome conversion bid projections
Chair Brungardt stated that Henry Wehrdt suggested moving forward with
the Allison Court Project. However, he would like to rebid the townhouse
conversions on 41 st Avenue due to the extremely high bids which were
received.
Kathy Nuanes asked Larry;Nelson's opinion on the probable sales of the
Allison Court units. Mr. Nelson commented that the Allison Court units
should sell easily since they were agpraised at over $200,000 and it is
planned to sell them at around $180,000: He also agreed that the 41st
Avenue project needs to be rebid.
It was moved by Kathy Nuanes and seconded Kent Davis that Henry
Wehrdt be given direction to move forward with the Allison Court
Project and rebid the townhouse conversions on 41st Avenue. The
motion passed unanimously.
3. Election of Officers
It was moved by Janice Thompson and seconded by Kent Davis that
Cheryl Brungardt continue to serve as Chair and that Kathy Nuanes
serveas Vice Chair of the Wheat Ridge Housing Authority. The
motion passed unanimously.
G. UNFINISHED BUSINESS
Architectural Design Review of Special Project
Aaron Ojala stated that, after meeting with the Housing Authority and receiving
suggestions on rehabilitation ofthe old Fruitdale School, they came up with two
scenarios. The first scenario includes twelve units and twelve garages. The other
scenario would have nine units with twelve garages. Each of the nine units would

all have two bedrooms and two baths. The garages could either be enlarged or the
three extra garages could be sold. The nine-unit scenario would also have two
units with lofts. The 12 unit scenario would have six one-bedroom units and six
two-bedroom units. With nine units, there would be ample room for storage
lockers. This scenario would also provide for two units with lofts. The loft areas
could also be converted into third bedrooms.
Larry Nelson suggested that, since all units would probably not be required to be
affardable housing, the two units with lofts could be sold at market rate. It will be
confinned with the county that these units would not be required to qualify as
affordable housing. Sally Payne will verify what grant money can be used for.
Mr. Ojala stated that there is still a need for more input from the fire department
as well as an actual lot description. He reported that the fire department would
not approve a covered patio and entry way,
Janice Thompson suggested working with the school district to gain a little more
land in the back of the building.
Aaron Ojala stated that Valley Water charges $5,000 per unit for water and
Denver Water charges $11,000 for the first two units and $2,400 for each unit
after that. Fruitdale Sanitation charges $4,000 per unit and Metro Denver
Sanitation charges $2;000 per unit. This means water and sewer fees will be
about $14,000 per unit: '
There was a consensus to go with the nine-unit scenario. The larger units would
be easier to sell.
H. OTHER
Lamy Nelson suggested lowering the price on remaining units by $5,000 and
waiting a little before lowering the price on the Parkside unit because there have
been some favorable showings.
Kathy Nuanes moved and Janice Thompson seconded to authorize
Cornerstone Realty to reduce the price by $5,000 on remaining properties
when Cornerstone determines the time is right. The motion passed
unanimously.
Chair Brungardt announced details about the NAHRO conference to be held in
May. There is also a Board and Commission training day on April 181h at CML.
Gerald Dahl will be one of the presenters.

It was moved by Kent Davis and seconded by Janice Thompson to adjourn
the meeting at 5:23 p.m. The motion passed unanimously.
The next meeting will be held April 15`h.

Sale, rental, lease or other disposal of real property
1. The Board delegates the responsibility for the sale, rental, lease or other disposition of real property to ihe property
management department.
2. The Board will make the final determination on rental, lease or other disposition of real property not required for school
purposes.
3. The Board will determine that real property is surplus before i[ is offered for sale.
4. The Board also will determine whether the surplus real property is to be offered for sale to the public or first offered to a
state agency, political subdivision, municipality or quasi-municipal corporation.
Guidelines for the sale of surplus real property to the public
When the Board declares real property surplus and for sale to the public, the following guidelines will apply:
1. A Master of Appraisal Institute (MAI) appraisal will be obtained.
2. When appropriate, the sale of real property should be advertised in publications that have a broad metropolitan area
circulation.
3. The Board will make the final determination of offers for purchase of real property.
4. The school DislricYs attorney will prepare all legal documentation and review the legal aspects of the sale of the property.
5. Unless directed othenvise by the Board, funds received from the sale of real property will be credited to the Capital
Reserve Fund. '
Guidelines for offering surplus real property to state agencies, political subdivisions, municipalities or quasi-municipal
corporations
When the Board determines that surplus real property is to be first offered o a state agency, political subdivision, municipality or
quasi-municipal corporation, the following guidelines will apply:
1. An MAI appraisal or market evaluation may be obtained.
2. Offers from siate agencies, political subdivisions, municipalities or quasi-municipal corporations will be solicited.
3. Political subdivisions, municipalities or quasi-municipal corporations within Jefferson County may be allowed a discount
on the purchase price of the real property. The discount on the selling price will ordinarily not exceed a percentage
determined by dividing the assessed valuation of the political subdivision by the assessed valuation of Jefferson County.
The Board will make the final determination on offers for purchase oF real property.
4. The school DistricYs attorney will prepare all legal documentation and review the legal aspects of the sale of the property.

District Regulation DN-R
Personal property
The superintendent or designee shall determine whether District property other than real property and waste materials is
obsolete, surplus and/or of no further value to the District. The re-use of personal property within the District shall be attempted
wherever practical.
Surplus personal property shall be disposed of as follows:
1. Sold by sealed bid or at auction, whichever is deemed most advantageous to the District
2. Traded in as part of a purchase of similar equipment;
3. Donated o a charitable or governmental organization;
4. Destroyed by burning, burial, throwing away or by similar means.
The sale, donation, destruction or conveyance of surplus personal property requiring the passage of recorded title must be
approved in advance by the superintendent or designee.
All surplus and unusable furniture and equipment to be disposed, relocated or reassigned must be processed on Form 651,
"Furniture and Equipment Relocation/Reassignment RequesY" to maintain an accurate and current fixed assets inventory.
District personnel are prohibited from purchasing such surplus personal property except at official public sales in accordance
with the prescribed methods applicable to the general public.
Real property
When it has been determined that real property may not be needed within the foreseeable future for any purpose authorized by
law, it may be declared to be surplus.
The disposal of any real property shall be subject to the following guidelines:
1. The de[ermination that real property is surplus shall be made by the Board. Surplus real property shall be sold or
conveyed by the Board upon such terms and conditions as it may approve.
2. No finding that the property may not be needed within the foreseeable tuture shall be necessary if the property is sold or
conveyed by the Board to a state agency, political subdivision, municipality or quasi-municipal corporation.

RE: Proposed Fruitdale Lofts
Dear Wheat Ridge Housing Authority Committee:
Thank you for the opportunity to be a part of this exciting project. The
revitalization of Wheat Ridge is important to our company and we're
honored to be a part of this mission.
The Fruitdale Lofts proposed project is considered a"turn-key" project. In
other words, after all the renovations and work proposed is completed,
these new homes will be ready for immediate occupancy
This will give you a synopsis of some of the items included in the budget
based on the Phase One Drawings for the proposed Fruitdale Lofts.
Our proposal prices include, all demolition work, a complete fire sprinkler
system along with ongoing monitoring of the system, a new exterior fire
hydrant, new asphalt and concrete required permits and permit fees and
water and tap fees
The exterior of the building will undergo a complete remodel as well. A
large undertaking will be to re-point the existing bricks by painstakingly
repairing all the existing old mortar and replacing cracked mortar with
new matching mortar. We want to preserve the historic facade of the
building so extra care is being sought to ensure this happens. We will
design and build two new entrance vestibules that will enhance the look
of the existing structure.
A new roof will be added along with a new addition of 12 single car
garages. '

We will also coordinate and supervise all the new water and sewer
installations as well as all the Structural and Civil Engineering required for a
project this size. Each unit will have individual meters for water, gas and
electric as well as individual, state of the art, Rinnai Tankless water heaters
and forced air furnaces.
A complete remodel of the interior will include 9 two-bedroom units. Each
unit will come complete with all appliances, new low E windows, flooring,
all bathroom equipment, counters, cabinets, plumbing, air-conditioning
all lighting fixtures and much more.
Please keep in mind, the bids we received were based on the Phase One
Drawings and the actual prices may slightly change plus or minus 10%
after a final set of drawings has been issued to each sub-contractor.
We carry General Liability Insurance as well as Workers Compensation
Insurance and require all our sub-contractors to do the same. All the sub-
contractors we employ are required to sign our contract and follow safety
rules outlined in the contract.
A large part of our design and build is based upon "Building Green" We
want these homes to be earfh friendly and will use materials to convey
that whenever possible.
We look forward to working with you on Phase II of this great project that
will be an important part of the revitalization of the City of Wheat Ridge.
