ROLL CALL Authority members present Cheryl Brungardt Kent Davis'Kathy Nuanes Lena Rotola Janice Thompson " A. CALL MEETING TO ORDER The meeting was called to order by Chair Brungardt at 4:02 p.m. in the City Council Chainbers of the Wheat Ridge Municipal Building, 7500 Wadsworth Boulevard, Wheat Ridge, Colorado. Others present: Sally Payne; Deputy Director Larry Nelson, Cornerstone Realty Betty Maybin, Coinerstone Realty Henry Wehrdt, Construction Manager John Young, Jefferson County School District Aaron Ojala, Entasis Group Brian Ojala, Entasis Group Tracy Langwarthy, City Council Ann Lazzeri, Recording Secretary C. AEPROVAL OF MINUTES It was moved by Kathy Nuanes and seconded by Janice Thompson to approve the minutes of March 25, 2008 as presented. The motion passed 4-0 with Lena Rotola abstaining. D. OFFICERS REPORTS There were no reports. E. PUBLIC FORUM There was no one present to address the Authority. Housing Authority Minutes -1 - April 15, 2008 F. NEW BUSINESS There was no new business to come before the Authority. G. UNFINISHED BUSINESS Property disposition presentation by School District representative John Young, Real Estate Manager for the Jefferson County School District, addressed the Authority. He reviewed the DistricYs policies for disposition of School District real property. The District inust give a surplusdesignation to a property before consideration can be given to disposition of the property. The Fruitdale School property will go before the Board in 1VIay to obtain a surplus designation. If the property is designated as surplus, the School District will do an appraisal. The Board will then make a decision if they want to offer the property to a public entity such as the Housing Authority or open it to the public for a bidding process. The Wheat Ridge Historical Society and the Wheat Ridge Foundation have both expressed interest in the property. The Districf would like to see soinething done with the building in a timely manner rather than having it sit there subject to vandalism, eta 2. Discussion with Entasis Group over Cost Estimates Aaron and Brian Ojala discussed the preliminaryhudget of $1,690,252.58 to convert the Fruitdale building into lofts. He discussed green elements that the Entasis Group routinely uses in all of their projects. There are additional elements that could be added to any project. There are also certain green elements that give tax credits to buyers. Grants are also available for this type of construction. Even though initial construction costs are higher, future savings in energy costs make up for those initial costs. Kathy Nuanes suggested the possibility of doing four market value units to subsidize the cost of green construction for five affordable units. The Entasis Group Was directed to add another column to their cost estimates to show non-green construction versus green construction. Ryan Stachelski, Economic Development Direction, will act as liaison between the Housing Authority and the School District. H. OTHER • Larry Nelson reported that they are close to getting a contract on the remaining Park Side unit. Housing Authority Minutes - 2- April 15, 2008 It was moved by Janice Thompson and seconded by Lena Rotola to direct , Cornerstone Realty to reduce the price to $175,000 for the two bedroom unit at 3894 Parfet. The motion passed unanimously. • Henry Wehrdt reported that contracts were signed on the Allison Court project and construction has begun. 1. ADJOURNMENT It was moved by Janice Thompson and seconded by Lena Rotola to adjourn the meeting at 5:22 p.m. The motion passed unanimously. The next scheduled Housing Authority meeting is May 27. COMMUNITY DEVELOPMENT Memorandum TO: Wheat Ridge Housing Authority THROUGH: Sally Payne, Deputy Director, Wheat Ridge Housing Authority FROM: Kathy Field, Administrative Assistant DATE: May 23, 2008 SUBJECT: Preventing Public Officials' Liability The Colorado Intergovernmental Risk Sharing Agency (CIRSA), the City's property/liability and workers' compensation insurance broker, has recently produced a new video entitled "In tlie Scope of Your Authority: Preventing Public Officials' Liability." This video was designed to be viewed by the City's elected and appointed officials, and the management team. It discusses how elected and appointed officials can avoid mistakes that can lead to liability claims and identifies best practices that will allow officials to be successful. In addition to the video, CIRSA and the Colorado Municipal League (CML) updated their "Public Officials Liability Handbook" in 2007. This handbook is intended to provide an overview of some of the liability issues facing public entities, as well as some suggestion for avoiding and reducing liability. A copy is enclosed. The video, which is 17 minutes long, will be played for the Housing Authority at the May 27th meeting.
