June 24, 2008
A. CALL MEETING TO ORDER
The meeting was called to order by Chair Brungardt at 4:02 p.m. in the City
Council Chambers of the Wheat Ridge Municipal Building, 7500 West 291n
Avenue, Wheat Ridge, Colorado.

C. APPROVAL OF MINUTES
It was moved by Kent Davis and seconded by Lena Rotola to approve the
minutes of May 27, 2008 as presented. The motion passed unanimously.
D. OFFICERS REPORTS
There were no reports.
E. PUBLIC FORUM
There was no one present to address the Authority.
F. UNFINISHED BUSINESS
Allison Court pronertv - Henry Wehrdt reported that this property is very close
~ to completion.

Parfet property - Larry Nelson reported that while there have been many
showings on the Parfet property, there have been no offers. There are other nice
units in the neighborhood that have not sold even with price reductions. He asked
for authorization to reduce the prices on the two remaining units on Parfet to
$169,000 and $199,000.
Kent Davis stated that he was opposed to reducing the price if there is no cash
flow problem. He was in favar of holding on for another couple of months.
Kathy Nuanes asked about maintenance costs on the units. Henry Wehrdt
estimated costs to be from $300 to $350 a month.
It was moved by Lena Rotola and seconded by Kathy Nuanes to lower prices
on the remaining two units on Parfet to $169,900 and $199,900. The motion
Passed 3-1 with Kent Davis voting no.
G. OTHER
Chair Brungardt referred to an e-mail from Jeiry DiTullio asking far a
representative from the Housing Authority to atteud City Council ineetings
once a month to present an update on activities of the Authority. There was a
consensus that Cheryl Brungardt should serve in this capacity.
H. NEW BUSINESS
L Request for Proposals from Jefferson County School District
Executive Session ,
It was moved by Kathy Nuanes and seconded by Lena Rotola to enter into
executive session to consider the purchase, acquisition, lease, transfer or sale
of real, personal or other property, pursuant to C.R.S. 24-6-402(4)(a). The
motion passed unanimously.
The regular meeting was adjourned in order to hold an executive session at 4:30
p.m. The executive session was convened at 4:38 p.m.

It was moved by Lena Rotola and seconded by Kathy Nuanes to adjourn the
executive session at 5:11 p.m.
The regular meeting was reconvened at 5:12 p.m.
It was moved by Kathy Nuanes and seconded by Kent Davis that the Housing
Authority make a proposal to the Jefferson County School District for the
Fruitdale school property as discussed in executive session. The motion
passed unanimously.

meeting at 5:14 pm.

Dear Cheryl:
It is with regret that we are going to terminate the Intergovernmental Agreement
between the WRHA and JCHA for the use of our services. The original agreement called
for a two year term with a two year renewal and a 60 day notice to opt out of the contract.
Since June of 2001, together we have accomplished several projects of note. On
Quail, the first project where many sources of funding were pooled, sixteen units were
converted from rental inventory to home ownership opportunities.
At 6410 West 44"' Place, another ten units were converted including garages and
shed additions that were not a part of the acquisition. The same could be said of the
Parkside project where another ten units were rehabilitated and converted from rental to
homeownership.
Now, the duplex on Parfet has been completed as well as the conversion of the tri-
plex to a duplex on Allison Court. Both have larger sized units to accommodate a larger
family than could live comfortably in a two bedroom unit. The West 41st Avenue duplex
as well as the potential for the conversion of the Fruitdale school to condominiums have
the potential to again improve the inventory affordable units for sale within the City of
Wheat Ridge.
In addition to the units that were rehabilitated, Cornerstone and I have looked at a
myriad of other complexes that did not meet the standards of the WRHA. As well as the
application for, monitoring, drawdown of awarded HOME funds including Davis-Bacon
details. We have also done construction management of all projects to date for the
WRHA.
I am attaching a list of services we have provided for the transfer of
responsibilities to whomever you may find to provide this service. We wish you the best
in the future and hope that you are able to continue your mission without inteiruption.

Duties listed are as preformed for WRHA by staff and myself: _

• Submit Letter of Interest for award of HOME/CD funds from County
• Submit full application if chosen for potential award
• Present information to County committee for potential award
• Submit quarterly documents for compliance for all HOME/CD projects completed
within the 5-20 year affordability period
• Monitor HOME contract requirements for all completed projects
• Submit all required exhibits and documentation for potential projects whether
accepted or not
• Prepare for and meet with County auditors for project compliance
• Check all applicants for HUD debarred listings
• Monitor Davis-Bacon requirements if contained within the HOME award as well
as monitor submittals for compliance, on-site interviews of employees.
• Submit for drawdown of funds for specific projects
Project analysis
• Meet with Cornerstone Realty to investigate potential acquisition for WRHA
• Develop cost estimate for submittal to WRHA board for acceptance or rejection
• If approved, develop bid specifications for board approval after review and
discussion with realtor for viability of costs. If project rejected, start over as
many times as necessary till viable project found.
• Develop bid specs, notify potentia] list of contractors
• Contact engineers and architects as required to address issues
• Walk project to answer questions about proposed improvements
• Receive bids, check references, insurance, develop spread sheets for submittal to
WRHA board for approval or directions to eliminate line items and re-bid
improvements
• Develop contracts in triplicate for multiple signatures for project award
(contractor, WRHA Chair, JCHA)
• Monitor construction, verify issuance of City permits, approve contractor draws,
verify correct retainage is with-held, submit to City for payment meet contractors
for site changes or review of potentiai issues/problems/exclusions. Change
orders/filed orders issued as needed. On-going till project completed
• Walk project for final punch lists and verify contractor completion
• Upon completion, change all locks, walk project with realtor to assure saleability
of project.
• Provide staff/personnel to complete project as intended (covering exclusions as
discovered to the original contract)
• Deep clean upon completion prior to lisring for sale
Upon Completion
• Contract for lawn care, trash removal, snow removal and general upkeep of
finished projects as long as un-sold
• If sold, complete all items on the buyers inspection report
• Re-clean far move-in
• Monitor all completed and unsold inventory for unforeseen complications while
empty
• Address warranty work as needed
On-going duties
• Provide information as necessary to Kathy Field for inclusion into board packets
• Attend almost all WRHA board meeting to give personal updates as to
acquisition, rehabilitation, acquisition and progress.
• Provide input when asked about potential acquisitions/projects
