CALL THE MEETING TO ORDER The Wheat Ridge Economic Development and Revitalization Commission meeting was called to order by Chairman ROACH at 7:00 p.m. 2. ROLL CALL OF MEMBERS EDARC Commissioners present: Rae Jean Behm Norman Burkepile Sandra Collins Joe Drew Elwyn Kiplinger Janet Leo Richazd Matthews Margy Platter Jerry Roach Also attending were: Alan White, Director of Planning and Development Martin Orner, Economic Development Specialist/Associate Planner Ann Pitinga, Grant Administrator Ann Lazzeri, Recording Secretary 3. CONSIDERATION OF ABSENCES There were no absences. 4. APPROVAL OF MINUTES It was moved by Commissioner MATTHEWS, and seconded by Commissioner KIPLINGER to approve the minutes of the February 10, 1998 EDARC meeting as submitted. The motion carried unanimously. - 5. PUBLIC FORUM No one appeazed to speak. EDARC Minutes Page 1 3/31/98 6. UNFINISHED BUSINESS ITEMS There was no unfinished business to consider. 7. NEW BUSINESS A. Consideration of Contribution to Wadsworth Corridor Study The Govemor's Office of Energy Conservation awazded a$25,000 grant to the City of Wheat Ridge for the purpose of conducting the Wadsworth Corridor Study. The City submitted requests for proposals (RFP's) to fourteen consulting firms. Two firms responded and were interviewed by staff. Cost estimates from both firms were similaz (approximately $75,000 to $100,000). Staff recommended RNL as the best firm to conduct the study. The cost of the study, in excess of the grant, was proposed to be funded equally by EDARC and City Council. The City will also make application for additional grants to be applied to the study. It was moved by Commissioner DREW and seconded by Commissioner KIPLINGER that EDARC contribute fifty percent of the cost of the Wadsworth Corridor Study in excess of the $25,000 grant, not to exceed an EDARC cost of $40,000; that this amount would be reduced by any subsequent grants that the City should receive; that this amount would be funded from the Professional Services account and/or fund balances; and that an amendment to the budget to allow for this expenditure be approved. The motion carried unanimously. B. Comprehensive PIan.Update The Commission requested staff to distribute a copy of the City's updated Draft Comprehensive Plan and a copy of the City of Lakewood's Wadsworth Boulevard Strategic Plan to all members of the Commission. 8. ADJOURNMENT It was moved by Commissioner BURKEPILE and seconded by Commissioner MATTHEWS to adjourn the meeting at 830 p.m. The motion carried unanimously. These items ue as follows 1. Discuss Lakewood's Wadsworth and Kipling Corridor Studies, 2. Discuss Economic Development section of Draft Comp. Plan and results of Draft Comp. Plan Public Meetings (see No. 5 below), 3. Discuss anticipated new printing of city Business to Business Directory (see No. 5 below), 4. Discuss implementing a modest fee for new applications for ESTIP, Business Development Zone and Tax Increment Financing (see No. 5 below), 5. Discuss the formulation of a Business Development Plan A. ECONOMIC DEVELOPMENT 1. Goal: Preserve and enhance the tax base needed to support desired government services and facilities inthe community. Policies: 1.1. Encourage light industry to locate within designated areas of the City. 2. Gaal: Economic development shall be considered a long-term program and not a"quick fix" for sagging retail sales tax collections. 3. GoaL• Invest in such things as staff, research and planning, promotion, infrastructure, revenue sharing or other appropriate means that will continue to make Wheat Ridge a desirable place to start, maintain, or relocate a business. Policies: 3.1. Encourage development which provides new employment opportunities for City residents. 4. Goal: Balance retail and other types of business in order to maintain the demand for the retail goods whose sales generate needed City revenue. 5. Goal: Continue to ensure that maintaining a healthy business climate for existing businesses is as important as attracting new firms by making revitalization a continuing priority. Policies: 5.1. Evaluate the older, established commercial areas to determine those appropriate for reinvestment and revitalization. 5.2. Develop strategies and incentives to make older commercial areas more economically competitive and visually pleasing. 53. Develop programs to encourage the retention and expansion of existing business. 6. Goal: Promote economic development efforts that complement the City's various neighborhoods and commercial areas. 7. GoaL• Continue to recognize that the purpose of the City's economic development effort is to improve the quality of life for residents. Key competitive advantages include the City's residential character and quality neighborhoods. 8. Goal: Ensure that economic development efforts continue to be viewed by the community as positive and beneficial by pursuing high-quality redevelopment which also minimizes negative impacts to residential neighborhoods. Policies: 8.1. Develop a Wadsworth Boulevard Corridor Plan (between West 321 Avenue and I-70) that improves access to existing and new businesses and prevents further traffic in neazby residential areas. Need to address alternative plans for economic fluctuations. APRIL 28 2. Don't like the conversion of Garramone's to Montessori. Should have used Fruitdale takes outtax base. 3. Need to have dry area for horses - take care of their need to be humane. 4. Need to limit population growth so more room for agriculture. 5. Support horses in humane situations. Horses keep it beautiful. 6. What can be done about American Hotel and associated apartment complexes. Not police friendly clientele. Should upgrade the hotel. 7. Consensus that would like City to take more pro-active role regazding motels and some apartments. APRIL 29 8. We should encourage any industry/business to invest in city if it meets zoning, planning goals and brings high paying jobs and adds to a stable tax base. 9. Don't over commercialize Wheat Ridge. Wadsworth Corridor buses cause problems with traffic (need pull off areas). 12. Don't force mom and pops into new azeas - they can't afford it. 13. Need to define how City should look like or identity before determining which businesses stay. 14. Hire good architect for Vision design for people and children. Ft. Worth Museum Architect, Old Time Rocky Mountain Architect (Perry and Ellis use him). 15. Should have left Willis/Chesrown property as a Wetland (there's a natural spring). 16. We have enough businesses. 17. Commercial businesses need to take responsibility for land ownership such as trash and weeds (called 3 times = greater fine). 18. Is there information regarding amount of revenue generated from Light Industrial and Commercial property and agriculture. MAYS 19. Corner of I-70 and 32nd (Richter property - current land use wrong, should be commercial). 20. Concerned that Wadsworth Corridor Plans impact on curb cuts on Wadsworth. 21. What will an economic downturn do to the budget given city's reliance on existing tas base? Services paid by economic growth. 22. What is correlation between 10% decrease in revenues impact. 23. Way too general - geazed to getting green answer (discourages discussion or debate). (1 green dot) 24. Shouldn't be all the same - Wheat Ridge neat due to its differences. 25. Economic Development limited because it's a small City.
