The regular meeting of the Wheat Ridge Planning Commission was called to order by Vice
Chair McMillin at 7:00 p.m. in the City Council Chambers of the Municipal Building, 7500
West 29th Avenue, Wheat Ridge, Colorado.

Following is the official set of Planning Commission minutes for the public hearing of March
3, 2005. A set of these minutes is retained both in the office of the City Clerk and in the
Community Development Department of the City of Wheat Ridge.
It was moved by Commissioner WESLEY and seconded by Commissioner CHILVERS to
approve the agenda as presented. The motion passed 5-0 with Commissioners SCEZNEY
and PLUMMER absent.
It was moved by Commissioner WESLEY and seconded by Commissioner CHILVERS to
approve the minutes of February 17, 2005. The motion passed 3-0 with Commissioners
BRINKMAN and STEWART abstaining and Commissioners SCEZNEY and
PLUMMER absent.

There were none present who wished to address the Commission during this portion of the
meeting.
No public hearings were scheduled for this meeting.
Meredith Reckert stated there will be a meeting with the West 38' Avenue Merchants
Association next week about changes in the sign code,
. particularly the recommended 5-year
amortization period for non-comforming signs. The sign code will then be scheduled for a
City Council study session.
A. Election of Officers
It was moved by Commissioner BRINKMAN and seconded by Commissioner
STEWART to postpone election of officers to the March 17,2005 Planning
Commission meeting. The motion passed unanimously.
10. COMMISSION REPORTS
There were no commission reports.
12. ADJOURNMENT
It was moved by Commissioner STEWART and seconded by Commissioner SCEZNEY
to adjourn the meeting at 7:25 p.m. The motion passed unanimously.

A dinner training session is scheduled for Thursday, March 17, 2005, at 6:00 pm. in the 2" floor
conference room. The topic of this training session is Planned Developments.
Following your training session, you will adjourn to the council chambers for the regular meeting to
approve minutes of March I" and elect officers.
THE INS AND OUTS OF PLANNED DEVELOPMENTS
(ARTICLE III OF CHAPTER 26)
2. Types: PRD — Planned Residential Development
PCD — Planned Commercial Development
PID — Planned Industrial Development
PHD — Planned Hospital Development
PMUD — Planned Mixed Use Development
3. When Required: All requests for rezoning to accommodate commercial uses MUST
apply for PCD zoning. Any requests for rezoning to residential or industrial uses on
property in excess of one acre MUST rezone to the applicable PD.
4. Development Standards:
Minimum and maximum requirements are established in each PD for "development
standards," items such as lot size, parking, building heights, landscaping, buffering,
and signage.

S. Uses:
Permitted and special uses are established for each PD. Uses are modeled after
nearby zone districts; uses are added • deleted depending upon the project,
location, surrounding uses, parcel size, and other factors.

6. Process:
1. Outline Development Plan (ODP) — Establishes the zoning: uses,
development standards, character, and design standards. Zoning is
established by ordinance, so this step takes two readings at City Council.
2. Final Development Plan (FDP) — Applies the development standards to a
final site plan. Shows the details of how the site will be laid out for the
specific use(s), Shows items such as parking, landscaping, building
footprints, building elevations, signage, and lighting.
These two steps may be combined, and often are. Separate motions are needed to
approve the separate plans.
7. Approval:
• Public hearing is required. Rezoning to a PD is a quasi-judicial matter.
• Planning Commission may recommend approval, approval with conditions or
modifications, or denial of the request. The hearing may also be continued to
request additional information of staff or the applicant.
Rezoning review criteria apply (Section 26-112 D). Design requirements or
performance standards may also apply. (Sections 26-504 and 26-505.)
Unlike other requests for rezoning, approval of a PD may contain conditions and
recommendations for modifications.
