Housing authority Minutes April 22, 2014 There was some discussion about the Housing Authority contributing funds to secure a second home. Ms. Payne stated she would need to have a discussion with the county to see if this would be allowed. There was an inquiry if there were any issues with a higher purchase prices with a lower appraised value. Chair Thompson asked the members if they would be willing to vote on this via email. The members agreed to vote via email. Ms. Payne stated we will need more information about the property and what options are acceptable with the county. Ms. Langworthy stated perhaps the Housing Authority could be a resource for the other programs that do offer the type of benefits proposed if those organizations have a demand for it. She stated she would have a discussion with Mr. Starker. Mr. Harr stated there are homes in every district that need to be revitalized. Perhaps the Authority could purchase a dilapidated home and revitalize it for resale. Demolish the building and list the vacant property for sale. • Removing the reverter clause through a quiet title process, which is expensive and time- consuming I Staff is recommending that the WRHA pass the following motion: I r A New Waldo4 inspired Charter High `school Proposal for the Fruitdale School Building in Wheat Ridge, CO • Briefly state the specific reasons for the Respondents interest in pursuing the project. Just down the street from the Fruitdale building, there is a wonderful community of families at the Mountain Phoenix Community School (MPCS), a PreK -8 grade, Waldorf - inspired charter school with 450 students coming from ten surrounding counties. This community is committed to establishing a charter high school, ideally in the same neighborhood. This school would become a community and educational center energizing 44` Street and bringing more families and in turn, more growth and revenue to the city of Wheat Ridge. The Steering Committee for this project is working on finding physical space to house 400 -600 students for grades 9 -12 for an Integrated Arts, Waldorf - inspired Charter High School. Procuring physical space is a Jefferson County requirement to establish a new charter school. The high school has yet to be named, but one possibility is to call it Fruitdale High School and leave the historic name on the front of the building. Fruitdale is an ideal building for this program for several reasons, some more tangible than others. MPCS will be the high school's main "feeder school." The proximity of MPCS (on Miller Street) and Fruitdale is important as some parents will have children attending both campuses. Also, older high school students would be easily able to drop off and pick up younger siblings at MPCS before starting their school day just down the street. The new high school will bring economic development to Wheat Ridge, as there is nothing like this high quality public educational choice anywhere in the state. There is great demand for public high school options and Waldorf schools are the most rapidly growing type of charter schools in the country. The Waldorf high school needs to be housed in beautifully crafted space that would be provided by renovating the Fruitdale building. The kind of space needed to support the continuation of a Waldorf- inspired curriculum for grades 9 -12 is especially difficult to find, as the values and principles that support a rich artistic, social and academic program must be reflected in the physical space. Waldorf Education is almost 100 years old, so bringing a historic building of the same era back to life and filling it with a renewed 21st Century educational program would be ideal and most rewarding for all- administration, faculty and students alike. The Steering Committee is composed of seven highly talented individuals, all members of the MPCS community as parents, teachers, administrators, Governing Council and /or Parent Council leaders. Each member is responsible for a different aspect of founding a charter high school: grant writing, charter application process, marketing/outreach, curriculum development, governance and physical facilities. Karen Bailey is in charge of development of the physical location of the new high school. Karen renovated a 7,700 square foot 1939 school building in Knoxville TN and opened a preschool center there which operated for ten years. After looking at the inside of the Fruitdale building many times, first with Sally Payne last summer and three times since then with other steering committee members, a structural engineer, teachers and administrators from MPCS, the decision was made that this building, along with the property for sale next door, would make an ideal physical home for our high school students. • Description of the proposed project in terms of the entity or entities who would acquire, develop and occupy the property. With legal assistance from Carleen Clark, a 5016 was recently formed called the Fruitdale Building Corp which would own the Fruitdale property with Karen Bailey as president, Victoria Hannu as vice president and secretary, and Dan Martell as treasurer (resumes for this leadership team are attached). If we become stewards of this property, a Fruitdale Preservation Foundation will be created to apply for State Historic Preservation Grants and to raise additional funds to completely restore Fruitdale to its original beauty and revive its educational purpose. Because everyone on the Steering Committee is part of MPCS, we will be able to utilize the support of the MPCS 501 c3 Foundation, a Parent Council, and an experienced Board of Directors to guide each step of the development of this project. The property next door will be purchased through Karen Bailey's company Elemental Art and used for additional parking and will house the practical and building arts portions of the high school curriculum. Summer arts camps would begin at this location in the summer of 2015, continuing with Saturday classes through the school year, and a summer program in 2016. The high school Steering Committee is currently completing the Jefferson County charter school application, with a targeted open date as fall semester 2016. While the high school will occupy both properties, we will consider renting space to community and arts groups. For example, we are establishing a partnership with the Performing Arts Academy to implement theater classes for the high school performing arts curriculum as well as theater experiences for children ages 8 -18 in summer workshops and after school performances. • The proposed interior use(s) for the building and how the historic nature of the exterior of the building would be preserved The interior of the building will be fully restored for educational classroom space. The two classrooms on the south side of the ground floor would be converted back into classrooms, with the drop ceiling and divider walls removed. The top floor might be converted back into its original configuration for usage as auditorium space. The 50's addition will be renovated and kept as is for a gymnasium and cafeteria, but might be used for classroom space as well. The historic nature of the exterior would be retained in compliance with the Secretary of the Interior's Standards for the Treatment of Historic Properties. We will be applying for State Historic grants, and with the expertise provided by Jordy Construction (see attached documentation) we will provide a showcase historic restoration project for the City of Wheat Ridge. The "caretaker's cottage" would also be fully preserved and temporarily used for an onsite monitoring and maintenance presence. However, when the enrollment approaches full capacity, it is likely that this space will function as a library, office and /or school store. • The proposed use of the land immediately surrounding the building and proposed site improvements. First, we would propose a "land swap" with Jefferson County School District so that the land to the north, behind Fruitdale, becomes part of the high school site, and the land to the southeast, that includes parking and cuts into the playground for Norma Anderson Preschool, goes back to JeffCo. This would create a better division of land uses and the preschool's existing playground would not need to be moved. The plan for the adjacent property would be to fully integrate it into the high school campus. The front building on that property would immediately become an outreach center for the high school, with art gallery space and an office. Parking will be in front of and on the adjacent property for 5 -7 years. As the school grows, we will need more classroom space and more parking. Pending all necessary approvals from the City of Wheat Ridge, the land behind Fruitdale could be developed as structural parking with classroom space on top. This would free up the area in front of the school building, which would be beautifully landscaped for use as social space for the high school students and faculty, and provide a much better presentation of the building from the street. Access will have to be developed with the City of Wheat Ridge's input, with possible traffic studies done to determine if access to parking would be more desirable directly off W 44` Ave or elsewhere. We will work closely with the surrounding community to minimize disruption and inconvenience with the reinvigoration of this building. The charter application will include a future Preschool component, which would address several needs in the community. MPCS currently has spaces for 114 Preschool and kindergarten age children and the Early Childhood Education program has been at full enrollment since occupying the Wheat Ridge campus in 2011. This year we have 80 preschool and kindergarten . children on a waiting list, so a preschool program under the auspices of the high school could take this "overflow." Further, half of the program would be filled with income- eligible preschool children, which meets a goal of Jefferson County School District to provide more educational services for free and reduced lunch three and four year old children. Also, there will be a strong work/internship training program for high school students. A preschool associated with the high school would provide opportunities for students to learn child care skills. If the building next to Fruitdale became available, we would pursue that as a prime location, but we will be looking at other buildings within walking distance of the high school as well. • Estimated timeline for completion of the redevelopment project. Dan Martell with Jordy construction has developed a preliminary timeline for the physical renovation on this project which is attached. Dan has read the entire Historic Structural Assessment draft that Sally Payne provided to Karen Bailey and has confidence that with the available funding, the renovation could be complete by spring of 2016. Karen has also read the assessment and discussed the project with representatives at the State Historic Fund (SHF), and while they can give no guarantees for future grants, they are very interested in continuing to fund this unique and important preservation project. • Summary of the financial sources for purchase /redevelopment of the building and site. A clear understanding of the costs associated with the project must be demonstrated. Include the names of any equity partners or other parties involved in the purchase /redevelopment of the property and any supporting documentation that would further demonstrate the commitment of those sources. Fundraising will begin in early 2015 as soon as the Fruitdale Preservation Foundation becomes a legal entity to accept donations and apply for grants. Summer workshops and classes will be held at Elemental Art next door and /or on the campus of MPCS in 2015 and 2016. Saturday classes will also be held to raise additional startup funding. The bond holder for MPCS has expressed interest in supporting the high school as well, for they see the six million dollar bond to purchase the former Foothills campus and build a new middle school building as giving a good return on their investment. Once the charter is approved and the doors are opened, the business plan for the high school includes a budget for rent at 20% of PPR from Jefferson County (approximately $6,800 /student revenue from the district- 20% per student being $1,360), with a target enrollment of 400 students that would yield over half a million dollars in rent. This is comparable to what Mountain Phoenix pays for its campus. This rent paid to the Fruitdale Building Corporation would be used to complete the full restoration of the Fruitdale building, purchase the property next door from Elemental Art, and make additional improvements for parking, landscaping and additional classroom space as needed. • Outline any grant funds or foundation /non- project organizations you would solicit for funding. Additional funding opportunities exist from The Temple Hoyne Buell Foundation, the Rudolph Steiner Foundation (RSF) which funds capital construction for Waldorf schools, the National Endowment for the Arts, and the Denver Foundation. We will be looking for corporate sponsorship such as Sprouts and local construction companies. Finally, we will be renting space when school is not in session as both community outreach and fundraising opportunities. • Outline any funding or other concessions requested of the WRHA or the City of Wheat Ridge. Fruitdale Building Corp is positioned to accept the Fruitdale property as a donation as early as July 2014. This is a project that has great community support from families at MPCS, and will bring many benefits to Wheat Ridge. The proposed high school is consistent with the historic use of the building and would not affect the deed restrictions. We are committed to fully restoring the property and its use as a school. Therefore, we believe the "gift" of this property will be repaid many times over in returns to the community. Assistance with any needed changes in zoning to make it consistent with its educational use would be appreciated. • Project lead and team description, if applicable. Karen Bailey is the project lead. She has been a teacher at MPCS for two years and will serve as the Interim Educational Director for the 2014/15 school year. Karen has experience with historic renovation and school development (resume attached). • A description of any participating investors /developers, including qualifications of each. Include any experience with projects specifically related to reuse of historic buildings. Victoria Hannu and Gavin Harrill are officers of the Fruitdale Building Corp and will be part of the team that develops this property. Victoria Hannu is an Entrepreneur, Business and Organizational Effectiveness expert with deep experience in project management and strategic planning. She has served as President of Mountain Phoenix Community School and currently provides initial review and oversight of the school's $3.8 million budget. Additionally, Victoria has experience with renovating Victorian era properties for resale (resume attached). Gavin Harrill grew up on the south side of Chicago where the skilled trades were prominent: Carpentry, sheet metal, electrical work! As such, he has extensive experience in carpentry and woodworking, and specifically in home building ...from pouring the foundation to laying the shingles - -and everything in between. He also recently held a sales position at a fine furniture store in metro Denver, where he renewed his passion for high quality woodworking and appreciation for the genuine skill and craftsmanship married with a delicate hand so not to damage such intricate and often precious art and furniture. This unique awareness, caution and attention to detail makes him a good fit for such extensive restoration of the historic Fruitdale Building. • Examples of other similar projects you or your partners have worked on or projects similar to your proposed use that might show the viability of your proposal. Illustrate your role in any projects and your ability to successfully complete this type of development. Karen Bailey has a Master of Architecture from the University of Tennessee, Knoxville. She restored and renovated a 7,700 square foot 1939 school building in Knoxville TN, purchased in 1984 for $20.000. The building was Karen's home for 23 years and Karen founded, administered and was a lead teacher at The Schoolhouse, a Waldorf - inspired preschool and kindergarten, for ten of those years. The building was sold in 2008 for $350,000 and continues to serve as a school. Dan Martell has extensive experience and education in historic renovation projects and construction. He has a Master of Architecture from the University of Colorado in Denver and also received a Historic Preservation Certificate. See attached for the many related projects he and his firm have completed. • A financial feasibility plan for the ongoing operation and maintenance of the site while it is being renovated and when it is fully redeveloped. As soon as ownership is conveyed, volunteers will begin restoring and maintaining the property. Families at MPCS are required to contribute 40 hours of volunteer service per year. The high school will suggest 50 hours of volunteer service a year from each family, with a special reduced expectation for work done prior to the official opening of the school. Given the proximity to MPCS, there will be a constant presence and monitoring of the site from the project lead, Fruitdale Building Corp officers and high school steering committee members. Once Elemental Art occupies the adjacent property, a storefront office for the high school will be established. An investigation of renovating the "caretaker's cottage" will determine if an onsite maintenance and monitoring agent is feasible. The Fruitdale Building Corp will be responsible for the ongoing maintenance and operation of the site funded from the budgeted rent the charter school will be paying each month. As with MPCS, a full time facilities manager will be hired once the high school is fully operational. • A market analysis, particularly if the future use of the building is speculative, for the proposed future use of the building and site. Since we are intending to use the building for a school, we do not feel that a market analysis is needed. As part of the charter application process, we are receiving Letters of Intent from parents who anticipate enrolling their children in the school. We have a goal of seventy -five 91h and 10 grade students enrolled in the first year of operation, with 25 -50 additional students added each year until we reach full enrollment of 400 -600. If we outgrow this site, the Fruitdale buildings would be used as a teacher education facility, as currently the Waldorf teacher training centers are on the east and west coasts. Colorado is a leader in Waldorf independent and charter schools. MPCS is the largest Waldorf - inspired charter school in the country. Similar Waldorf - inspired charter schools are operating in Colorado Springs, Fort Collins and Grand Junction, and MPCS hosts a conference each year in February to network and offer professional development for the Waldorf community in Colorado. Jordy's award - winning contribution transformed Project Angel Heart's building into a state -of- the -art commercial kitchen, distribution, and office facility to fulfill the organization's mission to provide nutritious meals free -of- charge to those living with life- threatening illnesses. The owner was very conscious of the environment and "build green" practices were used whenever possible. Energy saving ideas, like solar panels, were explored by the design team and were implemented into the building. Principles of sustainability were also incorporated into the design of the facility. Natural light will help illuminate portions of the building during the day, saving electricity. Energy efficiency will also be gained with the fixtures and equipment that is chosen. The new facility met all ADA requirements with the addition of an elevator and accessibility ramps. Exterior materials were carefully considered to create warmth and blend in with the existing buildings, while also making reference to the architectural character of the surrounding developments. A mixture of brick, split face block, and aluminum storefront/ glass walls provided an interesting contrast while preserving the appropriate warmth, scale and character. It was important to make reference to the building's past by keeping certain interior elements and attempting to maintain the factory, lofty, light- industrial feeling. The new facility, with interior and exterior meeting spaces, is professional with a fun and relaxed atmosphere. It contained offices, exam room, and class rooms. It was a complete remodel of the space including new energy efficient windows, HVAC ADA access and additional parking. It included a 1,174 square foot annex that is used as a community events center. Jordy Construction, along with KUNG Architects transformed a vacant, run down old school, into a vibrant community center that will become a magnet for the Asian community. The goal of the remodel was to consolidate the nonprofits Denver and Aurora offices into one location. The former charter school located at 1537 Alton St., was redesigned to provide an integrated care facility, incorporating both behavioral health and mental health services with primary care services. In addition to the health care services, the center also provides a variety of programs ranging from English language learner classes to youth mentorship to an interpreters bank. Consolidating into one location allowed participants greater access the various services. As a nonprofit for over 33 years, Asian Pacific Development Center worked under substandard conditions and never knowing whether or not they would be warm in the winter or cool in the hot summers. With the help of Jordy Construction, KUNG Architects and all subcontractors involved, we were able to give to the staff of APDC and their clients a new beginning. It was out job to make sure their new building was reflective of the services Asian Pacific Development Center provides, as well as their environment of serenity, calmness, and natural beauty. Izakaya Den, a new restaurant conceptualized by restaurant and building owner Toshi Kizaki and realized by Jordy Construction, is the first of its kind in the Colorado, from an both an architectural and a dining point of view. Coordination was so refined between RSA, Jordy, and the City of Denver, that each permit was issued separately so that construction could start while the next phase was being drawn, leaving absolutely no down time between phases, permits and construction. This shaved between four and six months off the overall timeframe. The Jordy team first mobilized the job with a demolition permit and began knocking down the existing building. From there, Jordy immediately moved to excavation, shoring and piers. This work was carried out while the architects at RSA began work on the floor plans, structural plans for the building, and mechanical and electrical drawings. During the first stages of construction, an unforeseen challenge popped up: Mr. Kizaki decided to change the roof construction from a high -grade plastic composite to glass, a decision that was driven by his uncompromising commitment to quality materials. Jordy sent Ballew out to roofing vendor Libart Inc.'s facility so he could tour their site, review details, and start the yearlong design and fabrication process. Jordy and Libart met onsite several times over the course of the project to properly design, fabricate and install the roof system. Workers from Defiance, Ohio even completed the install in two short weeks. Luckily, the unpredictable spring weather held during the rinal days of the install, enabling all the details to be completed expeditiously. As the Construction Manager General Contractors, Jordy set out on this project with one goal in mind: deliver quality work on the design intent within the budget and time frame requested, no matter what the challenges. Racing against a 6 month schedule, the first stage of the project entailed demolishing the interior ceilings, walls, and flooring. Next, the majority of the existing HVAC, plumbing, fire sprinklers and electrical were removed in preparation for complete new utility systems. New construc- tion layout started immediately following the demolition. Checking the layout included obtaining approval from a team of employees who represented the City of Aurora - all of which attended each construction meeting. Upon approval of the new layout, fram- ing, rough electrical, ground plumbing, and HVAC work all started simultaneously. Given the number of tradesmen and the close proximity of the efforts, each trade was closely coordinated to work around and in conjunction with one another during construction. As soon as the utilities were "roughed in" to the outside of the building and "new tie -in points" coordinated and verified, iordy Construction broke ground on the building addi- tion - which was to be a new work out facility for the members. Complicated placement of existing ground utilities dictated careful consideration during the excavation phase of this project. Only the most skilled and experienced operators were allowed to work on the project. This effort required constant coordination with the inspectors and city managers, concerning the location and depths of piers and grade beams. As soon as the excavation was completed the framing stage was underway. Once again, Jordy Construction enlisted a detailed interview process to select the framing crew who was in charge of the heavy timber roof framing system. This effort consisted of procuring and installing a complicated system of custom fabricated roof framing members. The lead time for the structural members was over to weeks long. The workmen utilized a miniature crane to set the beams. The beams would be exposed in the finish stage, so great care was taken during the placement of these materials. This phase of the project was closely coordinated with the fire sprinklers, HVAC and electrical efforts. By strategically placing the utility lines near and behind the timbers, the appearances of the exposed lines were greatly minimized. As the outside of the building addition was nearing an end, so to was the interior phase of the existing building. The close scheduling of these z phases, allowed for the finishes of both the interior renovation and the building addition to happen at the same time. All drywall finishing, painting, carpet, casework, and trim work could be managed for the entire building at once. The finishes consisted of wood flooring, stone tiles, upgraded ceiling tiles, wall coverings, multiple paint colors, custom casework, kitchen appliances, and the staging and set up of new cardio equipment. The new facility opened on time and the City of Aurora hosted an open house that included local newspapers, city officials and community center members. This project, although challenging and complicated, was a pleasure to be involved in and see to completion. The Aurora Senior Center is host to hundreds of local members. X . _ Jordy Construction was awarded the contract to convert a 58,000 square foot former in -line skating center to a complete functional facility for this cutting edge advertising agency - as well as an eight week timeframe. A complete electrical upgrade and several other significant challenges needed to be handled all while work in the tight schedule. For example, additional HVAC units were required for the facility that would ultimately house 45o employees. However, it wasn't as simple as installing new units on the facility. The new units had a delivery lead time longer than the project itself. A structural reinforcement of the roof decking was also required before the units could be installed. All this needed to be accomplished while still maintaining full - yet safe construction on the interior side of the building. Another significant issue that needed to be tackled with careful planning was the installation of new windows, doors and skylights. Since this was a former sporting facility, there was almost no existing lighting. All the vertical surfaces existed precast wall panels that had to be carefully cut. Poor planning could result in the instability of the walls themselves - and all this was being completed while teams of other trades worked in adjacent areas. In addition to building out office spaces work station areas and other operational rooms, a new Butler metal building was built entirely within the overall building itself. It was effectively a building within a building all to serve as the company's conference room.
