The proposed development is comprised of two parcels with a total area of 113,030 square feet (2.6 acres) with frontage on Kipling Street and West 499" Avenue. Surrounding land uses include a number of commercial uses including office, service and retail uses. According to the Jefferson County Assessor, the 11,470 square foot restaurant building was built in 1983. One right-in/right-out access point exists on to Kipling Street. Natural Grocers is a retail/pharmacy establishment that provides vitamins, organic food, and educational services in health and nutrition. No zone change is required or requested. An initial site plan was proposed, and was subsequently modified shortly before the pre -application meeting. The two proposed site plans are discussed below. Site Plan A As part of the development, the proposed site will be subdivided to allow for a second user on the eastern portion of the lot. Until the occupant of the eastern property is decided, no land use requests N are being made for this portion of the property. The proposed subdivision would allow for the 15,000 square foot Natural Grocers store to be constructed on the western portion of the lot, and an 8,000 square foot commercial building on the eastern portion of the site. The site layout plans to utilize the existing curb cut from Kipling Street and relocate the curb cut on West 49"' Avenue to line up with the development to the north of the subject property. At the far east end of the property, the applicant intends to utilize the public alley to facilitate better access. The alley is currently shared with the Brunswick Zone Bowling Alley. A total of 120 parking spaces will be provided on the site. 89 spaces will be allocated to Natural Grocers and 31 spaces will be allocated for the future commercial building. Truck traffic for deliveries will be by box truck from the southern access onto West 49'x' Avenue. F A modified layout was presented to staff to accommodate site drainage. As part of the development, the existing parcels will be consolidated into one lot. The proposed lot consolidation would allow for the 15,000 square foot Natural Grocers store to be constructed on the western portion of the lot. The eastern portion of the lot would be used as a detention facility with future expansion parking proposed on the northeast comer of the lot. The site layout plans to utilize the existing curb cut from Kipling Street and relocate the curb cut on West 49"' Avenue to line up with the development to the north of the subject property. At the far east end of the property, the applicant intends to utilize the public alley to facilitate better access. The alley is currently shared with the Brunswick Zone Bowling Alley. Other architectural features of the building may include the following: wall articulation to give the building architectural scale and aesthetic feel; variations in the colors used on the exterior finishes, canopies over windows consisting of a combination of flat aluminum and/or sloped standing seam metal and exterior sconce lighting. The commercial building would likely be constructed in a very similar manner depending on the ultimate occupant. Trash enclosure(s) will be proposed on the site and will be fully enclosed and will be constructed in a very similar manner depending on the ultimate occupant(s). Planning comments: The following items were discussed based on the applicant's proposal: 9 Zoning The property is currently zoned Commercial -One (C-1). This zone district is established to provide for areas with a wide range of commercial land uses which include office, general business, and retail sales and service establishments. This district is supported by the community and/or entire region. The applicant's proposal for a Natural Grocers is classified under "grocery or convenience store, no gas pump" which is a permitted use in the C- I zone district. 0711 a neighborhood meeting need to be held prior to aplVication submittal? Architectural and Site Design )Vanual (.4SDM) The subject property would fall under the Suburban Overlay District in Architectural and Site Design Manual (,4,SDM), Under Chapter 3.2 of the ASDM, the build -to requirement does not apply to the proposal, However, Section 4.1 Commercials/Retail building design standards apply to the proposed development. Landscalfin,g Landscaping requirements are found in section 26-502 in the City Zoning and Development Code which requires 20% landscaping coverage. The existing areas of landscaping which remain after construction can be counted toward the 20% requirement. New planting and irrigation will be required for the existing landscaped areas. The location, dimensions, and square footage of all landscaped areas should be provided on the landscape plan. In order to clarify what areas of the site are designated as landscaping -living or nonliving -it may be necessary to provide an additional exhibit. Parking The required number of parking spaces will be determined by section 26-501 which establishes off- street parking ratios based on land use. Certain areas of the building may be excluded from the floor area for the purpose of parking calculations. These include mechanical/utility rooms, restrooms, elevators/stairwells, hallways, show windows, and cornmon/kitchen areas. Surface parking areas must meet the requirements for the design of off-street parking including surface, landscaping, lighting, and space/aisle dimensions stated in section 26-50I.E.5, section 26- 50I.E.6, section 26-501.E.7 and section 26-501.E.11. Handicapped parking spaces will need to be provided based on the total number of required parking spaces (see Sec. 26-501.E.9). F.verior Lighting The applicant will need to conform to the exterior light requirements in section 26-503. All fixtures should be fully shielded. Exterior lighting should be designed and situated so that all of the directly emitted light falls within the property boundaries. Signage The Furr's Restaurant sign at the corner of Kipling Street and West 49"' Street is a legal nonconforming sign. According to land use case number WA -83-12, the sign was approved for a 170 square foot variance to the maximum 150 square foot maximum for a single use/development sign. A El structure built in accordance with a variance approval can remain in perpetuity. However, if the sign is taken down, it must be replaced/rebui It with a conforming sign. Any signs proposed for the property must meet the maximum sign area chart found in Section 26-708. Signs within 'f mile of an interstate highway measured from the property line may be a maximum height of 50 feet. Building Division comments: The building division was not present at the meeting. The City has adopted and currently enforces the 2006 Edition of the International Codes and the 2011 Edition of the National Electrical Code. Site Plan Review Process For the development of the site, the next step is to proceed with a Site Plan review application. An appointment with a planner is required to submit a land use application; incomplete applications will not be accepted or reviewed. The site plan will be sent on referral to outside agencies and other City departments. Comments will address any areas in which the proposed development does not meet zoning requirements, such as site design, building design, parking requirements, etc. Modifications to the application may be required as a result of these comments. The applicant must address all comments and resubmit relevant documents and drawings to show that the proposed development meets the zoning requirements. 9 Once all comments and requirenients have been met, the case manager will refer the Site Plan application to the Community Development Director for final approval. The information given in this report is for the purpose of providing on adequately detailed analysis of on-site drainage areas and receiving structures. The following report provides detailed drainage, grading, erosion and sediment control information for existing and proposed conditions for the Natural Grocers at Kipling 5060 project. The site is located at the south corner of the intersection of Kipling Street and 49th Avenue in Jefferson County [latitude and longitude (+/- 15") are 39'47'10" N and 105006'32" W, respectively]. The land is currently developed and contains on existing restaurant and a parking lot. This construction will include the demolition of existing improvements and the construction of a multi -tenant building to house retail and/or restaurant uses, a parking lot and a detention pond to attenuate stormwater runoff, per the City's requirements. The primary access for the site will be from the proposed curb cut on Kipling Street and a secondary access is located on 49th Avenue, east of the proposed building. Drainage from this area will follow historic drainage patterns, flowing generally from the west to the east and into the proposed detention pond where the stormwoter will infiltrate the alluvial soils that underlie the site and become groundwater. Historically, stormwater flowed into West 491h Avenue and onto the neighboring property to the east undetained. k d A IWOOL't d rol The Natural Grocers at Kipling 5000 project is located in Lot 2 of Kipling 5000 Business Park, situated in the southwest 1/4 of Section 15, Township 3 South, Range 69 West, of the 6th P.P., City of Wheat Ridge, County of Jefferson, Colorado. The site is bounded on the north by the existing building occupying Lot 1, Kipling 5000 Business Pork ng No. 2, on the east by the existing bowling alley occupying Lot 3, Kipling 5000 Business Pork Filing No. 2, on the south by 491h Avenue, and on the west by Kipling Street. There ore no major drainogeways located near the site. The existing site is fully developed; a 11,500 sf restaurant and its attendant parking lot currently occupy the entirety of the property. Onsite drainage infrastructure consists of curb and gutter and a series of concrete valley pons to route flows from the north and west to the south and east across site where undetained flows are intercepted by West 491h Avenue and the alleyway that borders the property to the east. The site is shown on FEMA flood map 08059CO21 I F, showing the site as being in Zone X — area outside of the 0.2% annual chance flood. A small irrigation ditch crosses the site in on existing 24" CMP pipe system. The total Natural Grocers at Kipling 5000 site encompasses approximately 2.50 acres, of which approximately 2.50 acres are planned for modification with this construction. The planned project includes the proposed 15,004 sf commercial building, a 75-spoce parking lot, and a 0.70 ac -ft detention pond. OM The site lies within the Clear Creek Basin in the City of Wheat Ridge. The area surrounding the site is urbanized and the topography generally slopes to the east at mostly shallow grades (less than 3%). The immediate vicinity is characterized by a high degree of commercial development, consisting of large commercial buildings surrounded by concrete and asphalt paved parking lots containing small amounts of landscaped open space. LMl1-1AJ1zlfJ ZI In the existing condition, the site contains a high degree of impervious pavement. The existing topography of the site drains generally from west to east at slopes varying from 1-3%. The site con be described as a single basin that has on area of 2.21 -acres and generates peak runoff a-[' 7.29 cfs in the 5-yeor event and peak runoff of 15.71 cfs in the 100 -year event. There ore no off-site flows accepted onto the site in the current condition. Stormwater generated on-site flows to the eastern and southern edges of the site where flows are intercepted by curb and gutter in 491h Avenue and conveyed to Clear Creek in the public rights of way. There are currently no on- site detention facties or BMPs to attenuate stormwoter runoff or mitigate its effects on downstream properties. . . 0.- 0 44 ]101711111 This drainage study complies with the City of Wheat Ridge storm drainage criteria and, where applicable, uses the Urban Drainage Criteria Manuol (Monuol). Runoff from the site will be directed to the proposed detention pond via the proposed grading, proposed piping and the existing piping, Peak runoff values were calculated for the 5-yeor and 1 00-yeor storm events using the rotionol method (Q=CIA). The Grading and Drainage Plan located in the Appendix of this report shows the anticipated ultimate design of the site. A Composite "C" value has been calculated for the basin. The Percent Impervious values were token from the Manual's Table RO-3, and the runoff coefficients "C" were from the Monuol's Table RO-5 for Type C & D NRCS Hydrologic Soil Group. Time of Concentration (Tc) was calculated based on the Monvol's travel time equations RO-2 and RO-3, velocity chart Table RO-2 and velocity equation RO-4. This report will directly address the drainage plans for the current proposed construction. All runoff will be directed to a proposed detention pond which will percolate captured stormwoter into the groundwater system in the minor storm event and attenuate the peak flows for the major stR rm event prior to discharging to the existing curb and gutter in 49th Avenue. The site contains three basins. Basin A includes the southern 1/3 of the site as well as the parking lot adjacent to Kipling Street, Basin B includes the northern 2/3 of the site and the 19,000 sf proposed building, and Basin C is a small area in the northeast corner of the site that is not tributary to the detention pond. Basin A has on area of 0.75 acres and will contribute 1.90cfs and 4.35cfs for the minor and major storms, respectively. Flows from this basin will be directed by a 4' volley pan to a curb opening at the southeastern corner of the parking lot and into the detention pond in the southeastern corner of the site. Basin 9 has on area of 1.46 acres and will contribute 3.90cfs and 9.13cfs for the minor and major storms, respectively. Flows from this basin will be directed by 0 4' valley pan to a curb opening at the northeastern corner of the parking lot and into the detention pond in the southeastern corner of the site. Basin C has on area of 0. 12 acres and will contribute 0.32cfs and 0.75cfs for the minor and major storms, respectively. Flows from this basin will sheet flow to the access drive that is shored with the bowling alley to the east of the site and will be discharged into 49" Avenue. There are no substantial offsite flows to be considered for this site. A small amount of runoff leaves the site undetoined, but the overall flows leaving the site will be significantly reduced compared to the existing condition. Since the detention pond on this site uses exfiltrotion, this volume is considered to be treated for water quality, so a separate water quality volume was not used in the sizing of the detention pond, The drainage facility design for this project incorporates 5-yeor and I 00-yeor detention volumes. The 5-yeor and 100 -yr detention will be captured in the detention pond in the southeastern corner of the site. The detention basin size is based on storage volume required to percolate runoff from the 5-yeor storm (and more frequent events), as well as the WQCV into the groundwater table. The I 00-yeor storm will be released at a rote of 2.21 cfs 0 .0 cfs per acre per UDFCD standards) over a weir at the southern end of the pond at the southeastern corner of the pond. For the sizing of the detention pond, the percent impervious was calculated using • weighted average • the percent impervious values of the pavement, rooftop, and landscaped areas present within the area tributary to the pond. This area and percent impervious value was the basis for sizing the proposed detention pond using the empirical equations from the Storage chapter of the Manual. Calculations in the Appendix show that the required S-Yeor and I 00-Yeor volumes for the overall site are 8,587 CF and 15,398 CF respectively. The pond will provide approximately 17,642 CF of storage capacity. The proposed design includes a flat bottom, in order to facilitate exfiltrotion • the pond. An 8 -foot weir and rundown at the southern end of the pond will regulate the flows from this site for the I 00 -Year release. All flows in excess of the I 00-Yeor storm will be released from this weir as well. Flows from the weir ore discharged into the curb and gutter in 491h Avenue thereby continuing historic drainage patterns. The 8 -foot weir and rundown will be constructed using concrete so that they may be used as on access point for the pond for future maintenance, Flows from the detention pond will be regulated by the exfiltrotion rate of the pond bottom in the 5-Yeor event to 0. 13 cfs, and the weir will regulate I 00-Yeor release rate to I Ocfs/acre, or 2.21 cfs. The exfiltrotion rate for the pond was arrived at by multiplying the infiltration rate for the soils found on-site of I -I in/hr (0-917 ft/hr) by the area of the bottom of the pond, which is 5357.5 sf. This calculation yields a rote of 491 cu. ft./hr or 0. 13 cfs. The I 00-yeor rate is based on the maximum release rote noted in the Storage chapter of the Manual. The infiltration rote of the on-site soils can be found in the Geotechnical Engineering Report for Natural Grocers Development at Kipling St. and 491h Ave., Wheat Ridge, Colorado, June 2014 prepared by Brierley Associates. Using these release rates the detention pond will drain in approximately 19.2 hours. The I 00 -yr stage will average half of the maximum release rote, 1.11 cfs (3,978 cu. ft./hr) which will drain that stage (6,811 CF) in 1.71 hrs, while the minor storm will drain constantly at the exfiltrotion rate of 0. 13 cfs (491 cu. ft./hr) which will drain the minor stage (8,587 CF) in 17.49 hrs. The detention pond will be private and maintenance of the pond will be the responsibty of the property owner. The pond bottom will be constructed per the recommendations of the geotechnicol report (cited above) in order to achieve the maximum infiltration rote for the soils. Furthermore the pond bottom will be scorified and amended with BioLite Rain Gorden Growing Media (Golf & Sport Solutions (970) 284-6121) per the recommendations of the City of Wheat Ridge and UDFCD for infiltration basins and rain gardens. A minimum thickness • 6" • the BioLite medium must be present in the pond bottom subsequent to the amendment procedure to allow for a proper growing environment. Groundwater is about 7 feet below the ground surface at its shallowest point below the detention pond. This puts the groundwater 5.5 feet below the proposed pond bottom which exceeds the 3 feet of clearance required for the infiltration release from the pond.
