CITY ATTORNEY'S MATTERS
John Hayes gave Council copIes of his letter to the Insurance
Commissioner regarding unfair practices based on zip codes, he asked
Council to look over the letter ana call him with sugg,ested chances
he also distributed a copy an Grdinance imposing a 7')% attendance rate
for boards and cowmissions within the City He asked for Council
comments
He asked if Council wished to change the Cooe of Laws, Section 2-62
subpart c and correspondingly amend the Personnel Rules to allow persons
to seek elective office outside the City of kheat Rioge
Mr Merkl asked that ~r Hayes bring in an Ordinance to this effect at
the next Council ~eeting he thinks it is iwportant to allow our
employees to run for County Offices if they chose Consensus was 6 in
favor to 00 this

Kent Lavis statea that a small part of this City is being serviced by
United Cable not by American Cablevision of 'wheat Fioge Reception is
very poor United Cable collects tax, which goes to the City of Arvaoa
Gur tax department is looking into this

Ron Selstad has hac a lot of calls about increase in property taxes He
would like Mr Malone to pursue the following question If we have the
figures of the increased evaluations or the oecreased evaluations on
assessments, he would like the County to provide us with a break-down by
area
He asked for Louncil consensus for a break-oohn from the County to see
if difterent ):-arts of the City are being treated differently

Consensus was u in favor tbaL Mr Malone pursue this with the Lounty
Phil ~dwards has received a telephone call from the owner of the
property directly west ot the lake in Frospect Park, who is interesteo
in sellinb his property to the City
Mr Merkl moved that this be oiscusseu in Executive Session under
5 7(b)(3), seconded by hr FIasco
Mr Selstad made a friendly amendment that this be discussed on February
5, 199CJ to give hr Hayes more time to prepare inforrlJation
Mr herkl accepted this Motion as amended carried 7-1 with Mr Davis
voting No
Phil ~dwaros complained about tbe poor reception on Channel CJ4 on Cable
~lise Srougharn asked that the gravel mining in Llear Creek Canyon be put
on the February Study Session
~r herkl askeo who would be invited to speak on this and to make sure
that both sioes be hearD
Mrs brougham stateo there was plenty ot information available to study
and the City could come up with an informal statement for the County
Commissioners without having to have speakers present
