REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec. R806. The installation of ridge venting requires the installation or existence of soffit venting. For calculation purposes, one hat or turtle vent equal to one-half of one square foot of opening. Effective December 1, 2014, asphalt shingle installations require an approved midroof inspection, conducted when 25-75 percent of the roof covering is installed, prior to final approval. Installation of roof sheathing (new or overlay) is required on the entire roof when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and mid -roofs may be called in at the same time, one hundred percent of the sheathing must be complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave and secured in place is required to be provided for all roof inspections. Roof ventilation is required to comply with applicable codes and/or manufacturer installation instructions, whichever is more stringent. In order to pass a final inspection of elastomeric or similar type roof coverings, a letter of inspection and approval from the manufacturer technical representative stating that "the application of the roof at (project address) has been applied in accordance with the installation instruction for (roof material brand name) roof covering" is required to be on site at the time of final inspection. This roofing and connection to the fireplace was accepted 39 years ago by Jack Prose. Tithe roofing has still not caused any troubled, including the joint where the mansard adjoins the rock fireplace. Installing the flashings per the present Building Official, John Schumacher, is impossible and extremely dangerous to the workmen trying to cut the rock face. To make the flashing work properly the saw cut would have to be at least 2" deep to get a bond with the concrete that is below the exposed rock face. Anything less than 2' would not get an adequate bond to the concrete. This becomes a hardship on the home owner and should not be required. I cannot stress the seriousness of the danger involved to the workmen trying to cut this rock and the location where this rock has to be cut. STATEMENT OF OBSERVATIONS /INVESTIGATION/RELATED FACTS: In early May 2011, Mr. George Menzies entered the Building Division representing himself as owner of the properties at 2831 -33 and 2835 -37 Reed Street, requesting to speak to someone about flashing requirements for reroofing of the structure(s). Chief Building Official John Schumacher spoke to Mr. Menzies and discussed with him the code and manufacturer's requirements for flashing at various locations on the roof. The contractor informed Mr. Menzies that the cost of installation of such flashing would need to be included in the estimate of work for his project, Mr. Menzies stated that he did not wish to pay such additional costs and that he felt that the requirement was unreasonable because the required flashings do not currently exist on the roof and Mr. Menzies believes that the current state of non- compliance is demonstrative of the fact that the flashing is not necessary. Mr. Menzies further explained that cost for the installation of the flashing was high because the structure had a stone cladding which would be required to be cut to install the flashing and that he did not believe that there was an adequate method of cutting the stone. Mr. Menzies was informed by John Schumacher that the code requires step flashing, headwall flashing, and counterflashing, as does the Asphalt Roofing Manufacturer's Association and virtually all major roofing product manufacturers. Mr. Menzies inquired about ways to avoid compliance with the requirements, including means of appealing the decision of the Chief Building Official. Mr. Menzies filed an appeal on May 17, 2011, a copy of which is attached. The photograph labeled "Main Pic" depicts one portion of the roof of the structure Mr. Menzies wishes to reroof. The photograph labeled "Area #3, Pic 1" depicts another portion of the same structure. The remaining photographs highlight areas in which flashing is required by code and manufacturers, in which sealant or caulking is deteriorated, or where visible water damage has occurred. Sections R903.2, R903.2.1, R905.2.8.3, R905.2.8.4, and R905.2.8.5 of the 2006 International Residential Code address the flashing requirements for installation of asphalt shingles and are attached for your review. Additionally, the Asphalt Roofing Residential Manual published by The Asphalt Roofing Manufacturer's Association addresses flashing requirements for asphalt shingle installation in Chapter 10, the applicable portion of which is attached for your review. Finally, most asphalt shingle manufacturers provide installation instructions for their products which include requirements for flashing. Three examples of such manufacturer installation requirements are provided. The language in the installation instructions provided by two of the manufacturers is virtually identical to that of the International Residential Code and the Roofing Manufacturer's Association, imposing almost identical requirements and recommendations for flashing and counterflashing in the situations existing on Mr. Menzies roof(s). STAFF RECOMMENDATION: There is visible evidence of water damage and deterioration of the roof structure of the properties located at 2831 -33 and 2835 -37 Reed Street due to improper flashing, and pictorial evidence depicts that sealants or caulking lack the durability necessary to provide the required protection from entrance of water. The requirement by the Building Division for installation of flashings for this particular application is not uncommon and is consistent with adopted codes and manufacturers requirements. No undue safety risk is imposed upon the roofing contractor and it is important to remember that it was Mr. Menzies contractor who initially indicated that it was a code requirement to install these flashings, for which the contractor offered to provide estimates of work. It is the position of the Building Division that the requirements imposed are consistent with adopted codes and manufacturer's instructions, are common throughout the area and roofing industry, pose no undue safety risk, and are necessary for compliant, proper and warranted installation of the roof covering products. It is for all of these reasons that it is respectfully requested that Mr. Menzies appeal be denied. The provisions of this chapter shall govern the design, materials, construction and quality of roof assemblies. SECTION R902 ROOF CLASSIFICATION R902.1 Roofing covering materials. Roofs shall be covered with materials as set forth in Sections R904 and R905. Class A, B or C roofing shall be installed in areas designated by law as requiring their use or when the edge of the roof is less than 3 feet (914 mm) from a property line. Classes A, B and C roofing required to be listed by this section shall be tested in accor- dance with UL 790 or ASTM E 108. Roof assemblies with cov- erings of brick, masonry, slate, clay or concrete roof tile, exposed concrete roof deck, ferrous or copper shingles or sheets, and metal sheets and shingles, shall beconsidered Class A roof coverings. R902.2 Fire - retardant - treated shingles and shakes. Fire- retardant - treated wood shakes and shingles shall be treated by impregnation with chemicals by the full-cell vac - uum-pressure process, in accordance with AWBA Cl. Each bundle shall be marked to identify the manufactured unit and the manufacturer, and shall also be labeled to identify the clas- sification of the material in accordance with the testing required in Section R902.1, the treating company and the qual- ity control agency. R903.4 Roof drainage. Unless roofs are sloped to drain over roof edges, roof drains shall be installed at each low point of the roof. Where required for roof drainage, scuppers shall be placed level with the roof surface in a wall or parapet. The scup- per shall be located as determined by the roof slope and con- tributing roof area. R903.4.1 Overflow drains and scuppers. Where roof drains are required, overflow drains having the same size as the roof drains shall be installed with the inlet flow line located 2 inches (51 mm) above the low point of the roof, or overflow scuppers having three times the size of the roof drains and having a minimum opening height of 4 inches (102 mm) shall be installed in the adjacent parapet walls with the inlet flow located 2 inches (51 mm) above the low point of the roof served. The installation and sizing of over- flow drains, leaders and conductors shall comply with the International Plumbing Corte. Overflow drains shall discharge to an approved location and shall not be connected to roof drain lines. R903.5 Hail exposure. Hail exposure, as specified in Sections R903.5.1 and R903.5.2, shall be determined using Figure R903.5. R903.5.1 Moderate hail exposure. One or more hail days with hail diameters larger than 1.5 inches (38 min) in a 20 -year period. R903.5.2 Severe hail exposure. One or more hail days with hail diameters larger than or equal to 2.0 inches (51 nun) in a 20 -year period SECTION R903 WEATHER PROTECTION R903.1 General. Roof decks shall be covered with approved roof coverings secured to the building or structure in accor- dance with the provisions of this chapter. Roof assemblies shall be designed and installed in accordance with this code and the approved manufacturer's installation instructions such that the roof assembly shall serve to protect the building or structure. R903.2 Flashing. Flashings shall be installed in a manner that prevents moisture from entering the wall and roof through joints in copings, through moisture permeable materials and at intersections with parapet walls and other penetrations through the roof plane. R903.2.1 Locations. Flashings shall be installed at wall and roof intersections, wherever there is a change in roof slope or direction and around roof openings. Where flashing is of metal, the metal shall be corrosion resistant with a thickness of not less than 0.019 inch (0.5 mm) (No. 26 galvanized sheet). R903.3 Coping. Parapet walls shall be properly coped with noncombustible, weatherproof materials of a width no less than the thickness of the parapet wall. SECTION R904 MATERIALS R904.1 Scope. The requirements set forth in this section shall apply to the application of roof covering materials specified herein. Roof assemblies shall be applied in accordance with this chapter and the manufacturer's installation instructions. Installation of roof assemblies shall comply with the applicable provisions of Section R905. R904.2 Compatibility of materials. Roof assemblies shall be of materials that are compatible with each other and with the building or structure to which the materials are applied. R904.3 Material specifications and physical characteris- tics. Roof covering materials shall conform to the applicable standards listed in this chapter. In the absence of applicable standards or where materials are of questionable suitability, testing by an approved testing agency shall be required by the building official to determine the character, quality and limita- tions of application of materials. R904.4 Product identification. Roof covering materials shall be delivered in packages bearing the manufacturer's identify- ing marks and approved testing agency labels when required. 2006 INTERNATIONAL RESIDENTIAL CODE 289 ROOF ASSEMBLIES (6 10 mm) wide and of any of the corrosion- resis- tant metals in Table R905.2.8.2. 2. For open valleys, valley lining of two plies of min- eral surfaced roll roofing, complying with ASTM D 3909 or ASTM D 6380 Class M, shall be permit- red. The bottom layer shall be 18 inches (457mm) and the top layer a minimum of 36 inches (914 nun) wide. 3. For closed valleys (valley covered with shingles), valley lining of one ply of smooth roll roofing complying with ASTM D 6380 Class S Type 111, Class M Type 11, or ASTM D 3909 and at least 36 inches wide (914 mm) or valley lining as described in Items 1 and 2 above shall be permitted. Spe- cialty underlayment complying with ASTM D 1970 may be used in lieu of the lining material. TABLE R905.2.8.2 VALLEY LINING MATERIAL Par SI: I inch = 25.4 nm1, 1 pound = 0.454 kg. R905.2.8.3 Crickets and saddles. A cricket or saddle shall be installed on the ridge side of any chimney orpen- etration more than 30 inches (762 mm) wide as measured perpendicular to the slope. Cricket or saddle coverings shall be sheet metal or of the same material as the roof covering. R905.2.8.4 Sidewall flashing. Flashing against a verti- cal Sidewall shall be by the step - flashing method. R905.2.8.5 Other flashing. Flashing against a vertical front wall, as well as soil stack, vent pipe and chimney flashing, shall be applied according to the asphalt shingle manufacturer's printed instructions. R905.3 Clay and concrete tile. The installation of clay and concrete shall comply with the provisions of this section. Clay roof tile shall comply with ASTM C 1167. R905.3.1 Deck requirements. Concrete and clay tile shall be installed only over solid sheathing or spaced structural sheathing boards. R905.3.2 Deck slope. Clay and concrete roof tile shall be installed on roof slopes of two and one -half units vertical in 12 units horizontal ( 2 or greater. For roof slopes from two and one -half units vertical in 12 units horizontal (2 to four units vertical in 12 units horizontal (4:12), double underlayment application is required in accordance with Section R905.3.3. R905.3.3 Underlayment. Unless otherwise noted, required underlayment shall conform to ASTM D 226 Type I1; ASTM D 2626 Type I; or ASTM D 6380 Class M mineral' surfaced roll roofing. R905.3.3.1 Low slope roofs. For roof slopes from two and one -half units vertical in 12 units horizontal (2 up to four units vertical in 12 units horizontal (4:12), underlayment shall be a minimum of two layers underlayment applied as follows: 1. Starting at the eave, a 19 -inch (483 mm) strip of underlayment shall be applied parallel with the eave and fastened sufficiently in place. 2. Starting at the eave, 36- inch -wide (914 mm) strips of underlayment felt shall be applied, overlapping successive sheets 19 inches (483 mm), and fas- tened sufficiently in place. R905.3.3.2 High slope roofs. For roof slopes of four units vertical in 12 units horizontal (4:12) or greater, underlayment shall be a minimum of one layer of undertayment felt applied shingle fashion, parallel to and starting from the eaves and lapped 2 inches (51 mm), fas- tened sufficiently in place. R905.3.3.3 Underlayment and high wind. Underlay - ment applied in areas subject to high wind [over 110 miles per hour (49 m /s) per Figure R301.2(4)] shall be applied with corrosion-resistant fasteners in accordance with manufacturer's installation instructions. Fasteners are to be applied along the overlap not farther apart than 36 inches (914 mm) on center. R905.3.4 Tile. Clay roof tile shall comply with ASTM C 1167. R905.3.5 Concrete tile. Concrete roof the shall comply with ASTM C 1492. R905.3.6 Fasteners. Nails shall be corrosion resistant and not less than 11 gage,' /16 inch (i 1 mm) head, and of suffi- cient length to penetrate the deck a minimum of /,, inch (19 mm) or through the thickness of the deck, whichever is less. Cut shingles in successive courses to fit around the pipe and embed them in asphalt roof cement where they overlay the flange. Avoid excessive use of cement as it may cause blistering. Do not drive fasteners too close to the pipe. The completed installation should appear as shown in Figure 10 -6 a & b with the lower part of the flange overlapping the lower shingles and the side and upper shingles overlapping the flange. Upper and side shingles overlap flange and are set in asphalt h aling cement overlap; lower shingles Figure 10 -6 a & b Application of shingles around flashing Follow the same procedure where a ventilator or exhaust stack is located at the ridge, but bring the shingles up to the pipe from both sides and bend the flange over the ridge to lie in both roof planes, overlapping the roof shingles at all points. Ridge shingles are then positioned to cover the flange. Embed the ridge shingles in asphalt roof cement where they overlap the flange. FLASHING AROUND CHIMNEYS To prevent problems that uneven settling can cause chimneys on older homes were usually built on a separate foundation from that of the main structure. This does not eliminate possible differential settling between the chimney and the main structure. It only frees the chimney from the stresses and distortions that would be imposed on it if both were on the same foundation. Because of these differential movements, flashings at the point where the chimney projects through the roof calls for a construction that will allow movement without damage to the water seal. To accomplish this, it is necessary to apply apron flashings that are secured to the roof deck and counter flashings that are secured to the masonry. If movement occurs, the counter flashing slides over the apron flashing without affecting water runoff. [NOTE] It is strongly recommended a cricket be installed on any chimney that is 24" or more wide. The International Residential Building Code (IRC) requires a cricket or saddle be installed on any chimney greater than 30" 12 Upper and side shingles overlap Flange and are se[ in asphalt roof cement Chimneys that project through the roof surface should have a cricket installed at the intersection of the back face of the chimney and the roof deck. The cricket (or wood saddle) is an important element in preserving the integrity of the flashing that will be installed because it prevents the buildup of ice and snow at the rear of the chimney and diverts water runoff around the chimney. (See Figure 10 -7) Figure 10 -7 l7 Location and configuration of chimney cricket D m X 0 The cricket should be in place from the start because all roofing materials from the felt under - layment to the roofing shingles are carried over it. If it is not in place, build one as part of the deck preparation prior to applying underlayment and shingles. Commonly, a cricket consists of two triangular sections of sheathing supported by appropriate framing members, joined to form a level ridge that extends from the centerline of the chimney back to the roof deck. Nail the sections to the deck and to each other along their meeting edge. Apply shingles up to the front edge of the chimney before any flashings are installed. In addition, apply a coat of asphaltic masonry primer (conforming to ASTM D 41) to the chimney's brick- work to seal the surface and to provide good adhesion at all points where asphalt roof cement will later be applied. Begin the flashing construction with the installation of 26 -gauge corrosion- resistant metal apron flashing between the chimney and the roof deck on all sides. r D 2 Z S7 �3 Apply the apron flashing to the front first, as shown in Figures 10 -8 and 10 -9. Bend the apron flash- ing so that the lower section extends at least 4" over the shingles and the upper section extends at least 12" up the vertical face of the chimney. Work the flashing firmly and smoothly into the joint between the shingles and chimney. Set both the roof and chimney overlaps in asphalt roof cement placed over the shingles and on the chimney face. The flashing may be secured against the chimney with one or two nails driven into the mortar joints to hold it in place until the cement sets. Once in place and being under a slight amount of spring tension, the flashing cannot be dislodged easily. Refill the joint with Portland cement mor- tar. Finally, bend the flashing down to cover the flashing and to lie snugly against the masonry. A closed -cut valley can be used as an alternative and is applied as follows: Lay a 36" -wide valley liner of self - adhered membrane underlayment or equivalent.
