Residential Roofing Permit Application
This application is exclusively for new permits for residential roofs and for licensed
contractors only. This type of permit is ONLY being processed online --do not come
to City Hall to submit an application in person. Permits are processed and issued in
the order they are received and due to the volume of requests, time to process
varies and is subject to change. YOU WILL BE CONTACTED WHEN YOUR
PERMIT IS READY FOR PICK-UP AND WILL BE GIVEN A SPECIFIC DATE
AND TIME WINDOW TO COMPLETE THE TRANSACTION. You will be notified if
your contractor's license or insurance has expired, and you may update those
documents at the time you are issued your permit.
For all other requests:
Homeowners wishing to obtain a roofing permit must apply for the permit in person
at City Hall. Revisions to existing permits (for example, to add redecking) must be
completed in person at City Hall. All other non -roofing permits must be completed in
person at City Hall. The Building Division will be open from 7:30-10:30 a.m.,
Monday through Friday to process these types of requests.

I. Contract price is valid for sixty (60) days.
2. All Contracts subject to approval by Coffman Construction management.
3. Coffman Construction reserves the right to perform specified work in accordance with
generally accepted roofing and construction guidelines, while adhering to local codes in
effect at the time of contract.
4. Our standard payment terms are fifty percent (50%) upon order of materials, and fifty percent (505'1'') upon completion of labor.
5. All checks must be made payable to: Coffman Construction Inc.
6. All excess materials remain the property of Coffman Construction Inc.
7. Homeowner is responsible for Homeowner's association approval of roofing products and
colors.
8. For the purpose of this contract, completion of work is defined as installation of roofing
materials completed in accordance with this agreement.
9. Homeowner acknowledges Coffman Construction as a general contractor, and as such
Coffman Construction Inc. will be entitled to ten percent (10%) overhead, and ten percent (10%) profit, if approved by
insurance company as partof the claim.
10. An account is defined as past due when 30 days have elapsed from the date of completion of work. Past due accounts will earn
interest at a rate of twenty one percent (21%)A.P.R. In addition, if Coffman Construction is required to turn the matter over to
an attorney for collection, the homeowner also agrees to pay all costs incurred, including attorney's fees.
11. Should default of payment occur on this contract, Coffman Construction Inc. reserves the right to place a mechanic's lien on
contract property.
12. Coffman Construction Inc. shall not be held liable for failure of performance due to labor
controversies, strike, fire, hail, weather, inability to obtain material from usual source, or any other circumstance beyond the
control of the company.
13. Our standard workmanship warranty is one (1) year, however, the company will provide a service call for roof inspection, as
long as homeowner still owns the property.
14. Coffman Construction Inc. is not responsible for any leaks or water damage below the roof
litre caused by excessive wind, ice, or hail during the period of the warranty.
15. If this contract is cancelled by the homeowner, after three (3) or more days of execution, the customer agrees to pay Coffman
Construction Inc. twenty percent (20`k) of the contract price
as liquid damages. This payment is not a penalty, but is fair and just compensation for services
rendered to that point.
16. Coffman Construction Inc. will not be held responsible for slight scratching or denting of
gutters, droplets of oil in driveway, cracks in concrete or damage to plants and trees. Furthermore, Coffman Construction Inc.
will not be held responsible for exterior damages such as
deteriorated crown molding, stucco, solar panels, evaporative coolers, siding, existing skylights or interior damage such as
falling dust and debris, cracked plaster, sheet rock or nail pops, as a result of normal re -roofing.
17. If material has to be reordered or restocked due to a cancellation by the costumer, there will
be a restocking fee equal to twenty percent (20%n) of the contract price.
18. Replacement or repair of the deteriorated decking, fascia boards, swamp coolers, ventilators, chimneys, counter flashing or
any other work completed for the homeowner not explicitly stated in this contract, are not included in quoted price and will be
charged as extra on a time and materials basis.

3. 501 - 20,000 Cubic Yards: Operations in which earth material fill or excavation exceeds 500 cubic
yards but does not exceed 20,000 cubic yards may be allowed by a permit issued by the City Engineer
after review of an application and supporting information. The following information shall be submitted
with the required application form:
A. A site plan, prepared and signed by a Colorado registered professional engineer, at a scale
of no less than1 inch to twenty feet (1:20) which illustrates the following:
1. Location an dimensions of all property boundaries and structures on the site.
2. Location and extent of areas to be filled and /or excavated.
3. Location of existing waterways and drainage courses indicating any changes. (for a
site containing an established irrigation ditch, a letter of approval from the
appropriate ditch company shall be required).
4. Location of existing and proposed points of ingress.
5. Location and extent of existing vegetation, proposed changes in such vegetation and
methods of rehabilitation on site vegetation after earthwork operations are complete.
6. Erosion control plan.
7. Grading plan with existing (dashed lines) and proposed (solid lines) ground contours
with contour intervals of 2 feet and spot elevations.
8. At least two cross sections (east to west and north to south) through the site
showing depth of fill and /or excavation.
9. A drainage report may be required if site runoff characteristics are changed.
10. Relative elevations of adjacent properties and structures.
11. Statement of purpose of intended fill and /or excavation.
4. Performance Standards: The following provisions shall apply to all Minor Excavation and Fill
Permits:
A. Rehabilitation: Within thirty(30) days after cessation of filling and /or excavation,
rehabilitation for the site shall have been completed in accordance with the approved plans.
Rehabilitation shall consist of leveling, grading, landscaping or any combination thereof to
minimize potential erosion and be acceptable to the City Engineer.
& Debris: Debris and /or contaminants shall not be used except with the approval of the City
Engineer.
"For the purpose of this Section, the term debris shall have the same meaning as the terms
"garbage, trash or junk" as defined in the Wheat Ridge Code of Laws, Section 15-4."
In no case shall debris or contaminates identified or classified as hazardous waste by local,
state or federal agencies be used as fill in any fill areas within the City of Wheat Ridge.
C. Excavation and /or fill areas shall be graded to facilitate weed control until final grades are

Dear Mr. Auten,
This letter summarizes our meeting today at your house concerning the demolition of the swimming
pool in the back yard.
Under the Uniform Building Code (See Section 3313.3 Fill Material, enclosed) the pool material
must be broken up into pieces with a maximum dimension not to exceed 12 inches and must be
properly backfilled. Under the Exception portion of Section 3313.3, pieces larger than 12 inches
may be placed 10 feet or more below grade, provided a soils engineer properly devises a method of
placement, continuously inspects its placement, and approves the fill stability. Areas for disposal of
such larger materials must be shown on a grading plan.
Other requirements are:
1. Fill dirt would need to be compacted to a minimum of 90 percent of maximum density. This
information would need to be supplied by a soils engineer.
2. All plumbing and electrical services need to be properly terminated.
3. A demolition permit is required prior to starting the work.

I indicated other concerns regarding doing the demolition themselves,

commenced.

This problem concerns a single - family dwelling located at 4595 Balsam Street in Wheat
Ridge. This is an area of single family homes.
When purchased, the house had an in- ground swimming pool measuring some 20 by 40
feet. The pool depth is approximately 12 feet and the pool volume holds approximately
44,000 gallons of water.
The pool was built by Hallmark Pools, (no longer in business) and consists of a bottom
section of reinforced gunite rising to three feet below the ground level. The vertical pool
sides above the gunite are fibre glass backed by pea gravel and sand. There is an 18 inch
(approx.) concrete deck surrounding the whole pool.
The pool now is some 25 years old. All the original plumbing was done with the old style
black plastic pipe, which now has largely cracked. This means the pool can no longer
hold water. Given the problems of unearthing the pipe and replacing it, simply
abandoning the pool is far more economical.
What I would like to do is simply jack hammer the pool bottom so it can't retain any
water and then rip out the surrounding concrete deck. The fibre-glass siding should be
removed for discarding and disposal. The pool area then should be filled with fill dirt and
finished with top soil suitable for replanting in grass.
My hope is to be able to do much of this project myself possibly with what help I can
commandeerfrom friends. To date, I have heard everything from. "go ahead with the task
and don't worry about it ", all the way to, "start with a building permit. From there it will
be necessary to totally break and remove all trace of the gunite bottom and pool deck." In
the first case, it will be a project, which should not become too prohibitively expensive.
With the second approach, the project could become a major and expensive engineering
feat. It would also makes it ridiculously expensive just for making an old pool go away.
At this time, I have a large vacant hole in the back yard, that does offer some major risk
for anyone venturing too close when not paying attention. Any solid information you can
find for me would be very much appreciated.

very pleased with the information they received, especially the first time citizen, Mr.
David Ohmart. Mr. Ohmart promised me he would become a frequent visitor at our
"F.M.M."

This problem concerns a single - family dwelling located at 4595 Balsam Street in Wheat
Ridge. This is an area of single family homes.
When purchased, the house had an in- ground swimming pool measuring some 20 by 40
feet. The pool depth is approximately 12 feet and the pool volume holds approximately
44,000 gallons of water.
The pool was built by Hallmark Pools, (no longer in business) and consists of a bottom
section of reinforced gunite rising to three feet below the ground level. The vertical pool
sides above the gunite are fibre glass backed by pea gravel and sand. There is an 18 inch
(approx.) concrete deck surrounding the whole pool.
The pool now is some 25 years old. All the original plumbing was done with the old style
black plastic pipe, which now has largely cracked. This means the pool can no longer
hold water. Given the problems of unearthing the pipe and replacing it, simply
abandoning the pool is far more economical.
What I would like to do is simply jackhammer the pool bottom so it can't retain any
water and then rip out the surrounding concrete deck. The fibre-glass siding should be
removed for discarding and disposal. The pool area then should be filled with fill dirt and
finished with top soil suitable for replanting in grass.
My hope is to be able to do much of this project myself possibly with what help I can
commandeer.from friends. To date, I have heard everything from "go ahead with the task
and don't wont' about it ", all the way to, "start with a building permit. From there it will
be necessary to totally break and remove all trace of the gunite bottom and pool deck." In
the first case, it will be a project, which should not become too prohibitively expensive.
With the second approach, the project could become a major and expensive engineering
feat. It would also makes it ridiculously expensive just for making an old pool go away.
At this time, I have a large vacant hole in the back yard, that does offer some major risk
for anyone venturing too close when not paying attention. Any solid information you can
find for me would be very much appreciated.
