Across Tabor Street to the west is Tabor La ; the lake was histo ' ally a gravel quarry and water source for Coors Brewery. Today the lake 's breeding grounds f Great Blue Herons and Double- crested Cormorants. The Clear Creek Greenbelt is located at the end of Tabor Street, two lots to the south of the subject property. Directly to the east is Prospect Park. The subject property is zone Agricultural -One ( -1) and is surrounded by properties also zoned A -I that contain single family homes and public p s and open space. The property is part of the Leas Sub isi which was platted in 1892. Since then land in the subdivision has been further divide , bu not platted. As a result, the subject property contains two parcels. The northern parcel is a small sliver of land, about 20 feet wide. In total the two parcels are nearly 120 feet wide and encompass about 35,800 square feet (0.82 acres). The mini m lot size for the A -1 zone district is 1 a e and minimum width is 140 feet. Based on Jefferson Count Assessor records, the home is 1,092 square feet and was originally constructed in 1928. A detached 400 - square foot garage is located on the north side of the property; the internal parcel line bisects this garage. An irrigation ditch (named Lee & Baugh) traverses the east and south sides of the property. Q N Applicant /Owner Preliminary Proposal: +C The applicant, Phyllis Clark, is proposing to consolidate the two parcels that make up the subject ! property. A lot consolidation will plat the property and simplify the legal description and title work for a future sale. Will a neighborhood meeting need to be held prior to application submittal? No, a neighborhood meeting will not be required for this proposal. Planning comments: The following items were discussed based on the applicant's proposed development: Zoning ` The site is zoned Agricultural -One (A -1), a zone district that provides for a high quality, safe, quiet and stable residential estate living environment within a quasi -rural or agricultural setting. The City's agricultural zoning was inherited from Jefferson County when the City incorporated in 1969. In addition to single - family homes, general farming, produce stands, and the keeping of animals are permitted uses on the property. Because the property is considered nonconforming in size, limitations on the number and location of animals apply and are provided in sections 605 -607 in chapter 26 of the city code. Consolidation Plat A lot consolidation essentially combines two or more adjacent parcels and creates a single larger lot. In this case, a consolidation plat is the document that would remove the lot line currently separating the two parcels that make up the property at 4200 Tabor. The plat must be prepared by a surveyor who is licensed in the State of Colorado. Process The first step in the process began with the pre - application meeting on September 22, 2011. The next step will be to proceed with the consolidation plat application and zone change application. These two applications may be processed simultaneously. 3 There are two parcels that make up the property at 4200 Tabor. When only two lots are being o consolidated, the consolidation plat review is an administrative process. The process removes all i interior lot lines and leaves only the exterior or "boundary" lot lines. A professional surveyor who is licensed in the State of Colorado must prepare and stamp the consolidation plat. An application for the lot consolidation may be submitted at any time. After a complete application is submitted, a staff planner will be assigned to handle the case. This person is the project manager for the case and will be the contact at the City throughout the entire consolidation process. The case manager will review the submittal application for content and the proposal will be referred to affected service agencies (Xcel Energy, water district, fire district, etc.) and other City agencies (Public Works, Building Division, etc.) for their review and comment for a period of 15 days. After all comments have been received, the case manager will forward those to the applicant. Modifications to the plat document may be required as a result of these comments. This review and comment process can occur more than once. 2 Once all comments have been addressed, a blackline mylar will be submitted to the Community Development Department with appropriate recording fees. Findings will be prepared by the case manager for the Community Development Director who will sign the plat document mylar for recordation. When the plat is recorded with the Jefferson County ("Jerk and Recorder the lot consolidation becomes official. Architectural and Site Design Manual (ASDM) The Architectural and Site Design Manual (ASDM) does not apply in this case. Building Division comments: The building division was not present at the meeting and has no corriments at this time. Public Works comments: Floodplain Part of the property is located in the floodplain, but it appears the home is located outside of the floodway. The location of the flood zone should be identified on the final plat. Plat The consolidation process requires a boundary survey using current city datum. A final plat checklist and land survey information packet are both available through Public Works' "[,and Surveying" page on the City's website: pA,?nid=80. These documents identify the requirements for a consolidation plat.
