Drainage Plan 1. The Drainage Plan needs to be on a 24" X 36" sheet format. Due to the magnitude of this project you might be able to combine the drainage info and the erosion control info onto one sheet (and title it "Drainage, Grading, & Erosion Control Plan "). 2. The currently adopted edition of the International Fire Code, as amended, and the most current edition of NFPA Standard 72, shall be the primary, but not all inclusive, resource documents. • Contractor's License: Fire alarm system companies and installers shall be licensed with the Building Inspection Division of the City of Wheat Ridge and the Stale of Colorado Division of Fire Safety. • Record of Completion: Three (3) copies of the Record of Completion as outlined in NFPA 72 shall be completed and be ready for signatures upon completion of acceptance tests. Fire Alarm Submittals shall include the following: • Submit three (3) sets of fire alarm system plans and three (3) sets of cut/sheet product information. • Two (2) sets of stamped plans shall be returned to the designer /installer. One set of stamped plans with the notation, "THIS SET OF PLANS IS TO REMAIN AT THE JOB SITE" is required to be at the site at all times for inspections. • A minimum level NICET II designer for fire alarm systems must stamp the plans. • Plans need to be clear and understandable. Plans must be of the fire alarm design only. NO combination drawings using reflected ceiling plans, mechanical, etc. will be accepted. • Plans shall be provided with a scale. It is recommended that the scale be 1/8 inch equals one foot or greater. • Plans shall include one line and riser diagrams for all devices, notification circuits, auxiliary circuits, initiating circuits, circuit designation and central station connect. • Fire alarm panels shall be provided on a dedicated circuit. The circuit breaker for the fire alarm panel shall be red and identified as "Fire Alarm Panel". A circuit breaker lock shall be placed on fire alarm circuit. • All symbols appearing on the plans shall be indicated in a complete legend located on the plans. • Ceiling heights must be identified on the plans. • Ceiling construction features such as flat, sloped, smooth, metal bar joist, trust joist, etc. must be identified on the plans. • All pertinent information regarding the proposed equipment and devices to be installed as a part of the alarm system shall be specified or designated on product data sheets or cut sheets. • All detectors, pull stations, control valves, extinguishing systems, etc. shall be identified with the corresponding address number noted on the panel and /or graphic map. Fire Alarm Final Inspection: Audibility tests shall be conducted by the installer /designer prior to final inspection and a copy of the test results shall be provided to the Division of Fire Prevention at the time of the final inspection. Rough wiring and location inspections will need to be conducted by the Fire District and the Electrical Inspector for the City of Wheat Ridge. Any necessary corrections shall be completed and re- inspected prior to the concealment of work. Prior to calling for final acceptance test: • Make sure all paperwork and permits are on -site and available to the inspector. • Have readily available all appropriate tools and equipment necessary to fully test all devices and circuits. • Have sufficient personnel available to perform system testing. Any required communications (i.e. radios) shall be provided by the permit holder. • Notify all appropriate building personnel and occupants of the time period during which fire alarm testing will be conducted. Post signage at entry points if necessary. • All detection and notification devices must be pre- tested prior to requesting a final inspection. • The fire alarm communicator must be connected to two (2) active phone lines and the detection system on -line with the monitoring station. • A Knox Box brand key box shall be on order or Installed at the time of final inspection. • The permit holder is responsible for the proper installation and operation of the permitted system. Failure of a final acceptance test requires will require a re- inspection. Consult with the appropriate fire district to determine what re- inspection fees may be assessed. FIRE FLOW TEST INFORMATION Fire flow test information may be obtained from the Fire Distrct for the Valley Water District. Fire flow tests are usually conducted with the Valley Water District within ten (10) working days of the request, unless weather conditions or scheduling conflicts arise between the Division of Fire Prevention and the Valley Water District. This leaves more than 17 acres of landscaped and undeveloped ground. The landscaped areas are location primarily near the buildings while a majority of the property is covered by native grasses. The proposed construction consists of a 3,800 sf building addition, plus parking areas, sidewalks and landscaping improvements. I have determined that 16,043 sf of impervious area will be removed and 25,385 sf of impervious area will be created. This is a net increase of 9,342 square feet. Therefore, this project is defined as a minor development by the City of Wheat Ridge Site Drainage Requirements. Stormwater detention is not required but water quality must be addressed. The proposed site improvements are located near the center of the site. A majority of the runoff from the new parking lot will drain to a new drainage Swale which will direct runoff around the east side of the north residential building. The proposed 2 -year and 100 -year flowrates through the drainage Swale will be 1.5 cfs and 6.7 cfs, respectively. A 10 -foot wide concrete flow spreader is proposed where the Swale will daylight to existing undeveloped ground. From this location runoff will sheetflow northerly 320 feet at an average slope of 8% to an existing detention pond. This matches the existing drainage pattern. By allowing the runoff to sheetflow this significant distance across undeveloped ground the requirement for water quality treatment has been met. From the pond mentioned above regulated runoff is released through storm sewer to additional ponds on the north side of 38` Avenue. The drainage design for Wide Horizon has been prepared in compliance with City of Wheat Ridge and Urban Drainage criteria. It will have negligible impact on adjacent and downstream properties. Plan: 8900 West 38` Avenue Wheat Ridge, CO 80033 Planned Hospital District (PHD) Public Existing Site Conditions: The property is located at 8900 West 38` Avenue and is zoned Planned Hospital District PHD). The 21 -acre site includes three separate parcels, all of which are located south of West 38` Avenue. The northern part of the property is grassy, undeveloped land and includes a dry pond in the northeast corner to which the site drains. The property rises over 40 feet in grade to the middle of the lot. The Rocky Mountain Ditch runs along the southern property line. The site has been home to Wide Horizon's Christian Science care facility since the mid- 1900s. Three buildings currently exist in the middle portion of the site. The primary structure is the North Building which has a main floor of approximately 13,000 square feet and was built in 1981. The space includes 24 beds, 20 resident rooms and common living areas. A lower level walk -out basement of approximately 5,000 square feet includes staff offices, laundry facilities, mechanical and electrical rooms, and an open storage area. The South Building is approximately 17,000 square feet, and according to the Jefferson County Assessor's office it was built in 1951. This structure houses a commercial kitchen, meeting room, maintenance shop and additional offices. The third and smallest structure on site was built in 1963 and includes living space for up to five residents. Applicant /Owner Preliminary Proposal: The applicant, Wide Horizon, Inc, is proposing a 3,850 square foot, one -story addition at the North Building's current entrance. The addition will extend the existing roofline to the south and will maintain the current building height. Minor remodeling will occur where the addition meets the existing building. The proposed addition will house a new commercial kitchen, resident dining room, living spaces, beauty shop, staff offices and a staff break room. The new kitchen will allow food preparation to occur in the same building as the dining facilities. The proposal does not include any work to the existing kitchen in the South Building, nor any work to the third structure on site. The applicant is proposing to remodel the unfinished basement in the North Building. The remodel will subdivide the basement into staff offices and secured storage rooms. Site improvements to the access drive, parking area, pedestrian walks, and landscaping will take place as affected by the addition or as required by the fire district. The proposal will not increase the number of residents or staff. Will a neighborhood meeting need to be held prior to application submittal? No, a neighborhood meeting will not be required. Planning Comments: The site is currently zoned Planned Hospital District (PHD). This zoning designation became effective in 1990 after a city initiated rezoning effort. At that time, the 1987 Official Development Plan (ODP) document was accepted by the department in lieu of a formal planned unit development plan. Today, this ODP still serves as the development plan and contains the underlying zoning regulations for the property, but any changes to the site require an approved Final Development Plan (FDP). The applicant's current proposal will require administrative approval of a Final Development Plan. The FDP addresses the detailed elements of a site plan including the final landscape plan, final architectural design of the proposed structure(s), and final site design. FDP Process: The first step in the FDP approval process is to hold a pre- application meeting, which was completed on January 6 The next step is to submit an FDP Application, the requirements for which are included in the attached handout. Please note that you must schedule a meeting with a staff planner to submit the application. Incomplete applications will not be accepted. After the FDP Application is submitted, a staff planner will be assigned to review the case. The case manager will review the submittal application for content. If all submittal requirements have been met, the proposal will be referred to outside service agencies and other City agencies for their review and comment, generally for a period of 15 days. After all comments have been received, the case manager will forward those to the applicant. Modifications to the Final Development Plan may be required as a result of these comments. There may be more than one review required before the documents are ready for administrative approval. Once all comments and requirements have been met, the Final Development Plan application will be submitted to the Community Development Director for approval. The director can approve, deny or approve the FDP with conditions. If the FDP is approved, a blackline mylar of the FDP with original signatures must be provided to the City for recording with the Jefferson County Clerk & Recorder's office within 60 days. After the FDP Amendment is approved, the applicant may apply for a building permit. Architectural and Site Design Manual (ASDM): The Architectural and Site Design Manual (ASDM) does not apply in this case because the proposal does not qualify as a "major addition." Building Division Comments: The basement of the North Building is accessible via two outdoor entrances and an indoor stairwell, but there is no elevator in the building. The basement remodel will not require accessibility improvements (such as construction of an elevator) because the basement serves a separate function. The basement remodel will require a rated ceiling with sprinklers and will need to meet the NFPA -13 standard. The existing North Building was constructed on piers, and the proposed addition will have a pier -built foundation, as well. The crawlspace under the addition will not require sprinklers, nor will it require drywall if built to the minimum height requirement. Please contact John Schumacher, Chief Building Official, with any additional questions related to the building code. Public Works Comments: Public Works' requirements will depend largely on whether the proposed project creates more than 10,000 square feet of additional impervious surface. If the project does not exceed this threshold, only drainage improvements, including water quality detention will be required. This facility is licensed by the State of Colorado as a Long -Term Care Facility. The existing facility (The North Building) has a main floor of approximately 13,000 sq feet and 20 resident rooms, and a partial walk -out lower level of approximately 5,000 sq. ft., which currently houses staff offices, laundry facilities, mechanical and electrical rooms, and a large open storage area. Two other buildings currently occupy the site. One is an existing one -story older nursing facility to the south that currently houses the site's commercial kitchen, a meeting room, maintenance shop and office, and administrative offices (The South Building). The remainder of this building is currently vacant. One of the purposes of this new project is to relocate the commercial kitchen and staff functions that are in this building closer to those they serve in the North Building. This project will not include any work to this (South) building. The other existing small building to the west offers housing for up to 5 seniors (Horizon House). This project will not include any work to this (Horizon House) building. This project consist of a small addition and remodel to this existing nursing facility (The North Building), including: a. A one -story addition of approximately 3,850 square feet to the south to house a new commercial kitchen, resident dining room, two resident living /activity spaces, a beauty shop, staff offices and staff break room. b. Minor interior remodel to the existing main level entry area and adjoining the new addition noted above. c. Finishing the unfinished areas of the existing basement to house staff offices and storage d. Site improvements to the access drives, parking, pedestrian walks, and landscape in areas effected by the new addition. There will be no increase in number of residents, number of resident rooms, nor numbers of staff created by this project.
