L ai 04 ! / I have completed the review of the administrative FDP amendment request received on December 29, 2010, for the Rocky Mountain Bottling Company located at 10619 W. 50 Avenue, and I have the following comments: 1. The proposal to build the two new silos and modify the existing one appears fine; they have an existing detention/WQ pond so there should be no issues with stormwater quality. 2. They will however need to keep contain any debris on site and not track onto adjacent roadways. Additional erosion control measures may be required at the request of the City Inspector. 3. The Surveyor's Certification needs to be modified from what is currently shown to include the As -Built requirement. The following is the City's standard Surveyor's Certification for instances where the surveyor has not performed an actual boundary survey certification, and will need to be shown on this FDP Amendment: SURVEYOR'S CERTIFICATE I, Michael C. Cregger do hereby certify that the property boundary information shown herein on the Coors PID Filings No. 1 & 2, Amendment #9 has been verified by me and to the best of my knowledge, information and belief, is correct and in accordance with the City of Wheat Ridge Municipal Code of Laws, and all applicable Colorado statutes, current revised edition as amended. Should water service be requested at the silos, the District would need to review the proposal and assess the availability of water main lines, taps and fire hydrants near the structures. As part of this project, we will have to add silo 9 which will be used to feed flint cutlet (recycled glass) that will be batched with flint batch to feed to the furnace. We determine very early that Silo 9 has to be located on the North end of the batch plant due to the location of the C tank "flint" furnace. As we were discussing yesterday, the basement at RMBC is used to collect (rejected glass) from the forming floor above. This rejected glass is collected by heavy equipment and is hauled out out of the basement by either a North or South ramp. The south ramp is used to move cutlet from furnaces A and B which produce amber glass, and the North ramp is used to collect "flint' cullet from C furnace. In placing the silo at this location, we found that we will block the access for heavy equipment to get the recycle glass without having to haul it around the plant to the West alley between Temple Inland and RMBC. For these reasons we have determined that the only option is to raise the silo high enough to gain clearance for the heavy equipment to go under it. As noted yesterday, the new height of this silo is about 3 feet above the height of the existing silos and the new height of the mechanical on top of the silo raises it to 2 feet above the height of the existing mechanical on the batch plant. However, the height of this mechanical does not exceed the height of other equipment here at RMBC it only exceed the height of the equipment on the batch plant. As can be seen from the attached photo it will not be near the height of the stacks for the electrostatic precipitator or the conveyor feeds to the batch furnaces. The facility's three furnaces are presently dedicated to Amber Glass production. The owner of RMBC MillerCoors and its business partner Owens - Illinois are currently considering a conversion of one of these furnaces to Flint (Clear) Glass production. This package is being submitted to ask for a height variance to add 2 new silos to the existing batch processing facility. An existing silo will be raised in elevation by approximately 10 feet. All of these silos will be below the height of the existing silos. Back around In the past, RMBC produced only amber bottles to bottle Coors products at the Coors Brewery in Golden. Now, as part of the MillerCoors joint venture, both Coors and Miller products are being produced at the Golden brewery and other locations. At this time, Coors, and some Miller products, are packaged in amber colored bottles. However, the other Miller products are packaged in clear (flint glass) bottles. Scope The scope of the Flint Glass Conversion Project involves modifications to the existing batch plant as follows: 2 New silos (13 and 17) will be added. S -13 will be a 100 -Ton flint batch silo added on the North end of the batch plant and S17 will be a 150 -Ton flint cutlet silo added to the South end of silos 15 and 16. The Amber Cullet Silo (S -9) will be raised approximately 10' -0" from the cone to the sidewall of the silo. The existing 2 -way transfer box will be replaced by a new 3 -way transfer box and spouting. Notes: 1. The height of existing silos (1, 2, 3, 4, 5, 6, 7, and 8) is approximately 84 feet. 2. The site contains a several existing industrial buildings and silos, which store materials used to create glass bottles. All buildings on the site are 50' high or less. The silos, which are not occupiable, reach a maximum of 82' -10 ". The northern boundary of the site is Ridge Road, which separates the site from residentially -zoned properties to the north. Directly to the east of the property, across Miller, is the City of Arvada. There is a large commercial development (called Arvada Ridge) and vacant land, planned for development around a planned commuter rail station. The southern edge of the site borders other industrial properties, and there are agriculturally zoned properties to the west. rir Applicant/Owner Preliminary Proposal: Currently, the RMBC facility is dedicated to the production of amber glass bottles. The owner is considering converting one of the three existing furnaces on -site to clear glass production. This modification requires the following changes to the existing plant: (1) The addition of two new silos, one each at the end of the existing cluster of silos on -site (2) Raising an existing amber cullet silo by approximately 10' (3) Replace an existing 2 -way transfer box with a 3 -way transfer box and spouting The proposed new silos and the silo that will be raised will not be taller than any of the existing silos (the tallest silo today is 82' -10 "). Will a neighborhood meeting need to be held prior to application submittal? No, a neighborhood meeting is not required. Planning comments: The site is zoned for industrial use, under the Coors Planned Industrial Development (PID). Although the maximum height permitted for commercial buildings in the City of Wheat Ridge is 50', this requirement does not apply to the silos, which are exempt from building height limitations per the definition of building height in Section 26 -123 of the Municipal Code. This means that the two proposed silos may be constructed, and the existing silo may be raised, as long as they will not be any taller than the maximum silo height on site today, which is 82' -10" according to the most recent PID. Landscaping: the FDP approved and recorded in 2006 contains a landscape plan for the landscaped areas adjacent to Miller Street, along the eastern edge of the property. The FDP requires that the landscaping is maintained and irrigated. Based on photos of the site from the summer of 2009, the landscaping is not being properly maintained. Many of the trees and other plant materials appear to have little to no leaves and greenery. As a requirement for proceeding with any future modifications to the site, the applicant will be required to bring the landscaping into compliance with the approved landscape plan and maintain adequate maintenance of all landscaping. Process Prior to applying for a building permit to add the proposed silos, an Administrative Amendment to the Final Development Plan (FDP) will be required. The first step in the FDP Amendment process is to hold a Pre - Application meeting, which was completed on March I I The next step is to submit an FDP Amendment Application. Please note that you must schedule a meeting with a staff planner to submit the application. Incomplete applications will not be accepted. The requirements for this application are included in the attached handout on FDP Amendments. For this project, three FDP sheets will be required: a revised cover sheet, revised site plan, and elevations showing the proposed silos. This package is being submitted to ask for a height variance to add 2 new silos to the existing batch processing facility. An existing silo will be raised in elevation by approximately 10 feet. All of these silos will be below the height of the existing silos. Background ound In the past, RMBC produced only amber bottles to bottle Coors products at the Coors Brewery in Golden. Now, as part of the MillcrCoors joint venture, both Coors and Miller products are being produced at the Golden brewery and other locations. At this time, Coors, and some Miller products, are packaged in amber colored bottles. However, the other Miller products are packaged in clear (flint glass) bottles. Scope The scope of the Flint Glass Conversion Project involves modifications to the existing batch plant as follows: 2 New silos (13 and 17) will be added. S -13 will be a 100 =Ton flint batch silo added on the North end of the batch plant and S17 will be a 150 -Ton flint cutlet silo added to the South end of silos 15 and 16. The Amber Cullet Silo (S -9) will be raised approximately 10' -0" from the cone to the sidewall of the silo.
