Exempla Lutheran Medical Center proposes to remodel the existing Emergenoepartment on their
campus currently zoned PHD. The proposed remodel will demolish the existini canopy and
replace it with a new canopy and vestibule entrance. The proposed single stoestibule will add
approximately 466 square feet to the existing building. Associated site improvents include minor
changes to site signage, ADA parking, and alignment of the entrance curb cut.

SIGNAGE
Patients arriving to the Emergency Department are typically under much stress and extra care needs
to be taken with signage to direct them to the appropriate location within the medical center.
Therefore some slight modifications to improve way finding are being proposed. The existing
signage over the Emergency Department walk -in entrance shall be removed. A new building mounted
sign shall be located over proposed entrance door and north face of new vestibule. The proposed
sign shall be match the character of signage outlined in the Exempla Lutheran Master Signal Plan
approved pursuant to Case No. WZ- 09 -05. It will be lighted and approximately 18 to 20 inches high
and not to exceed 17 feet long. In addition to the new sign, two existing signs shall be modified. The
sign located in the entrance median shall be adjusted to increase size of the directional arrow. The
sign mounted to the ambulance entrance canopy shall be lowered for better visibility, as well as slight
modifications to text and arrow sizes,
LANDSCAPING
All landscaping shall be in accordance with Section 26 -502 of the Wheat Ridge Code of Laws.
All lighting shall be in accordance with Section 26 -503 of the Wheat Ridge Code of Laws.
PARKING ANALYSIS
The number of parking spaces is not changing with this amendment. The parking shall be in accordance
with section 26 -501 of the Wheat Ridge Code of Laws,
ZONING VIOLATION SEVERANCE LANGUAGE
if the control of the party subject to the this PHD is separated, either by sale of the improvements and /or
by ground lease of the land, violations of the PHD by the party owning or controlling one such portion of
tho property shall not invalidate or impair any approvals or entitlements granted under the PHD with
respect to any portion of the property owned or controlled by a non - violating owner or controlling party.

On behalf of the Wheat Ridge Sanitation District (WRSD). Martin/Martin Inc., acting as the District Engineer,
offers the following in response to the referenced referral dated January July 30"'. 2013 concerning a request for
Final Development Plan and ability to serve the property located 8300 W. 38 Avenue,
The subject lot at the address referenced above is entirely within the boundary and service area of the Wheat Ridge
Saturation District, Treatment cif sewage generated within the Wheat Ridge Sanitation District is provided by the
Metro Wastewater Reclamation District (Metro), The sanitary mainlines that are located within the Exempla
Lutheran Medical Center are private mainlines; however. these private mainlines attach to District Mainlines within
W, 38�'Avenue,
According to the referral. it appears existing emergency department in the northwest portion of the Exernpla Campus
is being reconfigured and an interior remodel is taking place: however. the remodel does not mention whether there
are any changes planned from the future construction (plumbing modifications) as a part of this remodel. Iffature
construction does include plumbing modifications or water meter sizing changes. WRSD would need to review the
design plans.
The developer will also he required to provide definition of proposed generated flows from the remodel and
anticipated outtall locations to allow an understanding of downstream sanitary mainline capacity. A downstream
capacity analysis provided by the developer may also be required. If it is discovered that the downstream mainlines
will need to he upsized to due to the development, this upsizing cost will be the responsibility of the
oNvner/developer.
The owner will be responsible for all then current tap fees. review and permit fees. licensure, agreements. etc, for the
improvements planned as a part of this remodel, The Developer shall also provide a listing of existing and future
I ixtures and fixture unit count associated with the development certified by a mechanical or plumbing engineer,

Existing Comp. Plan: Hospital, Public Asset, Primary Employment Center
Currently, visitors experience some confusion at the entrance off North Lutheran Parkway West where
three routes converge: the entry drive, an exit drive, and the ambulance drop-off lane. Additional
signage and a gate in this area will provide better direction to non-ambulance vehicles. Redesigned
curbing with a larger radius will improve maneuverability for emergency vehicles.
At the walk-in/drop-off area, the entry vestibule and canopy is proposed to be moved further to the
east. The curbs will be redesigned to provide a flush drop-off, and new bollards will provide
separation between vehicles and pedestrians. The applicant is currently evaluating the merits and

The project also includes a more formalized outdoor decontamination area. This area is proposed to
be located in the drop-off lane and will include a tank or other underground storage system. In the
event of an emergency, the tank will capture contaminated fluids which can be pumped out and hauled
off-site by the appropriate waste handler.
The proposal does not significantly affect building size, impervious surface area, or landscaping.
Will a neighborhood meeting need to be held prior to application submittal?
No, the proposal will not require a neighborhood meeting.
Planning comments:
The following items were discussed based on the applicant's proposal:
Zoning
The property is zoned Planned Hospital Development (PHD). This PHD zoning designation became
effective in 1990. As additions and modifications have been proposed, several plan amendments have
been approved over the last 20 years.
There are two distinct types of documents associated with the PHD zone district. The Outline
Development Plan (ODP) establishes the planned development zoning designation, permitted uses,
underlying development parameters, and general design concepts. The Final Development Plan (FDP)
documents provide specific site plans, building elevations, and civil documents.
In 1992, an FDP amendment was approved by City Council for a new Emergency Department
addition. The proposed modifications will require another FDP amendment; however the scope of the
proposed project is minor in nature and can be approved administratively by staff. The review process
is further outlined below.

Sign age
In 2010, a master sign plan was approved for the entire medical campus. The intent of a master sign
plan is to encourage well-planned and well- designed signage within a large multi-building
development site. The document establishes a unified design scheme and outlines the permitted
architectural style, size, color, placement, and lighting of signs.
The proposed sign changes appear to comply with the intent of the 2010 master sign plan, so the 2010
plan itself will not require an amendment. Instead, the FDP drawings should include the proposed
sign modifications and should state that the new signs are consistent with the intent and design of the
master sign plan. For reference, the master sign plan is attached; it was recorded with the Jefferson
County Clerk and Recorder under reception no. 2010000089.

Decontamination Area
There are some concerns regarding the proposed decontamination area and interaction with
stormwater facilities.
Building Division comments:
The building division was not present at the meeting and has no comments at this time,
Process
This request will require an amendment to the Final Development Plan (FDP). The first step in the
process was to hold a pre-application meeting, which was completed on March 21, 2013.
The next step is to submit an FDP application. Because the site design is still evolving, the applicant
is encouraged to schedule a follow-up meeting with staff prior to submittal of an application.
Once all comments and requirements have been met, the Final Development Plan application will be
submitted to the Community Development Director for approval. Once approved, a blackline mylar of
the FDP with original signatures must be provided to the City
for recording; with the Jefferson County
Clerk & Recorder's office within 60 days.
After the FDP Amendment is approved, the applicant may apply for a building pen -nit,
