Need to show ADA ramps for the to the 6' sidewalk on the north side (within W. 30th Avenue): a. Need to show a ramp at the Webster Street connection on the east. b. Provide a mid -block ADA ramp on the westerly side of the 6' sidewalk, to connect the 10' trail on the south side of the entrance drive from Wadsworth to the 6' walk on the north side (refer to the attached redlined plans). PW suggests sliding the mid -block ramp west a bit (to the PCR of the drive) to assist with the connection of the 10' trail to the north. 2. The 6' sidewalk lying within the 30` Avenue Right -of -Way due north of the property needs to be constructed westerly to the west side of the ADA mid -block ramp. The 10' wide trail must then be constructed northward to the existing asphalt roadway lying due east of Wadsworth (please see redlined plans). 3. Please show the connection of the proposed Wadsworth entrance drive on the north end to the existing Wadsworth roadway improvements. CIVIL ENGINEERING Final Drainaee Report (Discussion): 1. Please rename the document "Final Drainage Report." 2. The Report must follow the outline as stated in Section VII of the Site Drainage Requirements to be approvable. In particular, the flows for the historic basins need to be included with a discussion that compares the historic and developed flows at the various design points. 3. Discuss whether or not the use of a 2' wide concrete v- channel will be used to fully drain the pond as required within the 40 -hour period. If a concrete trickle channel is to be employed, the pond bottom will need to be graded at 2% towards the channel to ensure it fully drains (and won't create mosquito habitats). e. Describe the outlet structure and orifice plate design, including the well screen as required per the Site Drainage Requirements. f. Include offsite basin(s) for the added lanes along Wadsworth and W. 29 Avenue) and calculations in the Appendix for the runoff generated by the additional deceleration lane along Wadsworth Blvd. If this runoff flows southward it must be incorporated into the W. 29 Avenue runoff and inlet discussion (see comment g. below). g. Include calculations in the Appendix and include a discussion for the runoff generated by the addition of the dedicated right turn lane along W. 29` Avenue onto northbound Wadsworth. Include in the discussion that a City- standard single inlet will be installed over the double - barrel 12" RCP and that the inlet has sufficient capacity to handle both the street flows as well as the proposed release from the detention facility. Provide any information/calculations as necessary in support of statements made. h. It is stated that the proposed 100 -year discharge is to be 4.60 CFS, "released through an outlet structure into W. 29` Avenue." Please be advised the existing downstream conveyance for this proposal is a small ( +/ -2.5 ft' max. cross - section) roadside ditch, and the flow amount is limited by the capacity of the downstream culverts under driveways, etc. (which are most likely 12" CMP). Therefore, the downstream conveyance must be analyzed and discussion included that describes the capacity and flowpath of the design storms.. i. Describe the design and location of the emergency overflow, and any downstream impacts given the fact there is no curb & gutter along W. 29` Avenue. j. Discuss the design of the proposed storm sewer across W. 29` Avenue, such as pipe grade, size, class (the City requires a min. of Class II1), the number of pipes, and the need for a concrete "splash box" on the south side of W. 29` as well as the type and amount of rip -rap to be employed at the outfall. k. The discussion mentions Basins A and B, while the calculations and drainage plan show Basins A and OS. 5. The last sentence of the 3` paragraph states that flow released from this site is "picked up in the existing curb and gutter." This statement needs to be revised to what will genuinely occur given the fact that there is no existing curb & gutter along W. 29 Avenue within a half -mile downstream of this project. The City is aware of the drainage problems along W. 29` Avenue; that there is a roadside ditch on the south, but nothing on the north - only cross -pans at the street intersections that do not drain until the water gets deep enough (between 6" and 12" deep) to flow easterly along the edge of asphalt. Any additional runoff proposed to be released along the north side of W. 29` Avenue will not be acceptable, and the amount proposed to be released to the roadside ditch on the south will be limited to the capacity of the downstream culverts. 7. Remove the last paragraph of the Report; it pertains to the previous submittal requirements of an Outline Development Plan. For the Final Development Plan and civil construction document submittal, a Final Drainage Report/Plan containing sufficient information to support the final design and its constructability is required. 8. Please provide a P.E. seal and signature on the revised Final Drainage Report for approval. Final Drainage Report (Appendix): 1. Include calculations for historic basins and flows. 2. Include the design information for the proposed islands with porous landscape detention. 3. The following needs to be shown on all plan sheets: a. The 6' wide sidewalk parallel to the north property line that is to be constructed with this project. b. Identify all curb & gutter to be constructed along roadway frontages to be "CDOT Type 2 (Section IIB) 6" Vertical & Gutter ". c. Need to specify the concrete thickness for all detached sidewalks (4" for 6' wide walks within the W. 29 Avenue and W. 30 Avenue Rights -of -Way, and 6" for the 10' wide walk along Wadsworth Blvd.). d. Two ADA ramps for the above- mentioned 6' sidewalk need to be shown. i. One standard ADA ramp needs to be constructed at the Webster Street match at the east end of the walk where it meets the existing asphalt. ii. One mid -block ADA ramp on the westerly end. PW suggests this ramp not be directly across from the one on the south side of the entry drive but rather slid to the west (west edge of ADA ramp at the PCR or the curve). This will allow a better transition to the connection with the asphalt roadway as stated below. e. The 6' sidewalk will not be constructed all the way to the Wadsworth roadway, but rather angled off to the northwest to connect to the existing asphalt roadway (the "frontage road" lying due east of Wadsworth Blvd). f. The 6' sidewalk along 29 Avenue that connects the 10' trail to the ramp at the intersection of Wadsworth Boulevard and 29 Avenue should be 10' wide since it is a continuation of the trail along Wadsworth, not just the sidewalk along 29` Avenue. g. The connection from the proposed northerly driveway to the existing improvements on Wadsworth (i.e., need to connect up the curb & gutter). h. Show the inlet and junction box with pipe outfall on the south side of W. 29` Avenue for the twin 12" RCP pipes running across the road. Also show any rip -rap downstream of the pipe outfall. 2. Need to include Plan & Profile sheets for both the Wadsworth Blvd and the W. 29` Avenue frontages showing the additional lane design. The profile must show sufficient elevations to determine cross -slope from the existing improvements to the proposed, or include to -scale cross - sections at 50 -foot intervals. 3. Please provide construction drawing(s) for the traffic signal relocation. Also be advised there is typically a 12 -16 week turnaround time for ordering the hardware, so PW suggests this long turn- around time be taken into account with the project construction timeline. 4. A Stonmwater Management Plan (SWMP) must be submitted for review and approval before comments can be finalized on the Erosion Control Plan and prior to issuance of the Building Permit. PW suggests this document be submitted for review as early as possible such as with the second submittal of the revised civil documents. 5. As the retaining wall for the detention facility is over 4' in height it shall be engineered. If the wall is proposed to be constructed under the same Building Permit as the structure, the engineered design must be provided prior to the issuance of the Building Permit. If the wall is to be constructed under a separate building permit application then the engineered design may be provided at a later date (it won't hold up the Permit for the building). However, there are two alternatives other than waiting the two year period to do street cuts in a newly renovated roadway: i. Mill and overlay a complete half -street width (lip to crown) section from outside of patch to outside of patch. ii. Infrared patching. If the conditions remain favorable, which shall be determined by Russ Higgins, Field Services Supervisor, the patches can be completed using infrared heating methodology. Please be advised if Russ determines that the asphalt pavement has dried out too much by the time the work is proposed, then the half - street mill & overlay shall be required. 2. The limits of the infrared patching or mill/overlay as mentioned above must be shown on this sheet. Clearly indicate what method is to be employed. 3. We collected the attached data back in June which indicated that the Wadsworth/29th Ave intersection had a 120 second cycle length in the AM and a 100 second cycle length in the PM. We had direction from you in March, 2008 to use 120 seconds in the PM. Our Synchro analysis used 120 seconds for both AM/PM and the Actuated- uncoordinated option. Meredith Reckert, Senior Planner Lauren Mikulak, Planner I Dave Brossman, Development Review Engineer Mark Westberg, Projects Supervisor Specific Site Location: 7495 W. 29 Avenue Wheat Ridge, CO 80033 Existing Zoning: Planned Commercial Development (PCD) The property is surrounded by a variety of land uses. To the north and east are residential neighborhoods zoned R-1A and R-2. Immediately to the south is property owned by the City of Wheat Ridge; it is zoned R• 2 but includes City Hall, the Police Department, and Hayward Park. To the west across Wadsworth is the Olinger Crown Hill Mortuary and Cemetery; this property is outside the boundary of the City of Wheat Ridge in unincorporated Jefferson County. The applicant will attempt to save as many trees as possible, based on the recommendation of an arborist. The fence along the east property line will be replaced, and the landscape buffer enhanced. The building will be located in the southwest comer of the property and oriented to take advantage of the existing topography. All parking will be in off-street surface lots, with a separate staff parking to divide the paved area across the site. A paved sidewalk will run the length of Wadsworth and W. 29"' Avenue. Street trees are included in the proposal along with additional pedestrian amenities and streetscape enhancements. Will a neighborhood meeting need to be held prior to application submittal? Yes; the request to amend the ODP requires a neighborhood meeting. Planning comments: In 2005, the property at 7495 W. 291h Avenue was rezoned from Residential-Two to Planned Commercial Development (Wadsworth Exchange PCD). In 2008, the Outline Development Plan for the PCD was amended to allow for commercial development including a proposed restaurant and retail pads; this development was never constructed. The ODP is the zoning document that sets the allowable uses, setbacks, density, and other zoning parameters. The current proposal for a community health clinic will require a second amendment to the Wadsworth Exchange ODP as the development scenario is being modified. As the process below describes, the amendment will require final approval by City Council. Pursuant to Section 26 -311 of the City Code, amendments to the underlying Outline Development Plan are processed in the carne way as the original ODP. Because an ODP amendment changes the conditions of the existing zone document, a zone change is required to be processed concurrently, I Process The first step in the ODP amendment process began with the pre-application meeting on March 3, 2011. After the neighborhood meeting is held, the applicant may submit their application for the ODP amendment. A meeting must be set up with a planner to submit the application. Incomplete applications will not be accepted. The application will be reviewed by the case manager and sent to outside agencies for review (Xcel Energy, water district, fire district, Public Works, etc.). A review period of 15 days is given for the agencies to review the applicant's plans and to respond with comments or corrections. After all agencies have responded, the case manager will forward comments to the applicant. Modifications to the Outline Development Plan document may be required as a result of these comments. Regardless of the Planning Commission recommendation., the case is automatically scheduled for public beating in front of City Council. The zone change must be approved by ordinance by the City Council which requires two readings. The first reading of the ordinance is not a public hearing and no I testimony is given regarding the case. The first reading date is solely for the purpose of publicly setting the public hearing date. The second reading of the ordinance is a public hearing. The same requirements for adjacent landowner notification and posting will be followed as for the Planning Commission public hearing. A staff report with recommendations will be presented at the public hearing. However, the ordinance approving the zone change does not go into effect until 15 days following the final publication of the ordinance. If the ODP is approved by City Council, the final mylar must be recorded with the Jefferson County Clerk and Recorder's Office within 60 days. Please keep in mind that public hearings are quasi-judicial in nature. Please do not contact Planning Commissioners or City Council members to discuss the merits of the case prior to the public hearing. Such communication could jeopardize their ability to hear the case. Architectural and Site Design Manual (ASDM): The Architectural and Site Design Manual (ASDNI) does apply in this case. Development on the property will need to meet the ASDM commercial design standards. Building Division comments: The building division was not present and has no comments at this time. An unbuilt half width of right-of-way for W. 30th Avenue runs along the north side of the property. The site plan should be updated to include a 25' ROW dedication for the other half of W. 301h Avenue. E Option 2. Use the existing driveway access to Wadsworth Boulevard. This option will require working closely with CDOT, as Wadsworth is a state highway. CDOT will require a private access pertnit and will likely require construction of an accel/decel lane that extends the length of the property. An updated traffic report will be required as part of the ODP submittal. Drainage The site drains to the southeast comer where a detention facility will be required. Because there is no downstream storm sewer available, over-detention may be necessary to reduce release rates. Alternative and innovate designs are encouraged, including grass swales, buffers, or underground detention if the soil can accommodate it; refer to Urban Drainage Volume 3 for additional ideas. Please note: • The roadside ditch on the south side of W. 29"' Avenue may be used to discharge into. • Remnant valves can be removed from Wadsworth. • The Office of the State Engineer may be able to confirm if the well is active. A preliminary drainage plan will be required as part of the ODP submittal.
