The beam to be installed is comprised of two (2) 2x10 face nailed using three (3) 16d nails at 12" O.C. Based on the dimensions and configurations shown in the detail, I have determined that the loads imposed on the referenced beam are well below the ultimate capacity. The property at 2845 Eaton Street is zoned Residential -One C (R -1C). This district was established to provide high quality, safe, quiet and stable, medium -density single-family residential neighborhoods, and to prohibit activities of any nature which are incompatible with the medium -density residential character. The owner (Kris Kemp) applied for a building permit on January 22, 2020 to remodel his recently purchased home. In talking to staff, it was revealed that the structure had a separate entrance to the basement with no internal connection between the main floor and basement and it was the owner's understanding that the basement was/could be used as a separate dwelling unit. While the R -I C zone district allows for single-family residential homes, it does not allow duplexes. In reviewing the City's records for building permits related to this address, no permits exist conclusively acknowledging a second dwelling in the basement. Furthermore, the Jefferson County's Assessor Office identifies the main structure on this property as "single family" and the number of dwelling units as one. Therefore, unless the owner can produce official historical documents acknowledging approval of a separate dwelling unit in the basement, this property is only approved for one dwelling unit at this time. The owner was informed of this determination on January 24, 2020 and also made aware that, while the house may be remodeled, the basement cannot function as a separate dwelling unit (i.e. remove the stove range). See the attached photo. Red lines represent the ceiling joists. The ceiling joists are continuous the entire span. There is no roof load onto the removed wall. Please advise if an engineers letter is required. The inspection will conform to the Standards of Practice of the American Society of Home Inspectors (ASHI) and will include the following systems: roof, structure, electrical, interior plumbing, heating and cooling, exterior siding and trim, doors and windows, chimneys and fireplaces, driveways, walkways and site grading. The evaluation will be based on observations that are primarily visual and non-invasive. The inspection and report are not intended to be technically exhaustive. This written report is a summary of observations and unbiased opinions and is based on the experience of the inspector. When inhaled into the lungs, asbestos fibers have been linked to significant health concerns such as Lung Cancer, Mesothelioma, and Asbestosis. The EPA concludes there is no safe level of exposure below which the risks of contracting an asbestos related disease are zero. That is, there is no "threshold" level of exposure. Because asbestos fibers appear to be "ubiquitous", virtually everyone is exposed to some extent. Asbestos fibers have been discovered in the lungs of most urban residents. Known as a "dose - response" effect, the higher the level of exposure, the higher the chance of manifesting an asbestos related disease. A material can either befriable or non -friable. A friable material is one that, when dry, can be pulverized, or reduced to powder by hand pressure, a non -friable material cannot. A non -friable material may become friable if its condition has deteriorated or has been impacted by forces that have rendered it friable. Friable material releases fibers into the air more readily; however, many types of non -friable materials can also release fibers if disturbed. A Homogeneous Area (HA) includes materials that are uniform in appearance, color, texture and date of application. The asbestos content of the bulk -samples collected within a homogeneous area can be applied to the entire homogeneous area if they conform to the above characteristics and the regulated minimum sample quantities of each type of material are collected and analyzed. Sampled materials are divided into one of the following three categories: 1. Surfacing Material: sprayed or troweled onto structural building members 2. Thermal System Insulation (TSI): any type of pipe, boiler, tank, or duct insulation 3. Miscellaneous Material: all other materials not classified in the above two categories Sampled materials are placed into one of the three following categories of conditions: Good Condition - Material with no significant visible damage or deterioration Damaged - The surface crumbling, blistered, water -stained, gouged, matted or otherwise abraded overLESS that one tenth of the surface if the damage is evenly distributed (one quarter if the damage is localized) Significantly Damaged - The surface crumbling, blistered, water -stained, gouged, matted or otherwise abraded over MORE that one tenth of the surface if the damage is evenly distributed (one quarter if the damage is localized) Sample Quantities We collected at least the minimum number of samples from each homogeneous area necessary to meet all regulatory requirements for the quantity of material to be disturbed. The quantities listed in this report are approximate and on-site verification of the exact quantity of each material is required. The following outlines the minimum sample quantities required per homogeneous area: 1. Surfacing Materials: up to 1,000 ft of material requires a minimum of three (3) samples; between 1,000 ft and 5,000 ft of material requires a minimum of five (5) samples; over 5,000 ft of material requires a minimum of seven (7) samples; one (1) sample of each patch 2. Thermal System Insulation (TSI): each homogeneous area requires a minimum of three (3) samples; at least one (1) sample must be collected from each patch; and collect enough samples sufficient to adequately assess the material and determine the asbestos content for TSI fittings such as pipe elbows or Ts. 3. Miscellaneous Materials: collect enough samples sufficient to determine the asbestos content. Any conditions or materials that could not be visually identified on the surface were not inspected and may differ from those conditions or materials noted. It was not within the scope of this inspection to remove components or materials to investigate portions of the structure or materials that lay beneath the components or materials. The selection of sample locations and frequency of sampling was based on inspector observations and the assumption that like materials in the same area are homogeneous in content.
