Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) requires an approved inspection
prior to installation of ANY roof coverings and is require on the entire roof when spaced
or board sheathing with ANY gap exceeding one half inch exists. Asphalt shingles are
required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and
water shield is required. Eave and rake metal is required. A ladder extending 3 feet above
the roof eave and secured in place is required to be provided for all roof inspections.
Roof ventilation is required to comply with applicable codes and/or manufacturer
installation instructions, whichever is more stringent. In order to pass a final inspection
of elastomeric or similar type roof coverings, a letter of inspection and approval from the
manufacturer technical representative stating that "the application of the roof at (project
address) has been applied in accordance with the installation instruction for (roof
material brand name) roof covering" is required to be on site at the time of final
inspection.
Roof inspections for ROOFS OVER 6/12 PITCH: 3rd party inspection will be required, the 3rd
party inspection report will be collected at final roof inspection performed by City of
Wheat Ridge. If report is not available the final inspection will not be completed.

2. This permit shall expire 365 days after the date of issuance regardless of activity. Requests for extension must be made in writing and
received prior to the date of expiration. An extension of no more than 180 days made be granted at the discretion of the Chief Building
Official and maybe subject to a fee equal to one-half of the originalpermitfee.
3. If this permit expires, a new permit may be required to be obtained. Issuance of a new permit shall be subject to the standard
requirements, fees androcedures for approval of any new permit. Re -issuance or extension of expired permits is at the sole discretion of
the Chief Building Official and is not guaranteed.

Residential Roofing Permit Application
This application is exclusively for new permits for residential roofs and for licensed
contractors only. This type of permit is ONLY being processed online --do not come
to City Hall to submit an application in person. Permits are processed and issued in
the order they are received and due to the volume of requests, time to process
varies and is subject to change. YOU WILL BE CONTACTED WHEN YOUR
PERMIT IS READY FOR PICK-UP AND WILL BE GIVEN A SPECIFIC DATE
AND TIME WINDOW TO COMPLETE THE TRANSACTION. You will be notified if
your contractor's license or insurance has expired, and you may update those
documents at the time you are issued your permit.
For all other requests:
Homeowners wishing to obtain a roofing permit must apply for the permit in person
at City Hall. Revisions to existing permits (for example, to add redecking) must be
completed in person at City Hall. All other non -roofing permits must be completed in
person at City Hall. The Building Division will be open from 7:30-10:30 a.m.,
Monday through Friday to process these types of requests.

This shall serve as a follow up to our discussion concerning the landscape escrow for 3767-75
Harlan Street. An escrow was submitted for the removal of the northern area of rock and
replacement of turf. The area of rock along the northern property line was not proposed on the
landscape plan, and increases the non-living landscape area over the twenty percent maximum. The
Community Development Department is in the process of proposing a change to the landscape
regulations in Chapter 26 of the Code of Laws, Most notably among the proposed changes is an
increase to the allowed non-living landscaping from twenty percent of the overall site to forty
percent of the overall site,
Due to the potential change in regulation, you will not be required to remove the rock area and
replace it with turf, You should be aware that the Code change is a proposal, and City Council has
the ultimate authority to change the regulations. A public hearing is scheduled for Planning
Commission on Thursday June 17,2004, Planning Commission will make a recommendation to
City CounciL If City Council does not choose to change the regulation, you will be required to
comply with the approved landscape plan, You will have the option to apply for a variance to allow
additional non-living landscaping, A variance will entail a public hearing before the Board of
Adjustment and a fee of $390.00, The Board of Adjustment will ultimately decide to approve or
deny your request.
The Community Development Department will retain your landscape escrow until City Council has
made a decision regarding the landscape regulations.

PLANNING DEPARTMENT REQUIREMENTS:

to requesting a certificate of occupancy and any required escrow in lieu of the construction of such items needs to be
paid in full.

You left me a voice mail this morning regarding a subdivision of the above-mentioned property,
This property is zoned R-2A, which allows for a one-, two- or three-family dwelling unit, based on
lot size. It is my understanding that BSG Construction is in the process of constructing a new three-
family dwelling unit on this property. The R-2A zone district requires a minimum lot size of 13,050
square feet per lot for a three family dwelling unit. According to Jefferson County records, this lot is
currently 16,829 square feet in size. Based on this information, if this lot were to be subdivided into
three separate lots, multiple variances would need to be processed in respect to minimum lot area
and minimum width,
I have included some information regarding duplex splits, which would allow for the sale of
individual units without physically subdividing the land, You may pursue the subdivision into three
lots, however I feel it would be extremely difficult to gain staff support for this request. Please feel

I have completed the requested landscaping inspection for the above-mentioned property, and I
have the following comments:
1. The entire northern property line has been landscaped in rock. The approved site plan
detailed this area with sod. The Code of Laws states that a maximum of twenty percent
of the landscaped area may be non-living, such as rock. It appears this change has raised
the non-living landscape content to well above twenty percent. Please remove the rock
and install landscape treatment according to the approved plan, You have the option to
escrow for 125% of the cost of materials and installation until such time as weather

2. There is a strip of exposed earth approximately 4 feet wide adjacent to the sidewalk in

I have completed the second review of the above-mentioned project, and I have the following
comments:
1. Landscaping:
A. Please provide one more ~ tree adjacent to Prarlan Street. Pursuant to Section 26-
502 of the Wheat Ridge CodeiofLaws, one street tree is required for every 30 feet of
street frontage. Based on a toW street frontage of 124.40 linear feet, 5 trees would be
required. Additionally, these street trees must be at least three inches in caliper. The
provided plans detail two inch caliper street trees.
B. Please add a landscaping detail table to the landscaping plan. This data table should
detail the amolIDt of grolIDd CC!lver provided, both living and non-living, in square
feet. Please be aware that non+living landscaping, such as rock or bark, may not
exceed twenty percent (20%) bfthe landscaped area.
C. Note number 6 IIDder the Lan4scape notes is IIDclear. Please be aware that the
minimum required size for rO$k mulch is 1-2".
D. Under Plant List. the provide</. quantities for Carol Mackie Daphne and Common
Purple Lilac seem to be tr~osed. Please revise the quantities to reflect this
change.
E. All required landscaping must be fully installed prior to issuance of the certificate of
occupancy. If any portion of l\mdscaping is not installed, a landscape escrow must be

A. If any fencing is proposed for this project; please be aware that a separate fence

This report and plan for the the property located at 3767 Harlan Street, was prepared
under my direct supervison in accordance with the provisions of the City of Wheat
Ridge Site Drainage Requirements, for the owners thereof. I understand that City of
Wheat Ridge does not and will not assume liability for drainage facilities designed by
others.

BSG LLC hereby certifies that the drainage facilities for 3767 Harlan Stret shall be
constructed according to the design presented in this report. I understand that the
City of Wheat Ridge does not and will not assume liability for the drainage facilities
designed and/or certified by my engineer and that the City of Wheat Ridge reviews
drainage plans pursuant to Colorado Revised Statutes, Title 30, Article 28; but cannot,
on behalf of BSG LLC, guarantee that final drainage review will absolve, BSG LLC
and/or their successors and/or assigns of future liability for improper design. I further
understand that approval of the Final Plat does not imply approval of my engineer's

II. INTRODUCTION
A. Site Location.
1. Township, Range, Section, 1/4 Section. The subject property is
located in a portion of the Northeast quarter of Section 25,
Township 3 South, Range 69 West of the 6th P.M. City of Wheat
Ridge, County of Jefferson, State of Colorado.
2. Adjacent Developments. Access is provided to the site from
Harlan Street which bounds the property on the east. An auto
repair shop bounds the site on the north, while existing houses
bound the site on the west and south.
B. Site Description.
1. Existing Topography. 0.39 acres undeveloped parcel. Natural
grasses with a few existing trees along the south property line. The
existing slope is approximately 2.5 - 3.0% draining from south to
northeast toward Harlan Street and south to the northwest toward
adjacent residential areas.
2. Existing Drainage Facilities. An asphalt paved swale exists along the
Harlan Street frontage which drains north to connect with the existing
curb and gutter at the intersection of West 38th Avenue and Harlan
Street. Drainage then enters an existing curb inlet grate to enter the
city storm system.

C. Proposed Project Description. Site consists of an 0.39 acres square foot
residential site, with asphalt driveways for access, surface parking in the
rear (west), and landscape areas along the north and east sides of the
parcel.
D. Flood Hazard and Drainage Studies.
1. Final Drainage Report was performed by Mathews Engineering,
Inc. dated Nov. 2001
2. Flood Insurance Rate Map, City of Wheal Ridge, Community
Panel No. 08S079-000S-C, Dated Feb. 4, 1988. Indicates Zone-C
an area of minimal flooding, outside the 1 DO-year flood plain,
III. HISTORIC DRAINAGE SYSTEM
A. Major Basin.
1. The major drainage basin for this area flows toward Clear Creek
by way of a surface flow and city storm drain system. The
topography slopes generally to the north and east and is
completely developed residential and commercial areas having a
street grid system for collection of runoff.
2. Identification of irrigation facilities in the basin. None are
influenced by local drainage.

3. SCS Soils classification map. Attached as an exhibit. The soils
type for this area is listed as Nunn Urban Land complex by the
soils conservation service.
B. Sub-Basin and Site Drainage.
1. Historic drainage patterns of subject property. Historical
drainage pattern is sloping from south to northeast toward
Harlan St. and from south to northwest toward the adjacent
residential properties. The flows have been shown as two
basins for the historic patterns. There is no concentrated runoff
point for the western basin where the flow goes offsite in a
dispersed pattern. Computations for the historic runoff amounts
are shown in the appendices for the 5 year and 100 year storm
events.
2. Offsite drainage flow patterns and impact. There is no
significant offsite flow coming onto the site.
IV. PROPOSED DRAINAGE SYSTEM
A. Criteria.
1. Sub-basins on the developed site are:
Basin A. Building, garages, parking, driveway and landscape containing 0.21
acres. Flows from this basin go north and east from the parking area to a grass
swale, then to Harlan Street.

Basin B. Building, driveway, and landscape area along the front of the property
containing 0.14 acres. Sheet flows are all directed to Harlan Street.
Basin C, Perimeter landscape along the south, west and north containing 0.03
acres. Sheet flows going off of the site.
2. Rational Method has been used to study this proposed
development.
3. The 1 DO-year design storm was used for the major storm event.
The 5-year design storm was used for the minor storm event, in
accordance with City of Wheat Ridge requirements.
B. Runoff.
1. Developed flow rates and paths. The developed flows for basins
A and B are directed toward Harlan Street to be conveyed into the
curb and gutter as shown on the drainage plan. The remaining
area around the perimeter will sheet flow offsite. This project will
include new curb and gutter along the west side of Harlan Street
to connect to the existing curb which will be an improvement over
the existing asphalt channel that is there now.
C. Detention. On-site detention is not required because the development is
less than 1.0 acres.

D. Streets. There are no new streets to be designed with this project
E. Open Channel Flow. Basin A contains a grass lined swale that is intended
to provide a measure of water quality control for the runoff from the back
parking area, and the rear portions of the main building. This grass lined
swale has been designed with a 1 % longitudinal slope and side slopes of
4:1 as shown. The maximum depth for the water quality flow based on a
2-year storm is 0.4 feet.
F. Storm Sewers and Culverts are not required to accomplish adequate
drainage of this site.
v. CONCLUSIONS.
A. Impact of Improvement. The developed site will help to reduce the runoff to
the west and northwest. The new curb and gutter along the frontage will be
an improvement to replace the existing asphalt swale that exists on Harlan
Street. The runoff to Harlan Street is slightly increased due the new
improvements. Storm water quality will be improved by the grass-lined swale
for the majority of the runoff coming out to Harlan St.
B. Compliance with Applicable Criteria. The proposed design complies with City
of Wheat Ridge, Jefferson County, and Urban Drainage and Flood Control
District Criteria.

Dear Mr. Matthews,
I have completed the first review of the above referenced
documents for 3767 Harlan Street received on June 6, 2001, and
have the following comments:
Drainage Study (Discussion)
1. Please discuss where the runoff on the west side will release.
Will it flow onto adjacent property? will ponding occur onsite at
this location?
2. Please discuss if runoff will flow over the top of the walk on
the north side of the property.
3. Detention may be required for the site. Please restrict flows
leaving the site to 1 cfs (100-historical for this site). The 5-
year historical flow is preferred, but if the orifice for the
release is smaller than 3", releasing at the 5-year developed
flow rate is acceptable. These restrictions are based on the
city storm sewer system being sized for the 5-year storm.
4. Please provide P.E. seal and signature on the final approved
report.
Drainage Plan(s)
1. Please provide clear concise cross-sections at the locations
shown on plans.
2. Please provide (when appropriate) P.E. stamp and signature.
Please provide 2 signed and stamped sets of the drainage report
and plan with the second submittal.
Grading & Erosion Control Plan
1. Please include vehicle tracking control for the site and the
appropriate tracking detail.
2. Please provide typical detail for the grass swale.

1 received a copy of your proposed plans for 3767 Harlan Street from Darin Morgan, and I have the
following comments:
1, The proposed configuration which shows the three units attached by a common wall will be in
compliance with the rezoning that took place in August of2000,
2, The configuration of the units is irrelevant as long as you do not add an additional unit, bringing
the total number of living units up to four.
3, You should pay special attention to your design in relation to the R-2A regulations, Section 26-
15 of the Wheat Ridge Code of Laws. The development regulations (i,e., setbacks, height
restrictions, maximum building coverage, etc,) will be used to determine compliance.
