Existing Site Conditions:
The property is located at 3840 Harlan Street and is zoned Neighborhood Commercial (NC). To the
north is a plumbing business on property also zoned NC. To the south and east are properties zoned
Commercial -One (C-1). Across the street at 3835 Harlan Street is The Rehabilitation Center at
Sandalwood (formerly known as the Sandalwood Manor). Sandalwood is a rehabilitation and long
term care center. The property has split zoning with NC on the north and C-1 on the southern portion.
The subject property is 6,800 square feet* (0.15 acres) in size and includes one primary structure. The
building was originally constructed as a residence in 1939 and has since been converted for
commercial purposes. The primary structure is about 930 square feet. and a 460 -square foot accessory
structure is located in the southeast corner of the property.
The remainder of the property is mostly paved with a few mature trees along the southern and eastern
property lines.

and parking area. If landscaping is used as screening, it can count toward the site's overall
20% landscape requirements.
• All commercial landscaping must be irrigated.
While there are no further restrictions regarding the location of the required landscape area, two
options were discussed at the pre -application meeting. The applicant may consider narrowing the
drive aisle to provide landscaping along the side property lines. Alternatively, the landscape buffer on
the western side of the property may be enlarged to also accommodate site drainage requirements (see
Public Works comments). Ultimately, a landscape plan will be required as part of the building permit
application to demonstrate compliance with the landscape requirements.
The subject property has several mature trees on the property. If the applicant is seeking information
on the health or identification of these trees, the Parks and Recreation Department may be able to
provide assistance. Please contact Margaret Paget, Forestry and Open Space Supervisor, at (303) 205-
7554. In addition, a list of tree care companies who are licensed with the City of Wheat Ridge is
enclosed.
Process
This request will require only a building permit. There is no formal land use process that will be
required to demo the existing structures and construct the parking area. A demolition permit will be
required for the removal of structures.
The applicant may submit an updated site plan to staff for review prior to the building permit
application. The permit application will need to include a site plan, landscape plan, and drainage letter
and plan. If lighting is proposed, a photometric plan with fixture information will also be required.
Architectural and Site Design Manual (ASDM)
The Architectural and Site Design Manual (ASDM) does not apply in this case.
Building Division comments:
The building division was not present at the pre -application meeting and has no comments at this time.
Public Works comments:
Public Works was present and has the following comments:
Drainage
For commercial redevelopment projects, site drainage requirements are based on the area of
disturbance of existing impervious surface and/or the amount of impervious surface that is added.
Based on the City's site drainage requirements, the proposed project is classified as a "moderate
redevelopment" if the amount of impervious surface added/disturbed is between 3,000 and 10,000
square feet. In this case, only a drainage letter and plan would be required (not a drainage report).
The applicant will need to address water quality and provide a water detention area. The applicant
may use a combination of water quality features, including porous landscaping, porous pavers, or
other innovative designs.

Dear Ms. Lauren Mikulac,
Sandalwood Partnership wishes to inform the City that we are currently in negotiation to complete a
purchase of 3840 Harlan St. for the purpose of additional non -required staff parking for Sandalwood
Manor (3835 Harlan St).
Attached you will find a site sketch outlining the proposed parking schematic including the number of
spots desired as well as utilizing the existing curb cut. It is our understanding that the adjoining
properties are of similar zoning and no landscape buffering is required. We plan to erect a 6 foot privacy
fence along the North and East boundaries of the subject property.
There currently exists on the property a 1,390 square foot structure with an outbuilding constructed in
1939 which will be raised as part of the project.

1. This permit was issued in accordance with the provisions set forth in your application and is subject to the laws of the
State of Colorado and to the Zoning Regulations and Building ,Codes of Wheat Ridge, Colorado or any other applicable
ordinances of the City.
2. This permit shall expire 180 days from the issue date. Requests for an extension must be received prior to expiration
date. An extension may be granted at the discretion of the Building Official.
3. It this permit expires, a new permit may be acquired for a fee of one-half the amount normally required. provided no
changes have been or will be made in the original plans and specifications and any suspension or abandonment has not
exceeded one (1) year. If changes have been or if suspension or abandonment exceeds one (1) year, full fees shall
be paid for a new permit.
