Midroof & Final Roof inspections for ROOFS 6/12 PITCH & OVER: 3rd party inspection will be
required for both the midroof and final inspections. The 3rd party inspection report AND
THE ORIGINAL PERMIT CARD needs to be dropped off to the Permit Desk at the City of Wheat
Ridge. The report MUST BE SIGNED by the Homeowner.
REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec.
R806. The installation of ridge venting requires the installation or existence of soffit
venting. For calculation purposes, one hat or turtle vent equal to one-half of one square
foot of opening.
Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) is required on the entire roof
when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and
mid -roofs may be called in at the same time, one hundred percent of the sheathing must be
complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required
to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield
is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturer installation instructions,
whichever is more stringent. In order to pass a final inspection of elastomeric or similar
type roof coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name) roof
covering" is required to be on site at the time of final inspection.

Residential Roofing Permit Application
This application is exclusively for new permits for residential roofs and for licensed
contractors only. This type of permit is ONLY being processed online --do not come
to City Hall to submit an application in person. Permits are processed and issued in
the order they are received and due to the volume of requests, time to process
varies and is subject to change. YOU WILL BE CONTACTED WHEN YOUR
PERMIT IS READY FOR PICK-UP AND WILL BE GIVEN A SPECIFIC DATE
AND TIME WINDOW TO COMPLETE THE TRANSACTION. You will be notified if
your contractor's license or insurance has expired, and you may update those Q
documents at the time you are issued your permit. '
For all other requests:
Homeowners wishing to obtain a roofing permit must apply for the permit in person
at City Hall. Revisions to existing permits (for example, to add redecking) must be
completed in person at City Hall. All other non -roofing permits must be completed in
person at City Hall. The Building Division will be open from 7:30-10:30 a.m.,
Monday through Friday to process these types of requests.

Dear Mr. Gaspar;
After inquiring as to the procedure for registering a concern with the city regarding the
suspicion of a sick building, I am following up as instructed with this letter to state our
concerns in detail.
This building was purchased by William Houston of Denver in the fall of 1997, only a
few months after we signed a year lease with the previous owner through their
property management firm, Smith & Kirkpatrick. Our main concerns are as follows:
_ The building was built in the 1950's, a time when things like asbestos, lead-
based paint, and lead water pipes were prevalent in construction.
The original windows - rather than being maintained, repaired or replaced -
were left in place and new windows were installed on the interior window sills.
The originals are still there, with what we suspect is the original paint cracking
and peeling, creating what may be harmful dust and airborne particles into the
house whenever we open the windows, or into the vacuum dust bag when we
clean the sills. (we've never felt the need to invest in a high-priced hepa filter
vacuum)
It had been noted by the current property management company that the water
heater they replaced just a few winters ago was the one installed when the
house was built: their maintenance man who changes the filters on the furnace
commented that the furnace looked to be the original. Both of these issues point
to poor overall maintenance of this building. We are seriously concerned about
the possibility that this furnace, as old as it is, may be emitting hazardous/toxic
gases, or the presence of hazardous material in the ventilation system.
The paint on the bathroom ceiling and framework has been peeling since we first
moved in. (We were told by Smith & Kirkpatrick the unit would be painted - it
was not). We suspect that painting was avoided because of additional problems
that might have ensued from scraping the peeling layers off in order to paint.
When the inspector came to inspect the units prior to Mr. Houston's purchase, he
made an attempt to open the attic access door in our unit. After trying to loosen
it in a few places, he ceased his attempt and abandoned the inspection. Our
concern is whether the attic had been encapsulated due to asbestos insulation,
and the seal has been broken.
_ Especially in the cooler months when the house is closed, it retains a stale,
musty odor despite regular housecleaning and additional attempts to freshen.
_ The bathroom has always had a bad smell. It was apparent after we moved in
and work originally promised by the property management at the time did not
get done, that we would have to take action ourselves to remedy this. Despite
scrubbing and mopping ceiling, floors, sink, toilet, shower tiles & tub with
ammonia and later a germicide, the smell lingered.
_ Our neighbor's house - which is also old - DOES have lead water pipes
according to the owner, so that heightens our concern about their existence in
this property.
_ Despite letters which periodically accompany our rent check to MTH Property
Management pointing out particular issues, we feel that perhaps repair work - if
done, is done shoddily - or is avoided to prevent stirring up additional problems.
And finally, I was recently diagnosed with a rare cancer which only .7% of all female
cancer patients ever contract. We feel something here has weakened my immune
system. I have been healthy all my life, even resisting the colds and flu my daughter
and husband would bring home from school. My career has been in various avenues of
public selVice, including health care, which has put me in constant exposure to public
illness. My family has felt for quite some time that there was something off-color,
something uncomfortable about this house because they have had several occasions
since we've lived here where they just didn't feel well but there was no medical
explanation for their illness. We are appealing to you to inspect the property for
hazardous and/or toxic materials.
