REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec. R806. The installation of ridge venting requires the installation or existence of soffit venting. For calculation purposes, one hat or turtle vent equal to one-half of one square foot of opening. Effective December 1, 2014, asphalt shingle installations require an approved midroof inspection, conducted when 25-75 percent of the roof covering is installed, prior to final approval. Installation of roof sheathing (new or overlay) is required on the entire roof when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and mid -roofs may be called in at the same time, one hundred percent of the sheathing must be complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave and secured in place is required to be provided for all roof inspections. Roof ventilation is required to comply with applicable codes and/or manufacturer installation instructions, whichever is more stringent. In order to pass a final inspection of elastomeric or similar type roof coverings, a letter of inspection and approval from the manufacturer technical representative stating that "the application of the roof at (project address) has been applied in accordance with the installation instruction for (roof material brand name) roof covering" is required to be on site at the time of final inspection. The general site location is shown on Figure I. The purpose of the study was to provide foundation recommendations for the proposed addition, as well as other design and construction recommendations. The study was conducted in accordance with our Professional Services Agreement with you dated January 29,2007, Proposed Construction: It is our understanding that the proposed addition will consist of a one-story wood frame structure. No below ground levels are planned. The addition will be located on the southern side of the existing residence as shown on Fignre 2. Foundation loads are expected to be relatively light If the design varies from this understanding, we should be notified so the recommendations presented in this report can bee reevaluated. Site Conditious: The existing single-family residence is a one-story, brick house with no basement. No cracks or other distresses to the foundation were observed at the time of our investigation, Adjacent lots consist of single-family residences of similar construction, Lamar Street borders the site to the east and 46th Place borders the site to the north, Single-family residences border adjacent lots to the south and west. The topography of the general area is generally flat with a slight slope down to the east. Vegetation consists oflandscaped sod, bushes, and trees. Mr, lason Timmes March 16, 2007 Page 2 Subsurface Conditions: The field exploration for the project was conducted on February I, 2007. One exploratory boring was drilled within the proposed addition footprint, south of the existing residence. The location of the boring is shown on Figure 2. The boring was advanced with a 4-inch diameter continuous flight auger powered by a limited access drill rig. A representative of Hepworth-Pawlak Geotechnical, Inc logged the boring. Samples of the subsurface soils and bedrock were taken with a nominal 2-incb lD modified California spoon sampler, The sampler was driven into the subsoils at various depths with blows from a 140-pound hammer fulling 30 inches. This test is similar to the standard penetration test described by ASTM Method 0-1586, The penetration resistance values are an indication of the relative density or consistency of the subsoils, Depths at which the samples were taken and the penetration resistance values are shown on the Boring Log, Figure 3, The samples were returned to our laboratory for review by the project engineer and testing.. The subsurface conditions encountered in the boring consisted of 8 feet of silty sand overlying 3 feet of weathered claystone bedrock. Penetration tests indicate the silty and to be loose to medium dense. Unweathered claystone bedrock was encountered at II feet and extended to a depth of 26 feet, the maximum depth drilled. Penetration tests indicate the weathered claystone is medium hard and the claystone bedrock is medium hard to very hard, Groundwater was measured in the boring at 24 feet at the time of drilling and at 8\<2 feet one day later. Caving was measured at 24 feet at the time of drilling and at 10 feet one day later, Laboratory testing perfonned on samples obtained during the field exploration included natural moisture content, unit weight, and gradation analysis. The moisture content of samples of the silty sandy varied from 7,9 to 9.4 percent and had dry unit weights varing from 108 to 112 pounds per cubic foot (pct). The moisture content ofa sample of the lob No, 2070122 ~ Mr, Jason Timmes March 16, 2007 Page 3 claystone bedrock was 27.1 and had a dry unit weight of97 (pet), A swell-compression test perfonned on a sample of the claystone had a swell of 1.5 percent. Laboratory test results are shown on the Boring Log on Figure 3 and are summarized in Table L Foundatiou Recommendations: Based on the data obtained from the field investigation and the laboratory study, we recommend the addition be founded on spread footings bearing on undisturbed, natural sand soils. The design and construction criteria presented below should be observed for a spread footing foundation system. We are assuming fairly unifonn bearing conditions, If any expansive weathered claystone or claystone bedrock is encountered within three feet of the footing elevation, it should be removed and replaced with non-expansive structural fill. Therefore it is essential that the exposed soils at foundation level be observed to confinn this assumption. I) Footings placed on the undisturbed natural soils should be designed fur an allowable bearing pressure of 1,500 pounds per square foot (pst) and a minimum dead load pressure of 500 pst: 2) If any existing fill encountered below the footings should be removed and replaced with nonexpansive structural fill 3) Based on experience, we expect settlement or heave offootings designed and constructed as discussed in this section will be about I inch. There could be some additional movement if there were excessive wetting of the underlying claystone. 4) The footings sbould have a minimum width of 16 inches fur continuous footings and 24 inches for isolated pads, 5) Continuous foundation walls should be reinforced top and bottom to span local anomalies and limit the risk of differential movement. One method of analysis is to design the fuundation wall to span an unsupported length of at least 12 feet, Foundation walls acting as retaining structures should also be designed to resist a lateral earth pressure as discussed in the "Foundation and Retaining Walls. section of this report, 6) Exterior footings and footings beneath unheated areas should be provided with Job No, 2070122 ~ Mr, lason Timme. March 16, 2007 Page 4 adequate soil cover above their bearing elevation for frost protection. Placement of foundations at least 36 inches below the exterior grade is typically used in this area. 7) Prior to the footing constmction, any topsoil or loose or disturbed soils should be removed and the footing bearing level extended down to competent bearing soils, 8) A representative of the geotechnical engineer should observe all footing excavations prior to forming for concrete placement to evaluate bearing conditions, This is particularly important to this site to confirm unifonnity of the bearing soil, Floor Slabs: Considering the low swell potential of the sandy soils encountered, slab-<ln- grade construction may be considered for the floor slabs provided the risk of distress resulting from floor slab movement is recognized and accepted by the owner. If slab-on- grade construction is used, the following design and construction details should be observed to reduce the effects of movement I) Floor slabs should be separated from all bearing walls and columns with expansion joints that allow unrestrained vertical movement 2) Interior nonbearing partitions resting on the floor slabs should be provided with slip joints at the bottoms so that, if the slabs move, the movement cannot be transmitted to the upper structure. This detail is alSo important for wallboards, stairways and door frames. Slip joints that allow at least I V, inches of vertical movement are recommended, If slab bearing masonry partitions are used, the slip joints will have to be placed at the tops of the walls. If the floors move, the masonry partitions may show distress where they meet the bearing walls unless the partition walls can move independently of the bearing walls, 3) Floor slabs should be provided with control joints to reduce damage due to shrinkage cracking. The requirements for slab reinforcement should be established by the designer based on experience and the intended slab use, 4) Any areas of loose or non-compact fill encountered below the slabs should be lob No, 2070122 ~ Mr. Jason Timmes March 16, 2007 Pas. 5 removed and replaced. 5) Fill placed below floor slabs should be free of trash, debris and organics. Underslab fill should be compacted to at least 95 percent of the maximum standard Proctor density (ASTM 0698) at a moisture content within 2 percent of optimwn, 6) Where plumbing lines enter through the floor, a positive bond break should be provided. Flexible connections should be provided for slab-bearing mechanical equipment The precautions and recommendations itemized above will not prevent the movement of floor slabs if the underlying expansive soils are subjected to a change in moisture content. However, they will reduce the damage if movement occurs. Perimeter Drain System: Since no below grade levels are planned, a perimeter drain is not needed, !fthere will be any below ground building levels, we should be notified to provide recommendations for a perimeter drain system. SURFACE DRAINAGE The success offoundation and floor slab systems is contingent on keeping the bearing soils at a more or less constant moisture content and by not allowing surface water a path to the subsurface. The following drainage precautions should be observed during construction and maintained at all times after the residence has been completed: I) Excessive wetting or drying of the foundation excavations and underslab areas should be avoided during construction. Drying could increase the expansion potential of the soils, 2) Exterior backfill should be adjusted to within 2 percent of the optimwn moisture and compacted to at least 95 percent of the maximwn standard Proctor density in pavement areas and to at least 90 percent of the maximum standard Proctor density in landscape areas, Job No, 2070122 Ce~, Mr. Jason Timmes Mareb 16, 2007 Page 6 3) The ground surface s1Imlunding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of9 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches in the first 10 feet in paved areas. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. 5) Landscaped areas should be designed and built such that surface water will be collected and carried away from the foundation elements. Irrigation within ten feet of the structures should be carefully controlled and minimized. ContfnuiD2 Services: Two additional elements of geotechnical engineering service are important to the successful completion of this project. 1) Consultation with desil!D mofessionals durin!! the desilll1 uhases. This is important to ensure that the intentions of our recommendations are properly incorporated in the design, and that any changes in the design concept properly consider geotechnical aspects, 2) Observation and monitoTin!! durin!! construction, A geotechnical engineer from our firm should observe the excavation, earthwork, and foundation phases of the work to determine that subsurface conditions are compatible with those used in the analysis and design. Placement of structural fill should be observed and tested to judge whether the proper placement conditions have been achieved, Limitations: This report has been prepared in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either express or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the boring at the location indicated on Figure 2, the proposed type of construction and our experience in the area. The case was presented by Travis Crane. He entered all pertinent documents into the record and advised the Board there was jurisdiction to hear the case. He reviewed the staff report and digital presentation. He entered Exhibit 6 into the record which was a letter of support from Andy Cameron at 4675 Lamar Street. Staff recommended approval of the request for reasons outlined in the staff report. Jason Timmes Mr. Timmes, the applicant, stated his purpose in requesting the variance is to enlarge his house in order to remain there to raise his family in Wheat Ridge. He commented that he has recently joined Wheat Ridge 2020. Regarding the third bay of the garage, he stated there is an additional I-foot 8-112 inches difference from a flush design. In response to a question from Board Member HOWARD, Mr. Timmes explained that he wanted the extra foot and 8 inches in order to make the structure more aesthetically pleasing, He is also trying to preserve as much of his back yard as possible since his house is located on a corner with 30-foot setbacks from two streets. He stated that he hasn't decided whether he will remove the tree in the front yard. Rhonda Champion Ms, Champion referred to a comment made at the previous hearing on this matter that the variance would fit with the goals of Wheat Ridge 2020. She commented that the vast majority of homes in this area are one-story, two-bedroom, one-bath homes. If others decide to alter their homes as the applicant wishes to do, it will significantly change the character of the neighborhood, She believed the variance was for a side yard setback, not a front yard setback. She was concerned that inconsistent setbacks would interfere with delivery of mail, hinder police efforts to patrol the neighborhood, and could affect Xcel Energy's easement. She believed the applicants could achieve all of their goals without a variance. She asked the Board not to approve the variance in order to accommodate a design. There were no other individuals present who wished to address the case, therefore Chair BELL closed public testimony on this case.
