Summary
Best Colorado Cannabis occupies an approximate 9,900 square foot building at 4800
Lamar Street in Wheatridge, Colorado. The building is used mostly for growing
operations, but has a small retail/public area in the front of the store.
West Metro Fire Rescue (WMFR) along with the City of Wheatridge had concerns
regarding the adequacy of exiting in the facility. WMFR requested immediate concerns
be addressed. However, WMFR did request an independent evaluation of the exiting
and some electrical concerns.
The goal of this limited independent report is to provide an overall fire code review and
demonstrate code compliance or intent thereof, identify any fire code issues related to
the facility and provide recommendations.
Code and information used for this analysis primarily include the 2015 International Fire
Code (IFC) as adopted by WMFR.
General
Construction is older and aligned with a Type V -B combustible building. It is likely that
many of the building upgrades over the years were not permitted. The building is not
currently equipped with a fire alarm system or automatic fire sprinkler system.
Occupancy is aligned with an F-1 with the retail space being considered an accessory
occupancy (<10% of building).
Exterior/Site
This 2 -story, 9,900 square foot building is located on a property bounded by Lamar
Street, W 48th PI and W 48th Avenue. Lamar Street slopes down at the rear going
North. Another building is located on the SE portion of the property, but is not a part of
this review. Large concrete planter (anti -terrorism type) are placed in front of the roll up
doors due to a number of break-ins involving vehicles ramming the building.

Property Location
Emergency vehicle access is considered excellent. Municipal fire hydrants are
available on the surrounding streets. Main electrical shut off is located on the west side
and the gas meter on the south side (rear).

The building is not equipment with an automatic fire sprinkler system of fire alarm
system. Portable fire extinguishers were observed throughout the building. Based on
the previous and current use and square footage, no automatic fire sprinkler or fire
alarm system are required by IFC, Chapter 9.

Exiting
The entire facility can be classified as an F-1; therefore generally, travel distances,
common path of travel and dead ends are compared to these limits as detailed in the
2015 IFC, Chapter 10.

A retail public area is located on level 1 and is served by a single main exit. This public
area is 1,000 square feet and characterized by display cases and related information
and items for sale. Entry is controlled to the retail area by a security door and bell via
the Main Entry and Waiting Room. The Waiting Room main entry is equipped with a
security grill on the front door that is open and locked in place during open.
Observations indicated the Waiting Room is typically used for a few minutes while
people have their IDs checked before entering the retail area, most of the time being
empty.
Public Main Entry and Waiting Room
The retail area meets the IFC criteria for exiting and is deemed adequate. A single exit
from the retail area is compliant as detailed in Table 1006.2.1. The maximum occupant
load is 1,000 sgft/60 sft/person = 17 persons per Table 1004.1.2. The actual occupant
(public and sales persons) doesn't exceed 10 based on the one on one MJ requirement
on sales persons to public and observations. The maximum exit travel distance from
the public area is —60'. The public space is adequate for the actual and calculated
occupant load. However, two manual flush bolts need to be removed from the retail and
medical public areas. Note that the retail area exiting is completely independent from
the rest of the building.

The non-public area encompasses 2 levels (9,000 sqft). Access is available from the
public area, but this door is not considered a legitimate exit. Exiting from the non-public
part of the building is completely independent of the public area. The non-public area is
characterized by MJ plants located on the floor, steel racks, drying areas, access aisles,
grow lights, watering equipment and 5-7 employees tending to the entire area.
Summary

• Served by four ground level independent exits with no exiting through retail area
• Egress is in some cases through intervening spaces of similar hazard
• Exterior exit doors are supplemented with manually operated flush bolts
• Aisle width, obstructions, exit signage and emergency lighting challenges exist
• Both large grow rooms qualify as single exit spaces (<75' travel distance)
• Calculated occupant load = 5,100 sqft/300 sqft/person (agricultural)= 17 persons
• Exit capacity of doors = 32"x3 = 128" available capacity = 128"/0.2"/person = 480
persons. Plus one exit that is accessed via short set of steps = 32" x 0.3"/person
= 106 persons.

Level 2 Non-public Area (mezzanine)
• Served by a single exit down a stairway and directly out
• Does not meet criteria for single exit space (81'/75' is limit)
• No egress through intervening spaces
• Aisle width, obstructions, exit signage and emergency lighting challenges
• Calculated occupant load = 3,800 sgft/300 sqft/person = 13 persons
• Exit capacity of stairway/door = 32" = available capacity/down stairs = 32" x
0.3"/person
• Total = 106 persons.
Typical — Non -Public Areas
The non-public building (F-1) needs to provide a minimum width of 28" per 2015 IFC,
Section 1018.5, exception for non-public aisles. In the case of the grow areas, the area
between plants is not needed for access as watering and other activities can be
accomplished from the main aisles. Steel pallet racks, in some cases, did not meet this
28" requirement main aisle requirement and presented some obstructions and in one
case a dead end. One set of short stairs was observed (needed for exit access)
connecting two grow room, without a handrail or landing.

The requirement is the have the main aisles at least 28" in width, circulating with no
dead ends >20' and vertical obstructions below 78".
The second story does present an issue as it does not qualify as a single exit space.
However, if the grow area and accessible space is re -configured, the travel distance
could be reduced to below 75' limit
The second level is accessed from the lower lever on the west side through a door and
then a stairway. It should be noted that there are numerous openings between floors
and no fire rating on any part of the mostly wood interior structure including the
stai rway.

Electrical
Any MJ grow operation has significant electrical requirements for grow lights and HVAC.
In this case, issues were observed with egress obstructions created by electrical cords
and low hanging grow lights too low and/or close to the aisles.

Additionally, some of the support for the grow lights are not in accordance with the
manufacturer's recommendations and could as installed become an entanglement issue
for first responders.

Recommendations
Due to the complexity of the building and the number of acceptable options for
compliance, application of the recommendations will require the FPE to work closely
with management to observe the changes and provide third part verification of
completion.
1. Exit signage was deemed inadequate and not in alignment with the IFC in the
larger grow rooms and at some the exterior door exits in the non-public area.
Racks and equipment block or impair exit sign visibility. Suggest a re-
assessment of exit signage once the racks are equipment are moved to
provide adequate aisles and supplementary possibly floor and exit door frame
markings using luminescent paint compatible with the grow operation. Ref:
IFC, Chapter 10.
2. The main entry to the retail area is equipped with a security grill. This is
opened and secured by heavy padlock during public hours. This is allowed
by fire code. However, it is recommended that the procedure to and open
and lock this door during public hours be formalized into an SOP. Ref: IFC,
Chapter 10, Section 1010.1.4.4.
3. Exterior exit doors on the first level (non-public area) had manually operated
flush bolts installed as additional security. The business has experienced
numerous door break-ins and cars ramming the roll -up doors to gain access
to the cannabis. The fire code does not generally allow the installation of
manual flush bolts on exit doors. None of the code exceptions specifically
apply. Since a real and continuing security threat is present from the exterior,
it is recommended to remove the flush bolts and consider a manual bar
barricade (wood/metal paint bright color) on each main exit door interior.
Signage on each bar should indicate that the security bars must be during
occupied or business hours. During occupied hours, doors would then
operate normally with a single action to open. This arrangement could be
revoked by WMFR if the SOPs are not be followed. Ref: I FC Chapter 10,

4. The entry and exit doors to the general retail area and medical retail area
were equipped with manual flush bolts. These need to be removed.
Ref: IFC Chapter 10, Section 1010.1.9.3, 4 & 5
5. Emergency lighting was provided in some the exit sign units, but not deemed
adequate and in alignment with the IFC. The non-public area is dark and
egress routes can be confusing. Suggest LED emergency light units be
installed near all four exterior exits, stairway, level 2 and above doorways.
Also, install additional general lighting over the stairway connecting level 1
and 2. Ref: IFC Chapter 10.
6. A few of the exterior exit doors did not operate freely due to the door sticking
or the hardware not operating correctly. Suggest have door repair company
examine each exit door, hardware, closer and fit and update as needed. Ref:
IFC, Chapter 10.
7. An exit access door between the two large grow rooms in the non-public area
had a short set of steps for the elevation change that went immediately down
with no landing or handrail. Suggest installing a landing at the top of the
steps and handrails. Ref: IFC Chapter 10/Sections 1011.11 & 1011.6.
8. Most of the main aisles in the non-public grow rooms did not meet the
minimum 28" requirement. Based on observations and discussions with
management, plants can be accessed and watered from the main aisle,
eliminating the need for aisle between the plants. Suggest reconfiguration of
the steel pallet racks and plants on pallets to provide for adequate main
aisles. These main aisles should be circulating with no dead ends or
obstructions to the clear width or below 78" above the floor. Ref; IFC,
Chapter 10.
9. On level 2, remnants of a wall impaired the main circulating corridor and was
not in alignment with the IFC. Suggest removing the metal studs and
relocating the wiring to allow clear main aisle. Main aisles on this level should
also be a minimum of 28". Ref: IFC Chapter 10.

10. On level 2, the travel distance exceeds 75' which would mean a second exit is
required for this level. Suggest reconfiguring plants and trays to reduce this
travel distance. Another option would be to building a fence barrier that was
not occupiable to reduce this distance. Ref: IFC, Chapter 10/Table 1006.2.1.
11. Between level 1 and 2, there are many penetrations and opening containing
water lines and cabling. It is not clear if level 2 was constructed as a second
level or mezzanine. Determining this is beyond the scope of this review.
In either case, it is recommended to seal all gaps or openings between these
floors and into the connecting stairway enclosure. In this way, any building
fire or smoke condition will be delayed in entering level 2 or the stairway,
allowing additional time for egress/escape. Ref: IBC, Chapter 7 & 34 and
FPE recommendation.
12. Grow lights, in some cases, were not supported properly as intended by the
manufacturer and impaired main egress aisles. Suggest using original metal
chains (or equivalent chains) to support lights and ensure lights do not hang
below 78" AFF over the main aisles. Also, grow lights should be UL listed
and used in accordance with the manufacturer's recommendations. Ref:
Grow light manufacturer recommendations and IFC, Chapter 10 and 2014
NFPA 70 as referenced by the IFC, Chapter 80.
13. The building, particularly the non-public area, has many rooms, large portions
of highly combustible construction and really not any effective way to notify
employees of an emergency situation like a fire. IFC code does not require a
fire alarm or automatic fire sprinkler system in this occupancy (F-1) as
presented. However, as good practice, suggest consideration of installing a
basic commercial fire alarm system. This would include manual pull stations
at each exterior exit and one level 2, strobe/horn devices throughout and a
capability to transmit signals to a central monitoring station. Ref: FPE
supplemental recommendation. Ref: IFC, Chapter 9, Section 907.
14. Coordinate with the West Metro Fire Rescue to develop/update a pre -plan for
the building. Ref: WMFR & FPE requirement.
15. Conduct independent FPE observations of the facility once recommendations
are incorporated and provide input to owner and WMFR/authorities as to any
needed adjustments or changes.

ordinance adopting the 2012 International Codes, including the International Building and Mechanical Codes.
The Council also passed and made effective December 1, 2015, local

The City of Wheat Ridge Community Development Department has recently revised the building
permit submittal process. Included in this packet you will find:
• A minor building permit application
• A freestanding sign calculation sheet
• A wall sign calculation sheet
All signs are classified as 'minor' building permits. The following items must be submitted with
a permit application for a sign:
• A completed minor building permit form (front and back)
• A calculation sheet
• For wall signs a site plan which shows the entire building (with wall length
dimensions), location of street, location of any existing signage and location of proposed
signage
• For freestanding signs a site plan which shows the location of the building, the size of
the building, location of any existing freestanding signs and location of proposed
freestanding sign (with distance to property lines)
• A detail sheet which shows the height of the proposed sign (freestanding), sign copy with
dimensions, electrical information, footer information (freestanding)
Please keep copies of the minor building permit and signage calculation sheets on file, as they are
required submittal items with any building permit application for a new sign. If you have

Freestanding Sign Calculation Sheet
You must complete this sheet and include it in the submittal package for
any new freestanding signs. You will also need to create a site plan
and a detail sheet of the signage.

property. The allowable sign size is related to building size.
