FOR ROOF PITCH 6/12 AND OVER: Midroof & Final Roof inspections for ROOFS with 6/12 PITCH &

REGARDING ROOF VENTILATION: Roof ventilation shall comply with Building Division Policy
BD -18-001 for Balanced Ventilation Systems, or manufacturer installation instructions,
whichever is more stringent.
MIDROOF & SHEATHING: Effective December 1, 2014, asphalt shingle installations require an
approved mid -roof inspection, conducted when 25-75% of the roof covering is installed,
prior to final approval. Installation of roof sheathing (new or overlay) is required on the
entire roof when spaced or board sheathing with ANY gap exceeding one half inch exists.
Sheathing and mid -roofs may be called in at the same time, one hundred percent of the
sheathing must be complete and 25-75% of the mid -roof may be complete. Asphalt shingles are
required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and
water shield is required. Eave and rake metal is required.
LADDER MUST BE SET FOR ALL ROOF INSPECTIONS: A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections.
COMMERCIAL ROOFS: In order to pass a final inspection of elastomeric or similar type roof
coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name) roof
covering" is required to be on site at the time of final inspection.

Please find attached to this letter forms from the State Health Department requiring a local authority sign
off by Builing and Zoning Authorities. As you are aware Wheat Ridge Regional Center has a group
home located at 3845 Depew St., Denver, Co 80212. This is an 8 bed group home for adults with
developmental disabilities. The home was originally built and opened in 1982 and licensed as an
Intermediate Care Facility for the Mentally Retarded (ICF-MR) which is a federally funded program. In
about 1992 the agency had to change the licensing of the home to a Medicaid Waiver Group Home. The
type of licensing is all that changed.
At this time our agency is pursuing returning to the original license, ICF-MR license, to obtain the better
funding this program provides. We ask that you complete section C of the attached form that is required
by State Health. When approved please contact me at 303-463-2600 and we will pick up the document.

To assure your department that the State is not attempting to circumvent safe construction practices but
instead is implemeoting an intema1level of inspection for this property that is quite rigorous and is
considerably greatet than is normally expected for residential properties as outlined herein. F"1I1lt, common
plans were designed by an Architect licensed to practice in the State of'Colorado for all ten of these
remodels being constructed within severn1loca1 jurisdictions throughout the northwest Metro Denver area
Serond, these plans were reviewed and approved for compliance with Uniform Bullding Code and Life
Safety Code by an independent plan review firm contracted to the State, AE West, Ltd. Third, daily on-

To provide an historicaI perspective for which your department may be unaware, the property was not
originally State property and was only recently deeded to the State by a Quit Claim deed effective October
20, 1992, copy attached. For this reason, the Fire Sprinkler project instaIJed in this building prior to 1992
properly requested local Fire Marshall approval and building permiu. SiDce a portion of the CUII'ent project
extends an existing sprlnlder system into the previous garage, the project manager elected to return to the
locaJ Fire Marshall for approwls rather than opeoing a new, but minor, iIsue with the Division ofFJre Safety
II required by statnte. No building permits were involved.
Based on the above information, the Department of Human Services, Wheat Ridge Regiolllll Center,
requests thai your office reconsider jurisdictional claims on this property and allow the contractor to proceed
