HomeMy WebLinkAbout11/05/1990 CITY COUNCIL STUDY SESSION AND SPECIAL MEETING CITY GF WHEAT RIDGE, COLORADO November 5, 1990 The City Council Stud; dession Meeting was called to order by the Nay~r at 7 30 p m Cnuncilmembers present Elise Brougham, Kent Davis, Don Eafanti, Phil Edwards, Tony Flasc~, Larry Merkl, Ron Selstad, and Bill 3hanlcf Also present City Clerk, Wanda Sans, City Administratnr, Mike Smith, City Att~rney, John Hayes, Public Works Lirect~r, 8nb Goebel, Director of Planning & Develn~ment, Glen Gidley, Director of Parks & Recreation, Gary Wardle, Chief of Police, Jack Hurst, staff, and interested citizens Item 1 Review of wnrding nf Council Bill 73 - An Ordinance repealing and reenacting Sections 16-127 and 16-177 of the Code of Laws of the City nf Wheat Ridge, involving ~ffenses 'elated tn the possession and consumption of alcnhnlic beverages by minors and adults in public places within the City City Prnsecutnr Paul Godec was present to explain the wnrding which is prnp~scd in Council Bill 73 The main concern is the open container portion of the Bill, plus the definition of private property Consensus was 8-0 tn put C R S definition of private property into this Ordinance, and that the c~13umption of alcnhnlic beverages in parks and recreation facilities will b~ ~~ntrollea under parks and recreation rules and regulatinns It was also agreed tn strike any reference to "any open or unsealed ~~ntainer" Item 2 Discussion ~f Project Force Accounts and Contingency Funds bob Goebel and John Oss were present to answer questions about the Force Accounts and Contingency Funds Consensus was 8-0 to allow a bonus specifically for finishing early, to abolish the force accounts and to limit contingency funds tn 15% without a special presentatinn before Council Item 3 Discussion ~f Enplnyee Medical Insurance Mr Smith gave overview of what has transpired durinG the past year Dean Coddington was present for overview of the lncal health care situation Paul White of DIS, Inc presented his cnmpany's plan Consensus was 7-1 to go with self-funding Consensus was 5-3 fnr $250 00 deductible STUDY SESSION & SPECIAL MEETING MINUTES NOVEMBER 5, 1990 Page -2- Consensus was 5-3 to bring this item for final decision on November 26, 1990 4. Discussion of Greenbelt security.
