Before a certificate of occupancy can be issued for a new single- or two-family structure, the following items should be complied with: 1. If a driveway is proposed, the first 25 feet of drive surface area must be paved. The driveway may be surfaced with asphalt, concrete, brick pavers or similar materials. The driveway must abut the existing edge of asphalt on the street, which may require paving within the right-of- way. If paving occurs within the right-of-way, a right-of-way permit is required from the Public Works Department. 2. One street tree must be installed for every 70 feet of street frontage. If the structure is a comer lot with frontage on two streets, each frontage is subject to this provision. These street trees must be at least 2 inch caliper specimens. 3. One hundred percent of the front yard must be landscaped, excluding driveways and sidewalks. The front yard is defined as the first 30 feet from the front property line adjacent to the street. 4. At least 25 percent of the entire lot must be landscaped. The front yard landscaping may be counted when calculating this figure. 5. No more than 50 percent of the landscaped area may be comprised of turf. Low water turf (such as buffalo grass, blue grama grass and tall fescue) is encouraged. 6. No more than 35 percent of the landscaped area may be non-living material, such as rock or bark. Living materials planted within rock or bark beds may be excluded from the non-living calculations. 7. If the landscaping cannot be completed due to inclement weather, an escrow must be submitted. The escrow shall be in the form of 125 percent of the value of the required landscaped area. 8. It is possible that the Public Works Department may required either construction of curb, gutter and/or sidewalk or that an escrow be submitted for the full amount of these public improvements. It would be beneficial to contact the Public Works Department to discuss the potential for public improvements. 9. The following definition of "Site Development" was taken from Section 26-123 of the City of Wheat Ridge Municipal Code of Laws: Sec. 26-123. Definitions. Site development. All construction and improvements on any parcel, lot or tract of property within the city and on any structure (other than normal maintenance or repair allowed for nonconforming uses), including but not limited to substantial clearing, grading, filling or excavation, streets and roads, drainage, utilities, parking lots and structures, landscaping, building, building additions or alterations, parking lot lights, street lights, signs and erection or moving of structures. The following excerpt pertaining to Public Improvement Requirements was taken from the Building Permits Section 5-45 of the City of Wheat Ridge Municipal Code of Laws: Sec. 5-45. Public improvements required. (a) Applications for building permits shall be reviewed by the department of public works to determine whether the proposed construction will require the installation or construction of public improvements including, but not limited to, street paving, curbs, gutters, sidewalks, drainage facilities, or other public improvements as may be required by ordinance or the subdivision regulations. (b) If it is determined by the department of public works that any such public improvements are necessitated by the proposed construction based upon the specific adverse effects created by the proposed construction, including, but not limited to, drainage, traffic, street continuity, curb, gutter and sidewalk, relocation or undergrounding of utilities, street lighting, roadway construction), the department of public works shall so inform the building official, and in such event a condition shall be inserted in the building permit which shall require the construction of such public improvement or public improvements by the property owner and the dedication thereof to the city. All such improvements are to be constructed in full compliance with the city's engineering division regulations, design standards and construction specifications. The cost of any such improvements shall be borne by the property owner, and the construction thereof shall be at the sole cost, risk and expense of the property owner, subject to the provisions of any applicable city ordinance, regulations or policies. Subject to the requirements of paragraph (c) below, failure to construct any such required public improvements shall entitle the city to withhold any certificate of occupancy. (c) If it is determined by the department of public works, after consideration of the factors set forth below that such public improvements may be placed at a later date. An escrow amount equaling one hundred (100) percent of the estimated cost of the required public improvements shall be deposited with the city. The cost estimate will be prepared by the engineering division, based upon current construction costs prior to issuance of a building permit. (I) The installation of curbs, gutters and sidewalks and related roadway improvements may not be required where less than half of the properties on the street extending five hundred (500) feet from the lot lines of the property in question, on both sides of the fronting street, have in existence curbs, gutters and sidewalks. (2) No curbs, gutters and sidewalks shall be required for a remodeling of an existing building. (3) Installation of curbs, gutters and sidewalks would be impractical or economically unfeasible or not in the best interest of the city at the time of issuance of the certificate of occupancy. (d) In no event shall installation of curbs, gutters or sidewalks be required if the cost of installation of such curbs, gutters, sidewalks and other improvements exceeds ten (10) percent of the cost of the building permit value. In this case, an escrow in the amount of ten (10) percent of the value of the building permit shall be deposited with the city by the property owner prior to issuance of a building permit for the improvements. In addition, the installation of curbs, gutters and sidewalks shall neither be required nor allowed upon any street designated as an exempt local street in the city's comprehensive plan nor shall the department require an escrow for public improvements. (e) In any such event, a development agreement shall be signed by the owner of the property, pursuant to the subdivision regulations of the city, which development agreement shall remain in full force and effect for ten (10) years from the date of execution by the property owner, unless sooner released of record by the city. (0 Any owner, contractor or developer who is aggrieved by a decision of the department of public works requiring installation of such public improvements or escrowing of funds in lieu of construction shall have the right to appeal the department's determination to the board of adjustment pursuant to section 2-61 of the city's Code of Laws. Before a certificate of occupancy can be issued for a new single- or two-family structure, the following items should be complied with: 1. If a driveway is proposed, the first 25 feet of drive surface area must be paved. The driveway may be surfaced with asphalt, concrete, brick pavers or similar materials. The driveway must abut the existing edge of asphalt on the street, which may require paving within the right-of- way. If paving occurs within the right-of-way, a right-of-way permit is required from the Public Works Department. 2. One street tree must be installed for every 70 feet of street frontage. If the structure is a comer lot with frontage on two streets, each frontage is subject to this provision. These street trees must be at least 2 inch caliper specimens. 3. One hundred percent of the front yard must be landscaped, excluding driveways and sidewalks. The front yard is defined as the first 30 feet from the front property line adjacent to the street. 4. At least 25 percent of the entire lot must be landscaped. The front yard landscaping may be counted when calculating this figure. 5. No more than 50 percent of the landscaped area may be comprised of turf. Low water turf (such as buffalo grass, blue grama grass and tall fescue) is encouraged. 6. No more than 35 percent of the landscaped area may be non-living material, such as rock or bark. Living materials planted within rock or bark beds may be excluded from -the non-living calculations. 7. If the landscaping cannot be completed due to inclement weather, an escrow must be submitted. The escrow shall be in the form of 125 percent of the value of the required landscaped area. 8. It is possible that the Public Works Department may required either construction of curb, gutter and/or sidewalk or that an escrow be submitted for the full amount of these public improvements. It would be beneficial to contact the Public Works Department to discuss the potential for public improvements. 9. The following definition of "Site Development" was taken from Section 26-123 of the City of Wheat Ridge Municipal Code of Laws: Sec. 26-123. Definitions. Site development. All construction and improvements on any parcel, lot or tract of property within the city and on any structure (other than normal maintenance or repair allowed for nonconforming uses), including but not limited to substantial clearing, grading, filling or excavation, streets and roads, drainage, utilities, parking lots and structures, landscaping, building, building additions or alterations, parking lot lights, street lights, signs and erection or moving of structures. The following excerpt pertaining to Public Improvement Requirements was taken from the Building Permits Section 5-45 of the City of Wheat Ridge Municipal Code of Laws: Sec. 5-45. Public improvements required. (a) Applications for building permits shall be reviewed by the department of public works to determine whether the proposed construction will require the installation or construction of public improvements including, but not limited to, street paving, curbs, gutters, sidewalks, drainage facilities, or other public improvements as may be required by ordinance or the subdivision regulations. (b) Ifit is determined by the department of public works that any such public improvements are necessitated by the proposed construction based upon the specific adverse effects created by the proposed construction, including, but not limited to, drainage, traffic, street continuity, curb, gutter and sidewalk, relocation or undergrounding of utilities, street lighting, roadway construction), the department of public works shall so inform the building official, and in such event a condition shall be inserted in the building permit which shall require the construction of such public improvement or public improvements by the property owner and the dedication thereof to the city. All such improvements are to be constructed in full compliance with the city's engineering division regulations, design standards and construction specifications. The cost of any such improvements shall be borne by the property owner, and the construction thereof shall be at the sole cost, risk and expense of the property owner, subject to the provisions of any applicable city ordinance, regulations or policies. Subject to the requirements of paragraph (c) below, failure to construct any such required public improvements shall entitle the city to withhold any certificate of occupancy. (c) If it is determined by the department of public works, after consideration of the factors set forth below that such public improvements may be placed at a later date. An escrow amount equaling one hundred (100) percent of the estimated cost of the required public improvements shall be deposited with the city. The cost estimate will be prepared by the engineering division, based upon current construction costs prior to issuance of a building permit. (I) The installation of curbs, gutters and sidewalks and related roadway improvements may not be required where less than half of the properties on the street extending five hundred (500) feet from the lot lines of the property in question, on both sides of the fronting street, have in existence curbs, gutters and sidewalks. (2) No curbs, gutters and sidewalks shall be required for a remodeling of an existing building. (3) Installation of curbs, gutters and sidewalks would be impractical or economically unfeasible or not in the best interest of the city at the time of issuance of the certificate of occupancy. (d) In no event shall installation of curbs, gutters or sidewalks be required if the cost of installation of such curbs, gutters, sidewalks and other improvements exceeds ten (10) percent of the cost of the building permit value. In this case, an escrow in the amount of ten (10) percent of the value of the building permit shall be deposited with the city by the property owner prior to issuance of a building permit for the improvements. In addition, the installation of curbs, gutters and sidewalks shall neither be required nor allowed upon any street designated as an exempt local street in the city's comprehensive plan nor shall the department require an escrow for public improvements. (e) In any such event, a development agreement shall be signed by the owner of the property, pursuant to the subdivision regulations of the city, which development agreement shall remain in full force and effect for ten (10) years from the date of execution by the property owner, unless sooner released of record by the city. (f) Any owner, contractor or developer who is aggrieved by a decision of the department of public works requiring installation of such public improvements or escrowing of funds in lieu of construction shall have the right to appeal the department's determination to the board of adjustment pursuant to section 2-61 of the city's Code of Laws. ARAPAHOE ROAD, SUITE 113 CENTENNIAL, CO 80122 SUBSURFACE INVESTIGATION OF 4000 CHASE STREET WHEA TRIDGE, COLORADO REPORT No. 011352 MARCH 4,2005 GENERAL This report presents the results of data obtained during the subsoil investigation of 4000 Chase Street, Wheatridge, Colorado. This investigation was made to determine the type of foundation required, allowable bearing capacity, ground water conditions and any problems that may be encountered during and after construction. SITE CONDITIONS The site is currently occupied by existing house. It is our understanding that the existing house will be removed and replaced with a new single family home. FOUNDATION RECOMMENDATIONS A satisfactory type of foundation system will be drilled piers and grade beams. The piers are to be 10 inches in diameter, at least 18 feet in length and drilled a minimum of 8 feet into firm bedrock. The maximum end bearing pressure is 15,000 pounds per square foot, the side shear resistance is 1,500 pounds per square foot, for the portion of the pier in dense sand. A minimum dead load of 15,000 pounds per square foot is required based on pier end area or as high as possible. The recommended diameter must be maintained at the top of each pier hole (no mushrooming). The drilled pier holes shall be cleaned of all loose material and filled immediately with low slump concrete to prevent slough of loose soil or infiltration of water. The concrete piers shall be reinforced the full length with two No.5, grade 60 rebar. A void form of 4 inches shall be placed under the grade beam between the drilled piers. Foundation walls should be well reinforced, a minimum of two No.5, grade 60, top and bottom and No.4, grade 60, at 18" on center each way, inside face of foundation wall. A representative of this office must conduct an inspection during the drilling of the piers. A alternative satisfactory type offoundation system for the depth of two to six feet (2' to 6') will be continuous concrete footings. Footing foundations should bear on the undisturbed natural clays or sands. All loose and disturbed soil shall be removed before pouring the concrete for the footings. These footings should be designed for a maximum soil bearing pressure of 1.000 pounds per square foot. Refer to foundation design for footing size verification. All continuous footings supporting perimeter concrete foundation walls should be at least 16 inches wide. Foundation walls should be well reinforced, a minimum of two No.5, grade 60, top and bottom and No.4, grade 60, at 18" on center each way, inside face of foundation wall. We recommend reinforcement sufficient to span an unsupported distance of at least 10 feet. The exterior footings shall be a minimum of 3 feet below final grade for frost protection. Some settlement may occur with this type of foundation system. If soils are disturbed by demolition operation, soils should be well compacted, a minimum of95% standard proctor density (ASTM 0698). LATERAL LOADS Below grade walls must be designed for lateral loads. We recommend the walls be designed for an equivalent fluid pressure of 45 pound per cubic foot (pct). The recommended design pressure does not include surcharge or hydrostatic loads. To reduce the risk of development of hydrostatic pressures, we recommend installation of a foundation drain as indicated on Figure 4. SUBSURFACE DRAINAGE The installation of a foundation drainage system is required for any habitable space below grade level. See Perimeter Drain Detail, Figure 4, for a suggested method of installing this foundation drainage system. Ground water should not affect or be a deterrent to the construction of this house. FIELD AND LABORA TORY INVESTIGATION One (I) exploratory test hole was drilled on March 3, 2005 at the site shown on the Location Map, Figure I. This test hole was drilled with a 4-inch diameter auger. At specific intervals, the drilling tools were removed from the test holes and soils samples were obtained with a 2-inch diameter spoon sampling tube. The depths at which soil samples were taken and a description of the soil encountered are shown on the Logs of Test Holes, Figure 2, and the Summary of Laboratory Testing, Table 1. All soil samples were carefully inspected in the field during the drilling operation. These samples were classified in the laboratory through visual inspection and testing to determine the pertinent properties. The natural moisture content was obtained from relatively undisturbed drive samples of typical soils. Sieve analysis and swell-consolidation tests were performed on typical soil samples, see Figure 3. SUBSURFACE CONDITIONS The subsurface conditions encountered in the borings consisted of silty sand and clay overlain sandstone bedrock to the depths of the boring, 20 feet. Groundwater was not encDuntered in the borings at the time of drilling. The results of sieve analysis and swell-consolidation tests are presented on Figure 3. DESIGN AND DETAILS FOR SLAB ON GRADE CONSTRUCTION The natural soils appear suitable for the support of exterior and interior concrete slabs. It is very important for the moisture to stay constant during the construction process. When sandy soils have an increase in moisture content, they may consolidate and settle, potentially lowering and cracking the concrete slab. When clayey soils are exposed to an increase in moisture content, they can increase in volume resulting in movement and possible cracking of the concrete slab. Experience with similar soil conditions has shown that the following details help prevent damage to a concrete slab. The slab must be placed directly on undisturbed natural soils, or on re-compacted soil. Do not place a gravel layer beneath the concrete slab. 2. The floating slab must be separated from the foundation or utility lines to allow for independent movement of the slab. A positive control joint must be provided at the junction between the slab and foundation walls. 3. Control joints must be provided in the slab to confine cracks to the joints and not in the visible area of the slab. Control joints must be one-third the thickness of the slab. The maximum slab area shall be 200 square feet. A maximum dimension of 16 feet in any direction is permitted. 4. A minimum void of 3 inches shall be provided at the bottom of all non-bearing partitions. Drywall or paneling shall not be placed within three inches of the top surface of the slab, allowing space for upward movement of the slab. 5. If a hot water heating system is used, the piping should not be placed beneath the concrete floor slab. If a forced air furnace is used, a three-inch flexible connection should be installed between the furnace and the duct. 6. The soils that will support the concrete slabs should be kept moist, but not wet, during construction. 7. If the builder or future owner provides decorative gravel or bark around the house, see Foundation Grading Detail, Figure 5, for an acceptable method of installation. This method will prevent ponding of water near the foundation and provide for proper drainage away from the house. SURFACE DRAINAGE The backfill soil around the building should be kept moist and well compacted to prevent future settling. Controlled puddling of the backfill soils is not allowed. For proper drainage, a slope of 10% (6 inches in first 5 feet) away from the foundation in all directions is required. This slope must be maintained for a minimum distance of 5 feet. The future owners are advised to immediately fill in any settled area near the building to eliminate containment of water. Down spouts must discharge onto four-foot long concrete splash blocks or into metal gutter extensions to direct water away from the house. The future owners should be cautioned regarding the installation of a lawn adjacent to the foundation walls. Lawn irrigation must be more than 5 feet of the foundation from the foundation walls to prevent wetting of the subsurface soils. Lawn or plants within 5 feet of foundation walls should be hand watered and this watering kept to a minImum. LIMITATIONS In any soil investigation it is necessary to assume that the subsurface soil conditions do not vary greatly from the conditions encountered in our field and laboratory testing. Our experience has been that at times soil conditions do change and variations do occur and may become apparent at the time of excavation for the foundation system. If soil conditions are encountered which appear different from the test borings as presented in this report, it is requested that an engineer 3 from this office be called to inspect the open excavation. This inspection service is not a part of this report.
