ACM contains asbestos greater than 1 percent, (> 1 % asbestos) as confirmed by an accredited laboratory. ACM is categorized as Friable or Non -friable asbestos. Friable asbestos can be crumbled, pulverized, or reduced to a powder by hand pressure when dry. Non - friable asbestos is any material that cannot be crumbled, pulverized or reduced to a powder by hand pressure when dry. Our Inspector observed the following suspect ACM during this inspection: Friable: Two Different Types of Plaster. Non -friable: Grout. 3.1 Identified Asbestos Containing Materials Based on the completed PLM results, asbestos was identified at <1% in plaster samples collected. Table 2, enclosed, contains a summary of samples and results. 4.0 CONCLUSION & RECOMMENDATION All friable asbestos containing materials (ACM) must be removed by a General Abatement Contractor (GAC) prior to building demolition. Additionally any non -friable materials that will be rendered friable during demolition must also be removed prior to building demolition. In addition, the plaster in the kitchen is <1% chrysotile, and although The Colorado Department of Public Health and Environment (CDPHE) does not regulate <1% asbestos containing materials, the Occupational Safety and Health Administration (OSHA) does regulate who can work with asbestos containing materials as well as exposure limits. OSHA defines asbestos as any material that contains any percentage of asbestos, and requires minimum training which workers must maintain in order to conduct work on asbestos containing materials. The minimum OSHA training is the Asbestos Hazard Emergency Response Act (AHERA) training which asbestos workers and supervisors must hold to conduct asbestos abatement. The labor force is not required to hold a state certification in asbestos worker or supervisor, but they must hold a current AHERA certificate to conduct this work if the project is for the purpose of renovation or remodel work. If the building is being completely structurally demolished the certificates must be held by the heavy equipment operator. The Construction Company conducting the work is not required to be a General Abatement Contractor (GAC), although most OSHA work is conducted by GAC's in Colorado. The OSHA asbestos standard for the construction industry (29 CFR 1910.1101) regulates workplace exposure to asbestos. This report details the fieldwork completed and analytical results of samples collected. It is our understanding that you are planning renovation activities involving the kitchen at the above referenced address. Per the United States Environmental Protection Agency (EPA) procedures published in Code of Federal Regulations (CFR) Title 40 Part 763, Subpart E — Asbestos -containing Materials in Schools and Colorado Regulation 8 (Regulation 8), suspect Asbestos Containing Building Materials (ACBM) must be properly sampled and analyzed prior to any renovation or demolition activities. The purpose of this sampling was to evaluate for the presence of any ACM in the areas identified. The inspection was conducted in accordance with Regulation 8. These inspection protocols specify requirements for the inspector (Section 763.85), laboratory (Section 763.87), and number of samples collected during an inspection (Section 763.86). 1.0 FIELD ACTIVITIES The inspection was conducted by a Colorado State Certified Asbestos Building Inspector on April 12, 2018. This inspection involved identification and sampling of suspect ACM at the above referenced property. Bulk samples of suspect ACM were collected by the Inspector in general conformance with Asbestos Hazardous Emergency Response Act (AHERA) protocols as outlined in Colorado Department of Public Health and Environment (CDPHE) Regulation 8. Random samples of suspect materials were collected in each homogeneous area (see Table 1 — Homogeneous Materials Table). Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker. 2.0 LABORATORY ANALYSIS Eight (8) samples were submitted under chain of custody procedures to CEI Labs (CEI) for analysis by polarized light microscopy (PLM) with dispersion staining techniques per EPA methodology (40 CFR 763, Subpart F). Visual estimations were used in obtaining the percentage of asbestos in bulk samples. CEI is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP) Lab Code: 101768-0.
