1 This permit was issued in accordance with the. provisions set forth in your application and is subject to the laws of the
state of Colorado and to the Zoning Regulations and Building Codes of Wheat `Ridge, Colorado or any other applicable
ordinances of the city.'
2. This permit shall expire 180 days from the issue date. Requests for an extension must be received :prior to expiration
date. An extension maybe granted. at the discretion of the Building Official.
3. If this permit expires, ;a new permit may be acquired for a fee of one-half the amount normally required, provided no
changes have been or will be made in the original plans and specifications and any suspension or abandonment has not
exceeded one (1) year. If changes have been or if suspension or abandonment. exceeds one (1) year,full fees 'shall

ON 092503 I SPOKE WITH C1 JANICE REEVES ON THE PHONE. REEVES TOLD ME THAT SHE HAD MAD A WEED COMPLAINT AND THAT
RECORDS HAD TOLD HER NO REPORT EXISTED ON THE CASE. REEVES HAD LEFT ME A MESSAGE ADVISING THAT THE ADDRESS OF THE
COMPLAINT WAS 3225 JAY ST. I HAD CHECKED FOR REPORTS UNDER THAT ADDRESS AND HAD NOT FOUND A REPORT. I CHECKED FOR
REPORTS UNDER REEVES NAME AND FOUND TWO REPORTS NEITHER WHICH WERE RELATED TO WEEDS. I CHECKED UNDER 3325 JAY
ST AND FOUND THE REPORT REEVES WAS REFERRING TO CR# 03- 14347. I ASKED REEVES WHEN SHE MADE THE WEED REPORT
BECAUSE THIS REPORT WAS FOR A ZONING VIOLATION. REEVES TOLD ME IT WAS 071303 WHICH COINCIDED WITH THIS REPORT. I READ
THE REPORT TO REEVES AND ADVISED REEVES THAT THE ONLY CODE VIOLATION THAT OFFICER COOK HAD OBSERVED WAS PARKING
ON AN UNAPPROVED SURFACE. I ADVISED REEVES THAT OFFICER COOK FOUND THE PROPERTY IN COMPLIANCE ON 072003. I ASKED
REEVES IF THERE WERE ANY CODE ISSUES CURRENTLY WITH THE PROPERTY AT 3325 JAY ST AND REEVES TOLD ME THAT OFFICER
COOK AND OFFICER HAGERMAN TOLD HER THAT THE WEEDS WERE XERISCAPE PLANTS. I GAVE REEVES THE CASE REPORT NUMBER
SO SHE COULD OBTAIN THE REPORT FROM RECORDS. REEVES TOLD ME THAT SHE WOULD GET A COPY OF THE REPORT.
A FEW HOURS LATER CHIEF HURST ASKED ME TO MEET HIM. I MET WITH CHIEF HURST WHO ADVISED ME THAT REEVES HAD
CONTACTED HIM ABOUT CODE VIOLATIONS AT 3325 JAY ST. I RELAYED THE INFORMATION THAT I HAD DISCUSSED WITH REEVES. THE
CHIEF TOLD ME THAT REEVES MADE THE FOLLOWING COMPLAINT TO HIM AND ASKED THAT I INVESTIGATE THE COMPLAINT:
WEEDS OR PLANTS CAUSING A SIGHT TRIANGLE PROBLEM
A FENCE ISSUE ON THE PROPERTY LINE
PARKING ON AN APPROVED SURFACE, A VEHICLE IS CURRENTLY BEING PARKED ON BRICKS MAKING TWO LINES FOR THE TIRES
TO REST ON. THE CHIEF ASKED THAT I FORWARD THIS ISSUE TO COMMUNITY DEVELOPMENT TO DETERMINE IF THE BRICKS WERE AN
APPROVED SURFACE.
THE CHIEF ALSO TOLD ME THAT REEVES COMPLAINED THAT THE PROPERTY OWNER WAS RENTING OUT THE BASEMENT. THE
CHIEF REQUESTED THAT I ALSO DOCUMENT THIS AND FORWARD IT TO COMMUNITY DEVELOPMENT FOR FOLLOW UP.
I RESPONDED TO THE RESIDENCE AND OBSERVED THE TWO AREAS THAT WERE BEING REPORTED AS A SIGHT TRIANGLE PROBLEM. I
WAS FAMILIAR WITH THIS PROPERTY FROM PREVIOUS COMPLAINTS AND WAS AWARE THAT A CITY HORTICULTURIST HAD BEEN OUT IN
JULY OF 2002 AND DETERMINED THAT THE PLANTS WERE XERISCAPE PLANTS AND ONLY IDENTIFIED TWO PLANTS THAT WERE NOXIOUS
WEEDS. THE PROPERTY OWNER REMOVED THOSE PLANTS AND WAS IN COMPLIANCE. (SEE CASE # 02-11277) I CONTACTED THE CITY
ARBORIST BILL CASSEL TO RESPOND TO THE COMPLAINT AS A SIGHT TRIANGLE ISSUE.
I CONTACTED REEVES AT 3301 JAY ST. REEVES ASKED IF SHE COULD HAVE A WITNESS PRESENT DURING OUR CONVERSATION WHICH I
ADVISED REEVES WAS FINE WITH ME. REEVES CONTACTED W1 ROSE CERRONE A NEIGHBOR WHO LIVES AT 3310 JAY ST. CERRONE
CAME ACROSS THE STREET. I ASKED REEVES TO START AT THE BEGINNING AND TELL ME WHAT HER COMPLAINT WAS ABOUT. REEVES
TOLD ME THAT HER DAUGHTER HAS HAD SEVERAL NEAR MISSES FROM PULLING OUT OF THEIR DRIVEWAY IN THE CAR AND NOT BEING
ABLE TO SEE OVER THE PLANTS AT 3325 JAY ST. REEVES ALSO TOLD ME THAT SHE WAS UPSET BECAUSE THE PROPERTY OWNER AT
3325 JAY ST WAS ALLOWED BY THE CITY TO ERECT A FENCE ALL THE WAY TO THE STREET WITHOUT GETTING A PERMIT AND THAT SHE
WAS TOLD THAT THE COULD ONLY BUILD A FENCE TO A CERTAIN DISTANCE AWAY FROM THE STREET. REEVES TOLD ME THAT SHE HAD
TRIED TO GET A REPORT REGARDING THE FENCE ISSUE FROM THE BUILDING DEPARTMENT BUT THAT A MALE WHO SHE DESCRIBED AS
DARK HAIRED HAD TOLD HER THERE WAS NO REPORT. I ASKED REEVES IF THE MALE HAD A GOATEE AND SHE TOLD ME HE DID. I
ADVISED REEVES I WOULD CHECK WITH DARIN MORGAN WHO SHE DESCRIBED AND SEE IF THERE WAS A REPORT AVAILABLE ON THE
FENCE ISSUE. I ASKED REEVES IF THERE WAS ANY ISSUE WITH THE PARKING SURFACE NEXT DOOR AND REEVES TOLD ME THERE WAS
NOT.
AT THIS TIME BILL CASSEL ARRIVED AND WE DISCUSSED THE SIGHT TRIANGLE ISSUES. CASSEL ADVISED REEVES THAT HER PROPERTY
WAS IN VIOLATION AND THAT ON THE SOUTH SIDE OF HER PROPERTY THAT TECHNICALLY SHE WOULD HAVE TO REMOVE ASPEN TREES
TO COME INTO COMPLIANCE. THIS CAUSED REEVES TO BECOME EXTREMELY UPSET. REEVES REPEATEDLY MADE THE COMMENT THAT
SHE WAS GOING TO CONTACT HER LAWYER AND SUE THE CITY. I ASKED CASSEL TO MEASURE THE PLANTS AT 3325 JAY ST WHILE I
SPOKE WITH REEVES AND TRIED TO CALM HER DOWN AND ASSURE HER THAT I WAS TRYING TO RESPOND TO HER COMPLAINTS.
CASSEL RETURNED AND TOLD US THAT THE PLANTS WERE 45 INCHES AND BY CODE SHOULD BE 42 INCHES AND WERE IN VIOLATION.
ASKED CASSEL IF HE WOULD BE ENFORCING THE VIOLATION AND HE TOLD ME THAT CINDY HAGERMAN WITH COMMUNITY
DEVELOPMENT WAS NOW ENFORCING SIGHT TRIANGLE ISSUES. I ASKED CASSEL TO FORWARD ME A COPY OF HIS REPORT AS SOON AS
POSSIBLE. CASSEL TOLD ME HE WOULD HAVE A COPY TO ME BY TOMORROW 092603.
REEVES WAS STILL UPSET AND TOLD ME THAT SHE HAD RECEIVED A WARNING NOTICE FOR BLOWING GRASS OUT IN THE STREET.
REEVES REQUESTED THAT OUR DEPARTMENT WRITE HER A TICKET THE NEXT TIME SHE BLEW GRASS IN THE STREET SO SHE COULD

A SUMMONS. I TOLD REEVES THAT I WOULD COMPILE ALL THE REPORTS FOR HER AND THAT THEY WOULD BE AVAILABLE SOMETIME ON
092903. I ADVISED REEVES THAT THERE WERE APPROXIMATELY FOUR REPORTS THAT I KNEW OF REGARDING CODE COMPLAINTS AND
THESE REPORTS COVERED THREE YEARS.( CR#'S 03-14347, 02-14357, 03-11277 AND 01-24295).
I RETURNED TO THE MUNICIPAL BUILDING AND CONTACTED DARIN MORGAN THE CHIEF BUILDING INSPECTOR. I ASKED DARIN IF HE
KNEW OF ANY REPORTS RELATING TO A FENCE ISSUE AT 3325 JAY ST. MORGAN TOLD ME THAT REEVES HAD CONTACTED HIM ON
092403 AND THAT HE WAS PREPARING A MEMO FOR ALAN WHITE THE DIRECTOR OF COMMUNITY DEVELOPMENT. I ASKED MORGAN IF HE
WOULD PROVIDE A COPY OF HIS MEMO AND REPORT TO ME. I ADVISED MORGAN THAT A SIGHT TRIANGLE COMPLAINT WAS BEING MADE
AND THAT BILL CASSEL WOULD BE PROVIDING ME A COPY OF THE REPORT. MORGAN TOLD ME THAT THERE IS NO VIOLATION IF THE
SIGHT TRIANGLE PROBLEM IS ON A LOCAL STREET. MORGAN PROVIDE ME WITH A FENCE HEIGHT STANDARDS HANDOUT AND ADVISED
ME THAT CASSEL WAS INCORRECT THAT A VIOLATION EXISTED FOR THE DRIVEWAY AREAS OF THE PROPERTIES. A COPY OF THIS
REPORT WILL BE FORWARDED TO COMMUNITY DEVELOPMENT REGARDING THE MATERIALS USED FOR THE PARKING SURFACE ISSUE
AND THE RENTAL OF THE BASEMENT.

1 spoke with a lady regarding a fence 1 landscape feature located a the SE comer of 3325 Jay
Street. Informed her that a right-of-way and building permit were issued on July 25,2003.
She asked if she could build a 6 foot fence all the way to the edge ofthe street, I informed her she
would be required to submit a site plan showing the location, size and type of fence to be
installed. I also indicated a right-of-way permit would be would be required to be submitted for
approval by the Public Works Department. Karen Scott informed her of the separate insurance
requirements needing to be met when and ifthe ROW permit was approved.
She asked what would happen if she put the fence up without a permit and was told we would
issue a stop work order and possibly impose our triple fee penalty ifwarranted by myself. I
indicated to her the triple fee penalty usually is applied to contractors who know they need a
permit and do not, and for homeowners who have been told they need a permit and disregard the
information,
She also asked about a warning notice she received from APCO regarding blowing lawn debris
into the street ROW. I showed her the code section and confirmed this was a violation. She
asked if she continued would she receive a summons, I informed her it was possible and she
would need to talk with APCO.
She also asked how APCO handles lawn companies who do the same thing (blow debris into the
street) and is APCO issues warnings to those people, I informed her these are typically handled on
a complaint basis and she indicated she would log a complaint.

(1) This permit was issued in accordance with the provisions set forth in yopur application and is subject to the laws of the State of Colorado and to the Zoning
Regulations and Building Code of Wheat Ridge, Colorado or any other applicable ordinances of the City.
(2) This permit shall expire if (A) the work authorized is nol commenced within sixty (60) days from issue date or (B) the building authorized is suspended or
abandoned fOf a period of 120 days.
(3) If this permit expires, a new permit may be acquired for a fee of one-half the amount normally required, provided no changes have been or will be made in the
original plans and specifications and any suspension or abandonment has not exceeded one (1) year. If changes are made or if suspension or abandonment
exceeds one (1) year, full fees shall be paid for a new permit.
(4) No work of any manner shall be done that will change the natural flow of water causing a drainage problem.
(5) Contractor shall notify the Building Inspector twenty-four (24) hours in advance for all inspections and shall receive written approval on inspection card before
proceediing with successive phases of the job.
(6) The is ance of a permit or the approval of drawings and specifications shall not be construed to be a permit for, nor an approval of, any violation of the
