As part of the foundation inspection and PRIOR to the placement of concrete and before
proceeding with any further construction, a completed, signed and sealed, Foundation
Setback and Elevation Certification shall be submitted to the City for review. The
certification form shall be fully completed by a Professional Land Surveyor licensed in the
state of Colorado, stating that the foundation was constructed in compliance with all
applicable minimum setback and elevation requirements of the City.

This email is in regard to your application for a building permit on property located at 3990 Carr Street. After reviewing
the plans, I have found that they differ from the variance that was approved in September (Case No. WA -17-10). The
Staff Report (attached) noted the variance was for an additional bedroom and bathroom, and that the location of the
addition was to allow for easy access into the existing family room. The building permit plans that were submitted
include a bathroom and bedroom as well as a kitchen, and does not have any interior/direct access to the main house.
The plans, as submitted constitute a 2nd dwelling unit, which is not permitted.

To Whom It May Concern:
We have reviewed the documents and photographs provided by Solar Power Pros relating to the installation of the solar array
at the above -referenced site. Based upon our review, it is our conclusion that the installation of the solar array on this existing
roof will not adversely affect this structure. It is our understanding that the structural components of the existing roof framing
are in good condition and free of damage. The design of the solar panel racking (mounts, rails, etc.) is by the manufacturer
or contractor. Please note a representative of Vector Structural Engineering has not physically observed the roof framing.

The solar array will be flush -mounted (no more than 6" above the roof surface) and parallel to the roof surface. Thus, we
conclude that any additional wind loading on the structure related to the addition of the proposed solar array is negligible.
The attached calculations verify the capacity of the connections of the solar array to the existing roof against wind (uplift),
the governing load case.
Limitations
Installation of the solar panels must be performed in accordance with manufacturer recommendations. All work performed
must be in accordance with accepted industry -wide methods and applicable safety standards. The contractor shall notify
Vector Structural Engineering, LLC should any damage, deterioration or discrepancies between the as -built condition of the
structure and the condition described in this letter be found. Particular attention must be paid to the maximum allowable
spacing of connections and the location of solar panels relative to roof edges. Connections to existing roof framing must be
staggered so as not to overload any existing structural member, except at array ends. The use of solar panel support span
tables provided by others is allowed only where the building type, site conditions, site-specific design parameters, and solar
panel configuration match the description of the span tables. Electrical engineering is the responsibility of others.
Waterproofing around the roof penetrations is the responsibility of others. Vector Structural Engineering assumes no
responsibility for improper installation of the solar array. Vector Structural Engineering assumes no responsibility for the
effects of snow falling from roofs onto other roofs, property or persons due to the installation of the solar array.

General
1. Return all sets and documents plus 2 revised sets and documents. Provide a response letter,
cloud all revisions and note the page number the revision can be located. Complete
2. Code references are incomplete. Note all of the following adopted codes on the cover sheet of
the plans: 2012 IBC, 2012 IRC, 2012 IFC, 2012 IPC and 2014 NEC. Complete, Pg 1, General Notes #1.
3. Provide documentation (Certificate of Compliance) from an approved testing agency, that the
photovoltaic System has been tested, listed and identified with a Class "A" fire classification in
accordance with UL 1703. (The photovoltaic system consists of the racking system and the
module as an assembly). Refer to International Solar Energy Industry Agency (CALSEIA) web
based data base at http://caIseia.org/u1-1703-compliance-database#roof. Complete. A letter is
provided for the Unirac Solarmount stating on page 1 that Unirac Solarmount has a Class A rating when
installed with Type 1 fire rated moduels. A second document is provided showing that the SolarWorld
Sunmodule Plus modules are Type 1 fire rated.
4. Print the following jurisdictional notes on the cover sheet: Complete, included on Page 1, Additional
Notes.
a. "The roof access point requiring a ladder shall not be located over a window, door or located where it conflicts with
overhead obstructions such as tree limbs, wires or signs." IFC 605.11.3.1
b. "An OSHA approved ladder shall be provided and secured to the structure at the approved roof access point per
note above with a OSHA approved device during all inspections"
c. "Applications for a photovoltaic system proposing a partial or complete re -roof of the existing roof shall first obtain
a separate building permit for such work from the Building Division by a licensed contractor and shall pass a final
inspection prior to installation of the photovoltaic mounting and/or rail system."

Architectural & Structural
5. Provide area calcs on the roof plan to verify panel array does not exceed more than 50% of the
roof area. Projects exceeding more than 50% of the roof area shall submit structural calculations wet
signed and stamped by a Colorado registered design professional. Complete, calculations included on
page S2 of design and show a 16% solar array to roof area ratio. Also, a Colorado registered stamped
letter was also provided with initial submittal.
6. Specify location of roof access point on the roof plan. "Roof access points requiring a ladder
shall be located in areas that do not require the placement of ground ladders over openings
such as windows or doors and located at strong points of building construction in locations
where the access point does not conflict with overhead obstructions such as tree limbs, wires or
signs."(IFC 605.11.3.1) Complete. Page S1 has been updated to show roof access points.
7. Provide an attachment detail for the photovoltaic system standoffs specifying bolt diameter,
length, material and embedment into each rafter with the maximum spacing. Complete. The Ecofasten
GF1 datasheet is included showing standoff detail. The bolt diameter (5/16"), length (3.5") material
(aluminum) and minimum rafter embedment (2") are listed on page S3 of the design. Maximum spacing
(48") was already listed in #5 of the Racking Layout Notes, page S3 of the design.
8. Show the setbacks on the roof plan. Except for detached non -habitable Group U structures such
as garages and accessory structures to one and two-family dwellings and townhomes such as
parking shade structures carports, solar trellises or similar structures, Roof access pathways shall
be provided as follows: Complete, required access pathway and setbacks included on page S2.
a. Hip Roofs - Except for roofs with a slope of 2:12 or less, panels/modules installed on residential buildings with hips
shall be located in a manner that provides three-footwide access pathways from the eave to the ridge on each roof
slope where panels and modules are located. IFC 605.11.3.2.1
b. Single Ridge Roofs - Except for roofs with a slope of 2:12 or less, panels/modules installed on residential buildings
with a single ridge shall -be located in a manner that provides (2) three -foot -wide access pathways from the eave to
the ridge on each roof slope where panels and modules are located. IFC 605.11.3.2.2
c. Hip and Valley Roofs - Except for roofs with a slope of 2:12 or less, panels and modules installed on residential
buildings with roof hips and valleys shall be located no closer than 18 inches to a hip or valley where panels/modules
are to be placed on both sides of a hip or valley. Where panels are to be placed on only one side of the hip or valley
that is of equal length, the panels shall be permitted to be placed directly adjacent to the hip or valley. IFC
605.11.3.2.3
d. Smoke Ventilation Operations - Except where an alternative ventilation method approved by the enforcing agency
has been provided or where the enforcing agency has determined that vertical ventilation techniques will not be
employed, panels and modules installed on residential buildings shall be located not less than 3 feet from the
ridge to allow for smoke and ventilation operations. IFC 605.11.3.2.4
Electrical
9. The scope of this photovoltaic system application includes a supply side tap (SST) via a utility
company's meter adapter. Provide utility company REC meter adapter details and specifications.
Complete. The solar interconnection will be completed in the customer's main service panel with a 60A
OCPD, not using a supply side tap on the utility service feeders. This is shown on the one line diagram,
page E1 of the design.
10. Specify if the main service panel (MSP) is end fed or center fed. Complete. The main service panel is
end fed. A note has been included on the one line diagram, page E1 of the design.
11. Specify or key the MSP main OCPD on the single line. Complete. This has been included on the one
line diagram, page E1 of the design.
Markings, Labels and Wiring Signs
12. Specify the format of all markings, labels and wiring signs including letter and background

Effective December 11 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) requires an approved inspection
prior to installation of ANY roof coverings and is require on the entire roof when spaced
or board sheathing with ANY gap exceeding one half inch exists. Asphalt shingles are
required to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and
water shield is required. Eave and rake metal is required. A ladder extending 3 feet above
the roof eave and secured in place is required to be provided for all roof inspections.
Roof ventilation is required to comply with applicable codes and/or manufacturer
installation instructions, whichever is more stringent. In order to pass a final inspection
of elastomeric or similar type roof coverings, a letter of inspection and approval from the
manufacturer technical representative stating that "the application of the roof at (project
address) has been applied in accordance with the installation instruction for (roof
material brand name) roof covering" is required to be on site at the time of final
inspection.

This application is exclusively for new permits for residential roofs and for licensed
contractors only. This type of permit is ONLY being processed online --do not come
to City Hall to submit an application in person. Permits are processed and issued in
the order they are received and due to the volume of requests, time to process
varies and is subject to change. YOU WILL BE CONTACTED WHEN YOUR
PERMIT IS READY FOR PICK-UP AND WILL BE GIVEN A SPECIFIC DATE

If this permit expires. a new permit may be acquired for a fee of one-half the amount normally required, provided no changes have been or will be made in the
original plans and specifications and any suspension or abandonment has not exceeded one (1) year. It changes are made or jf suspension or abandonment
exceeds one (1) year, tull fees shall be paid for a new permit.
