The structural properties of the Patio Cover Enclosure Systems have been evaluated for compliance with the following codes and regulations: • 2015, 2012, 2009, and 2006 International Building Code' (IBC) • 2015, 2012, 2009, and 2006 International Residential Cod' (IRC) • 2016 and 2013 California Building Code' (CBC) -- Supplement following this report • 2016 and 2013 California Residential Code® (CRC) -- Supplement following this report The Patio Cover Enclosure Systems comply with Appendix I of the IBC and Appendix H of the IRC. 2.0 LIMITATIONS Use of the Four Seasons Solar Products Series 230 Sun & Stars and Series 230 Sun & Shade Patio Cover Enclosure Systems recognized in this report and detailed in the attached plans and specifications (general drawings dated January 1, 2011, and specific room drawings dated January 10, 2011, all revised December 31, 2015), is subject to the following limitations: 2.1 The enclosure systems shall not be used as a carport, garage, storage room, or habitable room. 2.2 The enclosure systems shall be installed attached to residential structures having mean roof heights not exceeding 30 feet (9.1 m), and shall remain open or have enclosure walls as permitted by IBC Appendix I or IRC Appendix H. Enclosure walls shall comply with the configurations permitted in IBC Section I103.1 or IRC Section AH103.1. 2.3 The patio enclosures shall have a minimum roof slope of at least 1/4 inch per foot. 110 Valid Through: 09/30/2018 2.4 Exterior openings required for light and ventilation of the dwelling unit shall be permitted to open into a patio enclosure conforming to AH 102. The patio shall be unenclosed if such openings are required for use as emergency egress or rescue openings from sleeping rooms. Where such exterior openings serve as required exits from the dwelling unit, the patio structure shall be unenclosed or shall be provided with exits conforming to the provisions of IBC Chapter 10 or IRC Section AH 103.2. 2.5 The maximum ultimate design wind speed (V„ tt) shall be 140 mph, Exposure C under the 2015 and 2012 IBC, and 2015 IRC; and 110 mph, Exposure C under the 2006 and 2009 IBC and 2006, 2009, and 2012 IRC. Wind loads shall be adjusted to account for the additional wind effects associated with escarpments, as applicable. 2.6 The enclosures systems shall be limited to use in locations associated with IBC Seismic Design Categories A, B, C, or D or lesser, and the Response Modification Coefficient, R, shall be 1.0. 2.7 The maximum ground snow load shall be 50 psf (2.4 kN/m2). Calculations prepared by a registered design professional shall be submitted to the building official demonstrating that the design snow loads do not exceed the allowable roof snow loads specified on the plans. The calculations shall address the snow load provisions of IBC Section 1608, including, but not limited to, rain -on -snow surcharge load, unbalanced snow and snow drift. 2.8 Adjacent structures to which the patio cover enclosures are attached shall have adequate strength to withstand the additional loads imposed by these enclosures. 2.9 Construction documents shall be submitted to the code official for approval. Approved sealants or caulking are required at any penetrations made in the weather resistant exterior wall envelope as required by IBC Section 1403.2. 4.0 PRODUCT DESCRIPTION 4.1 Product information: The Series 230 Sun & Stars and Series 230 Sun & Shade Patio Enclosure Systems comply with the IBC and IRC. The patio covers have either laminated sandwich panel roofs or glass roof panes as described in the set of plans accompanying this report. The patio enclosure walls are laminated sandwich panels or glass panes as described in the set of plans accompanying this report. The enclosures are designed to resist wind and seismic loads under the limits of this report and attached plans. The enclosures are attached to and rely on adjacent structures to resist the lateral loads imposed by the patio enclosures. Attached patio covers shall be open on three sides. The Series 230 Sun & Shade Enclosures are available in Straight Eave and Cathedral models, and consist of an aluminum and steel framing system with sandwich panels or glazed wall panels and a laminated sandwich panel roof. The Series 230 Sun & Stars Enclosures are available in Straight Eave, Curved Eave, Cathedral and Victorian Conservatories models, and consist of an aluminum and steel framing system with sandwich panel or glazed wall panels supporting insulated glass roof units. 4.2 Material Information 4.2.1 Glazing: The glass panes supplied with each patio cover enclosure system are manufactured by Cardinal Glass Industries. All glass is tempered and complies with Chapter 24 of the IBC and Section R308 of the IRC. 4.2.2 Roof Panels: The laminated sandwich roof panels shall be approved and listed in an evaluation report by a nationally recognized certification program or other approved source as defined in IBC Section 104.11.1 and accepted by IAPMO Uniform Evaluation Service. The roof panels shall be capable of resisting the design loads specified in the drawings. 4.2.3 Wall Panels: The laminated sandwich panels shall be constructed of minimum 0.024 -inch (0.61 mm) aluminum facing and 1.0 pcf (16.0 kg/m3) expanded polystyrene foam plastic insulation and shall conform to the minimum specification specified in the drawings. The wall panels shall be approved and listed in an evaluation report by a nationally recognized certification program or other approved source as defined in IBC Section 104.11.1 and accepted by IAPMO Uniform Evaluation Service. The wall panels shall be capable of resisting the design loads specified in the drawings. 4.2.4 Aluminum, Steel, and Fasteners: The aluminum, steel, fasteners, and sealant minimum specifications shall be as specified in the drawings. 5.0 IDENTIFICATION A label shall be affixed on the product or packaging. The label shall include the company name or trademark, model number, the IAPMO Uniform ES Mark of Conformity, the name of the inspection agency (when applicable), and the Evaluation Report Number (ER -110) to identify the products recognized in this report. A die -stamp label may also substitute for the label. Case No. W A-02-03: An application submitted by Gordy and Kathi Jack for approval of a 10.5 foot side yard setback variance from the required 15 foot side yard setback resulting in a 4.5 foot side yard setback for the purpose of allowing a storage shed on property zoned Residential-One (R-I) and located at 3360 Independence Court. This case was presented by Travis Crane, He reviewed the staff report and gave a Power Point presentation depicting photographs and layouts ofthe subject area. All pertinent documents were entered into the record and he advised the Board there was jurisdiction to hear the case. Criteria used in the evaluation of a variance request were reviewed. Board of Adjuslment OS/23/02 Page 1 Staff determined that the variance criteria did not support approval of the variance request and therefore recommended denial. In response to a question from Vice Chair ABBOTT, Travis Crane stated that no letters of opposition to the request had been submitted to staff. Further, there was no one signed up to speak in opposition to the request. Kathi and Gordy Jack 3360 Independence Court Kathi and Gordy Jack, the applicants, were sworn in by Vice Chair ABBOTT. Kathi Jack testified that they experienced some confusion about the setbacks. Last October, when they checked with the Planning Department about setback requirements, they were told there was a 5-foot rear yard and IS-foot side yard setback requirement. They interpreted that the location for their proposed shed was in the rear yard. They were told it was not necessary to obtain a building permit at that time. Therefore, they built a retaining wall to make a level spot for the shed. In February, they checked with the city again to see if it was necessary to obtain a building permit before they poured the foundation for the shed and were told it would not be necessary because of the amount of concrete involved. They poured the concrete and ordered the shed kit. When the kit was received and measured, they realized they would be 5-6 inches into the setback and brought this to the attention of the Planning Department when they came in for the building permit and were advised to apply for a variance of 6 inches. The following day, they were notified by the city that the shed was actually going to be located in the side yard which would require the variance presently under consideration. She further stated that there are at least three sheds on their street that are visible and less than five feet from the property line so the proposed shed would not change the character of the neighborhood. The proposed location is the lowest point on the property and, due to the location of several mature trees, there isn't another suitable location for the shed. In summary, she stated they believed they made a sincere attempt to comply with city regulations and did not feel the shed would alter the character of the neighborhood. Five neighbors have indicated they are not opposed to construction of the shed (two were verbal and three were signatures turned in with the application). DRAFT In response to a question from Board Member HOVLAND, the applicant stated she turned in a document with their application which contained signatures of three neighbors indicating they were in favor of the variance.. Alan White entered this document into the record. Board Member BLAIR asked about construction materials, The applicant stated it would be wood frame with greenhouse windows on the south and a shingled roof on the north. They plan to paint the shed a pale green, Ms. Jack submitted a catalog showing a picture of the shed they plan to build. The catalog was entered into the record. Alan White stated that the Planning Department is presently working on a handbook of planning terms, etc. for the public, Vice Chair ABBOTT asked ifthere were others present who wished to address this matter. Hearing no response, he closed the public hearing. Board Member HOWARD stated that he believed the applicant had presented a very good project and he would vote in favor of the variance. Board Member BLAIR commented that he believed the shed would be an improvement and would look better than the vacant concrete pad. Vice Chair ABBOTT stated that he supported the application partly because the proposed structure would be an attractive potting shed. He also commented that he believed staff acted in a proper manner. Upon a motion by Board Member HOVLAND and second by Board Member HOWARD, the following resolution was stated: Whereas, the applicant was denied permission by an administrative officer; and Whereas, Board of Adjustment Application Case No. W A-02-03 is an appeal to this Board from the decision of an administrative officer; and Whereas, the property has been posted the fifteen days required by law; and Whereas, there were no protests registered against the application; and Whereas, the relief applied for MAY be granted without detriment to the public welfare and without substantially impairing the intent and purpose of the regulations governing the City of Wheat Ridge. We are planning to build a garden and potting shed that measures 10 ft. by 16 ft. in the back yard of our property. The shed is a purchased kit, which is of wood fram~ construction. The roof is primarily shingled with asphalt shingles, while the baiJance of the roofwill contain greenhouse windows. A picture of the completed shed br~chure is included. A retaining wall was constructed so the shed would be built on a level spot andl to alleviate any drainage issues. Additionally a concrete pad has been poured which the shed will be built upon, There are no plans to put any utilities in the shed at thi$ time. The shed will be constructed in the back yard near the northeast comer of our Ilroperty. The shed will be IS ft 7 inches from the rear (east) property line. The shed wil' sit 4 ft 6 inches from the north property line. . We do realize that the city requires a 5 ft set back from the property line. Whi~ this requirement was explained to the contractor building the retaining wall, upon qompletion we have determined that the setback will be 6 inches short of the requirement. I Unfortunately, due to the slope of our property, the area for the shed was boxe~ in with landscape timbers, making it extremely difficult to move it in an additional 6 !ches. Plus the concrete has been poured within those timbers. We are willing to do hat is necessary to get this permit issued, with the given existing setback. If this will, require a variance from the planning commission or some other additional approval, we lask for your assistance and recommendations in this area. The total cost of the shed kit (including tax and delivery) was $2,062.97. Apptoximately $100 - $150 additional will be spent on shingles, paint and other necessary materials.
