Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) requires an approved inspection
prior to installation of ANY roof coverings and is require on the entire roof when spaced

be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield is
required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured'in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturera€rms installation
instructions, whichever is more stringent. In order to pass a final inspection of
elastomeric or similar type roof coverings, a letter of inspection and approval from the
manufacturer's technical representative stating that "the application of the roof at

This application is exclusively for new permits for residential roofs and for licensed
contractors only. This type of permit is ONLY being processed online --do not come
to City Hall to submit an application in person. Permits are processed and issued in

Subject: Structural Inspection of Existing Single Family Residence, 3445 Garland
St., Wheat Ridge, Colorado
On January 22, 2015,1 performed a structural inspection of the existing single family
residence at the subject address. The residence is reported to have been built in 1961. The
house footprint is approximately 24 -feet cast -west, 60-fect north -south, There is a walk -out
basement facing west. The house was built on the north-west facing slope of a hill. There
was likely some cut and fill performed on the original hill slope during house construction.
There are west facing covered patios on the main level and basement level. The north-west
portion of the main level covered patio has been enclosed to form an extended master
bedroom. The house was originally constructed with a crawlspace below the basement
level floor framed floor. The center portion of the crawlspace has been dug down to
provide a partial basement 4 -feet in from the original crawlspace walls. Basement floor is
framed with 2xI 0 joists spanning north -south and supported on interior steel beams and on
wood ledgers at the foundation walls. The roof is most likely constructed of wood trusses.
I did not inspect the roof trusses. Exterior walls are wood framed with stone veneer at
several locations. There is a two car garage at the, east side of the house. I did not inspect
the garage.
The house appears to be in good overall structural condition. I did not observe signs to
indicate major structural movement. The original poured concrete foundation walls that are
visible in the crawlspace shelf area are in good condition with no significant visible
cracking. Original concrete walls show no other signs of significant movement. There are
signs that water has infiltrated through the east concrete foundation wall. The concrete
does not seem to have been damaged by the moisture. The exterior of the house is mostly
lap siding with some areas of stone veneer. The siding and stone veneer appear to be in
good condition. There is a two-story open concrete block wall at the south-west comer of
the house. There are no signs of significant cracking in this wall.
There are some items of structural concern that I address below:
I , The dig out of the original crawlspace to basement was enclosed with what look to
be 8 -inch concrete block retaining walls topped with a concrete slab on grade. The
walls are approximately 33 -inches high. The concrete slab measured 6 -inches thick
over the top of the masonry walls. The concrete block walls show a significant
amount of bowing and cracking along the horizontal mortar joints towards the
basement space. Several portions of the original masonry wall were replaced with a
pressure treated wood framed wall. The original masonry wall was approximately
150-feet long. Approximately 50-feet of the masonry was replaced with the wood
framed wall. Portions of the masonry wall have split along horizontal masonry
joints and have bowed in as much as 2-inches. I think it is a reasonable assumption
that the length of masonry that was replaced with wood was in even worse
condition than the masonry wall that remains or that the condition of the remaining
masonry wall has deteriorated since the wood wall was installed. Either way, in my
opinion the masonry wall should be repaired or reinforced to prevent further inward
movement. It was reported that drainage issues along both the east and west sides
of the house had allowed considerable infiltration of exterior water below the
original crawlspace foundation walls. The water would likely have added
hydrostatic pressure against the masonry walls. Now that the water issues have
been mitigated (as reported to me) the masonry walls may not be subject to
significant additional horizontal movement. Because of the existing state of the
walls I would still recommend reinforcement or repair of the masonry. It is
interesting to note that there are no significant signs of movement of the wood
framed retaining walls that replaced the portions of the masonry walls. Maybe the
earth behind the wood walls was excavated so as to remove lateral pressure from
the wood walls. The inside face of the masonry retaining walls are 4-fect in from
the inside face of the original crawlspace foundation walls. The masonry walls are
approximately 33-inches high, not counting the 6-inch slab on top. The influence
line of hearing from the bottom of the original crawlspace footing would be below
the bottom of the masonry retaining wall. Therefore movement of the retaining
wall would in all likelihood not cause settlement of original crawlspace foundation
walls. This is assuming that the original house is supported on concrete footings. If
the house is supported on concrete piers then there would also be no significant
lateral pressure from the original foundation walls on the masonry retaining walls.
2. A previous engineering report noted that there was a difference in the level of the
main floor in the order oft to 2 V., inches. The difference in elevations was
attributed to possible settlement of the west side and north-west corner of the house.
That report also noted interior drywall cracking in the master bedroom and ceiling
cracking above the exterior patio. During my inspection I observed these cracks.
The north-west comer of the house appears to have been built on the lowest
elevation of the original hill grade. I believe that if any of the original house was
built on fill material it would most likely have been this area. It is reasonable to
assume that if settlement had occurred it would be of the fill material rather than the
native soil. I made some measurements of the floor level during my inspection. I
found the following differences in floor elevations: Great room: south-west comer
is 11/4-inches below south-east comer. Master bedroom and closet: west side of
bedroom is 118-inch below east side of closet. Kitchen: west wall of kitchen is 1/8-
inch below east wall of kitchen. Great room and kitchen: north-west corner of
kitchen is 1-5/8 inches below south-cast comer of great room. The measurements
are in reasonable agreement with those of Aspen Surveying's foundation elevation
certificate. I concluded from the lower floor elevations on the west side of the
house that the west foundation wall has in general settled more than the east wall,
and that the north side of the house has settled more than the south side. These
findings are not surprising given the slope of the land to the north-west and the
possibility of the north and west foundation walls being on fill material. I did not
find evidence that the house has an ongoing settlement issue or that the foundation
walls are in need of underpinning. The most conimon cause of residential
foundation wall settlement is water infiltration into the bearing soil. Moisture
generally softens soil and reduces its bearing capacity. It was reported to me that
previous drainage issues that existed around the house perimeter have been
mitigated. If that is the case then I do no anticipate additional settlement over and
above normal residential foundation settlement.
1 The west patio roof and floor are supported on 6x6 wood posts. The posts extend
through the lower patio concrete slab on grade and bear on what appears to be a
perimeter stem wall and footing. This foundation type is a very stable configuration
and has a low likelihood of movement provided that the bearing soil, below is not
saturated or otherwise disturbed. The bottom of the 6x6 wood posts are embedded
in concrete and have likely been exposed to some moisture. The post locations are
below the patio roof and main floor patio deck. The post bases are therefore
sheltered from excessive moisture due to precipitation. However, there may be
some decay at the bottom of the wood posts as they are embedded in concrete.
There is a spalled section of the concrete slab on grade at the north side of the post
at the north end of the house. Since this section of concrete should be repaired
anyway I recommend that a little more of the concrete at this location be removed
and the bottom of the wood post be inspected. If the base of this post has no
significant signs of decay it would, be a reasonable assumption that the other -wood
post bases are in serviceable structural condition. If there is significant decay at this
post then it would need to be repaired and the bottom of the other posts inspected. If
this inspection of the post base is not carried out then at a minimum I recommend
that the joints between the wood posts and concrete slab on grade be caulked,
4. There are three locations in the basement where bearing posts for the main floor
support steel beams have been relocated. Concrete column, s were replaced with
adjustable steel columns. The new steel columns were placed on the concrete floor
slab approximately 22-inches west of the center line of the original concrete
columns. It was reported to me that the original concrete columns were replaced
because they were no longer plumb. I presume that what I am calling the original
concrete columns were not original to the house but were original to the basement
dig out. There was no way to determine during my visual inspection -whether there
are adequate concrete footings below the original column locations. I saw no signs
of movement to indicate that footings were not present. I recommend that the steel
columns be moved back to the location of the original concrete columns. The
current steel columns may be re-used. Each column base plate should be fastened
to the concrete foundation with (2)-1/2 inch diameter expansion anchors. It was
reported to me that the contractor who removed the original concrete columns
verified that there were concrete footings in place below the concrete columns.
5. There is a small exterior storage room below the concrete steps at the south-west
side of the house that lead from the main floor level to the basement level. The
walls and roof of this room consist of poured in place reinforced concrete. A
El
portion of the ceiling and of the cast wall of this room show some damage and
cracking. I recommend that the damaged concrete be chipped off and that cracks
are filled with a polyurethane concrete caulk to prevent water infiltration and further
concrete damage.
6. There are poured in place concrete retaining walls at the east side of the house.
From a cursory look at these walls they did not appear to be significantly out of
plumb or to have signs of structural damage.
7. There are dry -stack masonry block retaining walls at the west side of the house.
The walls are approximately 40 -inches high, Portions of these walls are severely
distressed. At the north-west comer of the wall the blocks have separated by lip to
an inch horizontally between courses and the wall is up to 6 -inches out of plumb.
These walls appear to me to only serve as landscaping retaining walls; I do not
believe that the distress in these walls has any etTect on the house structure.
None of the recommendations in this report constitute a repair or construction plan. There
may be other items of structural interest that I have not covered in this report. These items
have been dealt with in previous engineering reports. Please contact me if construction
plans and details are needed for any of the repairs or reinforcements noted above.

1. ThiS permit was issued in accordance with the provisions set forth in your application and is subject to the laws of the
State of Colorado and to the zoning Regulations and Building Codes of Wheat Ridge, Colorado or any other applicable
ordinances of the City.
2. This permit shall expire 180 days from the issue date. Requests for an extension must be received prio~ to expiration
date. An extension may be granted at the discretion of the Building Official.
3. If this permit expires, a new permit may be acquired for a fee of one-half the amount normally required, provided no
changes have been or will be made in the original plans and specifications and any suspension or abandonment has no~
exceeded one (1) year. If changes have been or if suspension or abandonment exceeds one (1) year, full fees shall
be paid for a new'permit.
4. No work of any manner shall be done that will change the natural flow of water causing a drainage problem.
5. Contractor shall notify the Building Inspector twenty-four (24) hours in advance for all inspections and Shall receive
written' approval on inspection card before proceeding with successive phases of the job.
6. The issuance of a pe it or the approval of drawings and specifications shall not be construed to be a permit for, nor
anapprovalofi y lation of the provisions of the building codes or any other ordinance, law, rule or regulation.

GENERAL NOTES - ELECTRICAL SYSTEM:
1. ELECTRICAL SUBCONTRACTOR SHALL SIZE ALL CIRCUITS IN ACCORDANCE
TO GOVERNING CODES.
2. SMOKE ALARMS ARE REQUIRED IN EACH BEDROOM, OUTSIDE THE SLEEPING
AREA(S) AND ON EACH FLOOR (INCLUDING THE BASEMENT). ALARMS MUST
BE HARD-WIRED AND INTERCONNECTED.
3. SMALL APPLIANCE BRANCH CIRCUITS RATED AT 20 AMPS MUST BE PROVIDED
TO SERVE ALL GENERAL RECEPTACLES, COUNTERTOPS IN KITCHEN, DINING ROOMS,
AND THE LAUNDRY AREA. A MAXIMUM OF FOUR (4) RECEPTACLES MAY BE
SERVED BY EACH CIRCUIT. A DEDICATED CIRCUIT IS REQUIRED FOR THE
LAUNDRY AREA.
4. IN KITCHENS AND DINING ROOMS, ELECTRICAL RECEPTACLES MUST BE
PROVIDED WITHIN 20 INCHES VERTICALLY OF EACH COUNTER SPACE 12 INCHES
OR MORE IN WIDTH AND SO THAT NO POINT ALONG THE WALL LINE IS MORE
THAN 24 INCHES FROM A RECEPTACLE. ISLAND AND PENINSULAR COUNTERS
HAVING DIMENSIONS OF 24 INCHES BY 12 INCHES OR GREATER MUST ALSO
BE PROVIDED WITH AT LEAST ONE SUCH RECEPTACLE WHICH MAY BE NO
MORE THAT 12 INCHES BELOW THE COUNTER SURFACE WHICH MAY EXTEND
NO MORE THAN 6 INCHES BEYOND THE SUPPORT BASE. ADDITIONAL
RECEPTACLES ARE REQUIRED TO SERVE THE KITCHEN COUNTERS.
5. ALL ELECTRICAL RECEPTACLES SERVING THE KITCHEN COUNTERTOPS MUST
BE GROUND-FAULT CIRCUIT-INTERRUPTER PROTECTED.
6. BRANCH CIRCUITS SUPPLYING ALL ELECTRICAL OUTLETS (POWER, LIGHTING,
SMOKE ALARMS, ETC.) LOCATED IN BEDROOMS MUST BE PROTECTED BY AN
ARC-FAULT CIRCUIT-INTERRUPTER LISTED TO PROVIDE PROTECTION ON THE
ENTIRE BRANCH CIRCUIT.

8. SWITCHES ABOVE KITCHEN COUNTERTOPS TO BE 42" A.F.F. TO BOTTOM OF BOX.
