Official, denying the request for extension of permit #070396, was provided to Janet
Bradford.
- The permit had been expired by ordinance for a period of more than four(4) years at the
time of request for extension.
- The original permit was issued in violation of city ordinance as it relates to homeowners
perfort structural work and no subcontractors were listed on the permit
- The area designated as I 00-year floodplain in officially adopted FIRM maps now
encompasses virtually all of the existing home and approximately half of the newly
constructed addition.
- A Special Exception pennit is required prior to issuance of any building permit
for work in the Flood Storage District, Such permit would require elevation of the
structures' finished floor to onefoot above BFE.
- A valid Certificate of Occupancy Lannot be legally issued for a structure in the
related to the Flood Storage District,
- Mrs. Bradford stated that she had been working off and on over the past few years
although the permit was expired and that she had mechanical and electrical contractors
scheduled to work in the near future.

items;
Our original permit was issued on May 2, 2007 and we began our project. We had 7 inspections from
June to December 2007. We proceeded per the plans until we received a letter from our Home Equity
loan company that due to the housing crisis our loan was reduced, no more funds were available to us,

In preparation for that hearing, it would be very helpful for me if you could provide me with some information and

1. Is it correct that because the permit has expired and the structure is now partially in the 100-year floodplain, the
applicant would be required to obtain a new exemption permit that would include elevation of the finish floor
of the structure to a minimum of 1 foot above the BFE? If so, approximately how much would the finish floor of
the structure be required to be elevated above existing grade to meet the I foot above BEE elevation
requirement?
A Flood Exception Permit is required prior to issuance of a new building permit, The finish floor of the new addition
must be approximately 2-3 feet above existing grade. The exact elevation would be set in the Flood Exception
Permit,

3. Would floodprocifing measures be required for the foundation and any crawlspace created by elevation of the
finish floor?
The foundation must be floodproof (concrete, etc.). The crawlspace would not have to be floodproofed, but can
have no use for equipment, HVAC piping, electrical, etc.
4. Is it correct that a study would be required, demonstrating no adverse impact on the floodplain, for the portion
of the structure that would fie within the 100-year floodplain if the project was to continue?

At your request a representative of Rocky Mountain Structural Engineering has been
contracted to provide follow-up documentation to the answer of a question regarding the
footings for your addition.
The question of the inspecting engineer for the City ofWheatridge; is, can cold joints be
placed in the continuous footing shown on the plan and detail sheets of the Construction
Documents?
The answer is yes, cold joints can be used in the footings and foundation walls for
purpose of allowing phased construction. Care should be taken so that the horizontal
reinforcing steel is placed such that mm;mum lap lengths are provided on each side of the
joints.
Should you, the owners, or Building Officials have any questions regarding the
foundation for the residence listed above please do not hesitate to call.

SUBJECT: Flood Plain Exception Fence Permit

I have reviewed the attached building permit application for a shed and a carport permit within the 100-year
flood plain. The Major Drainageway Planning /Lower Clear Creek document was used in my review. The
original shed on this property was removed at some point and then replaced by a smaller shed in 1999. The
building permit for the replacement shed was issued in February of 1999. The square footage of the current
proposed shed and the 1999 replacement shed are equal to the square footage of the original shed that was
removed. Therefore, flood displacement is not anticipated.
I met with Brad Baker, the owner and contractor, on October 14, 2002 to discuss the permit. I reiterated the
stipulations which were set to the first shed as discussed in Bob Goebel's memo, dated January 27,1999.
I confirmed with him that the proposed grading of the site to elevate the shed will not import additional fill,
but rather will re-grade the existing soil on the site. This is to maintain the balance of cut and fill areas and
will not impact the capability of this site to retain 100 year backwater from Clear Creek. The Base Flood
Elevation is 5344.6. The proposed elevation ofthe floor of shed will be 5345.2 which is the same elevation
of the previously built shed as agreed by the owner. The shed and carport must also be anchored to their
foundation by a method approved by the building department.
Based on my assessment, the construction of this storage shed will not impact the flood plain and hereby
approve the application for a Class I Special Exception Permit subject to the following conditions:
. That the building is used for storage only as permitted in section 26-205 (C)(2) of the Municipal
Code.
. That no fill is imported onto the site without a separate permit and study.

I met with the owners at the subject property to discuss the particulars of the proposed storage
shed. In doing so, I noticed that an existing structure on the site had been removed and no
longer impacts the flood plain. In essence, the proposed storage shed is replacing the old
larger shed which has been removed, Further investigation has determined that the proposed
grading of the site to elevate the shed will not import additional fill but rather will re-grade the
existing soil on the site. The regrading of existing soil will result in a balance of cut and fill
areas and will not impact the capability of this site to retain 100 year backwater from Clear
Creek. The proposed elevation of the floor of the shed will be 5345.2 feet. The Base Flood
Elevation is 5344.6. Therefore, the storage will remain dry and materials may be placed on
the floor.
Therefore, I have concluded that the construction of this storage shed will not impact the flood
plain and hereby approve the application for a Class I Special Exception Permit subject to the
following conditions.:.
. That the building is used for storage only as permitted in section 26-205 (C)(2) of the
Municipal Code.
. That no fill is imported onto the site without a separate permit and study.
