Midroof & Final Roof inspections for ROOFS 6/12 PITCH & OVER: 3rd party inspection will be
required for both the midroof and final inspections. The 3rd party inspection report AND
THE ORIGINAL PERMIT CARD needs to be dropped off to the Permit Desk at the City of Wheat
Ridge. The report MUST BE SIGNED by the Homeowner.
REGARDING ROOF VENTILATION: Roof ventilation shall comply with IBC Sec. 1203.2 or IRC Sec.
R806. The installation of ridge venting requires the installation or existence of soffit
venting. For calculation purposes, one hat or turtle vent equal to one-half of one square
foot of opening.
Effective December 1, 2014, asphalt shingle installations require an approved midroof
inspection, conducted when 25-75 percent of the roof covering is installed, prior to final
approval. Installation of roof sheathing (new or overlay) is required on the entire roof
when spaced or board sheathing with ANY gap exceeding one half inch exists. Sheathing and
mid -roofs may be called in at the same time, one hundred percent of the sheathing must be
complete and 25-75 percent of the mid -roof may be complete. Asphalt shingles are required
to be fastened to the roof deck with a minimum of 6 nails per shingle. Ice and water shield
is required. Eave and rake metal is required. A ladder extending 3 feet above the roof eave
and secured in place is required to be provided for all roof inspections. Roof ventilation
is required to comply with applicable codes and/or manufacturer installation instructions,
whichever is more stringent. In order to pass a final inspection of elastomeric or similar
type roof coverings, a letter of inspection and approval from the manufacturer technical
representative stating that "the application of the roof at (project address) has been
applied in accordance with the installation instruction for (roof material brand name) roof
covering" is required to be on site at the time of final inspection.

2. This permit shall expire 365 days after the date of issuance regardless of activity. Requests for extension must be made in writing and
received prior to the date of expiration. An extension of no more than 180 days made be granted at the discretion of the Chief Building
Official and may be subject to a fee equal to one-half of the original permit fee.

I have completed my initial review of the above-mentioned building permit for a detached garage,
and I have the following comments:
1. The proposed garage appears to exceed the maximum height limitation for detached
garages. The Code of Laws specifies that detached garages may not exceed a height of
fifteen feet. The height is measured to the midpoint of the peak of the roof and the eaves.
The plans show a garage with ten-foot walls, and a roof pitch of 12/8. Given a garage that is
forty feet in width, the midpoint ofthe peak and eave would be 16.65 feet, which exceeds
the fifteen-foot maximum.
Please make the required correction to the plans and resubmit for review. If you have any questions

This Development Escrow Agreement is entered into this 4th day of June 2004 between the City
of Wheat Ridge, a Municipal Corporation, and Robert Sechler, hereinafter referred to as "Owner"
and concerns property located at 3303 Dudley Street, Wheat Ridge, Colorado.
The Owner is the titled Owner of a tract ofland in the City of Wheat Ridge, County of Jefferson,
State of Colorado, more fully described as Lot 9 Estes Park Subdivision, City of Wheat Ridge,
County of Jefferson, State of Colorado.
The sum of three thousand one hundred sixtv seven dollars! and no cents ($3167.00) to be held in
escrow with the City of Wheat Ridge for the purpose of cobstructing public improvements along
the frontage of3303 Dudley Street, Wheat Ridge, Colorado.
The City of Wheat Ridge shall have the absolute right to withdraw the Escrow funds for the
purpose of constructing public improvements along 330311>udley Street. The City of Wheat
Ridge further agrees that the Owner shall have no further obligation to make any payments for
such public improvements. The City shall hold the aforem~ntioned monies for a period often
(10) years from the date of this agreement. If at such time during this ten (10) year period, the
City constructs any public improvements adjacent to the srtbject parcel, the escrowed monies
shall be utilized. If no public improvements are constructed adjacent to the subject parcel within
the ten (10) year period, the monies shall be returned to the Owner without interest.
The only requirement to withdraw the Escrow funds in beHalf of the City of Wheat Ridge shall
be a letter from the Community Development Department bf the City, executed by the Director
of said Department and witnessed by the Mayor of the Cit~ of Wheat Ridge. Said letter shall
state that the City is proceeding with the construction of pljblic improvements along said streets
and will utilize funds to defer costs of the construction project.

SUBJECT: Building Permit for 3303 Dudley Street (Robert Sechler)
The Public Works Department has received the Building Permit Application dated April 19, 2004 for the
above reference site, and has the following comments/requirements to be included on the Site Plan prior
to PW approval ofthe Building Permit:
1. The proposed locations of the roof and foundation drains.
2. If the parcel is to be re-graded, erosion control (e.g., silt fencing) shall be placed so as to protect the
existing ditch located on the westerly side of the parcel, and also along the side lot lines to protect
the adjoining properties. A silt fence detail should be shown on the Site Plan (please see attached
sheet) .
3. If the entire site is not to be re-graded, the proposed grading limits should be shown.
4. The drainage flow patterns for the site need to be identified, along with any swales to be
incorporated along the northerly and southerly sides of the structure and driveway to prevent runoff
from this development flowing onto adjoining parcels.
5. The percent grade and flow direction of the proposed driveway.
6. Show the elevations as indicated on the redlined Site Plan.

SCOPE
This report presents the results of a soil and foundation investigation for a proposed residence at
3303 Dudley Street in Wheat Ridge, Colorado. The purpose of our investigation was to evaluate
subsurface conditions at the site and provide geotechnical recommendations for the proposed
construction. The report presents a description of subsurface conditions encountered at the site,
recommended foundation system, and design and construction criteria influenced by the subsurface
conditions. The report is based on data developed during the field and laboratory investigations and our
experience. A swnmary of our findings and recommendations is presented below.
CONCLUSIONS
1. Subsurface materials encountered in the test holes consisted very stiff, sandy clay that grades
to medium dense, clayey sand to the maximum explored depths of 20 to 30 feet. Bedrock was
not encountered in the test holes and the transition between clay and sand materials was not
evident during drilling.
A sample of sandy clay from 1 foot indicated a high swell potential when wetted under a
pressure of 1000 pounds per square foot (PSF). Samples of the clayey sand from 4 and 9 feet
exhibited no expansion potential when wetted under the same pressure.
2. Free water was not encountered in Test Hole 1 during drilling or when the test hole was
checked 2 days after drilling. Ground water was encountered at 24.5 feet in Test Hole 2 during
drilling and when checked 2 days after drilling. The test holes exhibited 1 to 3 feet of cave when
checked 2 days after drilling.
3. The proposed residence can be constructed with a spread footing foundation on the non-
expansive clayey sand. Where highly expansive clay is present below foundations, the material
should be removed and replaced or footings deepened to non-expansive soil. Design and
construction criteria are presented in the body of the report.
4. Garage and exterior slabs on the native clay would have a high risk for movement due to
expansive soil. Basement slabs on the clayey sand will have a low risk for movement due to
expansive soil. A structural floor should be used where the risk for slab floor movement is
not acceptable. Any slabs supported on grade should be free to move vertically, and not tied
to the structure.
5. Positive drainage down and away from all foundation walls should be established and
maintained at all times.
6. An exterior or interior foundation perimeter drain should be installed below basement
elevations.

PROPOSED CONSTRUCTION
A single-family residence with a garage and basement is proposed for the east central portion of
the lot. The proposed residence will consist of concrete and wood frame construction and relatively light
construction loads are anticipated. Detailed construction plans for the proposed construction were not
available at the time of this investigation. Foundation elevations of approximately 2 to 8 feet below
the existing ground surface were assumed for this investigation based on information from the owner.
SITE CONDITIONS
The site is located in an established residential area in Wheat Ridge, Colorado. Evidence of
previous site development was not observed during the investigation. The property is relatively flat with
a sparse cover of grass and weeds. An unlined irrigation canal that is about 2 feet wide and deep is
located along the westem property line.
INVESTIGATION
Subsurface conditions were investigated on August 27, 2003 by drilling two exploratory borings
at the location indicated on Figure 1. The borings were advanced using a 4-inch diameter continuous
flight auger powered by a CME-45 drilling rig. Samples were taken at select intervals using a California
sampler, which was driven into the soil by dropping a 140-pound hammer through a free fall of 30
inches. The number of blows required to drive the sampler into the soil is known as a penetration test.
The number of blows required for the sampler to penetrate 12 inches is evaluated and gives an indication
of the consistency or relative density of the soils and bedrock. The results of the penetration tests and
logs of the material encountered are presented on the Logs of Exploratory Borings, Figure 2. Samples
were returned to the laboratory where they were visually classified and testing was assigned to evaluate
the engineering properties of the soil layers. Laboratory testing consisted of moisture-density

determinations, swell-consolidation tests, and percent passing the No. 200 sieve analyses. The results of
the laboratory testing are presented on Figures 2 through 5.
SUBSURFACE CONDITIONS
Subsurface materials encountered in the test holes consisted very stiff, sandy clay that grades to

encountered in the test holes and the transition between clay and sand materials was not evident during
drilling. Free water was not encountered in Test Hole I during drilling or when the test hole was checked
2 days after drilling. Ground water was encountered at 24.5 feet in Test Hole 2 during drilling and when
checked 2 days after drilling. The test holes exhibited I to 3 feet of cave when checked 2 days after
drilling. Additional subsurface details are presented on Figure 2.
The geotechnical practice in the Denver area uses a relative scale to evaluate swelling
potentials. When the sample is wetted under a surcharge pressure of 1000 pounds per square foot
(PSF), the measured swell is classified as low, moderate, high, or very high. The following table
presents the relative classification criteria. Additional important information regarding geotechnical
risk is included as Appendix A.

Swell-consolidation test results for a sample of sandy clay from I foot in Test Hole 1 indicated a
high expansion potential (4.8 percent) when wetted under a surcharge pressure of 1000 PSF. The
observed swell pressure was approximately 8,000 PSF. Samples of clayey sand from 9 feet in Test
Hole 1 and 4 feet in Test Hole 2 where not expansive when wetted under a 1000 PSF surcharge pressure.

The extent of the highly expansive clay appears to be in the upper 3 feet based on the laboratory test
results. Swell-consolidation test results are presented on Figures 3 through 5.
SITE PREPARATION
Organic material and debris should be removed from the foundation area and wasted off site
or used for non-structural purposes. Structural fill should be placed in 8-inch uncompacted thickness
lifts and compacted to 95 percent of the standard Proctor maximum dry density (MPD) within 2
percent of the optimum moisture content. Structural fill is a non-expansive material that classifies as
sand according to the Unified Soil Classification System possessing a liquid limit less than 40 and a
plasticity index less than 20. The highly expansive clay encountered in the upper portion of the site is
not suitable for use as structural fill. Coarse-grained material larger than 3 inches in diameter should
not be utilized. Structures supported by insufficiently compacted structural fill may settle. Any fill
not utilized for structural purposes should be compacted to 90 percent MPD within 2 percent of the
optimum moisture content. A geotechnical engineer should review earthwork placement activities.
EXCAVATIONS
Excavations should not remam open for extended periods of time, permitting wetting or
drying of the bearing materials. Moisture changes of the bearing materials may increase the risk for
movement. The materials encountered within the depth of excavations on site are categorized as Type
B according the Occupational Safety and Health Administration (OSHA). Based on published OSHA
guidelines, the temporary excavations in the Type B soils can have a maximum temporary slope of
1.0: 1.0 horizontal:vertical (H:V) or 45 degrees. This inclination is reasonable for the conditions at the
site. Exceeding this inclination will increase the chance of deformation, especially over a long time
period. Some localized deformation of the bank may occur, especially during wet weather, loading
or with vibrations. Care should be taken when working near the sides of the excavation at all times,

and the slopes should be monitored by onsite personnel during construction for evidence of
sloughing, bulging or toppling of the sidewalls or cracking at the ground surface. Surcharge loading
at the top of the cut by equipment, materials, or vehicles must be avoided, since surcharge loading
will increase the risk of caving. Spoils of the excavation must be placed a minimum of 2 horizontal feet
from the edge of the excavation. A geotechnical engineer should observe the completed excavation prior
to foundation installation.
BUILDING FOUNDATIONS
The encountered materials consist of expansive sandy clay at garage and crawl space elevations
that grades to a clayey sand at basement elevations. A spread footing foundation system may be used;
however, areas of expansive clay should be over-excavated and replaced with structural fill or footings
should be deepened to the clayey sand. Refer to the "Site Preparation" section of this report for
structural fill requirements and placement. Spread footings should be designed with a maximum
allowable bearing pressure of 1,500 PSF and a minimum deadload of 300 PSF for footings placed on
clayey sand or structural fill. A geotechnical engineer should obtain soil samples from the bottom of the
excavations to perform swell testing and confirm the foundati on recommendations. The spread footing
foundation should be designed and constructed to meet the following criteria.
1. All footings must be supported by properly compacted structural fill or non-expansive clayey
sand. Any soils loosened by the excavation or forming process should be removed from the footing
areas prior to placing concrete. Soils in the footing excavation should not be allowed to dry. The
footing excavations should be observed by a geotechnical engineer to confirm subsurface
conditions.
2. We recommend minimum footing widths of at least 16 inches for continuous footings, and 24
inches square for concrete pads supporting columns. Larger sized footings may be necessary
depending on structure loads.
3. Continuous foundation walls should be reinforced to span local anomalies in the subsoil. Walls
should be reinforced to span an unsupported length of 10 feet. Steel reinforcement must satisfY the
appropriate Building Department requirements and the structural design.

4. Footings must be protected from frost action. Footings should be covered with a minimum of 3
feet of soil for frost protection.
SLAB-ON-GRADE CONSTRUCTION
The material encountered near the exterior and garage slab elevations is marginal for support
of slab-on-grade construction, with a high risk for slab heave due to the underlying clay. An
estimated 2 to 3 inches of heave may occur for slabs overlying 5 feet of wetted expansive clay.
Basement level slabs founded on non-expansive clayey sand will have a low potential for movement
with an estimated heave of less than I inch. The potential for garage and exterior slab heave can be
reduced by over-excavation and replacement with non-expansive structural fill as detailed in the 'Site
Preparation' section of this report. A structural floor should be used in finished areas if the owner
cannot accept the risk for movement. The slabs should not be attached to interior or exterior bearing
members. The slabs should be constructed as "floating" slabs, which are free to move in the vertical
direction. The following design and construction details are recommended for slab-on-grade
construction on expansive soil.
I. Slabs should be separated from exterior walls and interior bearing members. Critical entry
slabs should be supported on a haunch with a 4-inch void below the slab. Vertical movement of
the slabs should not be restricted. Using brittle floor finishes such as tile on slabs in areas with
expansive soil increases the risk for damage.
2. Slab bearing partitions should be minimized. Where such partitions are necessary, a slip joint
should be constructed to allow free vertical movement of the partitions. Basement level slip
joints should allow at least 1.5 inches of vertical movement and be monitored and maintained
after construction. Slip joints for partition walls placed on garage or near surface slabs should
have a minimum 2.5-inch space.
3. Underslab plumbing should be eliminated where feasible. Where such plumbing IS
unavoidable it should be thoroughly pressure tested during construction.
4. Plumbing and utilities, which pass through the slab, should be isolated from the slab.
5. If a forced air heating system is used and the furnace is located on the slab, we recommend
provision of a collapsible connection between the furnace and the duct work.

The above design and 'construction criteria will ot prevent movement, but will reduce
damage if movement occurs.
LATERAL LOADS AND SUBSURFACE DRAINAGE
Below grade walls must be designed for lateral loads. For "active" conditions, the walls should
be designed for an equivalent fluid pressure of 35 pounds per ubic foot (PCF). For "at rest" conditions,
equivalent fluid pressures of 50 ,rCF should be used. Thes loads do not include swelling pressures,
hydrostatic loads or surcharge 101lds such as sloping backfill r vehicles. Highly expansive clay should
not be used for backfill. In the b~sement, a foundation drain ound the perimeter of the structure should
be installed. The foundation drain ,,~ll reduce the risk of "w t basement" conditions and the buildup of
hydrostatic pressures. The foundation drain should lead to positive gravity outlet or a sump where
water can be removed by pumping. The foundation drain should be installed similar to the details
presented in Appendix B.
SURFACE DRAINAGE
The risk for wetting of foundation soils can be red ced by carefully planned and maintained
surface drainage. The following precautions should be obse ed during construction and be maintained
at all times after the structure is completed.
I. Excessive wetting or ,drying of open foundation xcavations should be avoided as much as
possible during construction.
2. Backfill adjacent to fo~dation walls should be mo'stened and compacted. Any settlement of
backfill after completion pf the structure should be rep ired and positive drainage reestablished.
3. The ground surface ,surrounding the structure s ould be sloped to drain away from the
structure in all directions., A minimum slope of 12 in hes in the first 10 feet should be achieved
and maintained after con~truction.
4. Roof downspouts and !drains for the residence sho d discharge to the surface well beyond the
limits of all backfill. Irrligated landscaping should ot be placed within 5 to 10 feet of the
foundation walls.

5. Plastic membranes should not be used to cover the ground surface immediately surrounding
the structure. These membranes trap moisture and prevent normal evaporation from occurring.
Geotextile fabrics are a suitable option to control weed growth and allow some evaporation.
LIMITATIONS
Although the borings were located to obtain a reasonably accurate determination of foundation
conditions, variations in the subsoil conditions are possible. If conditions different from those described
are encountered in excavations, we should be notified. A representative of our firm should observe
foundation excavations. The cost of construction observations is not included in this investigation. An
environmental assessment of the site is outside our scope of work for this proj ecl.

Important Information About The Report
The data collected by Church & Associates during this investigation was used to provide
geotechnical information and recommendations regarding subsurface conditions on the site
investigated, the effect of those conditions on the proposed construction, and the foundation type for
the named client. The stratification lines indicated on the boring log are approximate, and subsurface
conditions encountered during construction may differ from those presented herein. This uncertainty
cannot be eliminated because of the many variabilities associated with geology. For example,
material and engineering characteristics of soil and bedrock may change more gradually or more
quickly than indicated in this report, and the actual engineering properties of non-sampled soil or
rock may differ from interpretations. Quantitative conclusions regarding the performance of
geotechnical structures prior to construction are not possible because of the complexity of subsurface
conditions. Rather, engineering judgments and experience are used to estimate likely geotechnical
performance and provide the necessary recommendations. Put another way, we cannot be sure about
what is not visible, so the collected data and our training and experience are used to develop
predictions and recommendations. There are no guarantees or warranties implied or expressed.
The owner and/or client must understand that uncertainties are associated with geotechnical
engineering, and they, the owner and/or client, must determine the level of risk they are willing to
accept for the proposed construction. The risks ca., be reduced, but not eliminated, through more
detailed investigation, which costs more money and takes more time, and through any appropriate
construction which might be recommended as a result of that more detailed investigation. To reduce
the level of uncertainty, this report was prepared only for the referenced client and for the proposed
construction indicated in the report. Unless authorized by Church & Associates in writing, the owner
will assume additional geotechnical risk if this report is used for any construction that differs from
that indicated in the report. Our firm should be consulted well before changes in the proposed
construction occur, such as the nature, size, configuration, orientation, or location of any
improvements. Additionally, the knowledge and experience of the local geotechnical practice is
continually expanding and it must be understood the presented recommendations were made
according to the standard of practice at the time of report issuance. If the construction occurs 1 or
more years after issuance of the report, the owner and/or client should contact our firm to determine
if additional investigation or revised recommendations would be advisable.
The geotechnical practice in the Denver Region must consider the risk associated with expansive
soils and bedrock. The geotechnical practice in the Denver area uses a relative scale to evaluate
swelling potentials. When the sample is wetted under a surcharge pressure (loading) of 1000 pounds
per square foot (PSF), the measured amount of swell is classified as low, moderate, high, or very
high. Table 1 presents the relative classification criteria for the percentage of expansion based on
initial sample height at the indicated surcharge pressure.

The relative classification can be correlated to potential slab damage as follows:
Low: slab cracking, differential movement, and heave;
moderate: slab cracking and differential movement, partial framing void and furnace
plenum closure; and
high to very high: large slab cracking and differential movement, closed voids, closed
furnace plenum, and possible pipe rupture.
(These effects are based on monitoring and observations by several firms in the Denver
metropolitan area and are not limited to the relative classification. More or less damage
can occur in all classifications because of the uncertainty associated with subsurface
conditions and geotechnical engineering.)
It is important to note that measured swell or soil expansion is not the only geotechnical criteria for
the type of floor and foundation recommendations. Additional criteria considered include:
a. soil and bedrock type and variability,
b. stratigraphy,
c. ground water depth and anticipated post-construction moisture conditions,
d. surface water drainage and features,
e. post-construction landscaping and irrigation,
f. construction details and proposed use, and
g. local experience.
Post-construction landscaping and owner maintenance will greatly affect structures on expansive
soils and bedrock. Typically, irrigated landscaping increases the soil moisture content above the pre-
construction water content. Slabs, pavements, and structures significantly reduce evaporation of soil
moisture. Therefore, post -construction heave and resulting damage to buildings and other
improvements are likely to occur on sites with expansive soils because of the high probability that
subsurface moisture content will increase as the property and surrounding area is developed. Poor
owner maintenance, such as negative slopes adjacent to foundation walls and irrigated landscaping
adjacent to the foundation, also will significantly increase the risk of damage from expansive soil and
bedrock. The property owner, and anyone he or she plans to sell the property to, must understand the
risks associated with construction in an expansive soil area and also must assume responsibility for
maintenance of the structure. The owner and prospective purchasers also should review "A Guide to
Swelling Soils for Colorado Homebuyers and Homeowners," which is a special publication (SP 43)
produced by the Colorado Geological Survey to assist homeowners in reducing damage caused by
swelling soils.
