HomeMy WebLinkAbout02/11/1991 CITY COUNCIL MINUTES J CITY OF WHEAT RIDGE, COLORADO February 1~991 The City Council Meeting was called to order by the Mayor at 7 30 p m Councilmembers present Elise Brougl-Jam, Kent Davis, Don Eafanti, Phil Edwards, Tony FIasco, Larry Merkl, Ron Selstad, and Bill Shanley Also present City Clerk, Wanda Sang, City Administrator, Mike Smith, City Attorney, John Hayes, Public Works Director, Bob Goebel, Director of Planning & Development, Glen Gidley, Director of Parks & Recreation, Gary Wardle, Chief of Police, Jack Hurst, staff, and interested citizens APPROVAL OF hINUTES of January 28, 1991 Motion by Mr FIasco for the appruval of tl-Je Minutes of January 28, 1991, seconded by Mr Eafanti Mrs Brougham asked tl-Jat a currection be made on Page 3, Item 4 She had asked that a co~y of Resolution 1238 be sent via representatives on tl-Jis Council to the Colurado Municipal League, DRCOG, and Jeffco Governments so these other entities can perhaps take the same action Motion carried 8-0 CITIZENS' RIGHTS TO SPEAK There was no one present to speak PUBLIC HEARINGS AND ORDINANCES ON SECOND READING Item 1 Application by RAG, Inc for appruval of an amendment to a Final Development Plan within a Planned Industrial Development zone district for an interim use Tabur Street and West 1-70 Frontage Road North (Case No WZ-90-12) Greg Moberg presented the case, entered exhibits into tl-Je record, and answered Council's questions Don Chelemedos, 1385 Bear Mountain Drive, Littleton, representing the applicant, was sworn in by the Mayor and answered Council's questions Ralph Sandler, 10912 Snow Cloud Trail, Littleton, owner and president of Par Excellence Golf, was sworn in Gy the Mayor and gave background on I-Jis company Lloyd Pascal, 5055 Tabor Street, was sworn in by the ~ayor He asked questions regarding lighting, netting, and was concerned about his view CITY COUNCIL MINUTES February 11, 1991 Page -2- Motion by Mr Edwards that Case No WZ-90-12, a request for approval of an amendment to an approved final development plan and plat for property lonated at tl-Je north west norner uf Tabor Street and ~est I-70 Frontage Road North, be approved fur tl-Je following reasons 1 The property is within the nity limits of Wheat Ridge and all notifination and posting requirements have been met, therefore there is jurisdintion to I-Jear this nase 2 the site is designated for Multiple Land Use un tl-Je Comprehensive Plan and is consistent with the Plan With the fOllowing nondition 1 TI-Je original Final Development Plan, Lakemont shall remain in forne and when development unnurs plan, no review would be required, senonded by Mr Center - Stage 2, in accordance with the Shanley, carried 8-0 ORDINANCES ON FIRST READING Item 2 Counnil Bill 84 - An Ordinanne amending ~ention 26 Artinle IV Sign Code of the Code of Laws of the City of WI-Jeat Ridge Council Bill 84 was introduned by Mr Merkl on first reading, title read by Clerk Motion by Mr Merkl that Counnil Bill 84 be approved on first reading, ordered published, publin hearing be set for Monday, jv,arnh 11, 1991 at 7 30 p m in City Counnil CI-Jambers, Muninipal Bldg , and if approved on second reading, take effent 15 days after final publication, senonded by Mrs Broubham, carried 8-0 DECISIONS, RESOLUTIONS, AND MOTIONS Item 3 Denision on ESTIP Proposal ~j i k e S m i t I-J in t rod u n e d t his it e III and ask e d for Co un n iJ d ire n t i una s to how to proceed Lee Kunz, 4096 Youngfield Street, of Kunz & Barber Developers, was present, gave bankground on this development and answered Counnil's questions Motion by Mr ~erkl that staff be authrrized to negotiate with tl-Je developer in the manner set forth in the letter frum Tri-KB Investwents, signed by Lee Kunz Sr , addressed to the City of ~heat Ridge, senonded by Mr Davis Mrs Brougham asked that this be amended tu reflect the Mayor's correntiun on page 3 "whinhever comes first", tl-Jis was acnepted Motion narried 8-0 I tern 4 Selention of Consultant for Professional Land Surveyor Servines (Postponed from January 28, 1991) Motion by Mr Merkl that tl-Je ~ontrant for servines for Professional Land Surveyor Servines (RFP #91-001) be awarded to Sellards and Grigg, Inc in annordanne with their fee snhedule as presented, senonded by Mr Davis Mr FIasco will vote No benause I-Je doesn't understand Council agreeing to go with a higher fee than is available He urged Council to vote against this Inotion and if this motion fails, he will make an alternate motion to go with Futura Engineering Motion carried 6-2 with Mr Flasco and Mrs Brougham voting No CITY COUNCIL MINUT~S Item l) Item 6 Item 7 Item 8 February 11, 19LJ 1 Page -3- Motion by Mr Eafanti to authvrize an amount nut to exceed $2,000 from Account No 01-b07-795 to fund the Metro-rail study to allow a stop at the Ward Road exit, seconded by Mr Merkl, carried 7-1 with Mr Davis voting No ~otion by Mr Shanley that the City pay CIRSA $198,269 for workers compensation coverage for 1991 to be charged to Account No 01-610-621, seconded by ~1r Merkl, carried 8-0 Motion by Mr Shanley that tl-Je City pay CIRSA $175,232 for property/casualty cvverage and for excess crime coverage tu be charged to Account No 01-610-781, seconded by Mr Merkl, carried 8-0 Award Contract to Install Air Conditioning Unit at Richards Hart Estate (RFB #91-07) Motion by Mr Edwards tl-Jat Hi-Tech Heating & Cooling be awarded the contract to install the Air-conditioning Unit at the Ricl-Jards-Hart Estate in the amount of their bid of $3,850 00 and tl-Jat all costs be charged to Acct No 31-601-862, seconded by Mr Davis, carried 8-0 Item 9 Purchase of Computers for Police Department (RFB #91-05) Mayor Wilde stated tl-Jat Item 9 had been withdrawn and would not be heard tonight Item 10 Purchase of 3/4 Ton Truck for Parks Maintenance (RFB #91-12) Motion by Mr Davis that Daniels Motors be awarded the purchase of a 1991 3/4 ton Pickup Truck with options for the amount of $15,140 and that all costs be charged to Acct No 603-807, seconded by Mr SI-Janley, carried 7-1 with Mr FIasco voting No Item 11 Purchase of 1/2 Ton Pickup Truck for Parks Maintenance (RFB #91-13) Motion by Mr Shanley that Burt Chevrol~t be awarded tl-Je purchase of a 1991 1/2 ton Pickup Truck with options for the amount of $10,269 27 and that all costs be charged to Acct No 603-807, seconded by Mr Davis, carried 8-0 Item 12 Purchase of PC ARC/INFO Software for Planning & Develvpment (kFB if 91-11 ) Motion by Mr Shanley that Environmental Systems Research Institute, Inc be awarded the purchase of the pr AkL/I~FO Computer Software and related training modules for their quuted price of $7,890 00 and that all costs be charged tv Acct No 121-755, secundea by Nr Merkl, carried 8-0 CITY COUNCIL MINUTES February 11, 19'11 Page -4- Item 13 Motion re Paramount Park Reconstruction Motion by Mr Shanley that $3,161 29 be transferred from Acct No 01-607-795, General Fund Unallocated, to Acct No 01-001-799. I further move the City of Wheat Ridge pay SI-Jalkey Walker and Associates $3,161 29 for out of scope services performed to investigate petroleum products found during the reconstruction of Paramount Park and the payment be charged to Acct No 01-601-799, seconded by Mr Merkl, carried 7-1 with Mr FIasco voting No CITY ADMINISTRATOR'S MATTERS Mike Smith reminded everybody of tl-Je meeting on Thursday, at 7 00 p m to review options for the re-alignment of the Frontage Road at 32nd and 1-70 CITY ATTORNEY'S MATTERS John Hayes gave update on Paramount Park, settlement has been reached witl-J last remaining claimant He referred to his? memys he I-Jad distributed prior to the meeting ELECTED OFFICIALS' MATTERS Bill Shanley asked Mr Smith for update on insurance committee Kent Davis asked how many Councilmewbers would be attending tl-Je NLC meeting in Washington Only two Councilmembers are attending, if any more Councilmembers decide to attend, please advise Mr Davis We might have to change the March 11 meetin~ Ron Selstad has been concerned about wood-burning and asked if we should have something un the books regarding this Motion by Mr Selstad that an Ordinance be drawn up so we can enforce no burning on high pollution days and that it be done on a complaint by citizen basis, seconded by Mr Merkl, failed 4-4 with Councilmembers Davis, Shanley, FIasco, and Edwards voting No Meeting adjourned at 9 50 p m Wa ~d a S ~ ~'g, C i t Y < C l' e r k APPROVEu BY 91TY CUUNCIL ON FEBRUARY 25, 1991 BY A VOT~ OF / 8 TO 0 / ,/,; ,.;:. _ < ...._~.......... .' - // t"t...-r l: .
