PRESENTATION White Cap Environmental Consulting, Inc. (WCE) was contacted to investigate areas where potential asbestos containing materials were disturbed during renovation activities at 3255 Field St. on January 19, 2021. WCE is an asbestos certified firm through the CDPHE (Cert# 26613). Philip Ross (CDPHE 25101) conducted the ambient air sampling. The property is a single-family residential dwellingthat was built in 1958. The samples were taken to Reservoirs Environmental Incorporated laboratory and analyzed through Transmission Electronic Microscopy on a rush turnaround. Reservoirs is an accredited analytical laboratory for Transmission Electron Microscopy analysis by the National Voluntary Laboratory Accreditation Program (Lab Code 101896-0). I.B.21. Asbestos spill means any release of asbestos fibers due to a breach of the containment barrier on an abatement project, or due to any cause other than asbestos abatement. SITE OBSERVATION Potential asbestos containing materials were disturbed in the living room and kitchen of the building. WCE collected atotal of one (1) Transmission Electron Microscopy (TEM) air samples to determine if asbestos was present above the Maximum Allowable Asbestos Level (MAAL) in the disturbed areas. I.B. 106. Transmission Electron Microscopy is an analytical technique used for the definitive identification of asbestos. This technique can be used for both air and bulks sample analyses. AIR MONITORING AND TESTING APPROACH The purpose of collecting TEM air samples is to quantify the presence of asbestos fiber concentrations against the MAAL. The MAAL equates to seventy structures per millimeter squared (70 s/mm'). If the levels come back elevated above the MAAL then the sampled area will be included in the spill containment. Samples are collected using high-volume sampling pumps. Twenty-five (25) mm air sampling cassettes are fixed to stands that are forty-eight (48) inches above the floor. A volume of at least 1200L is collected for each sample. LABORATORY FINDINGS & SUMMARY Laboratory results conclude that zero (0) TEM air sample(s) contained asbestos over the regulatory levels at the above referenced location. Below are the results for the TEM sample analysis. Samples that are highlighted contain asbestos above the regulatory trigger levels. Samples in bold contain asbestos below the trigger levels but should still be cleaned under Minor Spill protocols. Trigger levels means amounts of material as follows: I.B.107.a. With regard to single-family residential dwellings, the trigger levels are 50 linear feet on pipes, 32 square feet on other surfaces, or the volume equivalent of a 55 - gallon drum. I.B.107.b. With regard to all areas other than single-family residential dwellings, the trigger levels are 260 linear feet on pipes, 160 square feet on other surfaces, or the volume equivalent of a 55 -gallon drum. ASBESTOS SPILL PROTOCOLS In the event that asbestos containing materials are disturbed above the CDPHE trigger levels, the appropriate spill response must be completed. Residential properties have composed trigger levels of 32 square feet or 50 linear feet on pipes. Commercial properties have levels of 160 square feet or 260 linear feet on pipes. III. T.1. Major Asbestos Spills In the event of an asbestos spill involving greater than the trigger levels, the building owner or contractor shall: III. T.I.a. Restrict access to the area and post warning signs to prevent entry to the area by persons other than those necessary to respond to the incident; IIIT.I.b. Shut off or temporarily modify the air handling system to prevent the distribution of asbestos fibers to other areas; III.T.I.c. Immediately contact the Division by telephone, submit a notification in compliance with subsectionllLE. (Notifications) and, ifin an area ofpublic access, apply for a permit in accordance with subsection III.G. (Permits); IIIT.I.d. Be exempted from the requirements to have a certified Supervisor on-site at all times, until such time as the immediate danger has passed. A person certified by the Division shall supervise any cleanup or asbestos abatement that must occur after the immediate danger has passed; III. T.I.e. Using certified Supervisors and certified Workers in accordance with section H. (Certification Requirements) of this Regulation, seal all openings between the contaminated and uncontaminated areas and establish negative air pressure within the contaminated area in accordance with paragraph IIIJ (Air Cleaning and Negative Pressure Requirements). This is to be accomplished using polyethylene sheeting to cover areas such as doorways, windows, elevator openings, corridor entrances, grills, drains, grates, diffusers and skylights; III. T.l.f. Comply with any other measures deemed necessary by the Division to protect public health. IILT.2. Minor Asbestos Spills In the event of an asbestos spill involving less than or equal to the trigger levels, the building owner or contractor should take the following non -mandatory steps: III.T.2.a. Restrict entry to the area and post warning signs to prevent entry to the area by persons other than those necessary to respond to the incident; IILT.2.b. Shut off or temporarily modify the air handling system to prevent the distribution offibers to other areas in the building; IILT.2.c. Seal all openings between the contaminated and uncontaminated areas. This is to be accomplished by using polyethylene sheeting to cover all areas such as windows, doorways, elevator openings, corridor entrances, drains, grills, grates, diffusers and skylights; IILT.2.d. HEPA vacuum or steam clean all carpets, draperies, upholstery and other non - clothing fabrics in the contaminated area, or discard all contaminated materials in accordance with subsection IILR (bVaste Handling); IIIT.2.e. A portion of each filter was collapsed with acetone and etched in a plasma asher. The etched filter was then coated with a thin layer of carbon in a carbon side down. The sample was then placed inside a condensation washer and treated with acetone to remove the filter matrix and expose any inert material. For each sample, enough grid openings on a 200 mesh TEM grid are analyzed to ensure an analytical sensitivity of at least 0.005 structures/cc. A minimum of four grid openings from two preparations are analyzed for each sample. The grid openings are searched for fibrous structures which, if present are analyzed by SAED and/or EDX (elemental analysis). The AHERA protocol requires SAED confirmation of enough chrysotile asbestos structures on each sample to cause the sample to exceed 70 structures/mm2 (usually 4 or 5 structures). Both SAED and EDX confirmation are required of enough amphibole structures on each sample to cause the sample to exceed 70 structures/mm2 (usually 4 or 5 structures) per sample. Either SAED or EDX is required for the remaining asbestos structures of either type. The morphology of each structure is determined and the length and the diameter of any asbestos structures are recorded. Asbestos fibers, bundles, cluster and matrices were identified and recorded. The asbestos structures have been defined in AHERA as follows: Fiber: is a structure having a minimum length greater than or equal to 0.5 micron with an aspect ratio of 5:1 or greater with substantially parallel sides. Bundle: is a structure composed of three or more fibers in parallel arrangement, with each fiber closer than the diameter of one fiber. Cluster: is a structure with fibers in random arrangements such that all fibers are intermixed and no single fiber is isolated from the group. Matrix: is a fiber or fibers with one end free and the other end embedded or hidden by a particulate. The exposed fiber end must meet the fiber definition given above. If more than 50 asbestos structures are identified and confirmed on a sar le, AHERA analysis may be terminated after completion of the grid opening, which contains the 50 structure. AHERA protocol requires the laboratory to reject any clearance sample which contains in excess of 25% total particulate loading or which appears to be unevenly loaded. The AHERA protocol includes specific sampling requirements, including minimum numbers of samples and minimum air volumes. Specifically, the 70 structures/mm2 clearance criteria is only allowed for sets five inside samples (collected in a group of 13 samples including: five outsides and three blanks) with volumes greater than 1200 liters (40 CFR Part 763, page 41894). Deviation from the AHERA sampling protocol may affect the validity of the analytical results. (WCE) was contacted to investigate areas where potential asbestos containing materials were disturbed during renovation activities at 3255 Field St. on January 19, 2021. WCE is an asbestos certified firm through the CDPHE (Cert# 26613). Philip Ross (CDPHE 25101) conducted the ambient air sampling. The property is a single-family residential dwellingthat was built in 1958. The samples were taken to Reservoirs Environmental Incorporated laboratory and analyzed through Transmission Electronic Microscopy on a rush turnaround. Reservoirs is an accredited analytical laboratory for Transmission Electron Microscopy analysis by the National Voluntary Laboratory Accreditation Program (Lab Code 101896-0). I.B.21. Asbestos spill means any release of asbestos fibers due to a breach of the containment barrier on an abatement project, or due to any cause other than asbestos abatement. SITE OBSERVATION Potential asbestos containing materials were disturbed in the living room and kitchen of the building. WCE collected atotal of one (1) Transmission Electron Microscopy (TEM) air samples to determine if asbestos was present above the Maximum Allowable Asbestos Level (MAAL) in the disturbed areas. I.B. 106. Transmission Electron Microscopy is an analytical technique used for the definitive identification of asbestos. This technique can be used for both air and bulks sample analyses. AIR MONITORING AND TESTING APPROACH The purpose of collecting TEM air samples is to quantify the presence of asbestos fiber concentrations against the MAAL. The MAAL equates to seventy structures per millimeter squared (70 s/mm'). If the levels come back elevated above the MAAL then the sampled area will be included in the spill containment. Samples are collected using high-volume sampling pumps. Twenty-five (25) mm air sampling cassettes are fixed to stands that are forty-eight (48) inches above the floor. A volume of at least 1200L is collected for each sample. LABORATORY FINDINGS & SUMMARY Laboratory results conclude that zero (0) TEM air sample(s) contained asbestos over the regulatory levels at the above referenced location. Below are the results for the TEM sample analysis. Samples that are highlighted contain asbestos above the regulatory trigger levels. Samples in bold contain asbestos below the trigger levels but should still be cleaned under Minor Spill protocols. ASBESTOS SPILL PROTOCOLS In the event that asbestos containing materials are disturbed above the CDPHE trigger levels, the appropriate spill response must be completed. Residential properties have composed trigger levels of 32 square feet or 50 linear feet on pipes. Commercial properties have levels of 160 square feet or 260 linear feet on pipes. III. T.1. Major Asbestos Spills In the event of an asbestos spill involving greater than the trigger levels, the building owner or contractor shall: III. T.I.a. Restrict access to the area and post warning signs to prevent entry to the area by persons other than those necessary to respond to the incident; IIIT.I.b. Shut off or temporarily modify the air handling system to prevent the distribution of asbestos fibers to other areas; III.T.I.c. Immediately contact the Division by telephone, submit a notification in compliance with subsectionllLE. (Notifications) and, ifin an area ofpublic access, apply for a permit in accordance with subsection III.G. (Permits); IIIT.I.d. A portion of each filter was collapsed with acetone and etched in a plasma asher. The etched filter was then coated with a thin layer of carbon in a carbon side down. The sample was then placed inside a condensation washer and treated with acetone to remove the filter matrix and expose any inert material. For each sample, enough grid openings on a 200 mesh TEM grid are analyzed to ensure an analytical sensitivity of at least 0.005 structures/cc. A minimum of four grid openings from two preparations are analyzed for each sample. The grid openings are searched for fibrous structures which, if present are analyzed by SAED and/or EDX (elemental analysis). The AHERA protocol requires SAED confirmation of enough chrysotile asbestos structures on each sample to cause the sample to exceed 70 structures/mm2 (usually 4 or 5 structures). Both SAED and EDX confirmation are required of enough amphibole structures on each sample to cause the sample to exceed 70 structures/mm2 (usually 4 or 5 structures) per sample. Either SAED or EDX is required for the remaining asbestos structures of either type. The morphology of each structure is determined and the length and the diameter of any asbestos structures are recorded. Asbestos fibers, bundles, cluster and matrices were identified and recorded. The asbestos structures have been defined in AHERA as follows: Fiber: is a structure having a minimum length greater than or equal to 0.5 micron with an aspect ratio of 5:1 or greater with substantially parallel sides. Bundle: is a structure composed of three or more fibers in parallel arrangement, with each fiber closer than the diameter of one fiber. Cluster: is a structure with fibers in random arrangements such that all fibers are intermixed and no single fiber is isolated from the group. Matrix: is a fiber or fibers with one end free and the other end embedded or hidden by a particulate. The exposed fiber end must meet the fiber definition given above. If more than 50 asbestos structures are identified and confirmed on a sar le, AHERA analysis may be terminated after completion of the grid opening, which contains the 50 structure. AHERA protocol requires the laboratory to reject any clearance sample which contains in excess of 25% total particulate loading or which appears to be unevenly loaded. The AHERA protocol includes specific sampling requirements, including minimum numbers of samples and minimum air volumes. Specifically, the 70 structures/mm2 clearance criteria is only allowed for sets five inside samples (collected in a group of 13 samples including: five outsides and three blanks) with volumes greater than 1200 liters (40 CFR Part 763, page 41894). This allows the installer to adhere the Insert to the roof membrane with a rubber to rubber adhesive. This process bonds the two parts into one providing the least possible chance of water back-ups. Two types of sleeves are available: a bowl configuration and a non-bowl configuration. All RPl components and accessories are vital parts of the integral roof system. Leaks around drains and pipes are the most common problems with any type of roof. RPI realizes this and have carefully developed and tested components to alleviate these problems. The pipe boots are also quickly and easily installed, and work on the same principle as the drain insens. The conical shape of this EPDM material allows it to be cut and fit for a variety of standard size pipes and when applied with the correct adhesive and application, provides the most leak-resistant roofmg system available in today's technology, RPl will gladly assist you in specifying your individual needs for materials and components.
