APPROVAL OF MINUTES of February 11, 1991 Motion by Mr Merkl for the approval of the Minutes of February 11, 1991, seconded by Mr Eafanti, carried 8-0 PROCLAMATIONS AND CEREMONIES Presentation by Mayor Wilde of Metropolitan Mayors and Commissioners Youtl-J Awards to Auralea Moore, Katie Utter, Janene VanLeeuwen, Jeremy bialik, Robin Jump, Anthony Lombardi, and Heather Scheihing CITIZENS' RIGHTS TO SPEAK There was no one present to speak ORDINANCES ON FIRST READING Item 1 Coun~il Bill 85 - An Ordinance repealing and reenacting the provisions of Se~tion 26-7(G)(1) of tl-Je Code of Laws of the City of Wheat Ridge providing exceptions to Nonconforming Lots, Uses, and Structures when such Nonconformity is created througl-J specified governmental action Council Bill 85 was introduced by Mr Davis on first reading, title read by Clerk Motion by Mr Davis that Coun~il Bill 85 be approved on first reading, ordered published, public hearing be set for Monday, Mar~h 25, 1991 at 7 30 p m in City Council Chambers, Municipal Bldg , and if approved on second reading, take effect 15 days after final publi~ation, se~onded by Mr Eafanti, ~arried 8-0 DECISIONS, RESOLUTIONS, AND MOTIONS Item 2 Renewal of Software Maintenance Agreement for Police Department Motion by Mr Edwards that the software maintenance West Public Safety Group be renewed for 1991 in the $32,938 OOto be paid quarterly and ~harged to Acct seconded by Mr Merkl, carried 8-0 agreement with U S amount of No 01-201-776, CITY COUNCIL MINUTES February 25, 1991 Page -2- It em 3 Bid Award for Computers for Poline Department (RFB #91-05) Motion by Mr Shanley t~at Source Elentronins be awarded t~e purchase of ten 286 Personal Computers as spenified fvr the amount vf $12,800 00 and that $1,280 00 be nharged to Annt No 201-809 and tl-Jat $11,520 00 be nharged to Acct No 203-809 I further move that Soft Warehouse be awarded the purchase of nine Epson Printers as spenified for tl-Je amount of $5,841 00 and tl-Jat the costs be charged to Anct No 203-80~, senonded by Mr EdwardS, narried 5-3 with Counnilmembers Brougham, Davis, and Selstad votinG No Mayor Wilde recognized Boy Scout Troop 200 Item 4 Bid Award for Wheat Ridge Park Restroom and Concession Stand (RFlJ #91-10) Motion by Mr Sl-JanJey tl-Jat tl-Je ~Iheat Ridge Park Restroom & Concession Stand Fanility (RFb #91-10) be awarded to J C Brooks & Co in the amount of their bid of $121,790 00 I furtl-Jer move that a nontingenny in the amount of $5,774 00 be established I further move that a maximum amount of 2% of the bid amount, $2,436 00, be allonated for payment of an early completion of the projent I further move tl-Jat the Director of Parks & Recreation be authorized to issue change orders up to the total contract and contingency amount of $127,564 00 and that all nosts associated witl-J this projent be nharged to Annt No 32-601-862 I further move tl-Jat the funds be ennumbered for the length of the projent whinh expressly allows the expenditure of funds in 1992 for this Projent in acnordanne with Ordinanne #787, 1989 Series, seconded by Mr Eafanti, carried 8-0 Item 5 Motion re 35th & Parfet Drainage Projent Motion by Mr Eafanti tl-Jat $15,799 98 be autl-Jorized for additional contingenny payments and that an additional $3,640 55 shall be transferred from Capital Projents Fund Carryover 30-607-795 to Capital Project Fund 30-302-848, senonded by Mr Merkl, narried 7-1 with Mr Eafanti voting No Item 6 Ratification of Mayor's appointments to Richards-Hart Estate Advisory Committee Motion by Mr Merkl to ratify the re-appointments of Connie Burkepile, Bonny Timmins, and Janet Thompson to the Rinhards-Hart Estate Advisory Committee, all terms ending 3/2/94, senonded by Mr Shanley, carried 8-0 Item 7 Motion by Mr Davis that the Marnh 11, 1991 City Counnil Meeting be nancelled because three Council members will be out of State attending the National League of Cities Conference in Wasl-Jington D C I further move that the Publin Hearing on Council bill ~4, Sign Code, be held on April 8, 1991 and tl-Jat tl-Jis notice be advertised in the Applewood/Wheat Ridge Transcript, seconded by Mr Merkl, carried 8-0 CITY COUNCIL MINUTES February 25, 1991 Page -3- CITY ATTORNEY'S MATTERS Motion by Mr Merkl that we go into Executive Session for consultation on legal matters under Ser:tion 5 7 (b) (1) (A), wi tl-J adjournment following immediately after the session, seconded by Mr Eafanti, carried 8-0 ELECTED OFFICIALS' MATTERS Larry Merkl expressed r:onr:ern that some of our projects were falling behind, at the next meeting he wants to I-Jave an update on projer:ts and if we are behind, we should go outside for bids on engineering services Tony FIasco gave update on MTDC bill He asked for consensus to go out for bid on legal publir:ations The last bid had been a year ago Consensus was 8-0 to do this He asked for status reports on r:lean burning fuels (Bob Goebel gave update), West 38th Avenue (John Oss gave update), and medir:al insuranr:e (Mr Smitl-J stated that there would be a meeting of the r:ommittee tl-Jis week) He offered Counr:il r:opies of the FAUS report Don Eafanti announr:ed that immediately after the Council Meeting the Committee for City Affairs would hold a meeting regarding Boards and Commissions appointments Ron Selstad complimented Public Works for a prompt response to a complaint He stated that there is a meeting in Denver on Thursday evening, the 28th of February, at 7 00 p m at 2525 W 29th Avenue, where they will discuss bikeways in NorthWest Denver EXECUTIVE
