Statement of Intent:
Ketelsen Campers of Colorado respectfully requests the City of Wheat Ridge grant to them
a Temporary Use Permit to the property described in the attached legal description for the
purpose of storing camper-trailer products that we sell, on an interim basis, until we
prepare and process a site plan and zoning application for the entire property to be
acquired.
Our intent is to have camper storage in the area of this Temporary Use Permit as a
permanent use, with a future retail commercial building on the west 300 feet of this site
that will have access from Kipling Street for parking and service. On the Kipling Street site
we intend to sell accessory supplies and equipment for the campers and trailers. The
zoning application and site plan will be forthcoming soon.
We sincerely feel that the intended uses for this property in its final form will be in
compliance with the Comprehensive Plan of Wheat Ridge, and will not present any
objectionable or detrimental land use relationships to adjacent properties.

LEGAL DESCRIPTION
Beginning at a point on the east right-of-way line of Kipling Street at
the southwest corner of Village Motor Inn, which is south of I-70
(Book 2332, Page 608), all in the N1/2 of the NWl/4, NW1/4,
Section 22, T3S, R69W; of the 6th P.M.; thence south on the east
right-of-way line of Kipling Street a distance of 200' to a point; thence
east a distance of 505.56' to a point; thence south a distance of 131.10'
to a point on the north line of S1/2, S1/2, NWl/4, NW1/4 Section 22,
T3S, R69W; thence east a distance of 151.17' to a point; thence north
a distance of 333.93' to a point; thence west a distance of 656.73' to
the point of beginning; less the west 300' thereof. Containing 2.09
acres more or less.

Dear Meredith,
We have reviewed the site plan for Temporary Use Permit and have
the following comments.
1. Eire protection is provided to this site by Station 2,
12195 W. 52nd Ave. and Station 1, 7900 W.-57th Ave.
2. We feel that a second access point is needed into the
facility. Would it be possible to provide an access point
from Kipling St, through the future expansion to the.
site.
UFC 91 10.203.
3. The access roadway would need to be a minimum of 20 feet
of unobstructed width, capable of supporting the imposed
loads of-fire apparatus and be an all-weather surface.
UFC 91 10.204{a),(b).
4. The access roadway could be chained at Kipling St and a
20 foot width gate .could be provided. This would allow
use of the hydrants on Kipling St.

The applicant requests approval of a Temporary Use Permit to
allow recreational vehicle storage in an Agricultural-One zone
district.
The applicant in this case owns the Ketelsen Campers recreational
vehicle sales lot located at 9870 W. I-70 Service Road South. He
has applied to the Board of Adjustment so that he can expand his
sales inventory to the south. Since the property is zoned
Agricultural-One, a Temporary Use Permit is required to allow the
vehicle storage while he pursues rezoning on the entire parcel
which contains 3.6 acres and extends west to Kipling Street. The
ultimate build-out on this parcel will include a commercial
building used for recreational vehicle accessory supplies and
equipment. At this time, the Temporary Use Permit would be only
for the rear 2.2 acres of.the property.
The proposed site plan shows a storage lot with 137 parking --
stalls accessing from the north through the existing business. A
6' high screening fence is-being shown which is consistent with
the City's policy of screening outdoor storage.
CRITERIA
Staff has the following comments regarding the criteria used to
evaluate a Temporary Use Permit:
(1) Will this request have a detrimental effect upon the
general health, welfare, safety and convenience of
persons residing or working in the neighborhood of the
proposed use?
The proposed vehicle-storage lot will not negatively affect
the general health, safety and welfare of persons residing-
or working in the area.
(2) Will this request adversely affect the adequate light and
air, or cause significant air, water or noise pollution, or
cause drainage problems for the general-area?
The lot will not affect adequate light and air, or cause
air, water or noise pollution for adjacent properties.
Since the lot will be gravelled, the existing permeability
will remain the same, therefore there should be no negative
affect on drainage in the area.
(3) Will this request result. in undue traffic congestion or
traffic hazards, or unsafe parking, loading, service or _.
internal traffic conflicts to the detriment of persons
whether on or off the site?
Adequate provisions for circulation within the lot have been
made. There should be no problems with parking or loading.

(4) Will this request be appropriately designed, including
setbacks, heights, parking bulk, buffering, screening and
landscaping, so as to be in harmony and compatible with
character of the surrounding areas and neighborhood,
especially with adjacent properties?
Development surrounding the property includes the outside
storage area of the current sales lot and a motel to the
north, vacant land to the south and west and Pennington
Elementary playgrounds to the east. Staff concludes that.. -
the storage lot will be compatible with adjacent land use if
it is property screened with a 6' high fence.
(5) Will this request overburden the capacities of the existing
streets, utilities, parks, schools, and other public
facilities and services?
The Temporary Use Permit will not overburden capacities of
the existing streets, utilities, parks and schools.
CONCLUSIONS AND
Based on the criteria, Staff concludes that use of the property
as a recreational vehicle storage lot will not affect the general
health, safety and welfare of persons in the area and that it
should be compatible with adjacent land use. Since the applicant
will be applying for a rezoning and site plan approval on the
entire parcel, a recommendation of APPROVAL is given with the
condition that the lot be surrounded with a 6' high screening
fence.

Mr. Quiat stated you folks aren't down 52nd and Tabor
looking around the neighborhood, but it isn't a place where
there is a lot of people coming in to walk in the evening,
it isn't one of the places where-the public travels a great
deal. It is a quiet neighborhood where the people who live
there are comfortable and get along very well in their
neighborhood. You are not on a thoroughfare, you're not on
the routes of traffic, and the dish commends itself to you
that it is not offensive, and that it provides a service to
a lady who invested in it in good faith..- This is not trying
to bludgeon you into granting her a variance that is going
to change her situation or the neighborhood's. I feel it is
a fair request and I urge :that you consider it with favor.
If there are any questions I_can answer, I will be glad to
do so.
No questions-were asked of Mr. Quiat.
Motion was-made by Board Member ABBOTT,_that Case No. WA-93-
4, an application by Corry E. Sheely, be DENIED for the
following reasons.
1. The satellite-dish is a convenience in this case as
alternative methods for enhanced television reception
are now available.
2. In recognition of considered debate by City Council;
including discussion directly related to and_in
recognition of the personal and financial hardship which
would be created, a__specific period of amortization
requiring compliance was enacted into the laws governing
the City of Wheat Ridge.
Motion was seconded by Board Member ROSSILLON. Motion
denied 5-0. Resolution attached.

Meredith Reckert presented the staff report. All pertinent

foot high solid< wood fence. _

Chris Porter, attorney for the applicant, was sworn in.
Mr. Porter said they are in agreement with the staff report
and added a note that Mr. and Mrs. Ketelsen could not be
here tonight as they are on their way out of the country.
Mr. Porter said Ketelsen Campers is the number one Coleman
camper dealer in the world and represents in excess of 8~ of
Coleman's world-wide business. Because of this success they
have a couple of hundred campers coming in immediately
during the month of October. We are expecting to go in for
a re-zoning and site plan approval as we proceed with the
purchase, so right now they really need to get these campers
in storage.
Mr. Porter continued saying the Ketelsen dealership is run
like a real tight ship with everything orderly and is,kept
in real good state of repair.- In concern with the fence-, we
will do what everyone wants us to do. We have talked with
Kathy Tulley of Jefferson County and she has no objection to
us using and screening the existing fence.- The main intent
is to screen this fence and acknowledging to them that we
will be responsible for maintaining those. slots.
Ms. Reckert asked Mr. Porter if he was talking long-term or
just ,f or the temporary use, and Mr. Porter answered they are
trying to do the fence-right now, but are not closing any
doors- Again, Mr. Porter said we will do what everybody
wants us to do. If we need to put in a solid fence, we
will. Ms. Reckert said her concern was more of a land use _
than the entirety as an attractive nuisance for the
children. The Principal did not. indicate this would be a
problem, however it will be one of the referrals that will
go through when the re-zoning process is started.
Mr. Porter said they do not expect to use the Temporary Use
Permit for very long as the site plan will be submitted very
shortly and they will try to move it along as quickly as
they can.
Vice Chairman REYNOLDS asked staff if we have to have any
specific time that we allow or can it be left open, and Ms.
Reckert said the Temporary Use Permit will be for a year,
but they are ready now to come in with their zoning
applications. Ms. Reckert added if the Board wanted to make
the recommendation that slats be put in the fence, that will
be no problem. and we will resolve that with .the rezoning
process..
Board Member ROSSILLON_restated then it would be for one
year; and Ms. Reckert replied yes; the applicant did riot ask
for a shorter time. Mr. Porter said they_have people
working right now and can assure they will proceed with
diligence.

any guard dogs, and Mr. Porter answered no.

7, an application by Ketelsen Campers, be APPROVED for the
following reasons:

D. Case No. WA-93-13: An application by Dale Slensker for
approval of a 390 square .foot variance-to allow a 990 square
foot detached garage on property-zoned Residential-Three.
The property is located at 3855 Harlan Street.
Greg Moberg presented the staff report. All pertinent
documents were entered into record, which Vice Chairman
REYNOLDS accepted.
No questions were asked of staff.
Board Member ABBOTT stated for the .record that he is an_
adjacent property owner but feels there-is no reason for him
to abstain from voting.
The applicant, Dale Slensker, 3855 Harlah Street; was sworn
in. Mr. Slensker stated-he purchased the house this year.
It is a gorgeous old home built in 1936, and the only major
drawback in the home is the garage was built back when cars
were much, much smaller. The garage ceiling is bout 6'1",
so it is difficult to walk in much less park a car.

is an appeal to this Board from the decision of an Administrative
Officer; and
WHEREAS; the property has been posted the required 15 days by law
and there WERE NO protests registered against it; and
WHEREAS; the relief applied for MAY BE be granted without
detriment to the public welfare and without substantially
impairing the intent and purpose of the regulations governing the
