New 8" water mainline and fire hydrants will be needed to relocate part of the existing water main line running east to west through Lots 1 and 2 at owners expense 2. Owner will need to provide easement dedication to Valley Water for the portion of the water line being relocated sufficient to meet Denver Water requirements 3. Water tap and service lines will be needed to serve separate building structures 4. I-70 Frontage Road Dear Meredith, We have reviewed the site plan for this location and have the following comments. 1. Fire protection is provided to this site by Station 1, 7400 W. 57th Ave. and Station 2, 12195 W. 52nd Ave. 2. All-weather fire dept. access roadways, minimum of 25 feet of unobstructed width, capable of supporting the imposed loads of a piece of 46,000 lb fire apparatus need to be provided prior to above grade construction. UFC 91 10.204(a),(b). 3. The turning radius will need to be checked when additional plans are submitted. TIFC 91 10.204(c). 4. Fire lanes will need to be posted on each side, "No Parking Fire Lane" with signs that meet City of Wheat Ridge Standards . UFC 91 10.206. 5. Water lines and fire hydrants will need to be relocated and operational prior to -above grade construction. UFC 91 10.501(a). 6. Sprinkler systems within individual buildings will need to be provided with back flow prevention in accordance with Valley Water District Standards. 7. The fire department connection for the sprinkler systems will need to be provided within 150 feet of a fire hydrant. UFC 91 10.403(a). Amended. We will need a final drainage study. 2. We will need construction drawings for the Independence Street and West 49th Avenue improvements that will be required along the frontages of the property. Please note that an acceptable form of surety for these improvements will be required prior to issuance of a building permit. 3. We will need a completed application-for dumping/landfill permit and fees due submitted for review and approval. In conjunction with this permit an erosion control plan may be required for review and approval. 4. The resubdivision plat has been forwarded to Chuck Braden for review. 5. .The developer will need to contact Mr. Rudy Blea with CDOT `for design standards and requirements-for the-improvements on the North I-70 Frontage Road. This will be a major part of the State Highway access permit. 6. This notice is intended to inform you of the process involved in land use development applications. Prior to application for rezoning or special use permit, the developer is responsible for holding an informal neighborhood meeting. The purpose of the meeting is to provide the opportunity for citizens to become aware of a proposed development in their neighborhood and to allow the developer to respond to citizen concerns in the design of their project. All residents within 600 feet are required to be notified of the meeting. A staff planner will attend the meeting to discuss City policy and regulations and the process involved, however, the planner will remain impartial regarding viability of the project. Keep in mind that this is not a public hearing. Although a synopsis of the meeting will be entered as testimony, it is the public hearings in front of Planning Commission and City Council where decisions are rendered. If you want input in the decision-. making process, it is imperative that you attend the public hearings. The public hearings you will be attending are quasi-judicial in nature. Please do not contact your Planning Commissioners or Council people to discuss the merits of a case prior to the public hearing. It could jeopardize your representatives' ability to hear the case. The result of this filing is that it requires a 3/4 majority of City Council to approve a request. REQUEST The applicant is requesting approval of a four-lot resubdivision for property located at the southeast corner of West 49th Avenue and Independence Street. The north I-70 Frontage Road runs along the southern property line. The property is zoned C-7, contains seven acres and was subd'ovided pursuan4 to the 70 Executive Center Subdivision approved in 7985. See attached Exhibit 'A'. A site plan for development was also approved but never built. The property is being resubdivided to allow the construction of four officeJshowroom/warehouse buildings. Because of the new lot lines and building layout many of the utility easements dedicated on the previous plat are required to be vacated and rededicated. Access easements are provided with a note allowing for movement through these easements. A note regarding detention access has been added. These detention easements need to be shown physically on the plat face. Aside from legal description problems, all requirements of the Subdivision Regulations have been met. 11. AGENCY REFERRALS Public Works will require a drainage report and construction of public improvements for all three street frontages. There are problems with the legal description. Arvada Fire District will require fire hydrants to be relocated. Valley Water District will require an eight-inch line relocation through Lots 1 and 2. A 30-foot water line easement is required along the common property line. Colorado Department of Transportation will require an access permit for the frontage road. III. STAFF CONCLUSIONS AND RECOMMENDATIONS Staff concludes that the proposed development scenario requires a resubdivision of the 70 Executive Center Subdivision. Staff further concludes that all requirements of the Subdivision Regulations have been met with the exception of a minor legal description problem. For these reasons, a recommendation of Approval is given for Case No. MS-95-4 with the following conditions: 1. Legal descriptions be corrected. 2.
