The support equipment will consist of one telco cabinet and two BTS cabinets all set behind the exisiting brick fencing. PCS -Personal Communications Services, represents the latest generation of wireless technology. PCS uses a digital technology instead of the currently available analog technology. Unlike analog services that pick up and send all sound in the area of the phone, digital picks up and sends only message of the sender. This gives PCS user the clarity of land line telephone service and the mobility of cell phones -- the best of both worlds. In addition to the mobility and clarity of PCS the user will now have services commonly associated with land line telephones and on-line computer services. While the clarity and services available to the user will increase the overall cost of PCS compared to present day cell phones should decrease. The reliability and survivability of wireless communication systems also make them an important asset to the community in the event of individual emergencies and wide- spread disasters. Public safety organizations have repeatedly found wireless communication systems an invaluable supplement to their existing communication resources. This license also requires Western to provide adequate services to the Wheat Ridge-area. Because of this requirement, it is essential that a cell site be located on this site. Without this location, Western's customers will experience a coverage deficiency. This particular site represents the care with which Western Wireless, PCS III and Koll Telecommunications (WW/KTS) use when choosing potential telephone cell sites. This facility will be located in a Business and designed in such a way to alleviate most visual disruptions. WW/KTS also has other elements to consider when choosing a site: engineering studies; uses surrounding the cell site; and, zoning regulations. Engineering studies includes drive testing, drive testing simulates the reception of wireless telephones to antennas of varying heights. This test indicates the minimum height at which an acceptable level of both clarity and area coverage is_ reached. In this specific instance the sixty foot high monopole produced the necessary results. Another important consideration is the impact of PCS availability on the economical health of the community. In general, businesses are seeking to expand into areas, or remain in the areas of the country, that have the most sophisticated/cost effective communications networks in place. An important new tool, PCS offers Wheat Ridge the opportunity to attract the high tech and environmentally sound businesses and jobs of the 21st Century. To sum up, Western trusts the City of Wheat Ridge will agree that locating this facility at this particular site is both an appropriate use and contribution to the welfare of the community. At the Januazy 2, 1997 Planning Commission meeting, an inquiry was made regarding future needs for the City's dispatching/communication system in light of the requests for collocation. A City Council public hearing is scheduled for review of a request for special use to allow collocation by Sprint Spectrum on Feburary 24, 1997. Another application by Western Wireless is scheduled for public hearing in front of Planning Commiision on March 6, 1997. Stodden DATE: February 24, 1997 SUBJECT: Special Use Permit Request - ~~~ 2 6 1997 Western Wireless I have received an information packet from Georgia Lichte, zoning coordinator at Western Wireless concerning Western's proposal to place nine panel antennas on the City's existing tower, here at the municipal building. Included in this packet is a letter from Mr. Paul Egge, an engineer utilized by Western Wireless to provide an structural analysis of the tower mast and foundation to see if the proposed antennas and related equipment could be mounted on the tower with regards to safety and structure overload. Mr. Egge's analysis concluded that the proposed nine antennas would over stress the existing tower by 6%, however this over stress could be overcome by placing additional bracing at around 20 foot elevation. I have some major concerns that the recent and proposed additions of antennas on our tower here at the municipal building may compromise the original intent of the tower site, which was for the use of city government. The fact that this recent proposal by Western Wireless includes an engineering report recommending additional bracing be put into place, to me raises a "red flag", . signifying that the City should cease adding any outside antenna systems to the City site tower structure until city departments have researched and developed potential future needs for city government use of the tower, before it reaches maximum load capacity. Wind pressures calculated in accordance with the EIA standard are based upon Exp sure C. We have included 112" radial ice accumulation in our analysis. We have also incIu~ied the weight of the antennas and antenna mounts, the selfweight of the tower, and the wei~tt of radial ice accumulation. It is pur opinion that the tower mast and tower foundation can safely support the addition of six PCS .Iantennas. The addition of an array of nine PCS antennas will result in an overstress to the tower mast of 6%.
