All application documents, referral comments, staff reports, correspondence, public notice
information and all associated documentation for the special use permit request at 3190 Y oungfield
Street (First Bank) can be found in the final development plan case file (WZ-06-09).
The applicant must apply for a special use permit for the drive through on the west side of the
building. The property is currently zoned PCD ("Walgreens at Maple Grove ODP"), which
specifically requires a special use permit for any drive through use. Typically, the special use permit
process begins with an administrative review and a ten-day public noticing period. Because a final
development plan was also being requested, staff felt the ten-day public notice period unnecessary.
Instead, the special use permit was made part of the City Council hearing along with the final
development plan request. All notification occurred simultaneously.
