Dear Mr. Zabawa:
This letter is in regard to your request for approval of an extension for variances granted pursuant to
Case No. WA-06-03. On March 23, 2006, you were granted a 13-foot front yard setback variance
and an 11-foot rear yard setback variance for property located at 3227 Chase Street to allow for
expansion of the Seniors' Resource Center. As of September 19, 2006, these variance approvals
would have expired; however, you were granted an extension until September 9, 2007. A
subsequent extension was granted until September 19, 2008.
You have now requested an additional extension due to the fact that fundraising for the expansion
has been slower than anticipated. The Community Development Department acknowledges your
contribution to the community and hereby grants an extension for one year. Please be advised that
if a building permit applicatiorl.is not received by September 19, 2009, your variances will expire.

On behalf of the Seniors' Resource Center, I am submitting a request for consideration
of a one year variance extension on the building setback requirements for the property
noted above. The original variance request is set to expire on September 19, 2008. By
way of this letter, we are requesting a one year extension.
The Seniors' Resource Center, a private non-profit corporation, has been providing vital
services to the community since 1978. SRC has been operating from our current
location at 3227 Chase Street for more than twenty-five years. During this time we
have made significant improvements to the property. Our Mission Statement reads:
"The Seniors' Resource Center works in partnership with older persons and the
community to provide centralized and coordinated service, information, education and
leadership, helping to assist seniors in maximizing the independence and personal
dignity."
We feel that there is good cause to grant such an extension. The reasons are as
follows:
• The original setback variance was requested in order to afford just enough
buildable area to create a financially and programmatically viable project.
• The Seniors' Resource Center is moving forward on construction plans and
anticipates breaking ground in the Spring of 2009.

SRC has formalized an $8,700,000 three-phase Capital Campaign. The first
phase is to build a 25,000 square foot building on the property adjacent to our
current building to address the increasing demand for senior services. After two
years of fund raising, we have secured $4,600,000 in gifts and pledges which
represents 52.65% of our total campaign goal. However, with the downturn in
the economy, we are experiencing some challenges with our fundraising
endeavor.
• The Seniors' Resource Center plans that through facility expansion, we will be
equipped to handle the anticipated growth in Jefferson County's 60+ population
over the next 14 years.
The City of Wheat Ridge has an aging population that can benefit from the services
offered by SRC including adult day and respite care, transportation, in-home care, care
management, victim's assistance, job training and placement as well as volunteer
opportunities.

variance is obtained within such period of time. If the building permit expires, the variance shall
expire at the same time. Extensions of time may be granted for good cause shown, but only if an
application for the extension is made prior to the expiration of the variance".
The Senior Resource Center is in the process of fund raising for the cost of construction. I would

Please be advised that at its meeting of March 23, 2006, the Board of Adjustment APPROVED
your request for approval of a 13-foot front yard setback variance from the 30-foot front yard setback
requirement and an II-foot rear yard setback variance from the 20-foot rear yard setback requirement
for property zoned Residential One and located at 3227 Chase Street for the following reasons:
1. The Seniors' Resource Center provides an important community service. In order to meet
increasing demand for this service, a substantial expansion of the existing facility is necessary
which is problematic given current development standards for the front and rear yard setbacks.
2. The existing facility encroaches into the required 30-foot front yard setback by 8 feet.
3. The elevation and site plan submitted indicate that the applicant will match the appearance of
the existing facility with the addition.
4. Granting the variance would allow for increased accommodation of persons with disabilities.
5. There are hardships in that architectural and use constraints including on-site parking and fire
department access disallow shifting the size and shape of use areas within the structure. Also
the irregular property lines create irregular setbacks.
6. The property line at the rear of the addition jogs. Eleven feet is the maximum variance that
will occur along this rear property line.
7. The city supports the front setback variance, in part, to allow for the occupancy to not increase
traffic in the adjacent residential alley.
8. Prom an aesthetic perspective regarding the front setbacks, buildings from the 1920' s such as
the original school building routinely and expectedly sat closer to the street than current
setback requirements. Therefore, the addition will appear architecturally correct.
Enclosed is a copy of the Certificate of Resolution, as well as a draft copy of the minutes, stating the
Board's decision which became effective the date of the meeting, March 23,2006. This variance

For the following reasons:
1. Approval of the request should not have a detrimental effect on the
100-year floodplain as per testimony by the city's director of public
works.
2. The requirements of the floodplain ordinance have been met.
3. The floodplain administrator has reviewed and approved the
engineer's study.
With the following conditions:
1. The proposed structure must be consistent with the development
standards of Section 26.806(F).
2, . The proposed structure must maintain a lowest floor elevation that is
. at least one foot above the base flood elevation of 5,410 feet above sea
level. The basement, if any portion is below the flood elevation, must
be "flood-proofed" to the standards of the city as stated in Section 26-
808 of the city code,
3. Prior to issuance of the Certificate of Occupancy, an elevation
certificate shall be prepared and certified by the engineer of record
and filed with the city.
4. Staff recommended approval of the application.
In response to a question from Board Member HOWARD, Jeff Hirt stated that if
the floodplain exception were to be granted, the applicant would qualify for
floodplain insurance.
The motion passed 7-0.

Case No. W A-06-03: An application filed by the Seniors Resource
Center for approval of a 13-foot front yard setback variance from the 30-
foot front yard setback requirement and an II-foot rear yard setback
variance from the 20-foot rear yard setback requirement for property
zoned Residential One and located at 3227 Chase Street.
This case was presented by Jeff Hirt. He entered all pertinent documents into the
record and advised the Board there was jurisdiction to hear the case. He reviewed
the staff report and digital presentation. Staff recommended approval of the
application for reasons outlined in the staff report.

Mr. Pekarek is Vice President of Public Affairs for the Seniors Resource Center
(SRC). He stated that Jefferson County gave the property at 3227 Chase Street to

the Center and the SRC has also purchased the property to the north of the center.
They are planning to expand the existing facility to meet the growing demand for
services provided by SRC and necessitated by the growing number of older
citizens in Wheat Ridge.
William Brummett

:Mr. Brummett is the architect for the proposed expansion. He presented
architectural drawings of the proposed expansion. The first floor would be
utilized for adult day care programs. The basement would be used for
.administrative space plus therapeutic spaces. The second floor would be used for
respite and short term assisted living for eighteen people. One reason for the
variance request is that the property lines "jog" from one property to the next.
The alley would be improved (paved and widened) to accommodate fire truck
access. The parking lot has been designed to reduce traffic through the
neighborhood. If required to accommodate the large setbacks presently required,
four respite rooms would have to be eliminated. This would also eliminate
income the facility needs to operate.

Ms. Johnston is Program Manager for Adult Day and Respite Services at the
Seniors Resource Center. She stated that the day care. program is open from 7:00
a.m. to 6:00 p.m. with the majority of users there between 9:00 a.m. and 3:00 a.m.
Board Member ABBOTT commented that when the original building which once
housed a school was built, the setbacks were much closer to the street than they
would be today and it seemed logical to see this type of building shifted closer to
the street.
:Mr. Brummett agreed that buildings constructed during that time were built closer
to the street. However, there has been a trend to new urbanism since 1995 and
buildings are once again moving closer to the street. He also noted that where the
street curves there would actually be a 28-foot setback.
Board member ABBOTT commented that it appears only 20% of the building is
encroaching into the setback. :Mr. Brummett agreed.
Meredith Reckert commented that using the northern portion of the property for .
parking would ensure that traffic would not flow into existing residential areas.
Board member HOVLAND commented that the addition blends very well with
the original architecture.

Board member DRDA expressed concern that while current standards call for
buildings to be closer to the street in commercial areas, the setbacks are to be
larger as they go back into resIdential area. He asked if a five-foot reduction in
the variance would work.
Mr. Brummett replied that the plan has been worked and reworked and any
reduction in the variance would not allow complete whee1chairaccessibility.
There were no other individuals present who wished to address this case. Chair
BELL closed the public testimony portion of the hearing.
Board Member HOWARD expressed concern that nothing has been shown that
would indicate a hardship in this case. He wondered if the building could be
extended north instead of east and west thereby eliminating the need for a
variance. Meredith Reckert stated that expansion of the building to the north
. would eliminate much needed parking.
In terms of hardship, Meredith Reckert suggested that the Board consider the
criteria that addresses accommodation of people with disabilities.
Board Member BELL commented that the setback on the curve of the street is 28
feet and does have the visual appearance of a setback.
Board member DRDA also expressed concern about a lack of hardship in this
case.
Board member HOVLAND acknowledged the need for extra space for
accommodation of wheelchairs and believed that constituted a hardship. He
agreed that the 28- foot setback on the curve does not present a visual impact.
Board Member BELL commented that a hardship exists in regard to state..
standards for providing handicapped accessible units. In order for SRC to
function as respite care, the variance is necessary.
There was a consensus of the Board to allow the Chair to reopen the public
testimony of the meeting in order to hear from the applicant.
Mr. Pekarek returned to the podium. He stated that SRC has over 65 full and
part-time employees at the center and they are trying to be good neighbors by
restricting parking to their parking lot and the firehouse. A larger facility will
require more parking spaces. Parking is also needed for buses that carry clients to
the center.

Mr. Brummett commented that the east/west 20-foot lane is needed for fire
access.

Upon a motion by Board Member ABBOTT and second by Board Member
HOVLAND, the following resolution was stated:
Whereas, the applicant was denied permission by an administrative officer;
and
. Whereas, Board of Adjustment Application Case No. W A-06-03 is an appeal
to this Board from the decision of an administrative officer; and
Whereas, the property has been posted the fIfteen days required by law, and
. in recognition that there were no protests registered against it; and
Whereas, the relief applied for may be granted without detriment to the
public welfare and without substantially impairing the intent and purpose of
the regnlations governing the City of Wheat Ridge.
Now, therefore, be it resolved that Board of Adjustment Application Case
No. W A-06-03 be, and hereby is, approved.
For the foHowillg reasons:
1. The Seniors' Resource Center provides an important community
service. In order to meet increasing demand for this service, a
substantial expansion of the existing facility is necessary which is
problematic given current development standards for the front and
rear yard setbacks.
2. The existing facility encroaches into the required 30-foot front yard
setback by 8 feet.
3. The elevation and site plan submitted indicate that the applicant will
match the appearance of the existing facility with the addition.
4. Granting the variance would allow for increased accommodation of
persons with disabilities.
5, There are hardships in that architectural and use constraints
including on-site parking and fire department access disallow shifting
the size and shape of use areas within the structnre. Also the
irregular property lines create irregular setbacks.
6. The property line at the rear of the addition jogs. Eleven feet is the
maximum variance that will occur along this rear property line.

7, The city supports the front setback variance, in part, to allow for the
occupancy to not increase traffic in the adjacent residential alley,
8. From an aesthetic perspective regarding the front setbacks, buildings
from the 1920's such'as the original school building routinely and
expectedly sat closer to the street than current setback requirements,
Therefore, the addition will appear architecturally correct.
The motion passed 6.1 with Board Member DRDA voting no.

A, Approval of minutes - February 23, 2006
Since there were no copies of the minutes in the packet, the minutes of
February 23, 2006 will be considered at the next regularly scheduled
Board meeting.
B, Board of Adjustment Bylaws Work Session
At the direction from the Board, planning staff made changes to the
bylaws. Meredith Reckert reviewed these changes as contained in the
Board's packet.
Board Member ABBOTT suggested removing the words "or tabled" from
paragraph 3 under Article V.
Board Member DRDA suggested removing the words "by an attorney or"
in paragraph 3 under Article II.
Board Member BELL suggested including a definition of "designated
agent" in paragraph 3 under Article II.
There was a consensus of the Board to forward the amended bylaws,
including the above suggestions, on to City Council for ratification.
Chair BELL asked Board members to submit names of people who could
serve as alternates to the Board of Adjustment as soon as possible.

~ The property has Residential One C (R-IC) zoning and currently has a branch of the Jefferson County
Library system and the existing Seniors' Resource Center (SRC) facilities on it.
The applicant, the SRC, is requesting this variance as the property owner fJr~t\)'~~~~~ The
request is for approval of a 13 foot front yard setback vaTiance from the 30 foot front yard setback requirement
and an 11 foot rear yard setback variance from the 20 foot rear yard setback requirement for the purposes of
adding on to the existing SRC facilities.
The development standards for quasi-public uses in the R-lC zone district can be summarized as follows:
. Maximum Building Coverage: 40%
. Minimum Lot Area: I acre
. Minimum Lot Width: 200 feet
. Minimum Front Yard Setback: 30 feet
. Minimum Side Yard Setback: 15 feet
. Minimum Rear Yard Setback: 20 feet
The applicant is proposing a substantial addition to the existing SRC

II. CASE ANALYSIS
The property is 80,001 square feet, or 1.8 acres. The property measures 375 feet wide with a depth of 133 feet
along 32nd Avenue. The property currently has the SRC facility attached to a branch of the Jefferson County
Library. The property had previously been owned by Jefferson County, and the SRC had been leasing their
space. Recently however, the SRC acquired the entire property.
The Seniors' Resource Center is a private, non-profit corporation that provides a wide range of services to
seniors' in the community ~nJm.tlf~SI~{~~l<'gt(\u_foiroj,tt6~.
The applicant has expressed that expansion of the existing facility is essential to serve the growing demand for
the service provided by the SRC. Given setback requirements and existing conditions on the subject property, it
is problematic to construct an addition of adequate size based on the needs of the SRC. The structure currently
used by the SRC was built in 1930, with additions in 1950 and 1960. The existing front yard setback for the
SRC along Chase Street is 22 feet. The applicants are showing a 17 foot front yard setback with the addition.
The applicant has expressed that the new addition will match the existing historic building and provide a
consistent appearance along the Chase Street frontage.
The SRC has also recently acquired the lot to the north, 3251 Chase Street in order to accommodate this
expansion. The SRC intends to consolidate this lot into the overall property, thus eliminating any conflict with
the proposed addition and the existing north lot line. The only setback variances needed with this request, and
with the consolidation of the lots are to the rear and front yard setback requiTements.
The addition will allow the expansion of a facility providing a valuable community service that has operated out
of this location for over 25 years.
II. VARIANCE CRITERIA

Staff has the following comments regarding the criteria used to evaluate a variance request:
1. Can the property in question yield a reasouable return in use, service or income if permitted to be
used only under the conditions allowed by regulation for the district iu which it is located?
The applicant has expressed that the Seniors' ResoUTce Center is in need of expansion in order to meet the
demand for the services provided. R-IC development standards only allow fOT an addition which would
be inadequate according to the applicant based on the increased demand for their services.
2. If the variance were granted, would .it alter the essential character of the locality?
The request is for expansion of an existing building and an existing use. Approval of the variance would
have a slight impact on the essential character of the locality because a larger building than what is
allowed under current regulations would be allowed. The elevations and site plan submitted however
illustrate an addition which would match the character of the existing facility.
3. Does the particular physical surrounding, shape or topographical condition of the specific property
involved result in a particular and unique hardship (upon the owner) as distiuguished from a mere
inconvenience if the strict letter of the regulations were carried out?
There are no unique conditions related to physical surrounding, shape or topography that render any
portion of the property in question unbuildable. The property is generally rectangular in shape and flat.
4. Has the alleged difficulty or hardship been created by any person presently having an interest in the
property?
The property owners have created their own hardship by requesting a variance from the R-IC
development standards. There is an existing front yard setback encroachment however on this property,
and there is limited space to construct an addition of the size proposed by the applicant given current
development standards.
5. Would the grantiug of the variance be detrimental to the public welfare or injurious to other
property or improvements in the neighborhood in which the property is located, by, among other
thiugs, impairing the adequate supply of light and air to adjacent property, substantially increasing
the congestion in public streets or increasing the danger of fire or endangering the public safety, or
substantially diminishing or impairing property values within the neighborhood?
Approval of the variance would not be substantially detrimental to the public welfare or injurious to otheT
property in the area. Approval of the variance would however allow for a building laTger than what would
be allowed under current regulations, thus slightly decreasing the supply of light and air to properties to
the north and the west. There may also be more traffic generated by allowing a larger building with this
variance request, as the result would be more office space and care units with this addition accoTding to
plans submitted. Most clients however are dropped off by car or bus. Property values in the surrounding
neighboThood should not be significantly impacted because the facility is an existing condition and the
applicants are proposing an improvement to the property.
6. If criteria 1 through 5 are found, then, would the granting of the variance result in a benefit or
contribution to the neighborhood or the community, as distinguished from an individual benefit on
the part of the applicant, or would granting of the variance result in a reasonable accommodation
of a person with disabilities?
The request would result in a benefit and contribution to the community distinguished from an individual
benefit on the part of the applicant. The Seniors' Resource Center is a non-profit corporation that
provides an important service to the community. The applicant has expressed that the demand for the

services provided necessitates a substantial expansion of the current facility which would be problematic
under current R-IC development standards without variances. Given the nature of the service provided,
granting the variance would also allow for increased accommodation of persons' with disabilities.
III. STAFF CONCLUSIONS AND RECOMMENDATIONS
Upon review of the above request, staff concludes that the above criteria are supportive of the variance request.
Staff has found that there are unique circumstances attributed to these requests that would warrant approval of a
variance. Therefore, staff Tecommends APPROVAL for the following reasons:
1. The Seniors' Resource Center provides an important community service. In order to meet increasing
demand for this service, a substantial expansion of the existing facility is necessary which is
problematic given current development standards for the front and rear yard setbacks.
2. The existing facility encroaches into the required 30 foot front yaTd setback by 8 feet.
3. The elevations and site plan submitted indicate that the applicant will match the appearance of the
existing facility with the addition.
4. Granting the variance would allow for increased accommodation of persons' with disabilities.
With the following .condition:
1. The applicant must submit a consolidation plat for 3227 Chase Street and 3251 Chase Street (Parcel B
as shown on the survey submitted) prior to issuance of a Certificate of Occupancy for the addition.

On behalf of the Seniors' Resource Center, I am submitting a request to yourself and
the Board of Adjustments for a variance consideration on the building setback
requirements for the property noted above.
The site's current Zoning is R-1 C, with required setbacks as follows:
Front (street) 30'-0"
Alley 20'-0"
Side lot 15'-0"
The attached site plan, dated February 28, 2006, shows the proposed new building with
proposed setbacks as follows:

Our design and development team have studied this site for several months regarding
options for building a new adult day and respite care building to serve the elderly and
disabled with limited financial means. The buildable area that meets the required
setbacks would be insufficient to create a building large enough to adequately meet the
needs of those the building will serve. The buildable area is also insufficient to create
the minimum number of respite care units on the second floor to make the project
financially viable.

The existing building at 3227 Chase Street does not meet the current front setback
requirement of 30'-0". Its front setback measures 22'-0". Our proposed front setback
for the new building, to the existing building's north, is 17'-0", creating a more consistent
street frontage. The attached application packet includes a conceptual Chase Street
Exterior Elevation showing the existing and new buildings. Our intent is to create a
unified street frontage on Chase Street, designing the new building with similar
character, detail and charm as the existing.
On the alley frontage, our design team has modified the original design to properly
accommodate the large fire truck turning radii, as well as significantly widening the
portion of the alley adjacent to the site for fire truck access.
The Seniors' Resource Center, a private non profit corporation, has been providing vital
services to the community since 1978. SRC has been operating from our current
location at 3227 Chase Street for more than twenty-five years. During this time we
have made significant improvements to the property. Our mission reads: "The Seniors'
Resource Center works in partnership with older persons and the community to provide
centralized and coordinated service, information, education and leadership, helping to
assist seniors in maximizing the independence and personal dignity." The City of
Wheat Ridge has an aging population that can benefit from the services offered by
SRC including adult day and respite care, transportation, in-home care, care
management, victim's assistance, emergency assistance, job training and placement as
well as volunteer opportunities.
Jefferson County's 60+ population is expected to double over the next 14 years.

Since 1978 the Board, Staff and Volunteers of the Seniors' Resource
Center (SRC) have worked to preserve the independence and dignity of
our community's older adults.
SRC's programs include a continuum of services, everything from
education and employment opportunities to providing basic sustenance
needs. SRC serves customers who range in age from 11 to 100, and
come from every walk of life.
As the older population continues to increase, the Seniors' Resource
Center will continue to evolve to ensure that individuals who need our
services will receive them in a timely and caring manner.

SRC's facilities will be accessible, inviting and resource-rich settings that meet

Our History
In the
Beginning
<>Under the sponsorship of Jefferson County Department of Social Services, the
Retired and Senior Volunteer program (RSVP) began handling inquiries about
various senior services and volunteer opportunities. Staff members started
discussing the value of, and need for, a multi-service agency for seniors.
1978
<>Seniors' Resource Center, Inc.(SRC) originally started (with a different name)
as a service provider for the elderly and was an outgrowth of the Jefferson County
Retired and Senior Volunteer Program (RSVP).
<>In June of 1978, RSVP, along with its Tel-A-Sure, Tax Assistance, Minor Home
Repair and Hand-in-Hand programs, joined with the Senior Wheels
Transportation Service, 55+ Employment Program and Legal Services and moved
to Kendall Street offices to work together under the direction of Jefferson County
Social Services. An agency was formed to meet the need for accessible,
coordinated and centralized services for older county residents.
1980 <>A State of Colorado ruling forced the senior service alliance to seek an
organization with a 501 (c)(3) non-profit IRS status to serve as its sponsor;
otherwise it would have dissolved.
<>Jefferson County Council on Aging (JCCoA) served as Board of Directors until
1982.

1982 <>SRC became incorporated.
<>A new Board of Directors was formed.
<>Began the "Cornerstone Project" capital fljnd-raising effort with a $100,000 goal

<>SRC's Communicator newsletter was first published.
<>SRC moved to 3227 Chase Street.
<>DayBreak Adult Day Program started by the Arvada Inter-Church ARMS of the
Arvada Presbyterian Church.

1983 ~SRC added Senior AIDES, Vista, Peer Counselors and Solar Greenhouse
programs.
~Faces of Aging calendar project was launched.
~DayBreak Adult Day Program was added to SRC's service line-up.
1984 ~SRC's Social Work and Transportation (Senior Wheels) programs were
expanded to provide additional services.
~Senior Connection began, a partnership with Jefferson County Department of
Social Services.
~ The American Cancer Society of Colorado presented Senior Wheels with its
annual recognition award for outstanding service transporting cancer patients for
therapy.
1985 ~Property in Evergreen was purchased as the future site of the Mountain
Services Program.
~ The state of Colorado commended SRC for "its dedication to helping the elderly
and low-income seniors, who comprise the majority of its clients."
1986 ~SRC Evergreen completed the renovation of the Carriage House.
<? The Colorado Legislature honored SRC for outstanding public service.
1987 ~Yellow House Phase II kicked-off in Evergreen.
~Social Work Program extended services to include case management.
~Minor Home Repair Program was founded.
~SRC sponsored "Aging Issues and Concerns" forum.
1988 ~SRC celebrated its ten year anniversary.
~Evergreen Yellow House renovation completed.
1989 ~Friendly Visitor Program initiated.
~Senior Wheels fleet converted to compressed natural gas fuel.
~SRC Administration and Development move to Jeffco Human Services in order
to allow more room for programs at Wheat Ridge facility.

1990 -<>Yellow House capital campaign goal of $250,000 reached.
-<>In-Home Personal Care Program was added to SRC's service line-up and was
based at the SRC offices in the Jeffco Human Services' building. .
-<>Weatherization Program ended,
1991-<>SRC was designated as Jefferson County agency for Senior Information
Source, a telephone referral service for seniors. .
-<>DayBreak II opened.
1992 -<>Mountain Services celebrated its fifteenth anniversary.
-<>L.I.F.E., Inc. Personal Care Program was assimilated into SRC's Personal Care
Program.
1993 -<>SRC celebrated its fifteenth anniversary.
-<>Robert Wood Johnson Foundation selected SRC's DayBreak Adult Day
Program as one offifty national demonstration sites for its Partners in Caregiving:
The Dementia Services Program.'
-<>RSVP of Jefferson County celebrated its twentieth anniversary.
-<> The Legal Assistance Program was reconstructed, adding a full-time paralegal
and expanded service accessibility for clients. :
-<>In May of 1993, as part of the fifteenth year SRC anniversary commemoration,
the Colorado State Legislature publicly commended the agency for its dedication
to helping the elderly and for its leadership in the senior service field.
-<>In May of 1993, the Jefferson County Board of Commissioners presented SRC
with a Jefferson County Resolution recognizing its continued success in helping
the elderly maintain their dignity and independence, and declared May 14-21
"Seniors' Resource Center Week." i

1994 -<> The first satellite DayBreak Program opened in February at the Bear Valley
Church in Lakewood. !
-<>The Personal Care Program served over 280!c1ients each month, an all time

<>Mountain Services spearheaded the founding ofthe Service Providers Network
in Evergreen.
<>HOPE for the Elderly Independence Program, a five year National
Demonstration Project, begins.
<>DayBreak Adult Day Program extended its weekday and weekend hours.
1995 <>The Social Work Program implemented the Eldercare Services in the Work
Place Program. The program brought information, education and support
services about aging and caregiving issues into the workplace.
<> This year marked the beginning of SRC's Volunteer Bill Payer Program.
Volunteers were trained and then matched with clients to ensure that clients' bills
were being paid on time.
<>To better serve the community, staff members were added to the Legal
Assistance Program by way of a full-time attorney and a part-time paralegal.
<> The DayBreak Program opened another satellite site in the Carriage House of
the Yellow House in Evergreen.

<>SRC's Transportation Program changed shape and direction by dividing into
two distinct service areas:. Community Wheels and Mountain Wheels. The
program continued to provide para-transit service and Medicaid broke ring (the
brokering project was a pilot program proposed to the State and approved for
implementation in Jefferson County through SRC).
1996
<> The Social Work Program was renamed Support Services Program to reflect
the broad scope of services offered.
<>SRC receives Award at the 1996 Good News Coalition Breakfast.
<>Jefferson County RSVP spearheaded a collaboration of the Jeffco Sheriffs
Department, local Police Departments and concerned citizens to establish
TRIAD. The TRIAD team concentrated on crime prevention and safety issues
affecting seniors. ~
<> The DayBreak Arvada Club started at the Arvada Methodist Church.
<>SRC's Transportation Program was selected to participate along with the
National Renewable Energy Laboratories (NREL) and the Department of Energy
in a national demonstration project. The project incorporated satellite positioning
equipment and state of the art computer assisted scheduling software.

1997 ~SRC completed an Organizational Assessment Process.
~SRC adopted a strategic plan in 1997 that ushered the agency into the new
century by investing in its employees, volunteers and infrastructure, in addition to
broadening the base of support and working to identify trends and customers'
needs before they happened.
~SRC Legal Assistance Program ends. The Legal Referral Program begins.
1998 ~SRC celebrated twenty years of caring service to older adults living in Jefferson
County and prepared its programs for the increase in the senior population.
~SRC leased warehouse space to house the workshop for the Woodchucks.
~SRC consolidated its Administration and Development departments with the
urban program offices at its headquarters located in Wheat Ridge.
1999 ~ Transportation expanded services under contract with Adams County.
~DayBreak at Vista Village opened.
~HOPE, National Demonstration Project ended.
~Jeffco Elder Employability Program (JEEP) begins - three year State grant.
~SRC Board of Directors adopted a three-year Strategic Plan.
2000 ~Jeanette C. Takamura, Assistant Secretary of Aging in the U.S. Department of
Health and Human Services, chose SRC's DayBreak Program site to lead a
roundtable discussion on "America's Families Care: Voices from the Community."
The site was chosen because it represented a "model adult care center." ,
~SRC formed a Legislative Advisory Council to work on state issues.
~DayBreak Adult Day and Respite Program received its Personal Care Boarding
License from the state.
~Continued to make improvements to the Wheat Ridge facility through the ~fforts
of the Building Committee. New carpeting and linoleum were installed, interior
painting' was accomplished and a new boiler system & air conditioning! were

2001 ~SRC took over the management of the Adult Day Program at the Baptist Home
Association's Vista Village campus.
. ~SRC was one of four organizations selected nationally to receive an $80,000
grant from the AT&T Family Care Development Fund to help start an Elder
Service Network.
~SRC was one of five Colorado test sites for the National Council on the Aging's
Benefits CheckUp Program and was charged with conducting practical application
testing of the program which responds to the needs of seniors as well as their
families by providing a list of public programs for which they may be eligible.
~ The Yellow House expansion ground breaking took place in May and the Yellow
House mortgage burning party took place in October.
~SRC increased outreach efforts in south Jefferson County.
~SRC was instrumental in the formation of the Jefferson County chapter of the
Colorado Association of Non-Profit Agencies.
2002
~ SRC received funding to operate our Older Adult Employment Services
Program in a total of nine counties. . This exciting expansion also allows us
greater access to employers who are interested in hiring older workers.

~Support Services began staffing an office in South Jeffco twice per week to
allow residents in that part of the County easier access to services.
~Mountain Services secured the contract to provide the Evergreen RTD Call-N-
Ride program for the rural area.
~ The Agency Volunteer Program established a resource centerfor senior health
insurance information; a project funded by the State.

~New radio systems with better coverage were installed on SRC vehicles as
were suspension systems for smoother rides. ;

~SRC embarked on a revision to its Strategic Plan with input from all program
and departmental staff, Board members and Advisory Council members which
lead to the adoption of the 5 year Strategic Plan! 2003 - 2008. .

execute this deed, and SENIORS' RESOURCE CENTER, whose legal address is 3227 Chase
Street, Wheat Ridge, Colorado 80034.

WITNESSETH
THAT WHEREAS, the Board of County Commissioners or the County of Jefferson, State of
Colorado, did at a regular meeting of said Board held at the Administrative/Judicial Facility in said
County on the 6th day of December, 2005, duly adopt and pass Resolution No. CC05-539 authorizing
the quitclaim of the hereinafter described real property to SENIORS' RESOURCE CENTER, and did
by said Resolution appoint and constitute the undersigned as Commissioner to quitclaim and execute
a deed for said real property to SENIORS' RESOURCE CENTER for and on behalf of the County,
and did further authorize the undersigned to execute this deed and to affix the seal of said County
hereto.
NOW, THEREFORE, FOR A.ND IN CO'NSIDERA nO'N of the sum of Ten Dollars
($10.00) and other good and valuable consideration, in hand paid by SENIORS' RESOURCE
CENTER to the County, receipt of which is hereby confessed and acknowledged, the undersigned,
acting as Commissioner aforesaid, does by these presents remise, release, sell, and quitclaim unto
SENIORS' RESOURCE CENTER, its successors and assigns, all the right, title, interest, claim and
demand which said County has in and to the real property described in Exhibit A attached hereto,
situate, lying and being in the County of Jefferson, State of Colorado.
TO' HAVE AND TO' HOLD the same, together with all and singular appurtenances and
privileges thereunto belonging or in any way thereunto appertaining, and all the estate, right,
title, interest and claim whatsoever of said County, either in law or equity. The property herein
quitclaimed shall be used only for a public senior services center, a county public library or for
any other public purpose. In the event that the property is used for any such purpose, then the
property shall revert to the County and this deed shall be null and void.
